Position Title: Junior Budget Assistant

 General Description of task(s) and objectives to be achieved
Under the overall supervision of the Officer in Charge (O.I.C.) FAO Somalia and the direct supervision of the Senior Administrative Officer the Junior Budget Assistant will carry out the following duties.  Maintain a commitments register (contracts, purchase orders, travel authorizations, operating expenses) for assigned projects for the purpose of providing charge information to the Payments Desk. In consultation with project managers, charge payments to appropriate codes if not covered by commitments.Monitor expenditure against assigned project budgets and FBAs, and identify need for new FBAs, review and forward to HQ. Keep projects advised of status.Maintain the budget control sheets for all assigned projects, certify availability of funds for financial commitments and prepare Field Budget Authorization (FBA) requests when additional funds are needed.In consultation with managers of EC-funded projects, convert codes for field expenditure into EC format.Consult regularly, at least monthly, the official FAO financial records for all assigned projects available in its Data Warehouse, and reconcile local budget control sheets with them.Assist in the analysis of expenditure patterns and identify opportunities for cost containment.Report monthly to the Operations Manager on overall budget performance for all assigned projects using the Data Warehouse.Prepare budget reports as needed and on instruction from the Operations Manager or project managers.Assist project managers in developing budgets for project proposals.Identify need for budget revisions, and assist project managers in their preparation and review.Draft correspondence related to the above responsibilities.Minimum Requirements:

Education:

Secondary school education or equivalent commercial school. Bachelor’s degree in Finance, Accounting or Commerce will be an advantage.Work Experience: Two years of clerical, administrative or accounting experience.

Languages:

Working knowledge (level C) of the FAO official language used for communication within the country (English, French or Spanish) and working knowledge of the local language(s) is required.Ability to effectively use standard office software, such as MS Office (Windows, Word, Outlook, Excel, Exchange) etc. Ability to use accounting software and other information systems and databases to insert data, make enquiries, retrieve/define ad hoc reports and analyses and edit results in appropriate format.Systematic, well structured and efficient approach to work assignments. Analytical ability, accuracy and consistency. Exercise diligence and care in dealing with records and expenditures. Social Protection Actors Forum (SPAF)
The Social Protection Actors Forum (SPAF) is a coalition of Civil Society Organizations (CSOs) and other Non-State Actors (NSAs) committed to support social protection in Kenya, through promotion of citizen’s engagement in the development, implementation and evaluation of social protection interventions in Kenya. SPAF advocates for the establishment of strong formal institutions for social protection in Kenya and is currently implementing an advocacy project whose overall objective is to ensure vulnerable populations realize social protection, and the right to social security as provided by the Constitution of Kenya. The project aims to stimulate demand for establishment of formal institutional frameworks to legally entrench social protection, enhance social services delivery and coverage.
SPAF conducts applied budget work to inform public policy making and investment in Social protection in Kenya and wishes to identify and articulate policy problems and concerns facing social protection in Kenya and will periodically research, analyze and publish information on policy developments and trends. This will ensure reduced ambiguity and enhanced focus on the most pertinent policy issues. The outputs of such analyses will be prepared and packaged to include viable policy alternatives developed with strong evidential support (quantitative and qualitative) to ensure the best chance of success for the advocacy agenda.
Applied budget work is critical to enabling citizen engagement with policy makers on matters relating to resource allocation and expenditure, including: transparency, accountability, participation, adequacy, priority, progress; and equity.
The purpose is to work with SPAF to raise the level of budget literacy among civil society, and bring in more people into the policy debate, thus enhancing the quality of the national budget with respect to social protection.
Specifically, the consultant will: 
a. Lead in Budget Analysis by facilitating forum members, consultants and stakeholders to scrutinize the National Budget, so as to ascertain the extent to which fiscal allocations and expenditure reflect the government commitments to social protection;
b. Lead in  the establishment of Public Expenditure Tracking project at the national and county levels, through which  forum members, and civil society in general, can monitor public expenditure with a focus on  efficiency, adequacy and coverage of social protection benefits; 
c. Lead in the establishment of Participatory Budgeting model, through which communities can participate in preparation of budgets based on consultations at the County level.

3. Approach to the Assignment

Under the supervision of the SPAF National Coordinator and with technical support from Concern Worldwide Advocacy Programme Manager, It is expected that there will be two main areas of work: 
a.Economic analysis of social protection in Kenya:
The position will perform or supervise application of advanced quantitative methods to assess the relationships between fiscal expenditure and indicators economic and social rights realization;
Recommend an advocacy agenda to leverage increased public investment in social protection.
 a.An Analysis report of the 2012/13 National Budget, with reference to challenges and opportunities for implementation of the National Social Protection Policy;
b.Expenditure tracking and participatory budgeting at county level.
 The assignment is to be completed within a period of 5 months and is to commence in September 2012. Management Sciences for Health (MSH) is a nonprofit international health organization with over four decades of experience strengthening health systems, local capacity and institutions.

MSH takes a comprehensive approach to improving health to achieve scalability, lasting impact, and sustainability.

Our mission is to save lives and improve the health of the world’s poorest and most vulnerable people by closing the gap between knowledge and action in public health.

