Finn Church Aid (FCA) is one of Finland’s largest non-governmental organizations working in Development Cooperation, Advocacy and Humanitarian Assistance. FCA is a member of the ACT Alliance (ACT), an alliance of faith-based development and humanitarian organizations forming one of the World’s largest aid organizations. FCA is looking for a Regional Donor Liaison and Program Coordinator for Southern Africa, based in the East and Southern Africa Regional Office in Nairobi, Kenya. Presently FCA has three Southern Africa Country Programs (in Angola, Mozambique and Zimbabwe).

FCA is looking for a Regional Donor Liaison and Program Coordinator for Southern Africa

Primary purpose: To support donor relations and fundraising in the region and manage Finn Church Aid’s development, advocacy and humanitarian projects in Southern Africa.

Duties and responsibilities

Be responsible for project management and overall PME of FCA’s development, advocacy and humanitarian projects in Southern Africa in accordance with FCA Policies and Guidelines, including planning, budgeting, monitoring, archiving, intra-agency and back-donor reporting, evaluation as well as preparing payments to partners; Ensure that partners follow the reporting schedules, guidelines and other requirements as per contracts. Monitor and ensure the technical and financial quality of the on-going projects and their compliance with FCA guidelines. Support the effective and efficient management of the projects consistent with the project management cycle and compliant with FCA procedures, systems and guidelines. Ensure that all projects adhere to FCA’s systems and procedures. Ensure that project implementation meets back donor compliance requirements.Be responsible for the overall partner relations in FCA Southern Africa Country programs. Participate in recruitment of consultants and in preparations of TOR’s of consultants for Southern Africa programs as advised by the supervisor; Monitor the evolving humanitarian situation in Southern Africa and consider immediate and strategic responses together with other ESARO and Headquarter staff.Active responsibility for broadening FCA regional funding mix from international donors in close coordination with the Regional Representative, operational units and the Global Grants unit at FCA Headquarters. Tasks include proactively soliciting and cultivating donor relations, funding proposals, grants management, project monitoring, reporting and quality controlling. Monitor international grant opportunities from institutional donors including Europe AID, ECHO, UN agencies, USG, Diplomatic Mission/embassies, private sector, trusts & foundations. Identify and coordinate opportunities for funding in line with FCA’s strategic priorities and country programs in the region.Build the capacity of expatriate and local staff in the field office to meet various donor requirements.Build relationships with (I)NGOs, institutional donors, and other national or regional organizations and potential donors in Southern Africa, including ECHO, EU Commission, and UN Agencies,Fundraising and advocacy coordination with the sister organizations of FCA and ACT Alliance members and others,Represent FCA in coordination meetings relevant to FCA managed or supported projects in Southern Africa. Ensure collaborative stakeholder management including involving the relevant authorities in the planning and implementation of FCA’s activities. Participate in the planning of FCA’s development, advocacy and humanitarian projects/programs in the Southern Africa region, together with other ESARO staff, ensuring that the new projects/programs are in line with FCA policies and guidelines, national and cluster policies and guidelines.Provide inputs from the field perspective to ESARO Regional Office on relevant planning.Provide inputs for assessing new modes of partner collaboration, and for identifying new partners when relevant. Participate in fund-raising for Southern Africa programs. Provide capacity building support to FCA partner organizations in Southern Africa. Any other duties assigned by his/her supervisorCompetence and Personal RequirementsDegree in Development studies, Social sciences, Project Management or related field; Good understanding of development cooperation, advocacy and humanitarian aid and their standards; Strong project management skills and knowledge of appropriate project management tools (Logical Framework analysis, project cycle management, budget management etc.);Demonstrable experience in fundraising for international development NGOs with specific expertise in institutional funding instruments. Experience in managing development projects: Experience in establishing and maintaining strong working relationships with partners;Availability to travel extensively in target countries (Angola, Mozambique and Zimbabwe and possible new countries); Fluency in Portuguese language is a strong asset; Experience in managing advocacy and humanitarian projects is an asset;Experience in ACT Alliance emergency response mechanisms is an asset; Experience of a flexible approach to managing and prioritizing a high workload and multiple tasks in a fast paced environment with tight deadlines;Experience of proactively identifying and addressing issues; Ability to work on own initiative;An understanding of and commitment to FCA’s mission and values.How to apply:

Adjudications Processing Supervisor

This position is responsible for ensuring that processing completed by the staff in the field or in the office is done in an efficient and effective manner while adhering to current RSC Africa standard operating procedures, as well as PRM and USCIS guidelines.

