Based in Nairobi, on a fixed term contract, extendable

The selected candidate will report to the Medical Focal Person and Field Coordinator.

He/she will be responsible for ensuring quality HIV/TB care is provided within MSF-B Kibera project in Nairobi.

Main tasks include, but not limited to:

Developing, maintaining, updating and implementing protocols/guidelines on HIV/AIDS/TB care for MSF project based on national protocols and MSF approved guidelines, in collaboration with the medical coordinator and other relevant parties nation wide.Training and supervision of medical staff working in HIV/AIDS/TB care in the project, including compilation and distribution of relevant medical journals/articles for use in the project, evaluation of staff and identification of recommended improvement.Analyzing and interpreting medical data collected in the project to support internally and externally needed reports and/or to define future strategies.Be the referent person in HIV/AIDS/TB care provided in the project.Referral clinician for other complex medical activities.Overseeing and monitoring patients’ referral system in the project and ensuring its implementation in coordination with other departments.Assisting in the ordering of HIV/AIDS/TB related drugs and medical equipments.Evaluating the existing strategy, goals and objectives of HIV/AIDS/TB care in the project, advise and together with the project and medical coordinator design proper future strategy to be implemented in the project.Representing MSF at stakeholders meetings and national ARV taskforce, in coordination with medical coordinator.Working hours: Monday to Friday - 08.00 to 12.30 and 13.30 to 17.00. Baseline Survey: Local Non-State and State Actors Engagement in KNCHR’s Public Complaints Referral Mechanism

The Kenya National Commission on Human Rights (KNCHR) in partnership with GIZ-Social Justice Reconciliation and National Cohesion project, seek the services of a consultant / consulting firm to conduct a baseline survey in the North Rift and Northern Kenya regions in the month of September, 2011.

The overall aim of the baseline study is, on behalf of KNCHR, to collect and analyze data for making an initial assessment on the existing regional complaints referral systems in place, used by KNCHR and in collaboration with other institutions - both State and Non-State.

The results of the study are to serve as the baseline for measuring the use of the referral system and the satisfaction by key stakeholders of the usefulness of the referral system.

The Kenya National Human Rights Commission is an independent National Human Rights Institution and was established by the Government through the Kenya National Commission on Human Rights Act No. 9 of 2002.

Its core mandate is to further the protection and promotion of human rights in Kenya. It plays two broad roles firstly as a watch dog over the government in the area of human rights and secondly as a leader in moving the country toward a Human Rights State.

The consultant/consulting firm is expected, in close collaboration with KNCHR and GIZ;

i) To prepare a baseline survey to make an initial assessment of the existing regional referral system in place, used by KNCHR and other institutions - both State and Non-State, focusing on North Rift and Northern Kenya regions and the prospects/positioning of the KNCHR regional offices for an integrated complaints mechanism

ii) To assess the role of CSOs in complaints handling and challenges experienced in engaging with KNCHR in the referral system

iii) To use appropriate qualitative and quantitative data collection and analysis methodology, to allow for future evaluation indicators on the use by and usefulness of the referral system to the relevant State and Non State Actors

iv) To design and provide key quantitative and qualitative indicators for evaluation from the data analysis to measure the use of the referral mechanism and the usefulness of the referral system to the relevant State and Non-State Actors in the mid and long term

v) To provide suitable recommendations for KNCHR in its current public complaints referral mechanisms

The Organization

The Position

The Medical is responsible for the development of the medical referral project and overseeing the rehabilitation workshop supported by HI in Garissa and for coordination of the Refugee Center (RC) team and functions to guarantee the maximum utilisation of the material resources in a timely, effective and efficient manner.

He/she participates to the activities implementation by ensuring the smooth running of the medical referral and orthopaedic workshop activities and respect HI administrative, HR, Logistics, and financial rules. He/she should maintain a good working relationship with HI partners ie Garissa Hospital, UNHCR, GTZ,IRC, MSF etc

S/he will be responsible for

1. Ensuring the overall management of allocated resources to the Refugee Center by

Taking responsibility for the initiation of the needs of the project in liaison with the Field logistician and the Senior Health Officer ( SHO) well in advance to avoid crash programme.Ensuring that the project budget is adhered to and explain any variation in the spending patterns of the project in liaison with Field Administrator and the SHO.Drawing up the annual project budget in liaison with the SHO and the Field AdministratorMonitoring, and supervising the staff working in the RC2.
