General information:

Organization: Polish Humanitarian Action
Location: primarily Jonglei State; all states of South Sudan

Key Areas of Accountability:

WASH Technicians will be part of the Emergency Response Team created specifically to respond to WASH emergencies occurring in Jonglei State. The Team will be capable of providing emergency water supply and sanitation solutions, as well as hygiene promotion suitable for Jonglei and other states.

Request for Expression of Interest: Undertaking of Job Evaluation for State Offices
The Salaries and Remuneration Commission wishes to undertake a Job Evaluation for State Offices.Owing to the magnitude of the exercise in terms of Scope and requisite competency and skills, the Job Evaluation will be undertaken through a Consultancy Service. The Salaries and Remuneration Commission therefore, intends to commission a reputable Consultancy Firm/organization or a Consortium of Firms to undertake a comprehensive Job Evaluation on positions created in the Constitution and State Offices.
 The Job Evaluation will cover positions created in the Constitution and jobs categorized as State Offices, the result of which will determine the comparable worth of the jobs to facilitate development and implementation of equitable and harmonized remuneration and benefits structure.
3.0 Objective for the Job Evaluation Exercise
Objective for the Job Evaluation Exercise will be to evaluate the positions created in the Constitution and jobs categorized as State Offices to determine their comparable worth and produce a rationalized, harmonized, defensible and equitable job-grading structure. The results of the Job Evaluation and subsequent Grading will be used as a basis for grading the structures, developing compensation structures and setting and reviewing of remuneration and benefits, for the State Offices.
The tasks assignment will be undertaken in close working collaboration with a team from the Salaries and Remuneration Commission and will involve:-
3.1 Preparation of a Concept Paper, drawing upon comparable international experience.
3.2 Development of a Strategy Paper or Handbook for undertaking the exercise which should:
(i) Provide a detailed guideline to the approach to be adopted for undertaking the Job Evaluation exercise;
(ii) Define the methodology and instruments to be used in the exercise;
(iii) Provide a sequenced programme of actions, including identification of who is to be responsible for supervising and implementing the Job Evaluation exercise;
(iv) Provide rationale, where appropriate, for benchmarking;
(v) Identify training needs for the public service staff who will assist in the exercise; and
(vi) Identify any necessary preparatory work that must be completed prior to commencing the Job Evaluation exercise.
3.4 Undertaking a Training Programme for Public Service Officers Core Team to build capacities and capabilities to successfully undertake the Job Evaluation exercise.(The training should include in-depth instruction on the use and analysis of all instruments to be used in the
exercise).
3.5 Undertaking a Job Evaluation exercise for the positions created in the Constitution and State Offices on the basis of the Concept and the Strategy Papers with the following expected results:
(i) Equitable and defensible job- grading criteria;
(ii) Standardized and harmonized job grading positions created in the Constitution and in State Offices;
(iii) Job descriptions and job specifications for the evaluated jobs; and
(iv) A Frame work for harmonization of remuneration/pay and benefits that would guide current and future remuneration and benefits for positions created in the Constitution and State Offices.
4.0 Job Evaluation Output/Deliverables
The key expected outputs/deliverables of the Job Evaluation exercise will include:-
4.1 The Concept Paper on job evaluation
4.2 Inception Report on the assignments with detailed finalized work plan
4.3 Strategy Paper or Handbook on job evaluation process to be undertaken
4.4 Job Evaluation Report which will contain but not limited to details on:
(ii) Job Evaluation Results; and
(iii) Actual job values/worth.
5.0 Requirements of eligible Consultants
The Salaries and Remuneration Commission now invites expressions of interest from Consultants/Firms interested in providing the above services. Interested Consultants must have a minimum of a masters degree, expertise and experience and demonstrate having successfully carried out a job evaluation in a large high profile organization. The Consultant should also have excellent organizational and verbal communication skills with in-depth knowledge of qualitative and quantitative research methodologies.
Consequently, the consultant should submit detailed company profiles, financial capability to undertake the assignment to completion, qualifications and experience of key staff and the methodology of undertaking
the assignment. This assignment is open to both national and international consultants. Consultants may associate to enhance their capabilities.
The exercise is expected to take three months
Expression of Interest will lead to short listing of eligible firms based on their responsiveness to the requirements as listed under Part 5.0 above and will be invited to submit proposals to carry out the Job Evaluation.