Main Roles and Responsibilities

The Data Integrity Coordinator is responsible for ensuring the integrity of CWS/OPE-Nairobi’s refugee case processing data and reports directly to the OPE Representative. This position acts as the focal point for all RPC communication.

This position oversees statistical reports generated within OPE Nairobi operations and is responsible for the quality and coherence management/control of all refugee data entered into the Worldwide Refugee Admissions Processing System (WRAPS). The position is also responsible for ensuring the physical and data security of all refugee information/files and developing and enforcing anti-fraud standard operating procedures.

Core Functions:

Serves as RPC focal point for all WRAPS Release Notes, requests for information and the Helpdesk.Ensures that information from RPC is disseminated to operations staff in a timely manner and that feedback and questions from operations staff is analysed and collated for onward submission to RPC.Directly supervises the Reports Analysts, WRAPS Trainer, and File Librarian, and manages their daily workloads.Manages the use of WRAPS database statuses and drop down menus to ensure their consistent and coherent use and ensures regular and appropriate data clean up takes place.Works closely with Reports Analysts to develop reports which monitor staff efficiency and data entry accuracy for overall quality control and improvement.Oversees all standard and ad hoc reports generated by DIU staff and monitor for accuracy, precision, and timely distribution.Work closely with WRAPS Trainer and Operations management to develop regular needs assessments as well as training programs and materials for Ops staff to ensure staff members are fully trained in WRAPS functions.Ensure that all staff members are fully trained on all WRAPS functions.Develops WRAPS SOPs.Work closely with OPE IT Team and Security Coordinator to ensure WRAPS data security.Participate in regularly scheduled meetings with Operations management in regards to training needs and WRAPS functionality.Travel to the field to assess field team training needs and conduct on-site training as necessaryApplicant must be a US citizenBachelors Degree in Computer Science or a related discipline, or the equivalent combination of education, technical certifications or training, or work experience.Minimum of 5 years experience in database management/quality control including supervisory experience.High level of proficiency operating, maintaining and troubleshooting database software tools. Lean Six Sigma or equivalent quality assurance/quality control training/experience preferred.Advanced knowledge in TRANSACT SQL and Microsoft SQL Server database design, stored procedures, views and functions.Working knowledge of WRAPS highly desirable.Previous experience with teaching, training or curriculum development is a plus.Proficiency with MS Office (Excel, PowerPoint, Word, Access, Outlook).Excellent verbal and written communication skills.Strong analytical and problem solving skills to resolve technological problems.A self-starter with the ability to work independently and as part of a team.Overseas experience and knowledge of the US Refugee Admissions Program a plus.How to apply

This position is responsible for coordinating all refugee processing operations activities at OPE Nairobi. This includes coordinating the workflow between departments, ensuring that OPE processing priorities and targets are met, and ensuring that OPE standard operating procedures are strictly followed.

The position directly supervises the Case Processing Manager and Field Team Manager, and works closely with the Chad Coordinator, Data Integrity Coordinator and Cultural Orientation Regional Coordinator. The position reports directly to the Deputy Director for Operations.

Core Functions:

Coordinate the deployment of operations staff and resources to ensure the timely flow of cases from submission to departure.Ensure all refugee case processing functions strictly adhere to the DOS/BPRM Guidelines for the Treatment of Refugee Records and other USRAP, USCIS, RPC and OPE standards.Coordinate with the Data Integrity Coordinator, OPE Staff Security Coordinator, and OPE Management to ensure the integrity of OPE case processing.Develop, implement, disseminate and monitor standard operating procedures (SOPs) for processing of refugees eligible for the US Refugee Admissions Program in sub-Saharan Africa.Implement and monitor policy changes announced by PRM, USCIS, RPC, and or the OPE management, and ensure compliance and accountability amongst OPE operations staff.Directly supervise the Case Processing Manager and Field Team Manager.Maintain effective relations with OPE implementing partners, including PRM, USCIS, IOM, UNHCR, RPC, and domestic voluntary agencies.Oversee the implementation of OPE and CIS circuit rides throughout sub-Saharan Africa and work closely with the Circuit Ride Scheduling Supervisor, Case Processing Manager, Chad Coordinator, and Deputy Director for Operations to ensure that scheduling priorities are in line with PRM and USCIS guidelines.Oversee the development and implementation of training modules for all operations staff, in coordination with the Data Integrity Unit, and ensure that all operations staff receives a thorough cross-training on different aspects of refugee case processing.Coordinate departmental security responsibilities, meetings, and actions and liaise regularly with the Staff Security Coordinator.Monitor staff time and attendance, performance, and training needs within the Case Processing UnitEnsure CR locations are within accepted organizational security risk before CR team deploymentEnsure departmental SOPs are supported and in line with CWS/OPE Nairobi security policy, and that the Operations staff receives relevant security trainingBachelor’s Degree required, advanced university Degree preferred.Thorough knowledge of the US Refugee Admissions Program and WRAPS database.Minimum two years experience in a management position. The Deputy Director for Administration is responsible for the oversight of all aspects of the administration of the Church World Service/Overseas Processing Entity (CWS/OPE) Nairobi office, including the management of financial resources, physical assets, human resources and information technology.

