Terms of Reference for a Short Term Consultant to Rappoteur at Four National Consultation and Validation Forums on Post CSW Dissemination, Beijing +20 National Review, Post 2015 and CEDAW.

1.0 Background


The Commission on the Status of Women (CSW) is convened every year at the United Nations Head Quarters in New York. The forum brings together UN member states to evaluate progress, identify challenges, set global targets and form concrete policies to promote gender equality and women’s empowerment.
The Ministry of Devolution and planning participated in the 58th session of the commission on the status of women (CSW) held in New York, USA from 10th – 21st March 2014. The theme for this year’s CSW was ‘Achievement and challenges towards the realization of the MDGs for women and Girls’. The session reviewed the theme on the Agreed Conclusions of the 55th session on Access and participation of women and girls to education, training, science and technology, including for the promotion of women’s equal access to full employment and decent work.

During the 58th CSW preparatory work, the Ministry of Devolution and Planning through the Gender Directorate proposed a logical linkage of the intergovernmental processes for Beijing +20 national review report, Kenya post 2015 final report and CEDAW periodic report. The post CSW forum would set the stage for Beijing + 20 national reviews.
The Consultant will accurately capture the proceedings of the national consultative meetings and integrate and summarize them in a manner that will substantively contribute to the National reports due in the above referenced dates. Working closely with Technical staff from the Directorate in ensuring that the final reports reflect the actual proceedings of the national consultation forums and there is a logical flow of information in the report.
 The Consultant will work closely with the Director of social and economic unit within the Gender Directorate in carrying out the assignment.Elaborating the national consultative meetings proceedings.Editing and reviewing the document after feedback from the Gender Directorate and main stakeholders and as necessary avail expert input.Presenting the final repots to the Gender DirectorateThe Consultant shall provide:- Four reports on post CSW dissemination forum, Beijing +20 national reviews, post 2015 consultation meeting and CEDAW national validation meeting. The repots shall be in soft copy and no more than 20 pages each.
The assignment is for a period of 12 days. Commencing 1ST May 2014

Terms of Reference for an Intern in Planning and Coordination
Introduction: In line with the UN Women Regional Architecture, the Regional Office for Eastern and Southern Africa in Nairobi provides support services to the countries and has direct oversight of the country offices. In Eastern and Southern Africa, UNWOMEN has country offices in Burundi, Ethiopia, Kenya, Malawi, Mozambique, Rwanda, South Africa (Multi Country Office), South Sudan, Sudan Tanzania, Uganda and Zimbabwe.HQ frequently asks the representatives of the various Country Offices and the Regional Director for briefing notes for high-level meetings e.g. involving the ED/DED and senior Government officials including Presidents. 
Sometimes the requests come at very short notice when we are all busy with other priorities and in some cases this has compromised the quality of the briefing notes that have been sent to HQ.
In order to effectively respond to requests for briefing notes by HQ, the regional office is trying to put in place a system to reduce the burden of preparing briefing notes. We would like to have all the background information ready and updated on monthly basis. Ideally, this means that the Country Offices/Regional Office will only have to do talking points whenever we get a request for briefing notes since all the background information would be ready.Under the overall supervision of the Strategic Planning and Coordination Specialist, the intern will have the following specific responsibilities;
In consultation with programme staff and country focal points;
i. Research on important background information for countries in Eastern and Southern Africa which consists of key highlights about the country in particular recent developments or upcoming events e.g. elections, strikes, changes in the economy, changes in government structures, any controversies and or sensitive issues.
ii. Research and provide information on general country background information that should contain information about the country divided in the below three categories:Political situationSocio-economic contextSituation of women in the countryiii. 1.0 Background

In 2014 the 58 CSW Session took place from 10th – 21st March, 2014 under the priority theme “Challenges and Achievements in the implementation of the Millennium Development Goals for women and girls”. The session reviewed the theme on the Agreed Conclusions of the 55th session on Access and participation of women and girls to education, training, science and technology, including for the promotion of women’s equal access to full employment and decent work.

