Responsibilities:



  • Ensuring proper implementation of kiosk standard operating procedures and processes at the cluster level to maximize kiosk sales performance and accountability.

  • Management of cash and stock at kiosk level and also maintain zero tolerance. Liaise with the Office for disciplinary action in areas where you feel there is a violation of policies and procedures

  • Training and coordinating the training of the kiosk operators and sales agents under his/her responsibility.

  • Analyzing market trends e.g products and prices in areas around the kiosks to update the office on changes and any arising issues and designing appropriate responses/countermeasures

  • Preparing daily, weekly and monthly reports on stock, cash, compliance and kiosk operator training in accordance with SKKL requirement

  • Act as the communication link to all the kiosk operators in your cluster ensuring effective information flows from office to the kiosk operators on a timely basis. Act on the best of interest of SKKL on the cluster level.

  • Ensure proper documentation and filling in all the kiosks within your cluster.

  • Establishing and maintaining relationships with key stakeholders like local administration, pastors, village leaders, market leaders, security in charges etc.

  • Maintain a contact database

  • Preparing daily, weekly, monthly and quarterly operating plan considering growth strategies and identified needs in kiosks.


Qualifications:



  • Bachelor’s Degree in business related field plus 5 years experience leading a field team.

  • Professional certification in Finance and accounting will be an added advantage.

  • Excellent leadership skills.

  • Excellent communications skills – both oral and written

  • Highly motivated, self-discipline able to work on own initiative in difficult conditions

  • Ability to prepare detailed reports

  • Proficiency in computer skills is a must

Project Summary



Search for Common Ground (Search), in partnership with Ijara Women for Peace (IJW) and Tana River Peace Reconciliation and Development (TRPRD), has secured funding from The US Department of State-Bureau of Counterterrorism and Counter Violent Extremism (CT) for a 24-month program with the goal to strengthen the role of families and community influencers to prevent recruitment into VE groups in at-risk communities of Garissa and Tana River Counties. The project will equip families and peer influencers in communities with knowledge and skills to act as “front-line” actors in recognizing early warning signs of radicalization, and connect them with support structures and networks to share their fears and concerns, overcome stigma and trauma, and devise solutions to stem VE recruitment in at-risk communities of Garissa and Tana River Counties.



The primary target group for this program will be boys and men in the social and family networks of individuals at-risk and disengaged VE militants. However, as much as men and boys are primary targets for Al Shabaab recruitment, so are their female counterparts, recruited by both male and female Al Shabaab recruiters. In addition, based on the information available to us, female relatives (mothers, wives, sisters) also play an important role in pushing male individuals into the social roles and expectations that can ultimately lead them to accept joining a VE group. Traditionally, in the Kenyan-Somali conflict negotiation set-up, women are not actively involved but have a considerable amount of power to pull strings and influence their husband’s decisions. This assumption will be tested in the framework of this study.



The project is founded on the premise that families and friends of individuals at risk of radicalization are understandably reticent to draw attention to themselves or seek help. Families and friends play a crucial role in shaping attitudes and beliefs during adolescence, and thus have the power to either incite or “dampen a propensity toward violence”. A social network analysis conducted by Search in Northeast (Mandera) and Coastal Kenya found that youth at risk of radicalization overwhelmingly turn first to peers their age (friends, siblings, young members of the extended family) for advice and inspiration, followed by other family members. However, our analysis also showed that friends and families are usually ill-equipped to offer constructive, tangible solutions that can address the grievances that facilitate terrorist recruitment, making the offers of VE recruiters seem all the more appealing. Research also points to a correlation between dysfunctional families (“absent parents” able to offer positive authority models) and increased vulnerability to recruitment, a void that VE recruiters exploit by posing as mentors and father-figures. The role of women recruiters is also profound as they have the ability to recruit both men and women through kinship networks or their relationships with peers or students, and it is easier for them to create bonds, socialize, and promote sisterhood and belonging.



The theory of change (ToC) underpinning the rationale of this project is: if families and community influencers gain the skills to identify and respond to early signs of radicalization in at-risk youth and if they have the community support structures and spaces to collectively address youth grievances and transform VE narratives, then recruitment of at-risk youth in Garissa and Tana River counties will be reduced.



