Terms of Reference for a Short Term Consultant to Facilitate the Post 58th CSW Forum and Develop Popular Version of the Country Position Paper

1.0 Background

The Commission on the Status of Women (CSW) is convened every year at the United Nations Head Quarters in New York.The forum brings together UN member states to evaluate progress, identify challenges, set global targets and form concrete policies to promote gender equality and women’s empowerment.
In 2014 the 58 CSW Session took place from 10th – 21st March, 2014 under the priority theme “Challenges and Achievements in the implementation of the Millennium Development Goals for women and girls”. The session reviewed the theme on the Agreed Conclusions of the 55th session on Access and participation of women and girls to education, training, science and technology, including for the promotion of women’s equal access to full employment and decent work.

The Ministry of Devolution and planning participated in the 58th session of the commission on the status of women (CSW) held in New York, USA from 10th – 21st March 2014.
During the 58th CSW preparatory work, the Ministry of Devolution and Planning through the Gender Directorate proposed a logical linkage of the intergovernmental processes for Beijing +20 national review report, Kenya post 2015 final report and CEDAW periodic report. The post CSW forum would set the stage for Beijing + 20 national reviews.
The agreed conclusions for the 58th CSW called upon member states to disseminate agreed upon issues through a national stakeholders meeting. Notably, the 58th session provided an opportunity for gender equality and women’s empowerment progress and challenges to be reported against all the goals of the MDGs. This has been noted as critical in the post 2015 agenda and the review of the Beijing platform for action.
 The Consultant will review and summarize the country position paper and the agreed conclusions into a popular version and also facilitate the session during the post CSW forum. Working closely with CSW National Planning Committee and Technical staff from the Directorate, the Consultant will undertake expert review of the country position paper by specifically ensuring that:-
i. The popular version clearly highlights Kenya’s achievements and challenges in the MDGs for  women and girls;
ii. Linkages with the post 2015 Agenda and Beijing +20 processes are well articulated;
iii. There is a logical flow of information in the report;
 The Consultant will work closely with the Head of Gender Directorate in carrying out the assignment. i. Editing and reviewing the document and as necessary avail expert input
ii. Presenting the popular version to the Gender Directorate before it is commissioned for printing
 The Consultant shall provide:-Popular version of the Country Position Paper highlighting the 58th CSW agreed conclusions and linkages with the post 2015 Agenda and Beijing +20 processes.  The popular version should be no more than 20 pages and must meet the publication standards of both UN Women and Government of Kenya.The assignment is for a period of 5 days. Commencing 1st May 2014.
 5.0 Key Performance Indicators
Popular version of the Country Position Paper highlighting the 58th CSW agreed conclusions and linkages with the post 2015 Agenda and Beijing +20 processesThe ideal consultant for this assignment should preferably have a Masters degree in the field of Gender, human rights, law, social and must have demonstrable extensive experience in undertaking similar work. In addition to this the applicant should:-Have knowledge of international conventions and treaties;Be aware of United Nations undertakings;Sound knowledge of Gender issues, the MDGs and the post 2015 agenda;Demonstrate their understanding of the TOR;The consultant shall submit detailed CV with relevant certificates and demonstrate the ability and capacity to undertake the assignment. This should include details of similar assignments between January 2013 to April 2014.Have fluency in English, excellent writing skills and demonstrable capacity to work with diverse stakeholders including Government of Kenya officials.Computer Literacy is criticalDuration: The consultant will work for 5 days from 1st May 2014 - – 15th th May 2014.

The Laikipia Wildlife Forum (LWF) is a Membership lead conservation organisation representing and bringing together a cross section of land owners and land users, including community groups, private ranchers, pastoralists, small-scale farmers and tourism ventures. The LWF takes a holistic approach to conservation with emphasis on major wildlife and environmental issues that cut across Laikipia as a whole. Working through its programmes the LWF currently benefits approximately 300,000 people and has largely caused Laikipia to become one of the most important conservation areas in Kenya.
The LWF invites applications for the position of Executive Director. Social Protection Actors Forum (SPAF)
The Social Protection Actors Forum (SPAF) is a coalition of Civil Society Organizations (CSOs) and other Non-State Actors (NSAs) committed to support social protection in Kenya, through promotion of citizen’s engagement in the development, implementation and evaluation of social protection interventions in Kenya. SPAF advocates for the establishment of strong formal institutions for social protection in Kenya and is currently implementing an advocacy project whose overall objective is to ensure vulnerable populations realize social protection, and the right to social security as provided by the Constitution of Kenya. The project aims to stimulate demand for establishment of formal institutional frameworks to legally entrench social protection, enhance social services delivery and coverage.
SPAF conducts applied budget work to inform public policy making and investment in Social protection in Kenya and wishes to identify and articulate policy problems and concerns facing social protection in Kenya and will periodically research, analyze and publish information on policy developments and trends. This will ensure reduced ambiguity and enhanced focus on the most pertinent policy issues. The outputs of such analyses will be prepared and packaged to include viable policy alternatives developed with strong evidential support (quantitative and qualitative) to ensure the best chance of success for the advocacy agenda.
Applied budget work is critical to enabling citizen engagement with policy makers on matters relating to resource allocation and expenditure, including: transparency, accountability, participation, adequacy, priority, progress; and equity.
The purpose is to work with SPAF to raise the level of budget literacy among civil society, and bring in more people into the policy debate, thus enhancing the quality of the national budget with respect to social protection.
Specifically, the consultant will: 
a. Lead in Budget Analysis by facilitating forum members, consultants and stakeholders to scrutinize the National Budget, so as to ascertain the extent to which fiscal allocations and expenditure reflect the government commitments to social protection;
b. Lead in  the establishment of Public Expenditure Tracking project at the national and county levels, through which  forum members, and civil society in general, can monitor public expenditure with a focus on  efficiency, adequacy and coverage of social protection benefits; 
c. Lead in the establishment of Participatory Budgeting model, through which communities can participate in preparation of budgets based on consultations at the County level.

