PATH’s Advocacy and Public Policy (APP) department works to improve global health by increasing awareness and support of global health priorities by policymakers, coalitions, and other influential individuals and groups.PATH’s APP department is seeking a Program Assistant to support advocacy and policy initiatives in the areas of maternal, newborn, and child health in Kenya. The Program Assistant will be based in Nairobi, Kenya and will report to the Senior Policy & Advocacy Officer in PATH’s Nairobi office.

Responsibilities:

Working with the Nairobi based APP staff, the Program Assistant responsibilities will include:

Providing meeting planning and logistics support. Activities may include scheduling internal and external meetings, workshops, and other events as necessary, as well as coordinating event-related logistics, maintaining database of project contacts, and drafting meeting notes and coordinating review, distribution, and filing.Drafting project reports and communications materials. In consultation with relevant staff, plan and coordinate the production and distribution of monthly activity reports and other communications materials as requested. Role overview

As the Africa Region Policy and Advocacy Advisor, one of the main focuses of this role initially will be to coordinate the advocacy work of VSO and partner organisations on the Post-2015 Development Framework – the global development framework that is set to replace the Millennium Development Goals when they expire in 2015. You'll build on the existing alliances you may have with key organisations and networks on post-2015 issues of relevance in the region and work to support advocacy across VSO country offices, patners and volunteers. You’ll link in with VSO’s global campaign on Post-2015 development as well as supporting the particular objectives of regional and country colleagues.
You will also support the planning, delivery and review of VSO’s wider global advocacy priorities as a member of the Global Research and Advocacy Team
This role will be matrix managed.

Skills, qualifications and experience required

As VSO Africa Policy and Advocacy Adivsor, you will play a key role in influencing government and international action seeking trans formative change for some of the world’s most disadvantaged people.
Liaising with our partners, volunteers and staff, delivering policy briefings, influencing international moments through engagement with country and regional decision makers and working with coalition partners are all critical to success in this role. We need someone with a keen analytic mind, a talent for writing persuasively and with an aptitude for developing influential relationships with civil servants and policy targets. Experience of the Post-2015 development agenda or advocacy on other regional and global policy change movements is desirable.
The major focus for this role during 2014-15 will be delivering the policy work relating to VSO Post-2015 advocacy work. Key ‘deliverables’ early on in the job will include connecting VSO in to the important national and regional discussions and consultations happening on the Post-2015 development agenda and contributing to the global direction of our Post-2015 advocacy work at key international moments. As part of the Global Policy and Advocacy team you will also have a broader brief supporting VSO policy, research and influencing work over the 18 months.

Vacancy: Senior Policy Systems Manager

Context and Purpose: Kenya Market Trust (KMT) is a non-governmental organisation (NGO) whose vision is to enable the sustainable transformation of markets for the benefit of the poor. 

This involves working in partnership to facilitate improved functioning of markets, and to build capacity to make markets work better.  There is widespread agreement that the best way to improve the economic conditions of the poor is through improving the functioning of markets.  One method that has found success is the “making markets work for the poor” (M4P) approach developed by the Department for international development (DFID). KMT uses the M4P methodology to facilitate “better markets, better lives”.Kenya’s enabling environment is less effective than it should be, often sending conflicting signals
which foster uncertainty and devalue evidence-based policy making.  
Overall performance of the policy system and its resulting enabling environment could be measured by its ability to:Drive private sector upgrading, namely greater investment, enhanced competitiveness (products and operations) and societal benefit (poverty reduction, jobs, etc.).Crowd in participation and ensure wide awareness of rules and rightsLearn and adapt. This implies a posture of being evidence based, transparent in monitoring and accountable to objectives.The Senior Policy Systems Manager will be responsible for increasing awareness and understanding among influential stakeholders - particularly within government, private sector, the media, research institutions and donors – regarding the efficiency and inclusiveness of markets in Kenya. This includes sharing insights into how the performance of these markets could improve and the role that different players could shoulder in bringing about this transformation. You will also provide strategic leadership and cross cutting support to the portfolio teams in understanding and influencing positively the political economy of their market systems.  Further support will also be given to KMT’s Knowledge and Learning Practice as well as other areas as needed.  He/She will serve as a member of the Senior Management Team (SMT) of KMT and oversee, motivate and guide staff, encouraging their commitment to corporate objectives and team learning and performance.

