Chief Manager/Technical Services & Operations

The liaison Officer will be in charge of the Liaison Office in Nairobi and will be the link between the Authority and its stakeholders within Nairobi and its environs; including Government Ministries, State Corporations and potential investors both local and International.

Main Purpose of the Job:

Under the supervision of the Regional Project Coordinator, the M&E Specialist will be responsible for guiding the overall M&E strategy, development and implementation of the M&E system, as well as providing timely and relevant information to project stakeholders.

This entails close communication with all those involved in M&E aspects of project implementation including project M&E staff in Partner States, other implementing institutions, and M&E-related missions by the World Bank and other partners.

Duties and Responsibilities:

Main purpose of the job:

As the overall in charge of the LVBC Public Health and Sanitation Programme, the Officer will be responsible for managing all technical and administrative functions of the programme, including the supervision of all staff of the programme.

The Officer will account for all the deliverables of the Public Health and Sanitation Programme through monthly, quarterly and annual reports or through stakeholders’ reviews as may be required from time to time.

Duties and responsibilities:

Specifically, the Officer will be responsible for the following:

1. Coordinate the implementation of the LVBC Public Health and Sanitation activities as described in the LVBC Operational Strategy under the Support Programme cluster in the context of the Shared vision and Strategy Framework for Management and Development of the Lake Victoria Basin through, inter alia, the preparation and dissemination of detailed programme implementation documents, including appraisal, design, implementation, monitoring mechanisms and outcome/impact assurance;

2. Provide necessary technical support to other partners and collaborators in the development and design of their specific responses and interventions to Public Health and Sanitation issues;

3. Establish and strengthen technical linkages between the LVBC Public Health and Sanitation programme and the EAC Directorate of Health as well as with other regional Public Health and Sanitation programs implemented by the Partner States, regional organizations, Civil Society Organizations and the EAC Institutions and Organs;

4. Facilitate the convening of regional technical meetings, workshops and consultancy studies for continuous joint review and harmonization of Public Health and Sanitation Policies, Strategies, Programmes, Guidelines and management of Public Health and sanitation related conditions i.e. communicable and noncommunicable diseases including HIV and AIDSs;

5. Coordinate technical and resource mobilization initiatives to support Public Health and Sanitation interventions in the LVBC;

6. Coordinate and promote the conduct health research, source, gather, analyze and disseminate the findings for the purpose of relevant policy formulations, which can be applied towards the enhancement of Public Health and sanitation in the Lake Victoria Basin and the EAC region as a whole where applicable;

7. Submit technical and financial reports of the LVBC Public Health and Sanitation Programme on a monthly, quarterly and annual basis.

Qualification and experience:

Applicants should have a Master’s degree in Public Health, Epidemiology or Environmental Health and Sanitation, with at least eight (8) years of relevant management experience at national or regional level.
A Bachelor’s degree in Medical Sciences will be an added advantage.Excellent research and report writing skills, good communication and computer skills are necessary for this position.
Good interpersonal, negotiating and networking skills, as well as a clear understanding of political dimension of EAC work and mandate will be an added advantage.Terms and conditions of service: This position has a tenable contract term of five (5) years, renewable upon satisfactory performance.

Background

The Nile Basin Initiative [NBI] is a partnership of the riparian states of the Nile comprising Burundi, Democratic Republic of Congo, Egypt, Ethiopia, Kenya, Rwanda, Sudan, Tanzania and Uganda. Eritrea is participating as an observer.

The NBI seeks to develop the river Nile in a cooperative manner, share substantial socioeconomic benefits, and promote regional peace and security to achieve its shared vision of “sustainable socio-economic development through the equitable utilization of, and benefit from, the common Nile Basin water resources”.

