Job Purpose

Position Summary: The Senior Institutional Strengthening Advisor will provide high-quality technical assistance to Pact’s institutional strengthening initiatives in Kenya. The Senior IS Advisor will also be responsible for developing, implementing and documenting institutional strengthening methodologies and approaches, and for training other staff in the same. In addition, the Senior IS Advisor will be expected to remain up-to-date with the state of the art in African capacity development and may be asked to fulfill regional needs. The CD Advisor will report to the Country Director, Pact, Inc. Kenya with additional guidance and direction from the Global Director for Capacity Development.
 1) Technical Assistance to projects in Capacity Development ActivitiesLead technical assistance to the FANIKISHA Program in the areas of institutional strengthening and advocacy capacity development.Support institutional strengthening activities of KCSSP, PEACE II and other Pact, Inc. Kenya projects as requested.Support in the design of new projects focusing on institutional strengthening and capacity developmentEnable the implementation, mentoring and monitoring of Pact’s global standards for capacity development programming.Lead technical writing for new business development related to institutional strengthening and capacity development.Document capacity development approaches and methodologies used by Pact, Inc. Kenya.Other duties as assigned by the Country Director, Pact, Inc. Kenya.Collaborate with Pact’s technical experts to design, deliver and document high-quality, demand driven technical assistance to Pact programs.Develop and implement trainings, workshops, participatory design processes and consultancies in institutional strengthening for both public and private entities.Collaboratively develop and maintain relationships on behalf of Pact’s Global Capacity Development Team with a priority on partnerships important to Pact global, regions and field offices.At least 10 years’ experience with USAID funded programs focused on strengthening the capacity of civil society or government institutions in Kenya. Additional regional experience an advantage.Experience with and deep understanding of USAID’s grant-making processes with local organizations.Significant experience applying mainstream institutional strengthening approaches such as Organizational Capacity Assessment, Institutional Strengthening Planning, Strategic Planning, Training of Trainers, etc.Strong facilitation and mentoring skills, and evidence of their application.Ability and willingness to travel and work, up to 50% of the time, in any of the regions in which Pact is operational.Fluency in English. Institutional Strengthening Service Providers
 The FANIKISHA Institutional Strengthening project is a five-year cooperative agreement (2011-2016), funded by USAID/Kenya and implemented by Management Sciences for Health (MSH), Pact Inc., Danya International, and the Regional AIDS Training Network (RATN). FANIKISHA is currently working to strengthen the institutional capacity of six national level Civil Society Organizations (CSOs) and their affiliates to empower them to play a more strategic role in working with the Government of Kenya and other stakeholders to deliver effective health services at the community level.
FANIKISHA has established an Institutional Strengthening Marketplace where CSOs are able to initiate business and establish contacts necessary to improve their institutional capacity. The Institutional Strengthening Marketplace is a combination of a digital interface along with face-to-face events where qualified Kenyan institutional strengthening service providers and CSO customers meet to familiarize, engage and transact business relating to institutional strengthening in a quality-assured business environment.
FANIKISHA, therefore, invites expressions of interest from potential local individual and corporate institutional strengthening service providers in the following organizational functional areas:
1. Organizational planning and resource mobilization;
2. Communication, information and records management;
4. Advocacy, networking and alliance building; and
5. Grants and sub-grants management.
Successful institutional strengthening service providers will guarantee quality services by complying with the CSO institutional strengthening standards which are currently being developed. They also get the opportunity to deliver institutional strengthening services to the six national CSOs and affiliates as the CSOs use their mentored grants to directly procure these services and products from the Marketplace. The qualified providers will be included in a directory of institutional service providers to be circulated extensively by FANIKISHA to potential CSO buyers beyond the six national CSOs and their affiliates.

Position Summary

The Regional Institutional Partnership Coordinator works closely with National Associations in the East Africa region to develop and support local institutional donor cooperation (grants and partnerships with multilaterals, bi-lateral aid agencies, governments, and foundations).

The RIPC provides necessary support in the implementation of activities financed by local institutional donors, interpretation of donor policies and in developing capacities.

The RIPC must pro-actively seek to raise awareness about the work of the organization; attract and retain new public/institutional donors, and protect the brand and image of SOS Children’s Villages.

