Based in Nairobi Norwegian Refugee Council (NRC) has been present in Somalia since early 2004 and has since expanded its Horn of Africa Programme to Kenya in 2006 and to Ethiopia in 2011. Since 2004, the Norwegian Refugee Council (NRC) has demonstrated a regional competence and expertise in working with displaced populations.
NRC has mainly focused on Somalis who are displaced by the ongoing conflict and more recently by the drought and famine.The Regional Office is based in Nairobi, Kenya with offices and operations in Somalia (Puntland, Somaliland and Mogadishu), Kenya (Dadaab, Kakuma and Molo), Ethiopia (Addis Ababa, Dolo Ado, Shire and Asosa) and Yemen (Sa’naa).
 Two Grants Coordinators, one for Kenya and another for Ethiopia / Yemen to oversee project and donor proposals in order to ensure quality and timely submissions, including bi-weekly, monthly and quarterly reports for all offices in Kenya and Ethiopia/Yemen.The closing date for applications is the 14th September 2012.

 The post holder will join a team based in Nairobi, which oversees the overall program in Somalia headed by the Somalia Programme Coordinator. The Somalia Programme is part of the NCA Area Representation Office based in Nairobi, which is headed by the Area Representative for Somalia and Kenya.

Norwegian Refugee Council (NRC) Somalia/Kenya is a two Country Program with four field offices in Dadaab (Kenya), Hargeisa (Somaliland), Bossaso (Puntland) and Mogadishu (South Central).

NRC has been present in Somaliland since early 2004 and expanded to Puntland in 2006, Mogadishu and Dadaab in 2007.

Position Vacant: Project Officer – General Food Distribution

Reporting to: Project Manager – Food Security and Distribution

Duty Station: Dadaab

Main Responsibilities include:

Main Responsibilities include:

Leads needs assessments, baseline studies and periodic studies, and feedback findings to the stakeholdersCollect data from implementing partners, coordinate it with the M&E Officer and prepare regular reports on activities.Liaise with community leaders, local administration, CDC, other sectors and agencies working locally in order to coordinate the host community support response more efficiently.Represents NRC in co-ordination meetings with the IPs, CDC and local administration as well as other partner organizations and stakeholders, when asked by supervisor.Preparation of reports, checklists, data collection and community mobilization tools.Participate in M&E Activities as may be requested by the M&E Unit.Supervise the construction and rehabilitation of host community support infrastructure including schools, latrines, boreholes and water-pans, ensuring that the constructions are of the highest quality and as per specified technical drawings.Overview the material estimates for construction of the IPs infrastructure activities and their bidding process together with the WASH and Shelter team support.Conduct community mobilization in coordination with the partner organization and facilitate appropriate community involvement in the design and delivery of all the project activities.Carry out informal and formal training sessions (according to identified needs) and evaluate the impacts of this training.Identify needs/gaps for future project expansion.Use participatory approaches in the designing, implementation and handing over of the project outputs to the host community as well as its proper use thereafter.Take account of gender, protection, HIV, the environment, and other important cross-cutting concerns in programme design, implementation, and reporting; carry out activities in a way that reflects the needs of target groups and individuals e.g. elderly people, minority groups, children, and people with disabilities.Any other assignment as may be required by the Supervisor / Project Manager.Required skills and qualifications:

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people.

NRC advocates for the rights of displaced populations and assist within the sector of shelter, education, emergency food security and distribution, camp management and legal assistance.

The Norwegian Refugee Council (NRC) has been present in Somalia since early 2004 and has since expanded its programme to Kenya in 2006 and to Ethiopia in 2011. NRC has mainly focused on Somalis who are displaced by the ongoing conflict and more recently by the drought and famine.

The Regional Office is based in Nairobi, Kenya with offices and operations in Somalia, Kenya and Ethiopia.

The NRC Horn of Africa mission is an expanding program. NRC has been operating in Somaliland since 2004, in Puntland since 2006, and in South Central, with presence in Mogadishu, since January 2007.

NRC started its operations in the refugee camps in Dadaab in February 2007 and intiated shelter activities in the Rift Valley region of Kenya in 2011 before launching a shelter program in Dolo Ado (Ethiopia) in May 2011.

Prioritized activities focus on shelter and infrastructure construction; water, hygiene and sanitation; emergency education including youth education; protection; food security and distribution.

Programs target both emergency responses to acute crises as well as the capacity to address recurring protection needs of refugee or IDP populations through durable solutions. Obtaining and maintaining access to the displaced populations remains the main operational challenge in the Horn of Africa region and in particular in Somalia.

The Horn of Africa mission is supported through a Regional Office in Nairobi, Kenya. Staff, International: 20. National: 240, Expected turnover for 2011: Approximately 40 million USD.

The Human Resource (HR) and Administration Manager will report to the Regional Director (RD) in Nairobi, Kenya. The purpose of the position is to develop, manage and implement operations support in the Horn of Africa Mission in the field of Human Resources and Administration.

