CWS RSC Africa
The Resettlement Support Center (CWS RSC Africa) operates a US refugee resettlement program in sub-Saharan Africa through a Cooperative Agreement with the Department of State/Bureau of Population, Refugees and Migration. CWS RSC Africa is responsible for the preparation of refugee case files for adjudication by US Citizenship and Immigration Services (USCIS) officers, as well as the out-processing and cultural orientation of all approved cases. CWS RSC Africa is administered by the Church World Service Immigration Refugee Program (CWS/IRP) and is based in Nairobi, Kenya, with a sub-office in Pretoria, South Africa.

Primary Purpose



This position manages sections of the non-field based USRAP processing activities for RSC Africa. This includes overseeing processing in Case Intake, Scheduling, Namechecks, USCIS Admin, Medicals and Assurances and Travel Processing. This position works closely with the other Case Processing Managers, Case Processing Coordinator, Processing Support Coordinator, Field Processing Coordinator, Cultural Orientation Coordinator, Circuit Ride Specialist, Training Manager, Data Integrity Manager and RSC Africa Deputy Director.



Supervision



This position oversees two Case Processing units and directly supervises two Case Processing Supervisors. The position also indirectly supervises Senior Case Processing Assistants, Case Processing Assistant IIs and Case Processing Assistants.



This position reports directly to the Case Processing Coordinator.



Essential Duties



Compliance




  1. Oversees sections of non-field based processing functions to ensure integrity and strict adherence to the DOS/BPRM, USCIS, RPC, CWS and RSC Africa policies, guidelines and procedures.

  2. Ensures development, implementation, dissemination and monitoring of standard operating procedures (SOPs) for processing of refugees eligible for the US Refugee Admissions Program in sub-Saharan Africa and specifically ensures their designated SOPs are up-to-date and adhered to.

  3. Ensures development and consistent use of workload, quality checks and output reports.

  4. Establishes systems to ensure that there is consistency in processing, communication with partners and feedback within the department.

  5. Identifies process reviews that need to be carried out and coordinates with the Training unit.

  6. Carries out periodic manager level quality checks of WRAPS data and physical files.

  7. Establishes monitoring systems and ensures that they are used consistently to ensure compliance.



Data Management and Analysis




  1. Develops unit specific data analysis reports to inform workload projections, anticipate future workload, and plans resources accordingly.

  2. Monitors turnaround time for WRAPS clearances to effectively identify bottlenecks, backlogs and clean-ups to ensure that cases are processed in an efficient and timely manner.

  3. Coordinates with Data Integrity to ensure that all appropriate reports are prepared and distributed in a timely manner.

  4. Reviews and distributes unit specific reports as agreed upon internally and externally.

  5. Acts as the point person for staff inquiries relating to processing a case.

  6. Participates in strategic planning and development of Case Processing annual plans.

  7. Drafts travel packet and departure projections.



Representation




  1. Develops and maintains effective relationships with RSC implementing partners, including PRM, USCIS, IOM, UNHCR, RPC and domestic Resettlement Agencies.

  2. Monitors RSC Africa group mailboxes and communication with partners to ensure that it is professional, timely and proactive.

  3. Represents CWS RSC Africa at meetings with implementing partners including UNHCR, IOM Medicals and IOM Operations as necessary.

  4. Occasionally travels to field sites to meet with UNHCR, IOM or other partners to represent CWS RSC Africa on processing or other operational matters.

  5. Takes the lead in periodic calls with RPC.



Performance Management




  1. Provides direct supervision and leadership to the Case Processing Supervisors, including probationary, quarterly and yearly performance evaluations.

  2. Reviews probationary, quarterly and yearly performance reviews carried out by Supervisors, before submission to management.

  3. Oversees the development and implementation of training modules for new Case Processing staff.

  4. Develops performance management systems that ensure that QCs are being conducted and feedback is being provided to staff and/or other departments in a timely manner.

  5. Reviews data and QC reports to identify training needs and facilitates training and coaching.

  6. Ensures that training, coaching, mentoring, feedback and corrective action plans are being carried out in the units.



Staff Care




  1. Monitors and ensures a safe, healthy and professional work environment.

  2. Actively supports staff by promoting safe space, open-door and the escalation policy.

  3. Establishes and communicates clear expectations to staff to foster a predictable and consistent work environment.

  4. Ensures that reasonable working resources are availed to staff in the unit.

  5. Monitors time and attendance records for supervisors.

  6. Ensure direct reports are accessing and using their benefits appropriately including leave.



Program Administration




  1. Participates in development of job descriptions and takes the hiring manager role for SCPA, CPA II and CPA positions.

  2. Ensures that positions are staffed as budgeted.

  3. Coordinates some tasks on behalf of the other Case Processing Managers during times of absence.

  4. Other duties as assigned by CWS/RSC Africa Management.



Qualifications



Education:



Bachelor’s Degree or four (4) years of paid work experience in lieu of a Bachelor’s Degree is required.