The goal of the project is to strengthen the role of families and community influencers to prevent recruitment into VE groups in at-risk communities in Kenya. It pursues three objectives, supported by six expected results:



O1. To increase the capacity of family members and community influencers to understand and address family and social processes and dynamics that drive recruitment in at-risk communities of Garissa and Tana River counties.



ER1.1. Family members, community influencers and local authorities have increased knowledge of recruitment techniques and radicalization processes linked to family and community expectations of youth and how to identify early warning signs of VE in youth and children.



ER1.2. At-risk youth learn alternative ways to fulfill social expectations non-violently and confidence to increase their resilience to recruitment.



O2. To strengthen family-based, community-led support structures for youth in at-risk communities of Garissa and Tana River counties.



ER2.1. Families in at-risk communities have safe spaces to identify, discuss and implement community-based solutions to address VE issues related to social dynamics and expectations of boys and men, in coordination with local state and non-state services and initiatives.



ER2.2. At-risk youth have access to diverse and relevant mechanisms that support healthy and non violent masculinities as a resilience to VE recruitment.



O3. To strengthen narratives that promote healthy, social expectations of boys and women that will deter from VE recruitment in at-risk communities



ER3.1. Perceptions around the roles that male leaders and influencers in marginalized, at-risk youth can play in communities are positively transformed.



ER3.2. Family and community-based role models of support to community members (at-risk youth, families of VE militants, etc.) affected by VE are promoted and celebrated in communities.

Qualifications



The following skills and experience are expected by Search for the selected evaluator for this project:




  • Proficiency in English and Swahili (written and spoken);

  • Knowledge of Somali and Arabic is a comparative advantage;

  • More than 5 years of experience in project evaluation;

  • Experience in conflict analysis and expertise in doing research on P/CVE programming;

  • Experience working with international organizations;

  • Experience conducting qualitative and quantitative surveys and analysis;

  • Evaluation methods and data collection skills;

  • Contextual knowledge of and experience working in East Africa, experience in Kenya and specifically in Garissa and Tana River Counties is a comparative advantage.

  • Competence: Consultant should possess the abilities and skills and experience appropriate to undertake the tasks proposed and should practice within the limits of his or her professional training and competence.

  • Honesty and integrity: Consultant should be transparent with the contractor/constituent about: any conflict of interest, any change made in the negotiated project plan and the reasons why those changes were made, any risk that certain procedures or activities produce misleading review information.

  • Respect for people: Consultant respect the security, dignity and self-worth of respondents, program participants. Consultant has the responsibility to be sensitive to and respect differences amongst participants in culture, religion, gender, disability, age and ethnicity.

Key Responsibilities



Program Management




  • Overall responsibility over the planning, implementing, reporting and monitoring of the Peace and Security sector program

  • Providing overall leadership on security, governance and peace building programming, and supervising staff responsible for the implementation of project activities

  • Take lead in coordinating with the refugee leaders, Community Based Security Management (CBSM) committees, other security focal persons in the program, UNHCR, GOK and others on security issues at the camp level

  • Manage and oversee peace building, and community governance program activities in partnership with key project stakeholders, including local non-governmental organizations, local government officials, community-based organizations, other international agencies on the ground, and key donors

  • Coordinate, strengthen and promote the existing community arbitration systems in the camp and ensure the participation of women in conflict resolution and peace building

  • Work closely with the refugees and the host community to establish, strengthen and empower community based peace committees in conflict resolution and peace building

  • Work closely with the Project Coordinator’s office in fundraising and resource mobilization initiatives for the sector

  • Conduct annual staff performance and agree on areas of improvement



Security Management




  • Develop, implement and monitor the LWF Security Plan for Kakuma in liaison with the Area Manager who is the Overall Security Focal Point and ensures the safety and security of LWF staff, visitors, assets and people of interest in line with LWF Safety and Security Policy

  • Co-ordinate and oversee security operational plans while seeking to improve security department operations, strengthen coordination, information sharing and surveillance activities to address gaps in security and align to LWF Kenya-Djibouti-Somalia Country Security Plan

  • Coordinate and conduct security risk assessments for the Area Program operations, and puts mitigation and response measures (as defined in Safety and Security SOP’s, contingency plans and evacuation plans) in place and roll out to staff

  • Work closely with the Communication team to document key achievements, transformation stories in security and peace building initiatives to inform change of strategy and re-alignment to changing trends in programming

  • Co-ordinate preparation and review of monthly, quarterly, semi-annual and annual programmatic reports and share with the M&E team and the projects coordinator

