Terms of Reference for a Short Term Consultant to Facilitate the Post 58th CSW Forum and Develop Popular Version of the Country Position Paper

1.0 Background

The Commission on the Status of Women (CSW) is convened every year at the United Nations Head Quarters in New York.The forum brings together UN member states to evaluate progress, identify challenges, set global targets and form concrete policies to promote gender equality and women’s empowerment.
In 2014 the 58 CSW Session took place from 10th – 21st March, 2014 under the priority theme “Challenges and Achievements in the implementation of the Millennium Development Goals for women and girls”. The session reviewed the theme on the Agreed Conclusions of the 55th session on Access and participation of women and girls to education, training, science and technology, including for the promotion of women’s equal access to full employment and decent work.

The Ministry of Devolution and planning participated in the 58th session of the commission on the status of women (CSW) held in New York, USA from 10th – 21st March 2014.
During the 58th CSW preparatory work, the Ministry of Devolution and Planning through the Gender Directorate proposed a logical linkage of the intergovernmental processes for Beijing +20 national review report, Kenya post 2015 final report and CEDAW periodic report. The post CSW forum would set the stage for Beijing + 20 national reviews.
The agreed conclusions for the 58th CSW called upon member states to disseminate agreed upon issues through a national stakeholders meeting. Notably, the 58th session provided an opportunity for gender equality and women’s empowerment progress and challenges to be reported against all the goals of the MDGs. This has been noted as critical in the post 2015 agenda and the review of the Beijing platform for action.
 The Consultant will review and summarize the country position paper and the agreed conclusions into a popular version and also facilitate the session during the post CSW forum. Working closely with CSW National Planning Committee and Technical staff from the Directorate, the Consultant will undertake expert review of the country position paper by specifically ensuring that:-
i. The popular version clearly highlights Kenya’s achievements and challenges in the MDGs for  women and girls;
ii. Linkages with the post 2015 Agenda and Beijing +20 processes are well articulated;
iii. There is a logical flow of information in the report;
 The Consultant will work closely with the Head of Gender Directorate in carrying out the assignment. i. Editing and reviewing the document and as necessary avail expert input
ii. Presenting the popular version to the Gender Directorate before it is commissioned for printing
 The Consultant shall provide:-Popular version of the Country Position Paper highlighting the 58th CSW agreed conclusions and linkages with the post 2015 Agenda and Beijing +20 processes.  The popular version should be no more than 20 pages and must meet the publication standards of both UN Women and Government of Kenya.The assignment is for a period of 5 days. Commencing 1st May 2014.
 5.0 Key Performance Indicators
Popular version of the Country Position Paper highlighting the 58th CSW agreed conclusions and linkages with the post 2015 Agenda and Beijing +20 processesThe ideal consultant for this assignment should preferably have a Masters degree in the field of Gender, human rights, law, social and must have demonstrable extensive experience in undertaking similar work. In addition to this the applicant should:-Have knowledge of international conventions and treaties;Be aware of United Nations undertakings;Sound knowledge of Gender issues, the MDGs and the post 2015 agenda;Demonstrate their understanding of the TOR;The consultant shall submit detailed CV with relevant certificates and demonstrate the ability and capacity to undertake the assignment. This should include details of similar assignments between January 2013 to April 2014.Have fluency in English, excellent writing skills and demonstrable capacity to work with diverse stakeholders including Government of Kenya officials.Computer Literacy is criticalDuration: The consultant will work for 5 days from 1st May 2014 - – 15th th May 2014.

Reporting: Radiology Technologist In-ChargeJob Summary: Performing diagnostic imaging examinations like x rays, ultrasound, computed tomography, magnetic resonance imaging, and mammography as may be required.

Key Duties and responsibilities

Performing diagnostic imaging examinations like x rays, ultrasound, computed tomography, magnetic resonance imaging, and mammography as may be required.

Producing x-ray films (radiographs) of parts of the human body for use in diagnosing medical problems.