Experience:




  • Eight (8) years of paid work experience is required.

  • Three (3) years of direct supervisory experience is required.

  • Minimum two (2) years work experience at RSC Africa required.



Knowledge/Skills:




  • Thorough knowledge and comprehensive understanding of the US Refugee Admissions Program and WRAPS database

  • Detailed knowledge of case processing SOPs and the role of WRAPS in case processing

  • Advanced computer knowledge, specifically with MS Access, MS Outlook, MS Excel and other statistical analysis programs

  • Strong English communication skills, both oral and written.

  • Strong analytical skills and excellent report-generation skills with the ability to understand, process and document information for a variety of audiences

  • Strong supervisory skills and understanding of performance management systems

  • Excellent organizational and time management skills

The Case Processing Manager must have the ability to:

Working Conditions



Physical: This position requires bending, squatting, crawling, climbing, kneeling, sitting, standing, walking, pushing/pulling, handling objects (manual dexterity), reaching above shoulder level, using fine finger movements and lifting/carrying heavy loads.



Environmental: Incumbents in this position will be exposed to excessive noise, marked changes in temperature and/or humidity, dust and infectious diseases, harsh weather climates, long work hours, bumpy roads, extended travel, excessive sun exposure, and non-ventilated spaces.



Special Requirements:



Background check is required before the start of employment. A valid U.S. passport and the ability to maintain a valid U.S. passport throughout the entire appointment is required, which includes having enough passport pages for travel. The candidate should be of good health, willing and able to occasionally travel in often difficult conditions, and have a high degree of flexibility. Must be legally eligible to work and obtain a work permit in Kenya. Must have proof of Yellow Fever vaccination before traveling for CWS RSC Africa. Employee will be entrusted with the receipt, custody and payment of money.

Mercy Corps anticipates applying for funding for a five-year USAID Food for Peace Activity to support agriculturalists, agro-pastoralists, and pastoral households living in Northern Kenya. The program will be an integrated food security activity with a goal of achieving food security in the target counties in Kenya, through community level governance, preventing chronic malnutrition, sanitation and hygiene and sustainable livelihoods.



General Position Summary



The Research & Design and Strategic Learning Lead will be responsible for formative research activities, collaboration, and learning across all projects those results in locally adapted programmatic approaches for reducing acute malnutrition. The researcher must be proficient in creative and rigorous research design, familiar with relevant measurement approaches, and experienced in translating evidence into improved practice. S/he will ensure the program results in intentional and adaptive learning, and that findings are disseminated broadly. S/he will be responsible for improving peer-to-peer learning, knowledge sharing and application, activity-based capacity strengthening, evidence and data utilization, and collaborating, learning and adapting (CLA). This position will play a key role in helping build an environment of evidence-based programming and adaptive management at all levels.



Essential Job Responsibilities



Strategy & Vision




  • Provide technical leadership to formative research activities, refinement of the Theory of Change, and development of a locally adapted programmatic approach to reducing acute malnutrition

  • Facilitate active, intentional, and adaptive learning within and across the program"s multi-sectoral activities.



Program Management




  • Ensure appropriateness and rigor of research methods and that program quality standards are adhered to.

  • Oversee data collection and analysis and ensure research results are useful and applicable for making program design decisions.

  • Lead refinement of the Theory of Change and ensure that Phase 1 research and pilot findings are incorporated into sound, evidence-based programmatic design for the Phase 2 Transition Plan and Phase 2 Implementation.

  • Coordinate and collaborate with research staff, the Technical Steering Committee and Government of Kenya and USAID stakeholders and partners.

  • Develop the program"s learning agenda, including surveys, case studies and other tools to evaluate program impact, trends and lessons. Provide comprehensive analysis of learning outcomes to inform program interventions.

  • Establish systems and methods for active, intentional and adaptive learning within and across the program"s multi-sectoral activities.

  • Set up a system of regular program quality audits.

  • Organize and/or lead regular training and other capacity building events for program staff to improve program quality, and support other departments to take the lead in developing and implementing capacity-building activities to improve program management processes.