The Deputy Director for Administration ensures compliance with CWS and DOS/PRM policies, including A-133 audit requirements and Kenyan law. This position reports directly to the CWS/OPE Nairobi Director, is part of the OPE Senior Management team and works closely with the Deputy Director for Operations, the Cultural Orientation Regional Coordinator and the staff at CWS headquarters in New York.

This position directly supervises the Financial Controller, the Travel Officer, the Human Resources Manager, the Manager of Information Systems, the General Services Officer, and the Administrative Secretary, as well as indirectly supervising other administrative, human resource, and finance staff in the Nairobi office.

Core Functions:

1. Financial Management

Ensure accurate preparation and timely submission of all financial records, reports and statements as required under the terms of the Cooperative Agreement.Develop policies and standard operating procedures to ensure the accountability, transparency, and efficiency of CWS/OPE-Nairobi, and to ensure compliance with the Cooperative Agreement, relevant OMB Circulars, and PRM and CWS policies.Prepare the annual OPE budget and revisions, and monitor expenses in accordance with authorized budgets.Ensure cost-effective use of OPE human and financial resources, including a monthly review of expense reports and financial projections with OPE unit supervisors.Supervise the transparent disbursement of program funds in accordance with GAAP, relevant OMB circulars, the Cooperative Agreement and CWS/IRP policies and procedures.Supervise the annual external audit and implement recommendations in a timely manner.Supervise the authorization of CWS/OPE Nairobi accounting and banking services.Supervise the requisition, maintenance, and inventory of expendable and non-expendable equipment.Review and sign all Purchase Orders to ensure correct budget line allocation and that all information and supporting documents are adequate and correct.Review all contractual agreements for goods and services, equipment and insurance, and maintain copies of all relevant contracts.Ensure that all adequate insurance is arranged for all property and personnel and other liabilities in accordance with Kenyan law.Oversee the human resource functions of CWS/OPE Nairobi including staff recruitment, training and performance management, interpretation and implementation of CWS/OPE Nairobi personnel policies, and administration of payroll and employee benefits.Ensure that staff training and staff care strategies are developed and implemented.Ensure that OPE human resources management draws on best practices from the international NGO community.Supervise the efficient and cost-effective planning and implementation of official travel.Ensure that CWS/OPE Nairobi has a robust strategy for using information technology to increase the efficiency and effectiveness of its work across the organization.Ensure that mission critical IT systems and electronic data are effectively managed, protected and backed up.Coordinate with the Manager Information Systems for effective communication of IT policies with OPE staff members and CWS headquarters.Serve on the CWS/OPE Nairobi Safety and Security Management Team.Ensure that standard operating procedures for the Administrative are supported and in line with CWS/OPE Nairobi security policy and that the administrative staff receives relevant security training.Other duties that may be assigned to enhance the quality and efficiency of the administration of operational programs to attain program objectives and maintains the high professional standards of CWS/OPE Nairobi and CWS.U.S. Citizenship.Bachelor’s Degree in Finance, Accounting, Business Administration, Public Administration, or related field. A Masters Degree in a relevant field or certification as a Public Accountant is preferred.Minimum of 3 years management experience with an international NGO in a similar position.Experience of financial management on US federal government funded projects and knowledge of US federal government financial regulations.Knowledge of automated financial and accounting reporting systems.Demonstrated ability to analyze financial data and prepare budgets, financial reports and statements, and cash flow and expense projections.Demonstrated experience with human resource management. Reporting to the Chief Executive Officer, the position will provide effective guidance and leadership to the Hospital at all levels.

Provides leadership and expertise for hospital quality and clinical effectiveness.