Reporting to the Chief Executive Officer, you will be expected to:

Regularly produce stakeholder mapping and analysis to identify champions that are active or could be active in thinking through efficiency and inclusiveness of markets or in influencing those debates and decision makers.  Clarify the roles being played by different institutions, help to identify influential stakeholders and the approach and influencing strategy and partners to work with and through. This embraces National and County Government. Support the value proposition of evidence. In terms of messaging and evidence base, gather appropriate materials both internationally, from other programmes and sectors in Kenya and also from KMT interventions to build a compelling case on these issues and what can be achieved. Think through the range of assessment tools that are available or could be developed or adapted for assessing the functioning of markets in Kenya. Facilitate participation of key players including research, education, private sector, civil society, and media organisations in policy development. Support coalition building, communication and public relations, investigative journalism, and grass roots evidence based advocacy strategies.Build the capacity of government to publicize policy decisions including objectives/benchmarks, proposed regulatory implementation vehicles and enforcement practices.Catalyze the Government to shift from interventionist practices to providing regulatory and oversight frameworks that allow commercial networks to form and flourish.Monitor policy debates and effectiveness of policies in Kenya for use both as a baseline and to measure progress of KMT influencing on these objectives. Position Summary

Futures Group is seeking a Senior Policy Advisor who will provide technical assistance and support to the Government of Kenya (GoK) national-level health sector agencies to support implementation of the new constitution. The Senior Policy Advisor will conduct policy analysis, lead stakeholder consultation, assist the government in strategy and policy development, and will write and disseminate policy briefs. Responsibilities require knowledge of health policy issues in Kenya and in East Africa. The Senior Policy Advisor will report to the Program Director of the Health Policy Project’s Kenya field program. Location for this position is Nairobi, Kenya. No expatriate benefits are associated with this position.

Key Responsibilities

* Provides assistance to the GoK in the development, implementation and monitoring of health policies at the national and sub-national levels.
* Prepares health policy analyses, recommendations, policy briefs, and assessments for client and government use.
* Stays abreast of key developments in health policy in Kenya and more broadly in East Africa, in order to inform technical support activities under the HPP Kenya Field Program. This includes frequent interaction with the Government of Kenya stakeholders relevant to this area as well as multilateral partners and donor agencies.
* Facilitates stakeholder consultation and meetings at the national and sub-national levels.
* Supervises short-term local consultants in Kenya assigned to health policy, policy communication, and M&E activities
* Supervises the design, printing and dissemination of policy briefs and policy communication materials in English and Swahili to audiences at the national and sub-national levels.
* Provides assistance within the project team on monitoring and evaluation (M&E) and documentation of project results
* Represents the projects, company, and programs in the health policy area in Kenyan and regional forums, as well as with others in the professional community and in countries of collaboration, independent of technical supervision
* Support capacity building efforts for health ministry and other non-MOH actors to develop analytic and operational skills related to health policy and planning.
* Conducts all work to accepted standards of research ethics
* Actively participates in the development of annual work planning, design, implementation, and reporting related to project technical activities.
* Participates in the preparation of bids and proposals in response to government, foundation or other donor solicitation as requested by the company or supervisor
* Performs other related duties and responsibilities as assigned

Qualifications

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
* Significant experience in health policy, policy analysis and policy communication in the context of Kenya and/or East Africa
* Master's Degree or higher in public health, public policy, political science, public administration, communication or a related technical degree.
* Experience: 7-8 years of experience required, with at least 3 years of experience in Kenya.
* Fluency in English and Swahili required
* Demonstrated strength and experience providing technical assistance, writing technical reports, and policy briefs targeted to decision makers.
* Proven ability to work collaboratively and build consensus across diverse sets of stakeholders.
* Experience in client relationship management, reporting, program work planning is preferred.
* Experience in M&E and documentation of project results highly desirable.
* Appropriate computer skills necessary to conduct quantitative and qualitative analyses
* Prior experience working with USG-funded programs is required.
* Strong written and oral communication skills for high-level policy audiences

Consultancy On The Development Of A Strategic Human Resources And Management Plan For The Independent Policing Oversight Authority  (IPOA)
The Independent Policing Oversight Authority (IPOA) is established to provide for civilian oversight over the work of the police in Kenya. The IPOA Act, (no 35 0f 2011) stipulates the mandate of the Authority, which includes investigating all deaths and serious injuries caused by a police officer on duty or as a result of police action; receiving and investigating complaints from both members of the public as well as from police officers; investigating police misconduct on its own motion and making recommendations for disciplinary action or prosecution as well as recommendations to prevent future misconduct.
One of the critical functions of the Board is to institute a Strategic Human Resources Management Framework, including development of the Organisation’s Organogramme, which will result in the recruitment of staff with clearly defined functions and roles. Strategic Human Resource Management is the process of linking the human resources function with the strategic objectives of the organization in order to improve performance.
The United Nations Office on Drugs and Crime (UNODC) is the guardian of international norms and standards in crime prevention and criminal justice. As part of its mandate, UNODC intends to provide technical assistance and advisory services that will assist in the development of the necessary regulatory and administrative framework for the establishment of the Independent Policing Oversight Authority in Kenya.
The purpose of the assignment is to serve as a Strategic Human Resources Management Consultant to the IPOA Board.
The incumbent will assist in linking IPOA’s mission and goals to its human resources management philosophy, polices, programmes, practices and processes. The consultancy will also develop the Organisation’s Organogramme and provide advice on the most efficient Staff Recruitment Strategy to suit the Organisation’s short and long-term needs.
