Pact is searching for a Chief of Party for an anticipated regional conflict resolution program aimed at strengthening local cross-border conflict management between Kenya and its neighboring states. Objectives include: trauma education and community healing processes to help change views of “victims” and “perpetrators”; reflective workshops and community-led processes to explore the relationship between culture and conflict; and implementation of jointly managed cross-border projects that help heal community-identified conflict issues. Strong candidates will have extensive experience managing similar USAID-funded programs in Africa and be well-versed in the areas of, peacebuilding, organizational capacity building and community strengthening. The position is contingent upon award.

The Chief of Party will
• Provide overall leadership, program supervision, and organizational management.
• Make key decisions and solve problems in short time frames while ensuring operational and program integrity.
• Serve as the chief liaison with USAID on project-related matters.
• Support the efficient and accountable management and reporting of program achievements and finance
• Support monitoring, evaluation and learning on an ongoing basis
• Ensure that procedures are established and complied with for development, selection, design and implementation of grants and short term technical assistance;
• Supervise the DCOP and other key staff

Education and Experience Requirements:
• Masters in international relations, conflict resolution, public administration, or other relevant field.
• Minimum 10 years of management experience in a progressively senior role overseeing projects with complex and challenging field operations.
• Extensive experience with USAID processes and procedures, rules and regulations required.

Other Qualifications:
• Good understanding of the geographic areas in question, Experience in Kenya or its neighboring countries (Somalia, Ethiopia, Uganda, DRC, South Sudan) preferred
• Strong familiarity with operating grants, sub-grants, and short term technical assistance
• Considerable experience with community participation-type projects, preferably focused on conflict resolution and peacebuilding
• Ability to efficiently coordinate and manage field offices and field teams
• Demonstrated experience in monitoring, evaluation and learning within development project context

The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide.
Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing
volunteers.
In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local
communities.
In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.
The project aims to consolidate the successes of previous intervention through strengthening capacity of national and county level institutions to respond effectively to armed violence, including violence precipitated by drought and dwindling natural resources; consolidating peace in pastoralists’ areas
through peace dividend and livelihood diversification projects; responding to the challenges posed by the proliferation of small arms and light weapons; addressing cross-border peace challenges and mainstreaming the role of women, youth and the physically challenged in armed violence reduction and in peace building in pastoralists areas in Kenya.
The project is being implemented by the National Drought Management Authority (NDMA) with National Steering Committee on Peace Building and Conflict Management (NSC), Kenya National Focal Point on small arms (KNFP) being the other collaborating agencies. The UNV will be based at the County office of the NDMA in the following counties: Marsabit; Isiolo; Mandera; and Turkana.
Under the direct supervision of Drought Management Officer (DMO) in the relevant Counties, and National Project Officer at the NDMA, the UN Volunteer will, among other tasks:Assist the DMO in County level matters concerning the design, execution and evaluation of armed violence and small arms reduction project, monitoring of natural resource conflicts, and supporting the Drought Early Warning Bulletins with input on conflict early warning.Advise and assist the District Peace Committees (DPCs) in the execution of their activities including prioritization of peace dividend projects and technical support to peace-building efforts, taking into account administrative and programme rules and regulations of UNDP and GoK.Act as the focal person for the NDMA, NSC, KNFP and other partners in execution of the peace building and small arms control activities at the County levelPerform the functions of the County Resource Conflict Monitor, as well as Peace Monitor, in relation to conflict early warning and response mechanism undertaken by NSCFurthermore, UN Volunteers are encouraged to promote the ethos of volunteerism by strengthening their knowledge and contributing their experiences in the course of the assignment.Degree in any social sciences discipline including community development, political science, social work, conflict management and peace buildingProficiency in MS Office software packages and Internet useAt least 3 years relevant work experience at national level in community development work particularly in arid Counties, which should include, conflict, disaster and natural resource managementUnderstanding of development issues in pastoral communities of northern KenyaExcellent knowledge of English and Kiswahili. We currently implement over 30 peacebuilding programs in some of the world’s toughest places, including Iraq, Somalia, and Sudan. Our current work builds on an exceptionally strong historical foundation. Since the late 1990s, Mercy Corps has implemented over 95 peacebuilding programs in over 30 countries and regions, making Mercy Corps a true leader in the field.