Job description

Human Resources:

Undertake a review and evaluation of the current HR policy and routines in the mission to identify gaps and weaknesses.
Based on the review and in cooperation with the Regional Director/RD, Country Directors (CDs) or Area Managers (AMs), develop a new HR policy/strategy tailored for regional Horn of Africa program and in line with NRC policies and guidelines.
Ensure that HR plans are developed in all the field offices and are implemented in line with the NRC rules and regulations.
In close cooperation with NRC Oslo and Regional Management team take lead on the recruitment of international and national staff.
Ensure that national staff capacity building plans are developed and implemented, and that all routines and procedures in all the countries and the offices in the region are standardised and streamlined.
Review and redesign the structure of the Administration and HR departments in Somalia, Kenya and Ethiopia to ensure that the structures are adequate for program implementation.
Ensure that administration systems, policies, guidelines and routines are developed and implemented.
Develop and implement a regional administrative strategy for all the countries and field offices in the mission.
Develop computerised archive systems in close cooperation with NRC Oslo and the field offices in the region.
Ensure that all agreements, permits and licenses necessary for NRC’s operations are in place.Personal qualities

NRC Somalia / Kenya Finance Officer, Fleet in Charge and Executive Assistant Job Vacancies.

Participate in project budgets preparations

Provide guidance and advice to field staff on policy issues related to procurement and contract issues.Implement internal controls and procedures designed to ensure strict compliance with the NRC Logistics (procurement) handbook and the standard operating procedures detailed therein.Ensure that NRC has an up to date and competitive vendor listing for the supply of goods and services.Seek quarterly approval from the APSM for current vendor listing.Constant research to broaden and ensure a vendor base which is not only reliable but of high quality and competitively pricedEnsure that all requests are appropriately signed by authorized staff.Organize and prioritize purchases according to the nature of the request. (Urgent, small items, international purchases, services etc) and assign appropriately for action.Ensure that all goods ordered and received from overseas have adequate documentation (airway bills, bill of lading, commercial invoice, insurance certificates and any other relevant documents).Resolve complaints from the field on all purchased goods and services as well as disputes with suppliers.Ensure all NRC assets are placed on the standard NRC inventory template and disseminate inventory of items awaiting transportation to field-offices in Kenya.Regular field visits to offer support to the field.Coordinate with clearing agents when necessary.Prepare weekly and monthly procurement status reports for submission to APSMPerform any other duties assigned by the supervisor..Required skills and qualifications:
Relevant university degree, preferably in Logistics or Procurement or equivalent work experienceAt least 5 years working experience in a busy Logistics department preferably with INGO or UN.Understanding of various donors requirementsExcellent interpersonal, written and verbal communication skills.Fluency in the English, both oral and writtenTraining skills.Ability to work under pressure.Excellent working knowledge in Microsoft Office.This position will be based in Nairobi, Kenya with frequent travel to the field offices in Kenya.

Norwegian Refugee Council (NRC) Somalia/Kenya is a two Country Program with four field offices in Dadaab (Kenya), Hargeisa (Somaliland), Bossaso (Puntland) and Mogadishu (South Central).

NRC has been present in Somaliland since early 2004 and expanded to Puntland in 2006, Mogadishu and Dadaab in 2007.

In a short time NRC established Education, Shelter/Sanitation, Distribution and Camp Management projects for IDPs, refugees and local population in Somalia and Kenya.

NRC also has a coordination office in Nairobi, Kenya that was established in 2006.

Position Vacant: Monitoring & Evaluation Officer
Reporting to: Program Director (PD)
Duty Station: Nairobi, with frequent travel to the field offices
Duration of Contract: 3rd January 2011 to 31st December 2011 (with possible extension)

Main Responsibilities include:

In coordination with the project staff and M&E field focal points establish reliable and participatory M&E framework for the Somalia-Kenya missionDesign full M&E procedures and operating plans within the mission and implement effective M&E systems and procedures to ensure quality assurance and consistency across the missionDesign workable and comprehensive M&E Tools for the monitoring of core activities with a focus on protection and gender as core elements.Develop impact monitoring tools including a set of indicators that allows for the collection and reporting of impact based data on the ongoing project activities to check for the observed developments and changes due to the project intervention.Prepare an analysis for the progress on activities being undertaken in the mission and monitor results in terms of timeliness, quality, accuracy in line with the LFAs and project documents.Oversee the systematic and continuous data collection and analysis on the progress of activities overtime and check whether, or not the activities are in the anticipated course to achieve the program outputs/outcomes.Provide intensive technical support to field teams in planning and monitoring of the ongoing projects as well as the development of systematic regular and structured monitoring exercises and compilation of various internal reports for smooth and timely implementation and accomplishment of planned project activities;Manage the M&E Database with the M&E Focal Points and be responsible for generating bi-monthly reports for all areasPrepare the bi-monthly reports and facilitate in the preparation and submission of quarterly and annual reports as per the HQ and donor requirements.Build the capacity of staff through training and support for effective implementation of the M&E systems including information gathering, follow up and post implementation monitoring within the mission.Work in close collaboration with the IT/Database Assistant to develop and maintain the M&E system including trouble shooting and addressing problems as they arise.Any additional duties as deemed necessary by the program director.Required skills and qualifications:
Relevant university degree or higher education, preferably in international relations and/or development, social sciences or equivalent work experienceAt least 3 years of humanitarian program experience (implementation, supervision and/or management) preferably with refugees/IDPs.At least 3 years experience in M&E activities, preferably in the area of project development, including design of systems and tools, data analysis and report writingExperience in project cycle managementStrong data analysis skills (qualitative and qualitative)Experience in training and capacity building in M&E mechanismsUnderstanding of various donors requirementsExcellent interpersonal, written and verbal communication skills.Fluency in the English, both oral and writtenGoal oriented and has the ability to work under pressure, independently and with limited supervision.Knowledge of the political situation in Somalia and Kenya.Experience in designing and leading on specific research projects.Experience working with statistical software packages.This position will be based in Nairobi, Kenya with frequent travel to the field offices in Somalia and Dadaab; Applicants should hold valid travel documents.