The Nile Basin Initiative (NBI) has received a Grant from Sida, Norway and World Bank through the Nile Basin Trust Fund (NBTF) towards the cost of implementation of the Sio-Malaba-Malakisi River Basin Transboundary Integrated Water Resources Management and Development Project under the Nile Equatorial Lakes Subsidiary Action Program (NELSAP). Kenya and Uganda countries participate and benefit under the project.

The NELSAP Regional Coordination Unit now seeks to recruit competent nationals from either Kenya or Uganda – the two NBI participating countries in this Project to the position of Finance Officer.

Main Duties

The Finance Officer shall directly report to the Project Manager for all functions and duties of the project. He/she, however, shall be responsible to the NELSAP Finance and Administration Manager for technical guidance.

The functions and responsibilities for the post-holder will include the following amongst others:

Provide advice and support to the Project Manager on all finance matters, including procurement and logistics issues.Ensure compliance with NBI/Donor financial regulations and procedures.Undertake financial management functions at the Project Management Unit.Maintain a common, computerized financial management/accounting system at the Project Management Unit that is in compliance with and consistence with that at the Nile Basin Secretariat.Monitor, analyze and operationalize the financial transactions through a computerized financial environment.In consultation with the Project Manager, design and prepare project cost projections for the year’s expenditures in order to make accurate delivery projections and realistic budgets.Maintain financial records and accounts in a format and manner consistent with the International Accounting Standards (IASs).Prepare, produce and submit monthly, quarterly and annual accounts and reports to the NELSAP Finance and Administration Manager and the Project Manager in an acceptable format/ design.Manage routine correspondence on finance mattersInitiate the process for procurement of an external auditor and ensure that the procured auditor is enabled to carry out proper examination of the project structures, accounts and systems.Respond to all observations that are raised by external auditors for better management of the project and for strengthening internal control systems.Operationalize disbursement procedures in accordance with program and project agreementsMaintain proper assets/stores inventory, filing and recording systems, logistics and operations of the project.Any other duties that may be assigned to him/her by the Project ManagerQualifications and Experience

The appropriate candidate shall meet the following qualifications and experience requirements:

University degree in finance, accounting or business administration.Possession of professional qualifications such as ACCA, CIMA, CPA awarded by accountancy bodies accredited to the International Federation of Accountants (IFAC) will be an added advantageAt least five years of working experience in accounting, financial management and logistics in an international/donor organization or public (government) sector.Experience and knowledge of Sida or World Bank procedures will be an added advantage.Efficient and up-to-date computer knowledge in all MS and window-based applications including excel, word and at least one relevant accounting software package.Excellent oral and written English.Experience working in Africa, particularly the Nile Basin countriesNature and Duration of Appointment

The Finance Officer will be based at the Project Management Unit located in Kakamega, Kenya but shall be travelling in the Nile Equatorial Lakes Region in accordance with Program needs and funding availability.

Contract duration will be for 1 year with a possibility of annual extensions to the end of the project, based on the performance, need of the services and availability of funding. NBI offers a competitive salary package commensurate with the qualifications and experience.

Lake Basin Development Authority is a Regional Development Authority established by an Act of Parliament Cap 442 of 1979 and mandated to spearhead Development within the Lake Victoria Basin and its catchment regions, with a view to fostering sustainable economic development and empowering the communities.

The Authority is seeking for a Managing Director who shall perform the following duties and responsibilities:

Specific Qualification and Experience

* Must be a Kenyan citizen.
* Possess a minimum of Master’s degrees in: Engineering, Agriculture, Animal Production and Range Management, Environmental Planning and Management, Environment and Community Development, Natural Sciences, Business Administration, Economics or related fields. A professional qualification in the relevant fields will be an added advantage.
* Must have a minimum of ten (10) years experience in management in a business or development organization, five (5) of which should have been at a Senior Management Level.
* Must be able to demonstrate managerial, entrepreneurial, administrative and leadership competence.
* Demonstrate clear understanding of the role of regional development in Kenya’s social economic development and particularly the area of jurisdiction in line with Vision 2030.