General aim:

Guide and support National Associations(NAs) in retaining, servicing and expanding partnerships while exploring and building new partnerships with donor agencies and institutions (governmental and non-governmental), in countries across the region in order to significantly diversify and augment the funding resources available to support the organization’s programs.

Key Performance Areas and Main Responsibilities:

Work with international, continental & national counterparts to develop and implement a comprehensive institutional funding strategy and plans for the region, including identifying, cultivating and soliciting institutional funding support in line with the continental and international IPD strategy.
In conjunction with NAs, develop proposals, provide quality checks on reporting and keep track of deadlines for all locally-secured IPD activities to ensure donor servicing meets required level of professionalism.
Identify funding opportunities within the region and install as well as maintain a market monitoring mechanism aligned with and complementary to continental processes.Work together with NA stakeholders in initiating contacts and forging partnerships with institutional donors, representing the organisation’s aims and objectives.
Support NAs in preparing high level funding proposals that meet donor requirements.
Provide technical and coordination support to individual application/ funding processes according to needs.
Monitor and assess the quality of donor reporting by NAs making sure that donor requirements are met also during the project implementation phase.
Where appropriate and relevant develop and maintain good relationships with donors at regional level through ensuring regular communication, knowledge exchange and effective reporting.
Provide the CO and IO with relevant information for the continental as well as global IPD strategy and plans.
Develop the capacity of local staff with a view to understanding the development cooperation and humanitarian aid fields, including donor politics and policies as well as solid understanding of “international development” concepts and perspectives;
Train local staff in Project Cycle Management and Logical Framework Approach (LFA) and other relevant tools of the Institutional Partnership Practical Guide.
Provide support to the supervisor to ensure all PSA-funded IP projects are in order.Degree in community development or relevant field.
3 to 5 years’ experience in programming, management, and institutional donor relations.Team player with ability to work in a multi-cultural environment.

Introduction

The Government of the Republic of Kenya (GOK) has received financial assistance from African Development Bank (AfDB) towards financing a five year Community Empowerment and Institutional Support Project. The project objective is to empower poor community to access socio-economic services in order to reduce poverty.

The project is implementing two main components;

(i) Capacity building,

(ii) Institutional support in 107 districts.

The Ministry wishes to recruit suitable candidates to fill the posts of District Field Operations Assistants (DFOAs).

District Field Operations Officer Functions

The DFOA will report to the District Development Officer (DDO) and perform the following duties and responsibilities under his supervision and guidance of the Project Coordinator:

Oversee and coordinate the implementation of project activities in their respective districts;Prepare project annual work plan and budget in line with activities under each component, budgeted financial resources and schedule of implementation;Regularly monitor and evaluate the implementation of project activities to ensure that its implementation progress is in line with approved work program and budget, expected outputs and outcomes;Gather and compile data on project progress and performance indicators as outlined in the project Logical Framework Matrix;Oversee the conduct of the baseline survey, beneficiary assessment studies and citizens or Community Score Card (CSC) surveys;Prepare the quarterly project progress reports using standard format to be provided by the project implementation unit;Supervise the works of consultants and contractors undertaking project activities both in capacity building and civil works;Initiate and facilitate the conduct of training activities at district and constituency levels;Share with and disseminate project information to all stakeholders (central government ministries, civil society organizations, private sector, local government, communities and development partners) in their respective districts;Solicit the support and collaboration of the above mentioned stakeholders in order to build synergies, avoid duplication of activities and ensure their active participation in the implementation of project activities when necessary;Provide technical backstopping to project target beneficiaries such as the Constituency Development Committees (CDF) to help them better access and effectively utilize project resources; andAny other duty (related to the project’s activities) as may be assigned by the DDO.Requirements and Experience

The suitable candidate is expected to have:

Knowledge of major developmental issues confronting Kenya and GoKs policies, priorities and approaches to address them;Knowledge in managing results based development;Good personnel attributes and team work;Good advocacy, communication and negotiation skills;Good command in the use of standard computer software packages;Motivated and have the ability to work with minimal supervision;Be fluent in English and Kiswahili; written and oral and good report writing skills.A Bachelor’s Degree in Economics, Statistics and Mathematics (minimum, Lower Second Class Division) or equivalent from a recognized university. Graduate level qualification in the above subjects would be an advantage;Have knowledge of project cycle with emphasis on activity based work planning, budgeting and accounting;Work experience in decentralized development planning, participatory approaches and techniques or monitoring and evaluation will be an added advantage; andBe a Kenyan Citizen aged below 35 years.A competitive salary commensurate with the responsibility will be offered to the successful candidates;The position will be on a one year renewable contract, depending on performance;Successful candidates should be ready to extensive field travel;Qualified female candidates are encouraged; andCandidate is expected to be in post not later than 1st Jan, 2012.Applications

Key Responsibilities

    To develop business and ensure that there is increased earnings, and utilization of all bank products through the development of appropriate value chains
To ensure that customer relations are maintained and further enhanced to facilitate growth in the number of customers and reduce complaints.
Retain existing, and attract new customers.
Determine target market clients, and make frequent customer visits to cement relationships
To be the principal point of contact for the Bank’s relationship with a designated portfolio of non-borrowing Corporate customers and non-customers.
To cross sell for Corporate business for the bank.
To ensure quality service delivery to Corporate Customers to achieve agreed service levels
To prepare and maintain appropriate reports.

The Person

    University Degree from a recognized institution.
Possession of a post graduate degree or professional qualification in a related field will be an added advantage.
Minimum 5 years’ experience in Relationship Management in middle management and at least two years in Banking operations with a strong emphasis on service delivery.
Exposure to customer service, Trade Finance or Treasury Product Development will be an added advantage.
Ability to communicate clearly and concisely, both orally and in writing.
Have the ability to make prompt decisions and be independent in problem solving in assigned duties.
Possess Public Relationship skills in both formal and social gatherings and ability to establish and maintain effective working relationship with those interacted with in the course of carrying out duties.
Good interpersonal skills and ability to establish new client relationships and generate new business

The Position

The Fanikisha Project is a new 5-year Institutional Strengthening Project to be funded by USAID. Pact will be implementing this project jointly with Management Sciences for Health (MSH), Danya International and Regional AIDS Training Network.

The project will seek to strengthen the technical and institutional capacity of national Civil Society Organizations (CSOs) in Kenya to enable them to be responsive to the health sector needs and well being of Kenyans.

This project will also strengthen the national level Kenyan NGOs, CSOs and / or CSO networks to provide national level advocacy for inclusion of CSOs in policy making and strategy development for increased health service delivery to the communities.

Pact is seeking individuals to fill in the following positions:

CSO Advocacy Technical Advisor: Will play a key role in strengthening Kenyan civil society in the health sector by strengthening health advocacy skills and capacities.

S/he will be responsible for strengthening CSO leadership role in advocacy at the national policy and strategy development level. The Advocacy Advisor will support the development of CSO advocacy plans, mentor advocacy staff at CSO level and work to link organizations for stronger CSO advocacy networks.

Institutional Strengthening Advisor: Will lead in the provision of organizational capacity development support and coordinate all technical assistance provided to designated CSO organizations.

S/he collaborates on establishing an effective technical exchange and support network among service provision partners and institutions, including international and local NGOs and FBOs.

Required: MSc. in Demography, Epidemiology or related field with at least 6 years experience on USG funded programs.

Financial Management Technical Advisor

This position is responsible for providing Technical Assistance in financial management to CSOs. The incumbent will work with a team of professionals to transfer essential skills, including appropriate costing of services, budgeting and management of funds to strengthen the operational and financial capacity of clients and partners.

Required: MBA, CPA with a minimum 5 years experience with demonstrated capability in health financing & provision of direct Technical Advice to CSOs, NGOs, GoK.

Human Resource and Change Management Advisor

The Advisor is responsible for developing and assisting with the implementation of innovative and promising responses to pressing Human Resources Management and Change Management challenges faced by CSOs.

The Advisor will support the development and implementation of Change programs and HRM systems and practices in order to ensure sustainable and effective operations of CSOs.

Required: Advanced degree in Social Sciences, Public Administration and at least 6 years
experience in Governance and HR policy in the health setting in Kenya.

Grants Manager

The incumbent is responsible for managing the contractor’s grants portfolio in accordance with USAID procedures.

He / She will participate in monitoring of sub grantees performance, evaluating grant proposals and budgets and assist applicants in refining them. He / She is responsible for the grant management cycle.