MSH would like to invite suitably qualified and experienced candidates to join its team based in Kenya on a 5 year Institutional Strengthening Project called FANIKISHA funded by USAID.

The project will seek to strengthen the technical and institutional capacity of Civil Society Organizations (CSOs) to enable them to be responsive to the health needs and well being of Kenyans.

M&E/HMIS Technical Advisor

He / She will provide technical assistance in Monitoring and Evaluation and HMIS to CSOs, under the Institutional Strengthening program.

The M&E / HMIS Technical Advisor will lead and oversee the training, support and systems development required to improve the use of health data generated by the current Information Systems at sector level.

Required: MSc. in Demography, Epidemiology or related field with at least 6 years experience on USG funded programs.

Financial Management Technical Advisor

This position is responsible for providing Technical Assistance in financial management to CSOs. The incumbent will work with a team of professionals to transfer essential skills, including appropriate costing of services, budgeting and management of funds to strengthen the operational and financial capacity of clients and partners.

Required: MBA, CPA with a minimum 5 years experience with demonstrated capability in health financing & provision of direct Technical Advice to CSOs, NGOs, GoK.

Human Resource and Change Management Advisor

The Advisor is responsible for developing and assisting with the implementation of innovative and promising responses to pressing Human Resources Management and Change Management challenges faced by CSOs.

The Advisor will support the development and implementation of Change programs and HRM systems and practices in order to ensure sustainable and effective operations of CSOs.

Required: Advanced degree in Social Sciences, Public Administration and at least 6 years
experience in Governance and HR policy in the health setting in Kenya.

Grants Manager

The incumbent is responsible for managing the contractor’s grants portfolio in accordance with USAID procedures.

He / She will participate in monitoring of sub grantees performance, evaluating grant proposals and budgets and assist applicants in refining them. He / She is responsible for the grant management cycle.

Required: Minimum MBA with at least 6 years contracts and grants management experience on USAID funded programs.

CSO Advocacy Technical Advisor

He / She will develop and implement policy and advocacy initiatives to raise the priority of, and commitment to CSOs programs among national, provincial, and district level policymakers and decision makers, within the context of promoting improved service delivery in health.

Required: demonstrated success as a technical leader & strategist in implementing change, ability to negotiate and influence at policy level for CSOs, GOK etc. A minimum of 5 years experience with a Bachelors degree in Public Administration or a related field.

Institutional Strengthening Advisor

The Institutional Strengthening Advisor provides organizational capacity development and coordinates technical assistance in management and leadership development for CSOs and their teams.

He / She collaborates on establishing an effective technical exchange and support network among service provision partners and institutions, including international & local NGOs
and FBOs.

Required: 5 years experience in Institutional Capacity Development for CSOs in a developing country context with an MPH or related qualification.

Marketplace and Communications Advisor

He / She is the Project’s lead expert in managing the communication on the web based marketplace and leading communication initiatives to implement effective communication within the CSOs and their networks.

He / She will check / review the portal and encourage interest and use of the portal as a forum for knowledge exchange, sharing tools, new approaches and updates on CSO activities.

Required: Graduate degree in Public Health or Communication with exceptional communication skills using varied forums include web based communication strategies with at least 5 years experience on health related programs.

Grants Officer

The Grants Officer works with the Finance and Grants leads to monitor and ensure sub-agreement and project compliance with the terms and conditions of the Agreements. S/he will help manage the grants management cycle.

Required: MBA or equivalent with at 3-5 years proven Grants Management experience for USG programs. Ideal candidate will demonstrate expertise in financial and operational systems.

Budget Analysts

He / She prepares contract budgets, acts as subcontract administrator for selected subcontracts, and assists in the preparation of cost proposals budgets when needed due to high proposal volume.

Activities include subcontract management and negotiation, cost proposal and contract budget development, project staff training, and ensuring compliance with USAID donor regulations in budget development and contract and subcontract matters.

Required: Bachelors degree in Finance plus relevant Contract Management USG program experience.

Project Operations Associate

He / She is responsible for supporting the smooth operation of Chief of Party’s office and that of technical teams by providing administrative, operational, and logistical support for technical activities for the project.

Required: Bachelor’s degree in administration, At least five years experience in providing project and administrative support to donor-funded projects.

Declaration of Vacancy in the Office of Controller of Budget

In exercise of the powers conferred by section 5(1) of the Independent Offices (Appointment) Act, 2011, I, Mwai Kibaki, President and Commander-in-Chief of the Kenya Defence Forces, in consultation with the Prime Minister, declare a vacancy in the office of the Controller of Budget and invite applications from qualified persons for nomination for appointment to the office.

To be qualified for appointment as the Controller of Budget, a person is required to -

(a) have extensive knowledge of public finance or at least ten (10) years’ experience in auditing or public finance management;

(b) be a citizen of Kenya;

(c) hold a degree in finance, accounting or economics from a university recognised in Kenya;

(d) meet the requirements of Chapter Six of the Constitution; and

(e) be a member in good standing of a professional body for accountants recognised by law.

A person is not eligible for appointment as Controller of Budget if such person:-

(a) is a member of Parliament;

(b) is a member of a local authority;

(c) has not met his or her tax obligations;

(d) has been removed from office for contravention of any law; or