3. Approach to the Assignment

Under the supervision of the SPAF National Coordinator and with technical support from Concern Worldwide Advocacy Programme Manager, It is expected that there will be two main areas of work: 
a.Economic analysis of social protection in Kenya:
The position will perform or supervise application of advanced quantitative methods to assess the relationships between fiscal expenditure and indicators economic and social rights realization;
Recommend an advocacy agenda to leverage increased public investment in social protection.
 a.An Analysis report of the 2012/13 National Budget, with reference to challenges and opportunities for implementation of the National Social Protection Policy;
b.Expenditure tracking and participatory budgeting at county level.
 The assignment is to be completed within a period of 5 months and is to commence in September 2012. Masters degree in economics, public policy, international development policyStrong quantitative skills, and competence in integrating qualitative findings into the analysis2 years minimum experience in social sector budget analysisDemonstrable experience of working with and contributing to broader policy dialogue in order to identify key bottlenecks for investment in Social ProtectionExperience of consulting and collaboration with senior government officials and stakeholdersProven experience of conducting public expenditure reviews and translate analytical findings into practical policy suggestionsStrong facilitation and interpersonal skills Fluent in English and Kiswahili.Applications are invited from suitably qualified applicants.

The African Forest Forum (AFF) is an association of individuals who share the pursuit and commitment to the sustainable management, use and conservation of the forest and tree resources of Africa for the betterment of the socio-economic wellbeing of its people and for the stability and improvement of its environment.The purpose of AFF is to provide a platform and create an enabling environment for independent and objective analysis, advocacy and advice on all relevant policy and technical issues pertaining to achieving sustainable management, use and conservation of Africa’s forest and tree resources as part of efforts to reduce poverty, protect the environment and promote economic and social development.

The position

The African Forest Forum is recruiting for the position of a Programme Officer to be based at its headquarters in Nairobi, Kenya, or at some other location, reporting to the Executive Secretary through the Senior Programme Officer.

 Duties and responsibilities

To assist the Senior Programme Officer in the coordination and implementation of activities on:

Climate change as it relates to forest resources and livelihoods;The fuel-fibre-food nexus;Forest-water relations.To assist the Senior Programme Officer on any other duties and responsibilities as may be directed by the Executive Secretary.
To represent the AFF, on behalf of the Executive Secretary, on matters relating to the above duties, and on any other matters as directed by the Executive Secretary and the Governing Council of AFF.

Minimum qualifications and skills

Health Rights Advocacy Forum (HERAF) is an NGO that brings together health professionals, NGOs, FBOs and PLWHA organizations to advocate for health as a fundamental human right in Kenya.

It was established in 2006 as a project of Kenya Human Rights Commission (KHRC), and registered as a NGO by the NGO Coordination Board in 2007.

With support from the European Commission HERAF has been implementing a project entitled, ‘Strengthening community participation in health sector governance and management’ in last 3 years.

The project sites are Kwale, Nyeri North and Mbeere Districts and it aimed at:

1) Strengthening the capacity of grassroots communities to hold District Health Management Teams (DHMTs) and health care providers in local health facilities accountable in upholding the right to health.

2) Empowering health facility committee members to represent community interests in the implementation of health sector programmes at community, facility and district levels.

3) Improving health service delivery by empowering communities to monitor demand, supply and quality of health services provided in health facilities.

4) Advocating for transparency and accountability in planning, budgetary allocation and management of resources allocated to health facilities.

As the project comes to a close in December 2011, HERAF intends to engage evaluation consultant to conduct end of project evaluation. The consultant will be expected to document the project achievements, successes, challenges, lessons learnt, and best practices to inform future similar interventions.

Qualifications

1) A minimum of a Masters Degree in Social Sciences, Public Health or equivalent, with professional training on monitoring and evaluation.

2) Three years experience or more in project monitoring and evaluation

3) Excellent writing and communication skills

The African Research and Resource Forum (ARRF) is a research, data resource, reflection and discourse organization devoted to the enhancement of thinking on African governance and development. Its core activities are research, debate, analysis, publication and dissemination of research findings. ARRF links scholars, researchers, opinion leaders and public service functionaries to interact and share ideas.