Required: Minimum MBA with at least 6 years contracts and grants management experience on USAID funded programs.

CSO Advocacy Technical Advisor

He / She will develop and implement policy and advocacy initiatives to raise the priority of, and commitment to CSOs programs among national, provincial, and district level policymakers and decision makers, within the context of promoting improved service delivery in health.

Required: demonstrated success as a technical leader & strategist in implementing change, ability to negotiate and influence at policy level for CSOs, GOK etc. A minimum of 5 years experience with a Bachelors degree in Public Administration or a related field.

Institutional Strengthening Advisor

The Institutional Strengthening Advisor provides organizational capacity development and coordinates technical assistance in management and leadership development for CSOs and their teams.

He / She collaborates on establishing an effective technical exchange and support network among service provision partners and institutions, including international & local NGOs
and FBOs.

Required: 5 years experience in Institutional Capacity Development for CSOs in a developing country context with an MPH or related qualification.

Marketplace and Communications Advisor

He / She is the Project’s lead expert in managing the communication on the web based marketplace and leading communication initiatives to implement effective communication within the CSOs and their networks.

He / She will check / review the portal and encourage interest and use of the portal as a forum for knowledge exchange, sharing tools, new approaches and updates on CSO activities.

Required: Graduate degree in Public Health or Communication with exceptional communication skills using varied forums include web based communication strategies with at least 5 years experience on health related programs.

Grants Officer

The Grants Officer works with the Finance and Grants leads to monitor and ensure sub-agreement and project compliance with the terms and conditions of the Agreements. S/he will help manage the grants management cycle.

Required: MBA or equivalent with at 3-5 years proven Grants Management experience for USG programs. Ideal candidate will demonstrate expertise in financial and operational systems.

Budget Analysts

He / She prepares contract budgets, acts as subcontract administrator for selected subcontracts, and assists in the preparation of cost proposals budgets when needed due to high proposal volume.

Activities include subcontract management and negotiation, cost proposal and contract budget development, project staff training, and ensuring compliance with USAID donor regulations in budget development and contract and subcontract matters.

II. Organizational Context

UNDP-Somalia has three thematic units: 1. Governance; 2. Rule of Law and Security; 3. Poverty Reduction and Sustainable Livelihoods. The Governance Unit supports development of government institutions and processes of good governance, including the civil society.

The UN Somalia Good Governance and Human Security outcome, as articulated through the UN Strategic Assistance to Somalia (UNSAS) outcome no. 3, is stated as:
Good governance and human security: Somali people live in a stable environment where rule of law is respected and rights-based and engendered development is pursued. The UNDP Programme Somalia contributes to the UNSAS outcome through the following Country Programme Document (CPD) Outcomes:
Outcome 1: Somali women and men and authorities are better able to build peace and manage conflict;
Outcome 2: Somali women and men, girls and boys benefit from more inclusive, equitable and accountable governance, improved services, human security, access to justice and human rights;
Outcome 3: Somali women men benefit from increased sustainable livelihood opportunities and improved natural resources management; and
Outcome 4: Somali women attain greater gender equality and are empowered.

SIDP is a multi-year, multi-donor and multi-million US dollar project (approximately $15mil annual budget). It consists of more than 20 project staff with a large number of consultants and more than 40 Government and non-government partners. It functions from three different physical offices.

In this context the UNDP Somalia Institutional Development Project (SIDP) is responsible for aiding Somalia Authorities to administer and manage core government functions more effectively.

SIDP assists in developing these institutions so that they may manage core government functions more effectively which, in turn, will lead to more effective and efficient service delivery to the Somali people. SIDP targets the ‘machinery of government' comprising parliament, central and regional government ministries and agencies to enhance public administration and public financial management.

Because the need to address longer-term governance issues and immediate term issues with regard to the mandate of the Transitional Federal Government expiring August 2011 SIDP has adopted a dual approach: comprising (i) strengthening systems, developing policies and legislative/law-making capacities, developing human skills, carrying out public financial management and administrative reforms, and providing physical infrastructure and logistical support, and (ii) providing technical support to political and transitional processes to assist the Transitional Federal Government (TFG) and Transitional Federal Parliament (TFP) to fulfill their mandate under the Transitional Federal Charter.