  • Work directly with the leadership team to plan, design, and or/manage specific CLA strategies and activities, such as supporting incorporation of technical, contextual and experiential learning into technical strategies, interventions, and processes.

  • Proactively support learning and information sharing across geographies, program purposes, and other awards and with other implementers.

Knowledge and Experience




  • D. in development studies, international relations, agriculture, nutrition, public health or related discipline with minimum 3 years applied research experience (or Master"s degree with over 5 years of research experience in international humanitarian and development programs).

  • At least 5 years of experience working in international development or humanitarian aid, including at least 2 years in the field.

  • Knowledge of the latest thinking and methods in the field of applied research and impact evaluation of humanitarian and development programs, with a focus on food security.

  • Demonstrated skills with quantitative and qualitative research methodologies, including experience with experimental and quasi-experimental research designs.

  • Proficiency using SPSS, STATA, or other statistical analysis package.

  • Extremely strong writing skills, including past experience publishing.

  • Demonstrated ability to communicate research to multiple audiences, including policy makers, practitioners and academics.

  • Familiarity with the concept of adaptive management/CLA, and demonstrated experience using a mix of informational sources and research methods to analyze the program"s progress, communicate findings to a range of external and internal stakeholders, and apply learning to work planning.

  • Experience providing leadership, supervising staff, managing multiple complex program components, and convening people across technical teams to build consensus and achieve an outcome.

  • Preference for experience with USAID-funded programs.

  • Experience in the Kenya or Horn of Africa required and Kenya national preferable.

Living Conditions / Environmental Conditions



The Research, Design and Strategic Learning Lead is based in Nairobi with 50%+ travel to implementation areas. The location is accompanied and secure. Housing is individual accommodation with unlimited freedom of movement beyond the house/office. There are numerous International schools in Kenya. Staff have a relatively high degree of access to health and utility services (hospitals, clinics, electricity, water, etc.). This position requires frequent travel by road and air to field offices in less secure environments, where basic amenities are lacking (no running water, and limited electricity without generators). This position is not eligible for hardship and/or R&R benefits.

Responsibilities


Specifically, the successful jobholder will be required to:



  • Provide leadership to the team in the mill through coaching, training and motivation with a focus on staff productivity.

  • Set priorities that reflect consistent interpretation of mission and goals of organization and translating priorities into action.

  • Ensure smooth operations in receiving, milling, storage and dispatch of coffee parchment as well as man power planning to facilitate quick turnaround time of coffee delivered to the mill.

  • Establish and nurture potential and existing relationships with key stakeholders in milling including regulators, buyers and suppliers.

  • Ensure that the premise and all its assets and stocks of coffee is fully secured and insured against potential loss and deterioration.

  • Ensure that quality, health and safety guidelines are strictly followed to mitigate possible accidents and that the mill meets environmental quality tests.

  • Champion and deliver world class customer service by ensuring quality service delivery for customers within the company’s Service Level Agreements.


Qualifications


The successful candidate will be required to have the following skills and competencies:



  • University Degree in agriculture or related field from a recognized University with at least three years working experience in coffee milling.

  • Excellent planning and organization skills as well as excellent communication skills both oral and written.

  • A strategic thinker with proven ability to lead high performing teams.

  • Personal organization and thoroughness coupled with the ability to work under minimum supervision with good Judgment skills.

  • Result driven with a track record of demonstrable networking, selling and negotiation skills as well as ability to identify new opportunities.

Program / Department Summary



Mercy Corps anticipates applying for funding for a five-year USAID Food for Peace (FFP) Activity to support agriculturalists, agro-pastoralists, and pastoral households living in Northern Kenya. The program will contribute to the goal of achieving food security in the target counties in Kenya, through integrated interventions in community level governance, preventing chronic malnutrition, sanitation and hygiene and sustainable livelihoods.



General Position Summary



The MEL Lead will provide technical expertise and leadership to generate and analyze quality evidence and data through monitoring, assessments, and evaluations to a five-year, multi-million dollar USAID/Food for Peace funded Development Food Security Activity (DFSA). S/he will manage staff, resources and coordinate closely with partners to fulfill the M&E requirements of the program as well as promote evidenced-based decision-making, adaptive management, and a culture of learning.



Essential Job Responsibilities



MEL Management and Leadership




  • Work closely with the Chief of Party to ensure that program deliverables are being met according to established plans.

  • Sit on the program board and provide advice and guidance to ensure the program is on time, on scope, and on budget.