The agreed conclusions for the 58th CSW called upon member states to disseminate agreed upon issues through a national stakeholders meeting. Notably, the 58th session provided an opportunity for gender equality and women’s empowerment progress and challenges to be reported against all the goals of the MDGs. This has been noted as critical in the post 2015 agenda and the review of the Beijing platform for action.
 The Consultant will review and summarize the country position paper and the agreed conclusions into a popular version and also facilitate the session during the post CSW forum. Working closely with CSW National Planning Committee and Technical staff from the Directorate, the Consultant will undertake expert review of the country position paper by specifically ensuring that:-
i. The popular version clearly highlights Kenya’s achievements and challenges in the MDGs for  women and girls;
ii. Linkages with the post 2015 Agenda and Beijing +20 processes are well articulated;
iii. There is a logical flow of information in the report;
 The Consultant will work closely with the Head of Gender Directorate in carrying out the assignment. i. Editing and reviewing the document and as necessary avail expert input
ii. Presenting the popular version to the Gender Directorate before it is commissioned for printing
 The Consultant shall provide:-Popular version of the Country Position Paper highlighting the 58th CSW agreed conclusions and linkages with the post 2015 Agenda and Beijing +20 processes.  The popular version should be no more than 20 pages and must meet the publication standards of both UN Women and Government of Kenya.The assignment is for a period of 5 days. Description

Reporting to the Deputy Director Programs, the Women Protection and Empowerment (WPE)) Program Coordinator is responsible for providing overall leadership, guidance, coordination and technical support to IRC’s Gender Based Violence (GBV) programs throughout Kenya. The GBV Program Coordinator will also coordinate IRC’s GBV programs and contribute to external coordination efforts and initiatives. This position will be based in Nairobi with frequent travel to IRC programming areas in Dadaab, Eastleigh and Turkana reagions.
Essential functions
The WPE Program Coordinator will provide regular technical support and field-based monitoring visits to WPE teams working in Eastleigh, Dadaab, and Turkana to ensure that all interventions are technically sound, take into account international best practices, and are appropriately meeting the needs of survivors in target communities. The WPE Coordinator will be expected to spend at least 40% of their time in Dadaab supporting the WPE programming.
Program Quality
* In collaboration with WPE program staff, the Technical Advisor and the Deputy Director, oversee WPE programming in Kenya through regular monitoring and evaluation
* Ensure that ethical and sound data collection and information management systems are in place with associated information sharing protocols for GBV analysis, planning, evaluation, and advocacy
* Ensure regular communication with the Women’s Protection and Empowerment Technical Advisor based in the Headquarters Technical Unit and integrate technical unit priorities, where possible, in program design
* Ensure effective team communication and support between team members based in Nairobi and the three field sites, including opportunities for debriefing and staff care
* Provide guidance and technical support to sector-specific design and implementation through regular field visits.
Management
* Manage field-based staff (including GBV Managers and Officers) through regular feedback and contributing to their performance reviews
* Assist with the recruitment of GBV management-level staff, in coordination with HR and the Technical Unit
* Ensure training and ongoing capacity building opportunities for staff on GBV-related and project management skills
* Focus on the eventual nationalization of management-level positions throughout the GBV programs in Kenya
* Assist in developing and overseeing program budgets to ensure an appropriate and efficient use of resources, and that IRC GBV projects comply with internal and external requirements
* Oversee strategic projects (determined by the country program) to ensure proper implementation and outputs are met, according to donor needs.
* Support partnerships on GBV programming with Local Non-Governmental Organsations
Program Development
* Develop and implement a country sector strategic plan for Kenya, ensuring that program growth and start-up are in line with country strategic plans
* Actively contribute to the broader strategic planning processes in Kenya, ensuring that GBV interventions and related advocacy are taken into account
* Participate in emergency response and emergency assessments, providing guidance and recommendations for new programs and initiatives that maximize safety for women and girls
* Lead proposal development activities through planning and program design with relevant field-based staff, ensuring technical standards are taken into considering before submission
* Coordinate with other IRC staff members implementing protection, health, and livelihood programs linked to GBV to provide relevant input and support, whenever required.
Representation and Advocacy
* Actively develop and maintain effective working relationships with key stakeholders in Nairobi, including donors, government actors, UN agencies (including UNHCR), international and local NGOs, and other relevant actors.
* Develop strategic partnerships with local, Kenya-based organizations, wherever possible
* Regularly attend GBV sub-cluster meetings and feed in IRC priorities at Nairobi-level meetings
* Upon request, organize and facilitate field visits for stakeholders interested in IRC GBV programming in Kenya
* Interact with the media and respond to media requests involving GBV programming, when relevant and necessary
* Ensure field concerns and challenges are brought to relevant Nairobi stakeholders to push for standards and procedures that systematize how GBV is implemented and coordinated at the field level.
Minimum requirements
* MA/S or equivalent in health (MPH), social science, humanities or other related degree
* At least five years of overseas experience, including substantial management experience in gender-based violence programming and at least 2 years experience in direct service provision for survivors of sexual violence and domestic violence
* Previous experience supervising and managing a multi-disciplinary team in a cross-cultural setting
* Previous experience in emergency preparedness and response, preferred
* Demonstrated experience in capacity building and mentoring of national and international staff
* Knowledge, skills and experience in participatory methods, community development and partnership
* Demonstrated leadership, communication, and facilitation skills
* Excellent interpersonal and problem-solving skills
* Good coordination and networking skills
Other:
* Ability to live in high security environments
* Willingness to travel extensively throughout Kenya
* Excellent written and oral English skills
* Experience in grant management and proposal writing