Preparation of patients for radiologic examinations by explaining the procedure, drinking water before ultrasound, removing jewelry and other articles through which x rays cannot pass, and positioning patients so that the parts of the body can be appropriately radiographed.

Preventing unnecessary exposure to radiation, those workers and visitors surrounding the exposed area with radiation protection devices, such as lead shields, or limit the size of the x-ray beam.

Positioning radiographic equipment at the correct angle and height over the appropriate area of a patient's body.

Following physicians' and radiologist orders precisely and conform to regulations concerning the use of radiation to protect themselves, their patients, and their coworkers from unnecessary exposure.

Keeping patient records and adjusting and maintaining equipments used in the radiology department.

Preparation of work-schedules, evaluate purchases of equipment, or manage a radiology department.

Perform more complex imaging procedures when performing fluoroscopies, for example, radiologic technologists prepare a solution for the patient to drink, allowing the radiologist (a physician who interprets radiographs) to see soft tissues in the body.

Using radiation safety measures and protection devices to comply with government regulations and to ensure safety of patients and staff.

Explaining procedures and observing patients to ensure safety and comfort during procedures.

Demonstrating new equipment, procedures, and techniques to staff, and providing technical assistance.
Collaborating with other radiology technicians in designing SOPs for the department

Collaborating with medical team members, such as physicians and nurses, to conduct angiography or special vascular procedures.

Performing administrative duties such as developing departmental operating budget, coordinating purchases of supplies and equipment and preparing work schedules.

Performing and ensuring scheduled maintenance and minor emergency repairs on radiographic equipment.

Perform any other duties as may be required by the hospital/immediate supervisor

Qualification, Competencies required

I. Position Information

Job Title: Programme Analyst (HIV & AIDS Partnerships) Duty Station: Nairobi, Kenya Reports to: HIV & AIDS Programme Specialist & Deputy Country Director Current Grade: SB4 (SC8) Type of Contract: Service Contract

II. Organizational Context

UNDP has been at the forefront globally and at country levels to support national responses to HIV & AIDS together with other development partners. In Somalia, UNDP has been actively involved in the HIV & AIDS response since 2004. UNDP’s main focus is to help countries put HIV & AIDS at the centre of national development; build national capacities of government at all levels, as well as work closely with Civil Society Organizations (CSOs) which include religious leaders, and People Living with HIV (PLHIV) to support a coordinated and effective response to the HIV epidemic.

The Programme Analyst will report to the HIV Programme Specialist. Their main tasks will include, but are not limited to: institutional capacity building and support for the three AIDS Commissions in Somalia, strengthening District and Community Responses to HIV & AIDS, working with Civil Society Organisations (CSO’s) and individuals which include Religious Leaders and People Living with HIV to help strengthen the response to HIV & AIDS in Somalia. The person selected for this position should therefore be able to work with partners in a responsive client orientated manner.

The Programme Analyst will work on a daily basis with colleagues from other Units at UNDP, which will require that the incumbent for this position have strong interpersonal skills, as well as the ability to develop and maintain strong working relationships with colleagues across the organization.

The Programme Analyst will also work in close collaboration with Government Officials, UNDP operations team, programme staff in other UN Agencies, as well as Civil Society Organisations (CSOs) to ensure the successful implementation of UNDP programme.

III. Functions / Key Results Expected

Summary of Key Functions: 1. Provision of Technical Assistance and support the implementation of all HIV & AIDS Projects implemented by UNDP on behalf of the Global Fund for AIDS, TB and Malaria (GFATM)

Provision of financial resources management Provision of top quality advisory services and facilitation of knowledge building Provision of efficient procurement and logistical services

Provision of efficient support to tasks related to advocacy, programming, monitoring and evaluation, and representation

Provision of Technical Assistance and support the implementation of all HIV & AIDS Projects implemented by UNDP on behalf of the Global Fund for AIDS, TB and Malaria (GFATM), focusing on the achievement of the following results:

• Provide Technical Assistance and oversee the implementation of all work carried out in partnership with the three AIDS Commissions in Somalia. • Provide capacity building support to the three AIDS Commissions in Somalia • Provide Technical Guidance and support for Community Conversations on HIV & AIDS to strengthen district and community responses to HIV & AIDS. This will include working closely with selected NGOs and Civil Society Organisations, plus Religious Leaders and People Living with HIV & AIDS. • Provide support to mainstreaming HIV & AIDS into all other programmes and projects at UNDP e.g. Governance and Rule Of Law supported projects • Attend HIV & AIDS technical meetings in Nairobi and in Somalia which include HIV & AIDS Working Group and Health Sector Committee meetings as well as IPTCS (Intergrated Prevention Treatment Care and Support) meetings. • Provide technical advice and support to 3 Somali Area Project Managers based in Somaliland, Puntland and South Central. • Participate in the establishment of collaborative working partnerships with project partners and appropriate operational arrangements.

Ensures effective and accurate financial resources management focusing on achievement of the following results:

• Ensure accountability of the use of all project funds by ensuring accurate and timely preparation of regular financial reports for UNDP, donors and counterparts, consistent with UNDP rules and regulations • Provide leadership in overseeing effective provision of services to counterparts including fair and transparent procurement and sound financial management; • Proper planning and expenditures tracking in accordance with UNDP rules and regulations.

Ensures provision of high quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:

• Provide technical assistance for policy development

• Provide technical assistance to institutions that will address the country’s needs in collaboration with the Government and other strategic partners.

Ensures efficient procurement and logistical services management focusing on achievement of the following results:

• Project compliance with corporate rules and regulations in the field and management of procurement processes including sourcing strategy, supplier selection and evaluation, quality management and performance measurement, in liaison with UNDP procurement unit.

• Plan, organize and oversee the necessary administrative and other logistical support to consultancy missions, workshops, overseas learning and other project activities.

Ensures efficient support to tasks related to advocacy, programming, monitoring and evaluation (M&E), and representation focusing on achievement of the following results:

• Ensure the achievement of outputs in line with the approved work plan through day-to-day planning, management, coordination and implementation of activities in Somalia, as per UNDP financial and procurement procedures • Undertake regular monitoring visits to project sites and supports gathering of data/information for project monitoring and evaluation processes ensuring compliance with UNDP M&E requirements in reporting on programme results and progress towards outcomes. • Provide inputs to the HIV & AIDS Programme Specialist in the preparation of narrative reports as well as in the planning and revision of project workplans.

IV. Impact of Results

The key results will have a direct impact on the overall effectiveness and success of UNDP’s HIV & AIDS interventions and activities to achieve the Millennium Development Goals in Somalia. Effective implementation of the key results, together with efficient management of all HIV & AIDS related activities will enhance the organization’s capacity and credibility in implementation of highly effective programmes with strong impact.

VI. Recruitment Qualifications

Education: Masters’ Degree in Public Health, Development, Public Administration, Social Sciences or any other related field with 3 years’ of qualifying experience, or a Bachelors degree in Public Health, Development, Public Administration, Social Sciences or any other related field with a combination of 5 years’ qualifying experience may be accepted in lieu of a Masters’ degree.

Experience: • Minimum of 3 years HIV & AIDS work experience with a Masters’ degree or 5 years with a Bachelors degree in a Muslim Country. • Experience in project management coupled with provision of technical support to a range of different stakeholders and partners, including National AIDS Commissions • Experience in UNDP ‘Community Conversations for HIV’ in Somalia is highly desirable • Experience in mentoring and building the capacity of key individuals and organizations • Familiar with international development issues • Strong IT skills.
• Experience with ATLAS or another platform for enterprise financial resource management an asset.

Language Requirements:
Fluency in English is essential. Fluency in Somali is desirable .