The Project Manager, Somalia Institutional Development Project will work under r the overall supervision of the head of the UNDP Governance Programme, the Project Manager will be responsible for the management of UNDP Somalia’s primary institutional development project.

The Project Manager supervises and leads a team of staff, experts, international and national consultants. All the activities are implemented in close cooperation with other Management Support, Business Development staff, Programme,, Operations and other Teams. The Project Manager maintains a network with colleagues from UNDP, UN Agencies, INGOs, Government officials, multi-lateral and bi-lateral donors, private sector and civil society.

Formulations of strategic policy and provision of technical advice in institution building, law making, legislative drafting and support to political process strengthening
Management of UNDP support project for Institution building for Somalia
Strategically positions UNDP as a lead player and donor/resource focal point in institution building in close collaboration with the other UN agencies

Effective Management of UNDP support project for Institution building and political process strengthening for Somalia focusing on the achievement of the following results:
Provides overall direction to the project in order to achieve the project outputs and objectives
Conceptualizes, plans and manages UNDP support to institution building and political process strengthening (longer-term and immediate term) particularly as related to transitional issues leading up to and beyond August 2011, when the current legal mandate for the Transitional Federal Government and Parliament expires.
Provides guidance in the implementation and monitoring of project activities.
Monitors and analyzes the programme environment and advise on timely readjustments of strategies and activities.
Prepares work plans and budgets.
Ensures optimal management of financial, human resources and assets within the Institution building project.
Ensures the team management is based on targets, results indicators and through project implementation, monitoring and evaluation. Manages all contracts and agreements with project government, non-government and private partners.

Effective collaboration with the other UN agencies to strategically position UNDP as a lead player and donor/resource focal point in institution building and political process strengthening, focusing on the achievement of the following results:
Supports UNDP’s engagement in the implementation of Outcome 3 of the UNSAS.
Plays an active role in policy advice, strategic thinking, and knowledge sharing.
Promotes information sharing with the relevant donors’ community by initiating and/or participating in consultative meetings with the donors and preparing briefs on institution building and overall governance programme progress and activities.
Promotes flow of information and resources between and among the various levels of governance from national to local and local to national to improve effectiveness and cost effective service delivery (create a feedback mechanisms top-down vice versa);
Develops strategy and coordinate overall UNDP support to institution building and vis-?-vis related reforms in public administration and fiscal decentralization.
Coordinates with the World Bank all activities related to development and establishment of Public Finance Management.
Coordinates with political actors and technical counterparts promoting political process strengthening.
Conducts analytical work (e.g. institutional and risk analyses, capacity assessment, policy reviews) on institution building highlighting UNDP support and strategy.

Ensures strengthened relationship/coordination with the donors to minimize overlapping, reduce transaction costs and maximize impact and efficiency, focusing on the achievement of the following results:

Advises and assist UNDP in preparing for high level consultation meetings with donors and the Federal and State authorities on its country institution building assistance strategies.
Prepares UNDP position papers and UNDP resource mobilization strategy for discussion/presentation with relevant stakeholders.
Prepares regular progress reports (quarterly, mid and annual) for UNDP, donors and Government.
Serves as the Project Secretariat for the Project Board

Facilitates networking and knowledge sharing within UNDP and the UN System, focusing on the achievement of the following results:

Acts as the focal point on institution building for the UNDP Country Office and UN Country Team

In close collaboration with all UNDP programme and project managers, develops strategic entry points to enhance interface and linkages among UNDP supported initiatives for maximum results in the field of institution building.
Provides advisory support to UNDP corporate initiatives on institution building and governance at the global and regional level.

The key results have an impact on the overall efficiency, and effectiveness of the SIDP Project operations as it relates to the use of corporate resources in the following areas:

Demonstrated experience in managing development projects dealing with aid coordination, aid effectiveness, political process strengthening and broader development and conflict issues. Excellent drafting and presentation skills

VI. Recruitment Qualifications

Education:
Advanced university degree in public administration, law, economics, political science or related social science fields

Experience:
10 years of work experience in programme/project formulation and management and policy advice in the areas of governance and decentralization required.
Strong work experience in similar conflict environments required.
Working experience in Somalia is an asset

Language Requirements:
Excellent command of written and spoken English