The African Leadership Centre (ALC) was established in Kenya in June 2010 as a joint initiative of King’s College London and the University of Nairobi. The ALC is pleased to announce a call for applications for the Peace and Security Fellowship for African Women for 2012/2013. This Fellowship is an intellectual and financial award to those who have demonstrated obvious or potential capacity to make a change in their field. Please note that the Fellowship does not lead to an academic qualification, rather it is a postgraduate non-degree programme.

From October 2011, the Peace and Security Fellowships for African Women will be delivered by the ALC, Conflict Security and Development Group (CSDG), King’s College London and the Institute for Development Studies (IDS), University of Nairobi. The ALC aims to build a new community of leaders generating cutting edge knowledge on peace, security and development.

To this end, the ALC undertakes to do the following:

Create an enabling environment for ideas that are grounded in African realities;Provide space for interaction with role models;Build capacity for independent thinking;Expand the knowledge base to develop transformational ideas that can be nurtured to create visions of change;Create opportunities to transfer knowledge to achieve multiplier effects for communities;Connect with processes nationally, regionally and globally, especially in the field of peace and security; andBuild lasting partnerships that will maintain an African-led vision of change.The Fellowships bring together African women in the early stages of their careers to undertake a carefully designed training programme in conflict, security and development. This training is followed by an attachment to an African Regional Organisation or a Centre of Excellence to acquire practical experience in the field of peace and security.

It is intended that this project will train African women to develop a better understanding of African peace and security issues, in order to increase their participation in conflict management processes and other areas of security concerns for Africans.

Purpose

The Peace and Security Fellowship Programme for African Women is designed to expose young professional African women to the complexities of conflict, security and development. The exposure is to equip them for careers in this field by developing their expertise to generate African-led ideas and processes of change for Peace and Security Fellowship for African Women addressing challenges on the African continent. The Fellowships especially aim to ground this expertise on peace and security in the pursuit of excellence and integrity.

The Fellowship is conceived against a number of background factors:

First is the comparatively low number of African women exposed to rigorous academic writing and policy analysis in the field of peace and security especially as compared with those involved in human rights and development issues.Second is the need to assist African women to meet the demands of the Beijing process and the subsequent UN Security Council Resolution 1325 that calls for the inclusion of women at all decision making levels in “all national, regional and international institutions and mechanisms for the prevention, management and resolution of conflicts”.
This Fellowship is aimed at challenging the existing tendency that seems to reinforce the male dominant discourse on conflict and security related matters. The Fellowship is designed to develop the network of African women scholars working in the field whilst linking them with the peace and security mechanisms of relevant institutions.

Eligibility

Candidates must be female citizens from African countries.Successful candidates must hold valid travel documents prior to acceptance.Candidates must have knowledge of, or experience of women’s rights, gender and development issues.Candidates must be able to demonstrate a commitment to contribute to work on peace and security in AfricaCandidates must demonstrate commitment to the core values of the programme: Independent thinking; Integrity; Pursuit of Excellence; and a Value for all forms of DiversityCandidates must have a relevant institutional base and be endorsed by an organisation with which they have been involved for at least two years. Exceptional candidates without such organisational ties maybe given special considerationCandidates must have a demonstrable plan for how to utilise knowledge gained in the Fellowship upon return to their countries and organisationsCandidates must hold a Master’s or Bachelors degree with an equivalent level of professional experience.Candidates must be fluent in spoken and written EnglishProgramme Delivery

This is a one-year Fellowship, divided into two 6-month phases. The first phase will be delivered at the ALC/ King’s College London. During the training, the Fellows will be encouraged to engage critically with the discourse on conflict, security and development in Africa. They will also visit and study institutions working in the field of peace and security in Africa and Europe.

This phase will end with a simulation seminar series during which mock conflict management situations will be practiced. In the second phase, Fellows will be attached to an African regional organisation or Centre of Excellence to undertake practical work in the field of peace and security including peace and conflict management processes.