  • Continuously monitor the sectors work plans and budget to ensure implementation is on course as well explore modification of project activities based on emerging trends in the operation



Qualifications, Experience and Competencies




  • University degree in Sociology, Conflict resolution or any relevant social science field

  • Proven training in field of security and safety management, peace and protection programming

  • Demonstrated understanding of the Project Cycle model in managing humanitarian assistance

  • At least 5 years progressive experience in managing security programs for refugees, rural communities, police, or military service

  • Experience in Safety and Security Management with Humanitarian NGO’s, experience gained within an International humanitarian NGO will be added advantage

  • Hands on experience in report writing and fund raising

Role Purpose Statement:



Implement, enforce and coordinate security systems and procedures at Cargo Terminal to ensure safe and secure environment for business operations.



Key Accountabilities/Responsibilities :

a) Implement effective coordination of passenger ramp and cargo warehouse security operations to ensure nil security lapses/incidents.



b) Develop and ensure implementation of procedures for effective screening and secure storage of cargo, courier & mail before uplifting.



c) Develop and ensure implementation of processes and procedures to ensure no unauthorized access into cargo terminal and restricted areas (airside).



d) Ensure availability of cargo terminal access passes at all times.



e) Ensure full implementation of cargo security SLAs by cargo handlers.



f) Maintain cordial and effective liaison with both internal and external stakeholders in managing cargo security issues.



g) Continuously assess risks and threats to cargo security operations and implement mitigating action.



h) Coordinate gathering of intelligence on acts of unlawful interference against cargo operations and analyze collect data and initiate counter measures.



i) Ensure speedy preliminary investigation on all reported incidents for onward forwarding to Investigation Team.



j) Ensure compliance with IATA ground operations and safety standards, Kenya Civil Aviation Regulations and other relevant regulatory requirements.



k) Ensure security inspection and tests are regularly conducted to ensure that cargo, mail and courier security standards are adhered to.



l) Ensure routine monitoring of safety and quality management of critical activities and ensure ongoing conformity to safety standards.



m) Prepare, monitor and control the security budget for areas that fall under him to ensure effective cost control.



n) Ensure effective coordination between Jomo Kenyatta International Airport and Cargo Ramp security staff for maximum output.



o) Ensure effective management of cargo operational security staff HR issues in relation to trainings, leave and performance review.



p) Ensure proper utilization and maintenance of security/office equipment to achieve cost effective operations.



q) Ensure that the company meets its contract obligation with regards to customer airlines being provided with security services by Kenya Airways.

In his 24 years of ruling the country, he was a man everyone revered and feared. Nobody wanted to cross his path for fear of facing the music. However, just like every coin, he too had his other side. There is much more to this man than what we knew.

At 94, Kenya’s second president Daniel Toroitich Arap Moi has for a long time been believed to be living healthy by having vegetables from his vast Kabarak farm as his meal. However, sources reveal that is not the case. In real sense, he is a ‘carnivore’, slaughtering a sheep every day for his meal. One would therefore wonder how at his age, he appears to be so strong. Perhaps his longevity can be attributed to genetics, and not food. His family is after all known for longevity.

Diet aside,  Lee Njiru  shares some of the valuable lessons he got from his boss, Moi:

Laughter is the best medicine

He laughed very often, even in public. Whenever comedians such as the late Ojwang came to perform at State House, he laughed heartily.

And then there were also presidents who used to make Moi laugh. One time we went for a State visit to Cyprus, whose President, Glafcos Clerides, was over 80 years old at the time.

During the State dinner, he made a few jokes which made Moi laugh — although he was slightly embarrassed, but all the same he laughed.

Listen to people’s advice

There was a man called Amos Kandie. He wanted to be MP for Baringo Central, challenging Moi for the seat.

The international press was there on the eve of presenting nomination papers, not to cover the presentations, but the expected manhandling of Kandie for challenging Mzee.

Because I knew what was happening, I went to Mzee’s presidential suite. I stood at the door, waiting for him to wake up. “What is it?” he asked me when he finally opened the door to head for breakfast.

“Your Excellency, give me one minute.” “What?”

“Just one minute Mzee. Last night I threw a party for a battery of international journalists. They are here, but they have actually not come to cover you presenting the papers, they have come to cover your security people beating up, molesting and tearing Kandie to pieces … that is the news they want,” I told him, and then continued.