The Forum also facilitates capacity building for institutions and individuals, supports policy advocacy and provides consultancy and advisory services intended to encourage a culture of utilizing research findings for development initiatives.

ARRF invites applications for Two (2) Sabbatical Research Fellowships running from October to December 2011, supported by the African Capacity Building Foundation (ACBF).

The Fellowships are three (3) months each and will involve desk analysis, library research and very limited filed work.

Research activities will focus on the two themes below:

Researchable areas

i) Natural Resource Management

This sabbatical program aims at providing an opportunity to a researcher interested in generating substantive findings to tackle the challenges in the sustainable management of national resources in any of the EAC partner states.

The study will discern necessary conditions of sectoral and national governance under which natural resources exploration and exploitation could lead to economic growth, poverty reduction and sustainable development.

Researchers will be required to state their specific countries of interest and the natural resource in question.

The researcher’s report should also offer policy suggestions on how these desirable conditions can be realized.

ii) The Potential Implications of the entry of the new Republic of South Sudan into the EAC (For South Sudan and other EAC Member States)

Research in this area aims at addressing the potential costs and benefits (and the overall development effect) of the entry of the new state of South Sudan into the East African Community (EAC) bloc, should it occur.

Research will also consider the challenges posed by the wide disparities in development between South Sudan and the EAC member states and how this situation may affect or determine integration policy choices, both for South Sudan and the regional bloc.

As in the first sabbatical above, this sabbatical should also provide some suggestions for the resolution of the policy dilemmas in these areas.

Eligibility

The sabbaticals are open to researchers from policy research institutes and academic institutions from the East African Community (EAC) and Southern Sudan (for the second theme).

Candidates should be:

Holders of a PhD degree in a relevant field. Those with Masters Degrees and more than 5 years research experience in relevant areas will also be considered.Have significant academic and research experience related to the proposed field of study of not less than four (4) years.Your application should contain:

Administrative Secretary

Duties and Responsibilities:

Reporting to the Finance and Administration Officer, the responsibilities of the Administrative Secretary include general administrative support to the management and research staff, events & assets management, correspondence & cash handling as well as document development.

The position holder will also perform liaison functions on behalf of ARRF with partners, suppliers and service providers. This function includes the coordination of procurement activities in line with ARRF procedures.

The management may assign other responsibilities to the job holder for the smooth running of day-to-day operations at the organization.

Requirements for the position:

A Bachelors degree in Business Administration or related management course, with at least three (3) years experience in a busy organization, preferably a research institution.

Those with Diplomas in Administration and at least five (5) years relevant experience will also be considered.

In addition, working knowledge of Office management computer packages will be required. Knowledge of the Quick Books accounting package will be an added advantage.

Candidates will have to demonstrate their abilities to communicate effectively, orally and in writing as well as good interpersonal skills.

Background

FAWE is a pan-African Non Governmental Organisation founded in 1992 to promote girls’ and women’s education in sub-Saharan Africa in line with Education for All. Headquartered in Nairobi, Kenya, FAWE has a network of 35 National Chapters operating across Africa.

FAWE's mission is to promote gender equity and equality in education in Africa by fostering positive policies, practices and attitudes towards girls’ education. The goal of the organisation is to increase access and retention as well as improve the quality of education for all girls within the school system and for women in universities.

In its 2008-2012 Strategic Plan, FAWE instituted an internship programme to encourage young graduates and university students who and are interested in gaining practical experience in their field of study. Interns provide support to specific FAWE units according to identified needs.

FAWE encourages the placement of interns at its Regional Secretariat in Nairobi and in National Chapter Secretariats.

Interns may be of any nationality or gender as long as the engagement is mutually beneficial to the intern and the requesting organisational unit, and thus to FAWE.

The intern will be attached to Finance & Administration section and will be responsible for the following:

FAWE is seeking to enhance the program activities of its Program coordination section.

The intern is expected to support the work of the Programme Department in a bilingual setting of French and English.

Research Fellow (1 Position) - Initial Contract 18 months, renewable

The Research Fellow will conduct research & analysis and prepare innovative policy recommendations on specific subject(s) within the research/program portfolio assigned to him or her by the Chief Executive Officer on behalf of the ARRF Board. The Fellow will also assist the ARRF CEO to implement the Forum’s overall programs agenda.

Specific Responsibilities:

Conduct policy research addressing regional development challenges in Eastern Africa leading to publications that meet ARRF quality standards.Generate new project ideas on regional integration and development in Eastern Africa and mobilize resources to finance the projects.Organize, participate in and/or make presentations at workshops and conferences hosted by ARRF or those to which the Forum is invited;Promote and strengthen collaborative ties between ARRF and other research organizations in Eastern Africa and beyond.Prepare periodic project progress and status reports (including project performance and evaluation reports) in line with ARRF and donor requirements.Respond to external and internal research enquiries.Supervise and provide mentorship to junior research/program staff.Qualifications and Experience:

He/she should have at least four (4) years experience in conducting multi-disciplinary research on governance issues at a regional level, preferably within the EAC.
