Project Summary: Resilience and Economic Growth in Arid Lands-Improving Resilience (REGAL-IR) is a 5-year project sponsored by USAID/Kenya and Feed the Future (FTF) to reduce hunger and poverty, increase social stability and build strong foundations for economic growth amongst pastoralists and transitioning pastoralists in Kenya’s arid and semi-arid lands (ASALs). The program is designed to empower communities to take charge of their development and to strengthen their capacity to select, design, implement and monitor activities toward increasing their social, economic, and environmental resilience to natural and human-induced shocks.

REGAL-IR is led by Adeso and is implemented by a consortium of partners. The project focuses on engaging communities and strengthening local institutions to improve their social, economic, and environmental resilience. It has six thematic areas:

Strengthening and diversifying livelihood opportunitiesAdvancing value chain inclusivenessImproving management and productivity of natural resourcesImproving conflict managementImproving drought managementImproving consumption of nutritious foodsAn intensive community engagement process - Participatory Learning, Planning and Action (PLPA) - guides program implementation in the six thematic areas above and in 5 counties: Isiolo, Garissa, Wajir, Marsabit, and Turkana. REGAL-IR situates its efforts within those of a larger family of resilience actors including REGAL-AG, the Millennium Water Alliance and the World Food Program.
 Consultancy Description: REGAL-IR intends to develop and promote profitable non-livestock based business enterprises to provide increased incomes at household level, create more employment opportunities, and have important spin-off effects on the local economy. Investment and growth of locally based non-livestock enterprises offer feasible livelihood diversification opportunities for pastoral households whose traditional livelihoods have been vulnerable to the vagaries of weather. Despite existing internal and external production and market potential for non-livestock products in Kenyan ASALs, investment by pastoralists into non-livestock based enterprises has not been forthcoming. This has been due to both external factors such as market failure, challenging climate conditions and governance, and internal factors including illiteracy, lack of capacity and low entrepreneurship acumen among pastoralists. REGAL-IR is banking on improving the resilience of pastoralists and ex-pastoralists through supporting investment in non-livestock based enterprises. The project has adopted a Self Help Group (SHG) approach through which individuals and groups have been mentored to identify profitable non-livestock enterprises which offer promising growth opportunities and suit their skills, knowledge and abilities. Upon self-identification of enterprises by SHGs, REGAL-IR provides niche trainings, mentorship sessions, linkage to service providers and financial institutions and small grants (matching funds) to spur the growth of their enterprises.
A value chain study on vegetable products in Garissa County is being sought so that appropriate linkages to markets, service providers and financial services can be modelled during the project implementation. In addition to the vegetable products value chain, the consultant is also required to conduct a desk review of two (2) other non-livestock based value chains relevant to the County; the consultant(s) are required to propose these two (2) value chains during the tender submission stage and are encouraged to use the recent county ASDSP studies, KAPP reports and other relevant studies as the basis for this proposal.
For both the primary study and the desk studies, the consultant(s) will map the value chains to identify weaknesses and opportunities for support at product, process, technological, institutional and market levels. The consultant(s) will recommend specific interventions that producers and actors within the value chain will implement to improve marketability and profitability.
The consultant(s) are required to identify with the help of REGAL-IR field staff at least one SHG that is currently undertaking vegetable production and develop a business model that the group can use for to develop production, technology transfer, market linkages and financial support for the vegetable value chain.
The key audience for the study is the local communities of the project area, priority value chain actors and potential investors in value chains, since the study will help them to understand the local market dynamics. Additionally, the study findings will be of significant value to multiple stakeholders including decision makers, public policy makers and NGOs.
Objectives of the Value Chain Study
The overall objective is to undertake a value chain study of vegetable products in Garissa County and a desk study of two other viable non-livestock value chains.
To collect relevant data on the vegetable products value chain, including volumes/quantities, prices, actors involved (including women/youth).To identify the key constraints that need to be addressed to turn the vegetable and other proposed value chains into robust market oriented value chains.To make recommendations on how the proposed value chains should be supported to become become more robust.To map out the supply chain within the value chains in Garissa County.These objectives will be achieved by:
a) Reviewing value chain studies carried out by other actors which include, ASDSP, KAPP, NDMA etc.
b) Primary data collection on the vegetable products value chain in the field.
 The consultant(s) will characterize trade of products within the priority value chains by identifying:
a. Supply chain of vegetable products
b. Volumes of product availed in the market
c. Value addition, packaging and pricing along the supply chain
e. Market potential and actors at the end market
f. Characteristics of supply chain actors
g. Relationship among supply chain actors
h. Linkage between producers, traders and processors
 a. Establish market size (local and external) and extent of market penetration by local producers.
b. Conduct a value chain analysis to identify the different actors in the chain, systemic constraints, and value shares accrued at different stages on the chain.
c. Identify constraints that limit market growth.
d. Missing or inadequate inter sectoral or crosscutting markets.
e. Estimate market potential of the prioritized products within the value chains.
f. Identify the end markets locally/externally for the identified products.
 III. Collective Marketing and Chain Efficiency
a. Assess the utility and potential for improving market efficiency through collective marketing, propose ways of achieving this and minimum quality standards required.
b. Determine the level of market orientation and market integration by producers.
c. Recommend process for institutional formation to facilitate collective marketing perspective for the products prioritized.
d. Suggest improvements in the value chain system to ensure direct linkages of the producers with the major markets and increased incomes from their products.
1. In-depth analysis of the vegetable value chain, including proposed program designs for engagement, report to include:
a. Supply chain map, identifying the market actors, establishing value shares at each stage in the supply chain.
b. Market size and level of market penetration by producers.
c. Recommendations on sustainability of the market for selected products and requirements for producers to sustain production in the medium to long term.
d. A business model for at least one SHG to engage in market-oriented vegetable production.
2. Desk review of two other viable value chains for communities/producers in Garissa County.
The ideal consultant(s) for this assignment should have the competencies and experiences as indicated below;A minimum of masters in Agricultural sciences/Agricultural economics/AgribusinessProven track record in value chain development, market systems development and business development services (BDS).Demonstrable ability to work and link with the private sector and relevant government departments.Proven experience in undertaking value chain assessments.Experience working in the ASALs.A trainee/trainer of the regional value chain and market capacity development program is an added advantageThe proposal, to be submitted in English, shall include:
A) A technical proposal incorporating;
i. A short description of deliverables, clear work plan (dates and activities) with a proposed methodology and which shall include full justification for procedures to be adopted;
ii. CVs/Profile of the firm or individuals to be engaged including experience relevant to this assignment;
iii. At least three referees for similar or related work completed.
B) A financial proposal indicating fees for the consultancy, including all costs to conduct this assignment (this should indicate man-days and fees including VAT, operational costs of collecting data).
C) A sample of a recently written report for a similar assignment.