“Mzee, don’t let the security people spoil your name. And when you present your papers, just greet him. You will frustrate all these journalists.”

“OK, leave it to me,” he responded. At breakfast he pretended we had not met. “Can somebody call the OCPD for me?” he asked. “Also, call the DC here. And where is my security chief?”

When they came, he told them not to rough up Kandie. “Don’t touch him. If anybody touches him, I will sack him. I want him to be given VIP security. Do you understand?” “Yes Sir,” they all responded.

Mzee went and presented his papers, and as he was coming out, he met Kandie. “If you have done something commendable for Baringo people, they will elect you,” he told Kandie. “But if you have not done anything, I am sorry, you will not get any votes.”

That man, he got … I don’t think he got even 1,000 votes, but Mzee got over 35,000. So sometimes we intervene to save situations, because he did not know what was being planned.

Let your guard down sometimes

One time, while visiting the late GG Kariuki at his home, one of Moi’s jacket buttons fell off. The entire presidential team had guns of all types, including rifles and grenades, but we did not have a thread and a needle.

GG Kariuki’s daughter Nyakinyua came to the rescue but she was full of fear. How do you touch the president’s jacket, you can get shot!

So Mzee asked: “Nyakinyua, wewe uko na sindano? Do you have a thread?” She said yes. “Can you fix it for me?”

Mzee removed the jacket and handed it over to the lady. She went into one of her rooms and fixed the button. We were overwhelmed and ashamed because we had everything, but we could not fix a button!

Lee Njiru remains indebted to the man who has protected him. For that he is forever grateful.

Position Overview:



Under the direction of the Case Management and Child Protection Coordinator, the Case Management and child protection Officer is responsible for providing the protection of children by performing duties of Intake, Protection, Child Care and Emergency responses including After Hours as may be required, in accordance with provisions of Charitable Children Institutions regulations, Children Act 2002, RefuSHE Child Protection Policy and general RefuSHE child protection policies and SOPs



Duties & Responsibilities:



· Receives and reviews referrals and requests for service to determine eligibility to admission in GEP and Safe House as well as any other grant funded projects.



· Interviews sources of service referrals/requests to obtain and record detailed intake information; assessing nature of referral/request and identifying immediacy of intervention required through Best Interest Assessment; and refers ineligible cases to other agencies, as appropriate.



· Gathers thorough information and conducts an assessment of the immediate safety of the child/ren at the point of first contact; intervening in risk situations and initiating immediate protection action, as required, which may include moving of children at risk to our Safe House or referring the Individual Cases to other appropriate agencies for protection



· Conducts case investigations including reviewing plight history and comparing the same with available information from UNHCR and other agencies, coordinating and conducting forensic interviews, conducting home visits, and interviewing child, family members and any other appropriate additional information sources such as other refugees community members, neighbors and assesses risk to the IC based on case investigation and develops IC service/development plan



· Initiates and facilitates the referral for services provision from other agencies /organizations consistent with the proposed service plan; coordinating service requirements and advocating on behalf of the IC to ensure the receipt of appropriate and timely service/support



· Strictly adheres to and implements Safe House SOPs and other regulatory requirements as stipulated within the CCI registration Charters



· Under direction of the Case Management and Child Protection Coordinator, communicates on daily basis all relevant information regarding the SH to the Associate Director



· Participates in consultations and case conference with individual case and other service providers



· Under supervision of Case Management and Child Protection Coordinator, determines the need for and recommends admission of children to GEP and Safe House; coordinating and facilitating admissions by advising the GEP or Safe House Associate Director(s) of all relevant case information, preparing required admission documents, and providing support to the child during the admission process; providing information and consultation to other program teams regarding the individual case information and the specific needs of the child who is being admitted to the organizations programs and ensures proper management of the child file(s) as required



· Completes requirements for court hearings with support of Legal Advocacy Officer if and where the law may require including preparing evidence materials, advising Safe House and Child Protection Associate Director on procedures, reviewing case information with area children officer and arranging for, or notifying, other stake holders who may be involved/interested in the case



· Under guidance of the Case Management and Child Protection Coordinator, ensures the line Associate Director for Protection and Safe House is consulted and updated at appropriate points as required on each individual case.