The Ministry of State for Planning, National Development and Vision 2030 with the Assistance of UNDP under it’s Support to Kenya Vision 2030 Project wishes to recruit a Macroeconomic Advisor to be located in the Ministry’s headquarters.

Terms of Reference

The Advisor’s main responsibilities will be to provide advice, support and build local capacity in the formulation and implementation of macroeconomic policies, research and the development and maintenance of macro modelling in the ministry.

Specifically, the Advisor shall:

1. Provide expert advice as required by the Ministry on macroeconomic issues and their implications on national development and planning policies.

2. Liaise with the Macro Working group institutions including Central Bank of Kenya, Kenya National Bureau Statistics, Kenya Institute for Public Policy Research and Analysis, Ministry of Finance and Kenya Revenue Authority and other local stakeholders to provide regular briefs on economic issues, prospects and risks.

3. Work closely with relevant government institutions and development partners to produce regular policy briefs and reports, policy background papers and other topical issues.

4. Provide technical expertise in the overall development and application of macroeconomic models in the ministry including the T21.

5. Provide expert oversight to the production of quarterly, annual and medium term projections and reports for use in policy formulation and national planning process.

6. Provide technical leadership to Ministry’s research on key macroeconomic issues and their sectoral linkages.

7. Provide expert and leadership in the analysis of regional and international/global economic and social issues on their impact on the Kenyan Economy.

8. Assist in identification of policies aimed at integration of climate change, adaptation and mitigation of its effects on national development planning.

9. Build capacity of Macro planning Directorate staff on macroeconomic analysis, economic forecasting and modelling.

10. Advice the Minister on a regular basis.

Deliverables

Capacity of Macro Planning Directorate staff built in the areas of macroeconomic analysis, modelling and forecasting.A revised macroeconomic framework by the first year of the contract.Quarterly, annual and medium term projections and reports on key macroeconomic issues.Regular policy briefs, issue papers, policy background papers and reports produced.Research papers on key macroeconomic issues.Support the development and implementation of T 21 Model for Long Term Planning in Key sectors.The advisor shall report to the Permanent Secretary through the Economic Planning Secretary in the Ministry of State for Planning, National Development and Vision 2030.The advisor shall on a day to day basis work with the Macro Planning Directorate.The Advisor shall prepare a concept paper, including work plan within four (4) weeks of commencement of assignment.The advisor will prepare monthly progress reports as well as quarterly reports outlining progress, constraints and recommendations.The advisor shall provide an end of assignment report outlining achievements shortcomings, and proposals for the way forward.PHD in Economics, from a recognized university with a strong bias in the area of macroeconomics.Minimum of 15 years professional experience, specializing in macroeconomic analysis, research, modelling and forecasting as evidenced by publications in referred journal.Experience in working with government and development partnersA thorough understanding of government statistics, national accounts, balance of payments and monetary statistics.Vast knowledge of data compilation.Have a clear understanding of the system of national Accounts (SNA) and its linkages to input – output tables and Social Accounting Matrix (SAM).Knowledgeable in econometrics packages e.g. E-views, STATA e.t.c.Ability to conceptualize problems and to identify and implement solutions expeditiously.Ability to proactively seek and recommend sound policy initiatives.Demonstrated ability to transfer skills and knowledge to others.Good communication, negotiation and diplomatic skills.Terms and Conditions

Food Security Recovery Program (FSRP) – Lakes State Southern Sudan.

Terms of Reference for a Consultancy to undertake Mid-term Evaluation for Food Security Recovery Program in Rumbek North & Rumbek Central Counties of Lakes State Southern Sudan.

Veterinaires Sans Frontieres Belgium (VSF-Belgium) is an international non – governmental organization whose vision is to improve the welfare of vulnerable populations in developing countries, through improving animal health and production.

We have been a key player in the livestock sector in Southern Sudan since 1995 playing a major role in the establishment of a community based animal health delivery system and animal health delivery system and the ongoing rinderpest eradication process.

VSF Belgium’s 14 years of animal heath service provision in Southern Sudan has impacted positively on the community and changed lives of many families whose lives are dependent on livestock directly or indirectly.

VSF-Belgium in the past two years has been implementing a 4 year Food Security Recovery Program Funded by European Union (FSRP-EC Lakes) in two counties (Rumbek North and Rumbek Central) of Lakes State with an overall objective of enhancing the livelihoods and stabilize food security among vulnerable agro pastoralist communities in Lakes state.