  • Plan and lead all MEL activities. Set-up and oversee the MEL system, including all tools and data collection processes.

  • Supervise all sub-contractors involved in data collection activities, including routine monitoring systems, annual surveys, evaluations, and review their standards for data collection.

  • Update MEL and project management systems to reflect program progress and needs; ensure proper usage of these systems by program staff.

  • Perform advanced analysis of program quantitative and qualitative data. Present analysis and periodic reporting in consultation with technical staff.

  • Assist team members with information, tools and resources to improve performance, impact, and reach.



DATA QUALITY AND MANAGEMENT




  • Develop and implement Data Management Plan, including data flow diagrams, Standard Operating Procedures, Data Quality Assurance, and PIRS.

  • Oversee development and implementation of appropriate tools and systems for data collection, management, validation and analysis of performance indicators.

  • Promote responsible data practices and comply with Mercy Corps and industry data collection, file storage, and information sharing standards.



Team Management




  • Train project team members and partners on the importance of MEL and their respective MEL responsibilities.

  • Hire, orient, and directly manage MEL staff in day-to-day MEL activities and develop capacity of this team.

  • Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on ones and performance reviews.

  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.

  • Work closely with the program, administration, and operations teams to ensure successful support for MEL functions.



Learning and Adaptive Management




  • Be the focal point for developing, updating and fulfilling a program-wide learning agenda, ensuring consistent application of the learning agenda through program design, implementation, assessment and communication across all program staff.

  • Play a leadership role for the program in communicating learning and participating in learning events, including workshops, conferences and annual learning events with program and Kenya stakeholders.

  • With COP, develop culture and systems for collaborate, learn, adapt (CLA) to embed evidenced-based decision-making into the program at all levels. Be a champion of, and visionary for, making program data accessible to and applicable for learning and adaptive management.

  • To promote learning, oversee specific learning communications and publications such as case studies, impact studies, blogs, and lessons learned documents, as well as strategies for their use.

Works Directly With: DFSA team, DFSA partners, Mercy Corps Kenya country office, Mercy Corps Kenya MEL manager, and Mercy Corps headquarters support including PaQ/MEL team.



Knowledge and Experience




  • Technical experience leading M&E including building or strengthening monitoring systems, quantitative and qualitative analysis, survey and sample design and effectively promoting evidence-based program management for USAID and other donor-funded programs of similar size and scope.

  • 5-7 years of relevant work experience

  • Knowledge of Food for Peace Title II M&E requirements is necessary. Previous experience in FFP programming strongly preferred included demonstrated experience with developing and operationalizing monitoring and evaluation plans, PIRSs, and IPTTs.

  • A master"s degree in a quantitative field (economics, agricultural/development economics, statistics, bio-statistics; nutrition, applied sociology, anthropology, or other relevant subject) with significant training in quantitative methods

  • Eight years relevant experience, or a PhD in any of the stated field of study above, with at least six years relevant work experience is required.


  • Experience in developing and operationalizing a comprehensive monitoring and evaluation plan including TOCs, logic models, food and nutrition security indicators, M&E plans, data quality assurance, data utilization, and gender integration into M&E.


  • Demonstrated experience with large-scale data management systems, including mobile data collection tools, databases, web applications, statistical packages, and visualization platforms (e.g., Tableau, PowerBI),


  • Previous staff management experience of similar size teams required, and record of strategic visioning, leadership, and inspiring teams.


  • Persuasive written and oral communication in English, including report writing.


  • Experience in the Kenya or Horn of Africa preferable.


  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.


  • Fluency in Swahili preferred.

The successful MEL Lead will combine strong technical skills with leadership and management skills. S/he will have an outstanding ability to guide MEL systems to inform program decision-making while also providing evidence for impact. S/he will have proven experience with cross-cultural teams and capacity building, individual staff development, and strong mentoring skills. Multi-tasking, prioritizing, problem solving and simultaneous attention to detail and strategic vision are essential. The most successful Mercy Corps staff members have a strong commitment to teamwork and accountability, thrive in evolving and changing environments and make effective written and verbal communication a priority in all situations.



Living Conditions / Environmental Conditions



The position is based in Nairobi with 50%+ travel to implementation areas. Nairobi is accompanied and secure. Housing is family accommodation with unlimited freedom of movement beyond the house/office. There are many international schools in Kenya. Staff have a high degree of access to services (medical, electricity, water, etc). This position requires travel by road and air to field offices in often insecure environments with only basic amenities. This position is not eligible for hardship and/or R&R benefits.