The International Humanity Foundation (IHF) is seeking forward-thinking, dynamic graduates to contribute to our orphanage and education centers in Kenya, Thailand or Indonesia. At the centers, directors divide their time between teaching and nurturing the children and working on international tasks. All directors manage one or more of our international task teams such as university relations, photography, fundraising and media. Special projects constantly arise and include moving food during famine feeds to monitoring children during breaks. Our center directors have a lot of say in what they do and must possess excellent time management skills.

Those who are secure without the comforts of home gain the most from this valuable opportunity. Although we are mainly seeking those with the above expertise, IHF is willing to consider those with transferrable skills if you can demonstrate them during our application process. Fluency in English, both written and spoken is essential. Those interested in volunteering at an IHF centre are required to complete a level of pre-trip duties in order to gain an understanding of how grassroots organizations function.
Salary / Pay: IHF is a voluntary organization in the greatest sense of the term. Nobody is paid a wage from top to bottom. Directors must commit to serve at least a year at the center. Accommodation and food is supplemented by IHF.

The African Population & Health Research Center (APHRC) is an international non-profit, non-governmental organization committed to conducting high quality and policy relevant research on population, health, education and development issues facing sub-Saharan Africa.

APHRC seeks to recruit a Research Scientist to support a six-year (2009-2015) family planning program entitled “Measurement, Learning and Evaluation (MLE) of the Urban Reproductive Health Initiative (URHI)” being implemented in urban areas of Kenya, Nigeria and Senegal.

Led by the University of North Carolina, USA, the project is using state-of-the-art methods to evaluate the impact of the URHI on modern contraceptive use and examine other related questions.

Major responsibilities: In collaboration with and reporting to the Program Leader:

1. Lead the implementation of the project in terms of data collection, data analysis and report writing, synthesis of knowledge, and monitoring and evaluation of the impact of the Interventions across target countries, among others;

2. Define and oversee the work plans and ensure quality and timeliness of deliverables of the project’s Country Managers (in Kenya, Nigeria and Senegal);

3. Lead activities related to knowledge generation and sharing, documentation and dissemination of best practices across the target countries, in the region, and within the global community of practice;

4. Support the planning and implementation of country and regional dissemination workshops;

5. Support the collaboration with universities and training institutions across the region to identify capacity building needs, and the work to identify in-country partners to build country and regional capacity in monitoring and evaluation of population, reproductive health and nutrition interventions.

Qualifications and Experience

1. PhD in Demography, Public Health or a related discipline and at least five years of post-doctoral experience with focus on population, family planning and reproductive health in developing countries in general and sub-Saharan Africa in particular;

2. Proven experience in conducting large, national quantitative data collection at the household and facility levels;

3. Strong writing skills and good record of publications on population, family planning and reproductive health in developing countries;

4. Proven ability to work effectively with both funding agencies and with national and local personnel; Excellent interpersonal and organizational skills;

5. Experience in capacity building to undertake measurement and evaluation of population and reproductive health programs in developing countries;

I. Position Information

II. Organizational Context

The Governance Programme of UNDP Somalia consists of three pillars: (i) capacity building and institutional development, (ii) democratic governance (constitutional dialogue and elections) and (iii) local governance/decentralization. The three current legal frameworks under which Somalia is being ruled are the Transitional Federal Charter (2003), the Puntland Charter (1998) and the Somaliland Constitution (2001). The Joint Needs Assessment which was carried out in the first half of 2006 identified institution building as one of the major challenges in re-establishing trust in the state and enhancing capacity for development.

The Somali Institutional Development Project (SIDP) focuses on implementing the capacity building and institutional development part pillar of UNDP Somalia’s Governance portfolio. It works with the Somali Transitional Federal Government (TFG) and the Somaliland and Puntland administrations to enable them to perform their functions effectively. This support has focused on four areas, namely: (a) policy and legislative development; (b) human resource management and development; (c) public administration and financial management; and (d) rehabilitation of infrastructure and provision of essential facilities and equipment. Progress has been made in these areas but a great deal more effort is required to bring the machinery of government to operate at a level which can enable the country to meet the aspirations of the Somali people, particularly in the key areas of public administration, public financial management and service delivery.