Lakes State is one of the four states of greater Bahr El Ghazal, it has an estimated area of 40,235 Km², with its capital and the seat of the government situated in Rumbek. Lakes state borders five other southern states; Central Equatoria to the south, Jonglei State on the Eastern Bank of White Nile, Unity State towards the north-eastern side, Warrap State on the north-western side, and Western Equatoria on the South and West.

There are eight (8) administrative counties, each with several payams and bomas. The main ethnic group in the state is Dinka with the Jur Bel forming a minority. The human population of Lakes State is estimated at 695 730 people (Fifth Sudan Population and housing census April 2008).

Evaluation Summary

Evaluation Purpose: The purpose of this evaluation is to assess the level of impact by the project interventions on the lives of Rumbek Central & Rumbek North communities at the end of the phase 1 of the Project implementation.

Primary Methodologies: Both quantitative and qualitative methods of data collection where household survey, focus group discussions (FGD), interviews and document review will be used respectively

This is a mid-term evaluation. It has been scheduled by the programme to enable it find out progress made/gained towards meeting the designed goal and outcomes over the last two years of implementation.

Evaluation Purpose and Objectives

Purpose of the Evaluation

The purpose of this evaluation is to assess the level of impact by the program interventions to the lives of Rumbek North & Rumbek Central communities at the end of phase 1 of implementation.

The exercise will determine the extent to which the project objectives have been achieved including:

Impact on the lives of the community.Change in the quality of life of the community especially the well being of vulnerable groups, livestock keepers.Sustainability of the projects undertaken in phase one.Programme effectiveness and efficiency.How far the project achieved the set goals and objectives.Best practices (new knowledge and important topics for further inquiry, lobbying, and influence)Case studies and success stories.Besides these, evaluation process will also assist in the following areas:
Determine how well the programme was designed and monitored against the objectives, benchmarks, and processes established in the project design document.Determine strengths (including successful innovations and promising practices) and weaknesses (factors impeding progress) of the programme planning, design, implementation M&E, and ongoing community management in the programme.Determine whether the resources (financial, human and materials) have been used economically and wisely for the well-being of the community.Determine how the programme involved and benefited vulnerable groups (genders, ethnic minorities, children, and the disabled) throughout the planning, design, implementation, monitoring and evaluation, and ongoing management of the programme
Both quantitative and qualitative methods of data collection where household survey, focus group discussions (FGDs), interviews and document review will be used respectivelyA final report will be expected out of the evaluation exercise. The consultant will make a presentation of the final report to be written in English. The draft report should be ready within a week from the last day of evaluation. The final report should be ready within 10 days after feedback from the VSF Belgium team. Review and feedback should take place within 2 weeks after the draft report for a final report preparation and production. The consultant will hand over a hard copy draft report as well as soft copy. For the final report, 3 hard copies and a soft copy will be required (CD copy).The report should adopt the EU mid-term evaluation format that will be provided by VSF Belgium.

Baseline Survey: Local Non-State and State Actors Engagement in KNCHR’s Public Complaints Referral Mechanism

The Kenya National Commission on Human Rights (KNCHR) in partnership with GIZ-Social Justice Reconciliation and National Cohesion project, seek the services of a consultant / consulting firm to conduct a baseline survey in the North Rift and Northern Kenya regions in the month of September, 2011.

The overall aim of the baseline study is, on behalf of KNCHR, to collect and analyze data for making an initial assessment on the existing regional complaints referral systems in place, used by KNCHR and in collaboration with other institutions - both State and Non-State.

The results of the study are to serve as the baseline for measuring the use of the referral system and the satisfaction by key stakeholders of the usefulness of the referral system.

The Kenya National Human Rights Commission is an independent National Human Rights Institution and was established by the Government through the Kenya National Commission on Human Rights Act No. 9 of 2002.

Its core mandate is to further the protection and promotion of human rights in Kenya. It plays two broad roles firstly as a watch dog over the government in the area of human rights and secondly as a leader in moving the country toward a Human Rights State.

