CWS RSC Africa
The Resettlement Support Center (CWS RSC Africa) operates a US refugee resettlement program in sub-Saharan Africa through a Cooperative Agreement with the Department of State/Bureau of Population, Refugees and Migration. CWS RSC Africa is responsible for the preparation of refugee case files for adjudication by US Citizenship and Immigration Services (USCIS) officers, as well as the out-processing and cultural orientation of all approved cases. CWS RSC Africa is administered by the Church World Service Immigration Refugee Program (CWS/IRP) and is based in Nairobi, Kenya, with a sub-office in Pretoria, South Africa.

Primary Purpose



This position manages sections of the non-field based USRAP processing activities for RSC Africa. This includes overseeing processing in Case Intake, Scheduling, Namechecks, USCIS Admin, Medicals and Assurances and Travel Processing. This position works closely with the other Case Processing Managers, Case Processing Coordinator, Processing Support Coordinator, Field Processing Coordinator, Cultural Orientation Coordinator, Circuit Ride Specialist, Training Manager, Data Integrity Manager and RSC Africa Deputy Director.



Supervision



This position oversees two Case Processing units and directly supervises two Case Processing Supervisors. The position also indirectly supervises Senior Case Processing Assistants, Case Processing Assistant IIs and Case Processing Assistants.



This position reports directly to the Case Processing Coordinator.



Essential Duties



Compliance




  1. Oversees sections of non-field based processing functions to ensure integrity and strict adherence to the DOS/BPRM, USCIS, RPC, CWS and RSC Africa policies, guidelines and procedures.

  2. Ensures development, implementation, dissemination and monitoring of standard operating procedures (SOPs) for processing of refugees eligible for the US Refugee Admissions Program in sub-Saharan Africa and specifically ensures their designated SOPs are up-to-date and adhered to.

  3. Ensures development and consistent use of workload, quality checks and output reports.

  4. Establishes systems to ensure that there is consistency in processing, communication with partners and feedback within the department.

  5. Identifies process reviews that need to be carried out and coordinates with the Training unit.

  6. Carries out periodic manager level quality checks of WRAPS data and physical files.

  7. Establishes monitoring systems and ensures that they are used consistently to ensure compliance.



Data Management and Analysis




  1. Develops unit specific data analysis reports to inform workload projections, anticipate future workload, and plans resources accordingly.

  2. Monitors turnaround time for WRAPS clearances to effectively identify bottlenecks, backlogs and clean-ups to ensure that cases are processed in an efficient and timely manner.

  3. Coordinates with Data Integrity to ensure that all appropriate reports are prepared and distributed in a timely manner.

  4. Reviews and distributes unit specific reports as agreed upon internally and externally.

  5. Acts as the point person for staff inquiries relating to processing a case.

  6. Participates in strategic planning and development of Case Processing annual plans.

  7. Drafts travel packet and departure projections.



Representation




  1. Develops and maintains effective relationships with RSC implementing partners, including PRM, USCIS, IOM, UNHCR, RPC and domestic Resettlement Agencies.

  2. Monitors RSC Africa group mailboxes and communication with partners to ensure that it is professional, timely and proactive.

  3. Represents CWS RSC Africa at meetings with implementing partners including UNHCR, IOM Medicals and IOM Operations as necessary.

  4. Occasionally travels to field sites to meet with UNHCR, IOM or other partners to represent CWS RSC Africa on processing or other operational matters.

  5. Takes the lead in periodic calls with RPC.



Performance Management




  1. Provides direct supervision and leadership to the Case Processing Supervisors, including probationary, quarterly and yearly performance evaluations.

  2. Reviews probationary, quarterly and yearly performance reviews carried out by Supervisors, before submission to management.

  3. Oversees the development and implementation of training modules for new Case Processing staff.

  4. Develops performance management systems that ensure that QCs are being conducted and feedback is being provided to staff and/or other departments in a timely manner.

  5. Reviews data and QC reports to identify training needs and facilitates training and coaching.

  6. Ensures that training, coaching, mentoring, feedback and corrective action plans are being carried out in the units.



Staff Care




  1. Monitors and ensures a safe, healthy and professional work environment.

  2. Actively supports staff by promoting safe space, open-door and the escalation policy.

  3. Establishes and communicates clear expectations to staff to foster a predictable and consistent work environment.

  4. Ensures that reasonable working resources are availed to staff in the unit.

  5. Monitors time and attendance records for supervisors.

  6. Ensure direct reports are accessing and using their benefits appropriately including leave.



Program Administration




  1. Participates in development of job descriptions and takes the hiring manager role for SCPA, CPA II and CPA positions.

  2. Ensures that positions are staffed as budgeted.

  3. Coordinates some tasks on behalf of the other Case Processing Managers during times of absence.

  4. Other duties as assigned by CWS/RSC Africa Management.



Qualifications



Education:



Bachelor’s Degree or four (4) years of paid work experience in lieu of a Bachelor’s Degree is required.



Experience:




  • Eight (8) years of paid work experience is required.

  • Three (3) years of direct supervisory experience is required.

  • Minimum two (2) years work experience at RSC Africa required.



Knowledge/Skills:




  • Thorough knowledge and comprehensive understanding of the US Refugee Admissions Program and WRAPS database

  • Detailed knowledge of case processing SOPs and the role of WRAPS in case processing

  • Advanced computer knowledge, specifically with MS Access, MS Outlook, MS Excel and other statistical analysis programs

  • Strong English communication skills, both oral and written.