SIDP was established in 2009 as UNDP Somalia’s main contribution to capacity building across Somalia. Since then a new Country Programme Document (2009- 2011) for UNDP Somalia has been developed. 2011 is a vital year for the project as decisions will need to be made on how the project needs to be adapted both to the new Country Programme Document and any changes in the strategic direction of the governance portfolio. The new Country Programme Document also contains a new focus and outcome on gender equality and empowerment. SIDP needs to position itself to be able to adapt to these changes.

The SIDP project team operates with staff in Nairobi, Hargeisa (Somaliland) and Garowe (Puntland). It has agreements with over 20 public sector institutions across Somaliland, Puntland and South-Central Somalia. SIDP needs to improve the way it collects information on the results it is delivering, and the way it reports and communicates these results to a variety of audiences including the Somali public, donors and other parts of the UN family. This is in line with UNDP Somalia’s Country Programme Document (2011-2015) which commits UNDP to improve its results based management and result based reporting.

The SIDP project seeks to recruit a Project Coordinator to help improve reporting, monitoring and evaluation and communications and to oversee implementation of SIDP’s gender objectives. He/she will work closely with the SIDP Project Manager, the UNV Monitoring and Evaluation Officer and relevant staff from UNDP Somalia’s Programme Management Support Unit, Governance Programme and the Communications Office. Guidance and direction will provided by the SIDP Project Manager.

III. Functions / Key Results Expected

Summary of key functions: ? Efficient support to monitoring and evaluation ? Planning and design of internal and external strategies for communications and outreach ? Ensures proper and timely reporting. Provide operational support to the project to ensure efficient and timely delivery of activities ? Gender Focal Point for SIDP Project ? Facilitation of Knowledge building 1. Ensures efficient support to tasks related to monitoring and Evaluation of the project, focusing on achievement of the following results:

? Responsibility for promotion of evaluation standards, quality assurance/control and capacity development in the project. ? Contact with evaluation units in the Country Offices with a view to harmonizing evaluation approaches and agendas. ? Follow up on implementation of evaluation recommendations. Ensuring the optimal use of evaluations by providing guidance in preparation of timely management response to all mandatory evaluations and by developing a communication plan. ? Participation in the projects’ audit, control on the follow up. ? Provision of the technical advice at the design stage of work plans; setting up a framework with defined indicators to facilitate the evaluation at the later stages. ? Provision of evaluation feedback into project design, including comments on various documents. ? Timely preparation of sound analytical documents with well-reviewed and sound positions on areas evaluated, assessment of the impact and effectiveness of SIDP Project.

Ensures planning and design of internal and external strategies for communications and outreach focusing on achievement of the following results: ? Identification and development of storylines for publications and substantive articles relating to SIDP’s support to institutional development. ? Coordination and management of all project publication activities, including content management, norms for publishing, design, liaison with printers and other suppliers to oversee production and supervision of publications dissemination. ? Supervision and preparation of the content for the web sites ensuring consistency of the materials. ? Analysis and research on information on donors, preparation of substantive briefs on possible areas of cooperation, identification for initiation of new activities, active contribution to the overall office effort in resource mobilization. ? Advice Project Staff on different donor reporting requirements; monitoring of financial reports to be submitted to donors.

Ensures appropriate liaison and coordination with implementing partners as well as timely reporting focusing on the achievement of the following results:

Planning, Analysis and Implementation:

? Analyze and monitor progress and advice on timely corrective actions for project delivery. ? Advocate for project goals and support communication of results. ? Assist in coordination of project implementation with counterparts. ? Support to liaison with counterparts including preparation of wok plans. ? Participate in various project technical working groups.