The consultant/consulting firm is expected, in close collaboration with KNCHR and GIZ;

i) To prepare a baseline survey to make an initial assessment of the existing regional referral system in place, used by KNCHR and other institutions - both State and Non-State, focusing on North Rift and Northern Kenya regions and the prospects/positioning of the KNCHR regional offices for an integrated complaints mechanism

ii) To assess the role of CSOs in complaints handling and challenges experienced in engaging with KNCHR in the referral system

iii) To use appropriate qualitative and quantitative data collection and analysis methodology, to allow for future evaluation indicators on the use by and usefulness of the referral system to the relevant State and Non State Actors

iv) To design and provide key quantitative and qualitative indicators for evaluation from the data analysis to measure the use of the referral mechanism and the usefulness of the referral system to the relevant State and Non-State Actors in the mid and long term

v) To provide suitable recommendations for KNCHR in its current public complaints referral mechanisms

Terms of Reference Macroeconomic Advisor

Preamble
The Ministry of State for Planning, National Development and Vision 2030 with the Assistance of UNDP under it’s Support to Kenya Vision 2030 Project wishes to recruit a Macroeconomic Advisor to be located in the Ministry’s headquarters.

Terms of Reference
The Advisor’s main responsibilities will be to provide advice, support and build local capacity in the formulation and implementation of macroeconomic policies, research and the development and maintenance of macro modelling in the ministry.

Specifically, the Advisor shall:
* Provide expert advice as required by the Ministry on macroeconomic issues and their implications on national development and planning policies.
* Liaise with the Macro Working group institutions including Central Bank of Kenya, Kenya National Bureau Statistics, Kenya Institute for Public Policy Research and Analysis, Ministry of Finance and Kenya Revenue Authority and other local stakeholders to provide regular briefs on economic issues, prospects and risks.
* Work closely with relevant government institutions and development partners to produce regular policy briefs and reports, policy background papers and other topical issues.
* Provide technical expertise in the overall development and application of macroeconomic models in the ministry including the T21.
* Provide expert oversight to the production of quarterly, annual and medium term projections and reports for use in policy formulation and national planning process.
* Provide technical leadership to Ministry’s research on key macroeconomic issues and their sectoral linkages.
* Provide expert and leadership in the analysis of regional and international/global economic and social issues on their impact on the Kenyan Economy.
* Assist in identification of policies aimed at integration of climate change, adaptation and mitigation of its effects on national development planning.
* Build capacity of Macro planning Directorate staff on macroeconomic analysis, economic forecasting and modelling.
* Advice the Minister on a regular basis.

Deliverables
* Capacity of Macro Planning Directorate staff built in the areas of macroeconomic analysis, modelling and forecasting.
* A revised macroeconomic framework by the first year of the contract.
* Quarterly, annual and medium term projections and reports on key macroeconomic issues.
* Regular policy briefs, issue papers, policy background papers and reports produced.
* Research papers on key macroeconomic issues.
* Support the development and implementation of T 21 Model for Long Term Planning in Key sectors.

Reporting Obligations
* The advisor shall report to the Permanent Secretary through the Economic Planning Secretary in the Ministry of State for Planning, National Development and Vision 2030.
* The advisor shall on a day to day basis work with the Macro Planning Directorate.
* The Advisor shall prepare a concept paper, including work plan within four (4) weeks of commencement of assignment.
* The advisor will prepare monthly progress reports as well as quarterly reports outlining progress, constraints and recommendations.
* The advisor shall provide an end of assignment report outlining achievements shortcomings, and proposals for the way forward.

Qualification and Experience
* PHD in Economics, from a recognized university with a strong bias in the area of macroeconomics.
* Minimum of 15 years professional experience, specializing in macroeconomic analysis, research, modelling and forecasting as evidenced by publications in referred journal.
* Experience in working with government and development partners
* A thorough understanding of government statistics, national accounts, balance of payments and monetary statistics.
* Vast knowledge of data compilation.
* Have a clear understanding of the system of national Accounts (SNA) and its linkages to input – output tables and Social Accounting Matrix (SAM).
* Knowledgeable in econometrics packages e.g. E-views, STATA e.t.c.
* Ability to conceptualize problems and to identify and implement solutions expeditiously.
* Ability to proactively seek and recommend sound policy initiatives.
* Demonstrated ability to transfer skills and knowledge to others.
* Good communication, negotiation and diplomatic skills.

Terms and Conditions
* The successful applicant for this job will serve on a three year initial contract renewable upon satisfactory performance.
* An attractive remuneration package commensurate with the professional experience of the post will be offered to the suitable candidate.

The salary is negotiable.