Purpose of Post:


Under the supervision of the Resident Programme Officer, Garissa Field office, the post is responsible for supporting planning, implementing and monitoring of the WASH programme work plans in the Field Office

Major Duties and Responsibilities:

Support preparation of the WASH programme annual work plans, identification and management of partnerships for implementation of WASH programme activities in rural water supply, sanitation, schools and health facilities. Support monitoring and assessment of WASH situation in the region with particular reference to children and women and provide inputs to situation analysis of children. Support joint programme monitoring, supervision and regular reporting of WASH interventions under implementation by partners and Government counterparts in north eastern and upper eastern regions of Kenya.Ensure timely and quality adherence to standards and guidelines for all WASH interventions undertaken in the region. Support inter agency and inter sectoral coordination (health, nutrition and education, in particular) of partners operating in the region contributing to the successful achievement of planed results. Support integration of WASH component with health and nutrition interventions in selected result areas to enhance programmatic synergy towards common CSD outcomes. Participate in the development of emergency preparedness and response plans for flood and cholera response interventions in collaboration with stakeholders with particular focus on DRR and strengthening community resilience.Assist in the assessment and analysis of capacity gaps among regional partners and institutions and development of comprehensive capacity development plan, support implementation of the plan to enhance capacity in specific areas in accordance with the plan Assist partners to develop proposals, plans, budgets and carry out necessary review of partnerships to provide corrective actions in a timely manner.Contribute to the preparation of progress and annual reports, donor reports, DCT monitoring and liquidation for programme in the field office region.University degree in water or civil engineering, public health, environmental studies or a related technical field.CommunicationDrive for  Results Working with PeoplePlanning and Organizing  Relating and NetworkingApplying Technical Expertise   Two years of progressively responsible professional work experience at national levels in WASH programme management. PROGRAM/DEPARTMENT SUMMARY:

Mercy Corps has been operational in Kenya since 2008, initially in response to the Post Election Violence in Rift Valley, and then expanding to a national program under USAID's Yes Youth Can! initiative. In July 2011, Mercy Corps began operations in Northeastern Province through integrated humanitarian response in Wajir County, which currently focuses on supporting increased resilience through strengthening the livestock value chain, supporting diversified livelihood options and improving access to pasture and water resources.