Reporting and Partner Liaison and Coordination:

? Ensure proper reporting to donors on implementation, the achievement of outputs as well as contribute to reporting on progress towards outcomes and impact. ? Assist in liaison with all partner agencies, donors and implementing agencies. ? Promote information sharing and coordination with various implementing partners. ? Make presentations to development partners, as required.

Gender Focal Point for SIDP Project ? Responsibility for implementing recommendations from the SIDP gender study. ? Provide strategic recommendations on how gender can be strengthened in existing and new letters of agreement. ? Liaise with other colleagues in the UNDP Somalia office working on gender issues to ensure that SIDP gender activities contribute to an overall strategy to implement Outcome 4 of the UNDP Somalia Country Programme Document (Somali women and men attain greater gender equality and are empowered). ? Constantly update reporting on SIDP gender results and impact, against both the SIDP work plan and Outcome 4 of the UNDP Somalia Country Programme Document (Somali women and men attain greater gender equality and are empowered).

Ensures facilitation of knowledge building and knowledge sharing in the area of Reporting, monitoring and evaluation, focusing on achievement of the following results:

? Organization and provision of training, consultancy and advice to project staff on communication, results-oriented monitoring and evaluation. ? Contribute to design appropriate learning strategies for counterparts. ? Identification and synthesis of best practices and lessons learned directly linked to project goals and activities. ? A combination of relevant academic background (at least a first level university degree Bachelor’s degree or equivalent) and extensive relevant professional experience in a related area may be accepted in lieu of advanced university degree.

Experience: Minimum of five (5) years of progressively responsible experience in information management or a related field; experience both at the national level and international level in large organizations with dispersed operations and/or in the public and private sector preferred. Experience in an operational UN Agency

Language Requirements:
Fluency in English and the working language of the duty station

Article 230 (2) (b) (ii) of the Constitution of Kenya, 2010 and Part II, Section 7 (1) of the Salaries and Remuneration Act 2011 requires the Public Service Commission of Kenya to nominate a person who shall be appointed to represent the Public Service Commission in the Salaries and Remuneration Commission as a member.

Applications are invited from suitably qualified Kenyans wishing to be nominated by the Public Service Commission.

To be considered, the person should:

(i) hold a degree from a university recognized in Kenya;

(ii) have knowledge and at least ten years’ experience in either;

The International Humanity Foundation (IHF) is seeking forward-thinking, dynamic graduates to contribute to our orphanage and education centers in Kenya, Thailand or Indonesia. IHF has grown over the past 25 years under the visionary leadership of Carol Sasaki (CEO) and the dedication of thousands of volunteers from around the world.
IHF is distinct from other NGO’s in this field as we practice the ‘Pass it on’ ethos in marginalized regions. We offer the privilege of education to those who without our organization could not reach it. IHF has no central headquarters, as each center is a product of its environment and follows the cultural code and norms of its host country. IHF volunteers teach English, computer and math classes as well as maintaining relationships with local staff and the local population at every centre.
In addition to teaching, our organization’s volunteers engage in:
- Public relations
- Fundraising
- Legal
- Finance
- Project experts (i.e., Peace farm and food relief initiatives)
- Media
At the centers, directors divide their time between teaching and nurturing the children and working on international tasks. All directors manage one or more of our international task teams such as university relations, photography, fundraising and media. Special projects constantly arise and include moving food during famine feeds to monitoring children during breaks. Our center directors have a lot of say in what they do and must possess excellent time management skills.

Those who are secure without the comforts of home gain the most from this valuable opportunity. Although we are mainly seeking those with the above expertise, IHF is willing to consider those with transferrable skills if you can demonstrate them during our application process. Fluency in English, both written and spoken is essential. Those interested in volunteering at an IHF centre are required to complete a level of pre-trip duties in order to gain an understanding of how grassroots organizations function.
Salary / Pay: IHF is a voluntary organization in the greatest sense of the term. Nobody is paid a wage from top to bottom. Directors must commit to serve at least a year at the center. Accommodation and food is supplemented by IHF.