Mercy Corps Kenya has been responding to the violence in Kenya following disputed presidential elections in December 2007 through the Local Empowerment for Peace (LEAP) program in Rift Valley province. LEAP is working to strengthen the ability of local, district, and provincial structures to address the causes of post-election violence and promote sustainable peace and reconciliation. Because long-term stability requires reform of Kenya’s political institutions and implementation of a new constitution, Mercy Corps has proposed working with national actors to build alignment around moving the reform process forward.

GENERAL POSITION SUMMARY:

The Conflict Mitigation and Management (CMM) Program Manager will have overall responsibility for the day-to-day administration and implementation of a new USAID-funded peacebuilding program in Kenya designed to move the reform process forward and promote sustainable peace and reconciliation.? This will include strengthening the capacity of local partners in the areas of peacebuilding and conflict management, training and curriculum development, reviewing the design and implementation of peacebuilding projects, and ensuring rigorous measurement of program impact and timely reporting.

ESSENTIAL JOB FUNCTIONS:

- Manage and oversee all conflict management/mitigation program activities in cooperation with key project stakeholders, including local non-governmental organizations, government officials, community-based organizations, and key donors;
- Supervise and regularly coordinate with project staff to ensure smooth planning, preparation, implementation, and monitoring and evaluation of program activities;
- Ensure compliance with donor regulations and procedures, through sound financial and grant management;
- Maintain good working relationships with the donor, the host country government, partner agencies, and other key stakeholders;
- Increase staff capacity by designing and leading technical training sessions on conflict management for Mercy Corps staff and local partners;
- Promote learning and knowledge management through documentation and knowledge sharing around best practices and lessons learned;
- Ensure the timely and quality completion of all designated deliverables to donors;
- Coordinate with the Mercy Corps LEAP II program manager in Eldoret to ensure a well-integrated country-wide portfolio of programs.

SUPERVISORY RESPONSIBILITY: Project Officers

REPORTS DIRECTLY TO: Kenya Country Director

WORKS DIRECTLY WITH: Mercy Corps finance, logistics, and monitoring and evaluation officers.? Also works directly with local national staff and affiliated relevant Mercy Corps headquarters units as necessary, including Mercy Corps’ Conflict Management Group and various administrative/financial units.

KNOWLEDGE AND EXPERIENCE:

- Masters degree in conflict mitigation, social sciences, international relations or other relevant field preferred.
- Minimum 5 years’ relevant professional experience implementing conflict management and reconciliation, youth, or livelihoods programs, preferably in insecure or transitional environments.
- Strong facilitation and consensus-building skills.
- Familiarity with interest-based negotiation and influence skills and tools.
- Experience managing national and international staff.
- Familiarity and experience with USAID regulations preferred.
- Fluency in written and spoken English required; knowledge of local languages? preferred.
- Must be able to work independently while being a strong team player.

SUCCESS FACTORS:

The successful Program Manager will have an ability to multi-task, set priorities, and work under tight deadlines within a complex team. S/he will demonstrate strong interpersonal and cross-cultural communication skills and be committed to the values and mission of Mercy Corps. S/he will take initiative and contribute to team efforts, as well as demonstrate an ability to communicate, assume leadership, and make solid decisions while working remotely from country leadership.

LIVING /ENVIRONMENTAL CONDITIONS:

The Program Manager will be based in Eldoret in the Rift Valley province. Eldoret has adequate, comfortable, and safe accommodations. The Program Manager should be prepared to bring snacks and some basic foods to cook if s/he has any special dietary requirements when traveling to the field. Eldoret and its surroundings are relatively safe. However, like any other urban center, it has its share of crime and other security-related challenges. Eldoret has had a history of violence around election seasons in Kenya and relative calm thereafter.

Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Staff are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.

Required for this role is a degree holder in Social Sciences or a related field. You will have a good understanding and experience of conflict management and conflict sensitivity mainstreaming.