  • Strong analytical skills and excellent report-generation skills with the ability to understand, process and document information for a variety of audiences

  • Strong supervisory skills and understanding of performance management systems

  • Excellent organizational and time management skills

The Case Processing Manager must have the ability to:




  • identify problems and come up with resolutions to improve processing operations;

Working Conditions



Physical: This position requires bending, squatting, crawling, climbing, kneeling, sitting, standing, walking, pushing/pulling, handling objects (manual dexterity), reaching above shoulder level, using fine finger movements and lifting/carrying heavy loads.



Environmental: Incumbents in this position will be exposed to excessive noise, marked changes in temperature and/or humidity, dust and infectious diseases, harsh weather climates, long work hours, bumpy roads, extended travel, excessive sun exposure, and non-ventilated spaces.



Special Requirements:



Background check is required before the start of employment. A valid U.S. passport and the ability to maintain a valid U.S. passport throughout the entire appointment is required, which includes having enough passport pages for travel. The candidate should be of good health, willing and able to occasionally travel in often difficult conditions, and have a high degree of flexibility. Must be legally eligible to work and obtain a work permit in Kenya. Must have proof of Yellow Fever vaccination before traveling for CWS RSC Africa. Employee will be entrusted with the receipt, custody and payment of money.

Responsibilities:



  • Credit application, credit enhancement forms, and related supporting documentation are reviewed on time.

  • All customer receipts including withholding VAT certificates received are posted to the correct accounts

  • Reconciliations of receipts to invoices are done correctly and regularly

  • Management of key accounts in respect of reconciliations and debt collections in liaison with the sales representatives are done as per company policy

  • Any debtor related queries are responded to and resolved

  • Overdue debts in liaison with sales representatives are frequently done

  • You are monitoring consignment account activities

  • You are liaising with lawyers on the cases related to the collection of problematic debtors

  • Communication with customers is done effectively

  • There is a periodic review of new customer accounts created to ensure the accuracy of data and correct classification of customers

  • You have generated and compiled various reports required by management related to credit control

  • You compile and make recommendations to the credit control committee on bad and doubtful debt provision and write-offs

  • You periodically review any unutilized credit balances in the customer accounts

  • All contracts and agreements with customers for consignment arrangements, tender pricing, contracts are well maintained etc

Qualifications:



  • ACCA/ CPA (K)/ CCP qualification

  • Bachelor’s Degree in Management/ related field

  • Keep logs of their activities and destination.

  • Handle other paperwork related to the delivery goods and fueling as per SOP.

  • Follow route and time schedule without delay.

  • Inspect the vehicle; first aid kit, fire extinguisher, insurance, brakes, oil level, indicators, & fuel.

  • Observe to traffic rules and regulations.

  • Report any form of accident involved in to the management

  • Any other Duties as assigned.


Qualifications



  • Valid Class BCE Driving License

  • Certificate of Good Conduct

  • 3-5 years of professional driving experience

  • Good Understanding of Nairobi routes and Traffic.

  • KCSE C and above.

  • Certificate/Diploma in any field an added advantage.

  • Good Command of English Language.

Job Purpose


Ensuring that claims are accurately assessed, processed and paid in accordance with company regulations and standards, through provision of guidelines and direction to the staff in the claims section


Key Responsibilities



  • Ensure prompt registration and acknowledgement of new claims upon receipt of notification.

  • Evaluate and settle claims, to effect fair and prompt disposal of cases and to contribute to a reduced loss ratio

  • Confer with legal counsel on claims requiring litigation and defense in courts

  • Verify and analyses data used in settling claims to ensure that claims are valid and that settlements are made according to company practices and procedures

  • Maintain claim files such as records of settled claims and an inventory of claims requiring detailed analysis

  • Payment of claims within the set service levels agreements.

  • Preparation of weekly & monthly claims reports to the team leader.

  • Portfolio analysis and risk recommendation to the underwriting department upon analysis of trend in motor claims.

  • Recommendation for approval of payment and discharge vouchers within limits.

  • Participate in review of claim reserves as per the stipulated timelines.

  • Oversee the preparation of claims statistical reports within the stipulated time.

Knowledge, Experience And Qualifications Required



  • Bachelors of degree or commerce (insurance option preferred)

About the East Africa Regional Director Position



IDinsight’s Nairobi-based East Africa team conducts cutting-edge work across multiple countries (Kenya, Tanzania, Uganda, Ethiopia, Ghana and others) and sectors (i.e., agriculture, health, education, sanitation, access to finance). The East Africa Regional Director (EARD) will define and execute IDinsight’s regional strategy by establishing close advisory relationships, oversee the region’s operations and support directors in managing a portfolio of projects. The EARD will drive IDinsight’s work and growth in East Africa with support from IDinsight’s CEO and Partner team.




  • Define and execute strategy: The EARD will be responsible for realizing IDinsight’s sector- transforming vision for the region. As IDinsight’s primary regional representative, the EARD will develop new client engagements and initiatives and refine IDinsight’s multi-country model. Particular emphasis is placed on establishing deep, trusting relationships with government policymakers in East Africa. The EARD will establish him/herself as an expert and trusted advisor to development leaders to increase program effectiveness and shape evidence-based action in the region.

  • Teams and operations: The EARD will work closely with the Nairobi office operation manager to ensure smooth management of the Nairobi-based teams. This will primarily involve participating in staffing decisions and supervising office finances and approvals. The EARD will also contribute to mentoring IDinsight high-performing staff and supporting regional recruitment efforts.