· Prepares and ensures accurate, thorough and timely recording of case information including case notes, modules, reports, family case histories, correspondence, and legal forms, as required by the UNHCR, RAS and RefuSHE; compiles and completes case file documents for transfer of the case or to close the case as will be required from time to time



· Provides information and advisory services to each child and members of the refugee community regarding the provisions and requirements of the UNHCR, RAS and RefuSHE service policies



· Liaises with security officers on duty to ensure maximum security /safe environment for the residents and their belongings as well as RefuSHE’s assets



· Participates in maintaining daily, weekly and monthly Safe House inventory trackers and reconciles the same on weekly and monthly basis submitting the same to the procurement officer for verification purposes



Protection Service Responsibilities



· Initiates a relationship with the child and the foster family to facilitate an accurate and thorough assessment of the protection issues and individual case needs, to inform the service plan and to effectively respond to problems and reduce the potential for risk to the child (ren)



· Initiates Best Interest Processes for each individual case through conducting BIAs, BIDs, making arrangement for alternative care, family tracing/reunification, undertakes home visits as well as recommending case management support



· Implements the service plan with the child and family (foster) including appropriate management of the therapeutic relationship, providing counseling or referring to counseling services for the child and the family and conducting an ongoing assessment of any child protection issues and the level of risk to children in the home or Safe House



· Maximizes the participation of other program team and external service providers as appropriate in the development and review of the service plan through facilitating referrals, coordinating among collateral service providers, and advocating ensuring the receipt of appropriate and timely services; leading and participating in consultations and case conferences with the client and other service providers



· Conducts Child Protection investigations including reviewing any relevant child protection records, coordinating and conducting forensic interviews, conducting investigative interviews of each individual case, caregivers, other family members and appropriate additional information sources such as UNHCR, children department, neighbors, community leaders and other agencies providing services to refugee children



· Participates in developing and maintaining of weekly and monthly list of Safe House residents due for various appointments and accompaniment plan



Child Care Responsibilities



· Conducts an assessment of physical, mental, emotional and social needs of each child in the organization programs, and establishes a trust relationship in order to support and facilitate the child’s growth and development while in the organization programs



· Ensures high levels of hygiene and cleanliness among individual cases and the general environment with the Safe House/GEP



· Develops and implements appropriate short and long term plans of care for the child/children based on the results of the needs assessment; providing information, advice and support to the child and the foster family regarding the plan of care; discussing specific care plan requirements with other program team staff, and other professional support service providers as appropriate



· Provides informal counseling to the child and initiating/coordinating support linkages for the child with internal and external counselors acting as a support to the child during the conducting of any investigation or service provision



· Coordinates service requirements and advocating on behalf of the child/children to ensure the receipt of appropriate and timely services; leading and participating in consultations and case conferences with service providers to discuss care plans and service needs of the child/children.



· Facilitates ongoing contact with the child and his/her biological family through family tracing process to ensure family reunification where and when possible



· Provides support to the child and intervenes on his/her behalf in risk/crisis situations; facilitating the resolution of the crisis and developing plans in consultation with the child and other program team/service providers to reduce the likelihood of the crisis being repeated



· Undertakes other responsibilities/duties not outlined above which are commensurate with a role of this nature in the humanitarian sector and which have been discussed and agreed between the line manager/superiors and the post holder.



Qualifications



· Bachelor’s degree in Social Work, Sociology, Counseling Psychology or related field with at least five 3 years of successful experience in program planning and management including grant funded programs. Master’s Degree in project planning and management, business administration, Social Work, Counseling Psychology or other related field will be added advantage.



· At least 3 years’ experience in case management and child protection programs



· Knowledge of sexual and gender based violence/domestic violence and sexual assault/abuse issues and solutions



· Understanding of challenges facing refugees in Kenya and in the region



· Experience working with young people, preferably most vulnerable (experience working with refugee children will be a plus)



· Demonstrated ability to handle confidential and sensitive information



· Knowledge of theories of human behavior and ability to apply in assessment and planning



· Knowledge of risk assessments; counseling skills, child abuse standards, child welfare legislation and regulations



· Ability to work as an integral member of a team and work with little or no supervision as may be required

Purpose of Consultancy



In line with the 2018- 2023 Strategic Plan the Kenya Civil Society Platform on Oil & Gas (KCSPOG) intends to develop key institutional documents/policies that will guide its operations and ways of working to ensure that there is internal accountability and transparency in its operations. Key deliverables