The REGAL-IR program will support USAID's Feed the Future Initiative through improving resilience to drought and other shocks. The objectives of the program include: strengthened and diversified livelihood options, increased inclusiveness of value chains, improved nutrition, improved capacity to peacefully manage conflicts, community-based natural resource management, and disaster risk reduction .

GENERAL POSITION SUMMARY:

The Deputy Chief of Party (DCOP) will play a key leadership role in the implementation of a proposed 5-year $49 million program to support increased resiliency and economic growth in Kenya's Northern and Arid Lands. The DCOP will assist the COP in projects oversight, technical, administrative, operational and logistical management of the project. In absence of the COP; the DCOP will undertake some of the CoP responsibilities. S/he, with the assistance of other personnel will provide technical assistance in Objectives 1 & 2: strengthened & diversified livelihood options, and advancing value chain inclusiveness. The DCOP will also have direct oversight of program operations and M&E functions.

ESSENTIAL JOB FUNCTIONS:

Program Management

Provide leadership and strategic vision to the livelihood diversification; and pastoral livestock and marketing components of the REGAL program including workplan development, market analysis, partnership selection and management, and overall sector strategy.

Monitoring & Evaluation (M&E) and Reporting

Facilitate the achievement of program targets and objectives and lead efforts to design effective M&E systems.Oversee the scheduling and production of formal and informal reports on all aspects of the program in a timely and efficient manner.Ensure that M&E staff focus on assisting programs to generate practical information that can be used for ongoing program decision-making while also capturing results at the impact level.

Team Management

LIVING CONDITIONS /ENVIRONMENTAL CONDITIONS:

This position will be based in Garissa, which is an unaccompanied post, eligible for hardship and R&R benefits.

Garissa is located in the North Eastern province of Kenya, and has a population of approximately 70,000. It lies along the Tana River, and has a very warm climate. Most of the town's inhabitants are ethic Somalis and pastoralists. Travel from Nairobi to Garissa takes approximately five hours by car. There are many international agencies with a presence in Garissa. Mercy Corps staff members will live in group housing and have access to basic services. Cell phone coverage is adequate.

Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Duties and Responsibilities

The Cluster Finance and Administration Manager is responsible to the Team leader and will supervise the Accounting, procurement, logistics, administration and Human Resource functions.

More specifically, SHE/HE will:

JOB CONTEXT:

Somalia, the neighboring country of Kenya, has been designed the most failed state of the world in 2011 . Due to civil conflict and drought, United Nations decided in 1992 to start an operation in Mogadishu (“Restore Hope”). In the same time, several tens of thousands people fled Somalia to Kenya. As a result of these influxes, the creation of refugee camps in the North Eastern part of Kenya has been decided and especially in Dadaab. Most of these refugees are still in Dadaab today. Dadaab is located in the east of Kenya, at about 90km from the Somalia border. The camps complex is composed by three “historic” refugee camps: Dagahaley, Ifo and Hagadera, located in a circle of 17km around Dadaab. Despite official closure of the Kenya / Somalia border by the Kenyan Government in January 2007, Dadaab refugee camps complex has received over 200,000 Somalia refugees over the past four years. Since October 2010 however, the numbers of refugees increased to over 10,000 a month, mainly because of the conflict in Somalia and since May 2011 because of the long and severe drought in the horn of Africa. The United Nations have declared on 20th of July a situation of famine in 2 regions of Somalia and on 3rd of August 2011 it was extended to 5 regions of Somalia. The number of refugees received between January and mid July 2011 is more than 60,000. The current population in the camps is around 400,000 refugees, while the three camps (Dagahaley, Hagadera and Ifo) have a total holding capacity of 90,000 persons (30,000 each). There are about thousands of new refugees who have no where to settle and are spontaneously settling on the outskirts of the camps. The rate of registered refugees arriving in the camps should continue rising. As of the end of July 2011, an average of 1,330 persons was arriving daily in Dadaab . It is anticipated that an estimated additional 80,000 new refugees will arrive in the next months, should the rains continue to fail and aid delivery in Somalia remains restricted. The sharp increase in arrivals combined with the prevailing drought situation in the Horn of Africa is impacting more on the newly settled refugees. Indeed, during the previous months, newly arrived refugees were not taken in charge immediately at their arrival in the different camps in Dadaab, because the Kenyan Government and UNHCR did not have the capacity to register this large number of refugees daily. Therefore, refugees could not receive any basic services as food and water at their arrival in Dadaab camps, creating situations of extreme vulnerability and sometimes to deaths. Despite the presence of humanitarian stakeholders in Dadaab, the huge influx of new refugees has made it extremely difficult to deliver sufficient and efficient humanitarian assistance, especially in the spontaneous settlements (vast areas around the different camps with no existing services at all). However, in response to the critical needs of newly settled refugees, the Kenyan Prime Minister made a public statement requesting UNHCR to open the new sites in the area and provide assistance in terms of health care, shelter, education and food. As a result UNHCR and implementing partners (IPs) decided to open two new camps (Ifo Extension and Kambioos) with an additional capacity of 180,000 refugees. The resettlement in these new camps has started on July 25 and is still under process. Regarding these facts, Handicap International has identified critical needs for the most vulnerable (especially for persons with disabilities, older and persons with serious medical conditions), such as: - access to food and safe water, - access to sanitation facilities, - access to health services, - access to adapted shelters, - access to a secure environment and protection, - access to other specific services according to their needs.

Handicap International, in the frame of its holistic approach to the most vulnerable called Disability and Vulnerability Focal Point (DVFP), proposes an immediate humanitarian response in order to cover the needs of the Dadaab camps vulnerable population. The strategy of these DVFPs is to identify most vulnerable persons (and particularly PWDs) in their community and enhance their access to basic and specific services. Because of the increased vulnerability of the new arrived refugees, Handicap International will focus its activities in the two new camps (Ifo extension and Kambioos) and in the outskirts of the three existing camps. This project, like all projects currently being implemented by the ERD, will focus particularly on extremely vulnerable individuals and their households, as these individuals often risk being excluded from assistance efforts, and given their original vulnerabilities, face additional barriers and challenges to cope and survive. The criteria of vulnerability could be enlarged according to the lack of coverage by the other actors and our financial and operational capacities. Also, HI aims to provide mainstreaming support to IPs at all levels in the emergency response. This mechanism for mainstreaming has been used successfully by HI in others emergency interventions (Haiti, Pakistan, etc).

JOB DESCRIPTION:

Based in Garissa, the logistician/administrator will depend hierarchically on Logistics Coordinator and depend technically on administrative coordinator, and has strong functional links with the head of mission in Dadaab.

He will ensure all the administrative, Finances and Human Resources tasks, as well as logistics tasks mainly the supply and purchase to support Dadaab according to the standard HI principles, in link with Nairobi and Dadaab.

Ensure the good movement of material between Nairobi/Garissa and Garissa / Dadaab, and all the HI material in transit by Garissa. In accordance with the internal regulation

Being the security security focal point in Dadaab.

TREASURY MANAGEMENT

Logistics

REPRESENTATION

Being the direct interlocutor of Handicap International towards providers and companies, for all issue related to logistics and security in Garissa;

COORDINATION

Provide logistics support to Dadaab, interms of purchases and movements follow-up (management of escorts from Garissa to Dadaab. Movements have to be expected between the different bases, especially Dadaab.

PURCHASE

Ensure the respect of HI/Atlas (and donor if required) purchase procedure;Identify and plan the mission purchases in collaboration with the rest of the team (PM, HoM, Admin Co, Base Co); Ensure the quality of the purchase and the delivery deadlines;Follow up the order/purchase until delivery;Control the quantities ordered (loading of the trucks;Ensure regular purchases follow up in close collaboration with the Finance Department for down payments and monthly budget follow up.

STOCK MANAGEMENT

REPORTING