Terms of the Fellowship

Successful Fellows will have the status of full time students on the post-graduate non-degree Programme at ALC/King’s College London.
Peace and Security Fellowship for African Women

1. Student Visitor’s Visas:

The offer of the Fellowship is subject to successful candidates obtaining visas to cover the 6-month duration of the first phase of the Fellowship in the UK and Kenya. Failure to obtain a visa to enter the UK and Kenya automatically invalidates the offer of Fellowship with no consequences to the Fellowship Programme. The immigration rules for the UK can be accessed on the King’s College London web page for obtaining student visas:

Please, note that any deviation from the Fellowship, except as may be authorised by the African Leadership Centre, shall affect the Fellow’s immigration status in the UK/Kenya. Please consult the British Embassy/High Commission and Kenyan Embassy/High Commission in your home country for more information.

2. Expectant/Nursing mothers:

Given the intense nature of the programme including its short phases in different locations as well as necessary extensive travel, successful applicants that are expectant or nursing mothers while encouraged to apply, will be advised to defer their admission to the programme.

3. Medical Exam:

Successful applicants will be required to undergo medical examinations at recommended venues prior to taking up their positions.

4. Programme completion/Return to base:

The programme will last a total of 12 months, and Fellows will be expected to make full time commitment to the programme for its duration. It is a condition of the programme that successful candidates should return to their base or home countries at the end of the programme.

5. Termination

The African Leadership Centre jointly with King’s College London has the right to terminate the conferral of a Fellowship, in the event of a breach in the Terms and Conditions of the programme.

6. Funding

This is a fully funded* opportunity, and funds will be made available to the Fellows to cover tuition, subsistence in the U.K. and Africa, and all travel expenses related to the programme in both phases.1 While funding will be made available to pay for accommodation, successful applicants are expected to find their own accommodation both in the U.K. and Africa. Fellows are strongly advised to make all necessary accommodation arrangements prior to taking up their positions on the Fellowship Programme.

Please note that the funds are intended for individual Fellows only. It does not cover dependants and it is not intended to support family members. Successful candidates will need to make alternative arrangements to cover the costs of dependents before arrival in Kenya/UK.

For both countries, prospective applicants must satisfy the Immigration Authorities that they have sufficient funds to support themselves and their dependents before arrival (taking into account the stipend to be provided by the Mentoring Programme).

This training is followed by an attachment to an African Regional Organisation or a Centre of Excellence to acquire practical experience in the field of peace and security.

It is intended that this project will train African women to develop a better understanding of African peace and security issues, in order to increase their participation in conflict management processes and other areas of security concerns for Africans.

Purpose

The Peace and Security Fellowship Programme for African Women is designed to expose young professional African women to the complexities of conflict, security and development. The exposure is to equip them for careers in this field by developing their expertise to generate African-led ideas and processes of change for Peace and Security Fellowship for African Women addressing challenges on the African continent. The Fellowships especially aim to ground this expertise on peace and security in the pursuit of excellence and integrity.

The Fellowship is conceived against a number of background factors:

First is the comparatively low number of African women exposed to rigorous academic writing and policy analysis in the field of peace and security especially as compared with those involved in human rights and development issues.Second is the need to assist African women to meet the demands of the Beijing process and the subsequent UN Security Council Resolution 1325 that calls for the inclusion of women at all decision making levels in “all national, regional and international institutions and mechanisms for the prevention, management and resolution of conflicts”.
This Fellowship is aimed at challenging the existing tendency that seems to reinforce the male dominant discourse on conflict and security related matters. The Fellowship is designed to develop the network of African women scholars working in the field whilst linking them with the peace and security mechanisms of relevant institutions.

Eligibility

Candidates must be female citizens from African countries.Successful candidates must hold valid travel documents prior to acceptance.Candidates must have knowledge of, or experience of women’s rights, gender and development issues.Candidates must be able to demonstrate a commitment to contribute to work on peace and security in AfricaCandidates must demonstrate commitment to the core values of the programme: Independent thinking; Integrity; Pursuit of Excellence; and a Value for all forms of DiversityCandidates must have a relevant institutional base and be endorsed by an organisation with which they have been involved for at least two years. Exceptional candidates without such organisational ties maybe given special considerationCandidates must have a demonstrable plan for how to utilise knowledge gained in the Fellowship upon return to their countries and organisationsCandidates must hold a Master’s or Bachelors degree with an equivalent level of professional experience.Candidates must be fluent in spoken and written EnglishProgramme Delivery

This is a one-year Fellowship, divided into two 6-month phases. The first phase will be delivered at the ALC/ King’s College London. During the training, the Fellows will be encouraged to engage critically with the discourse on conflict, security and development in Africa. They will also visit and study institutions working in the field of peace and security in Africa and Europe.

This phase will end with a simulation seminar series during which mock conflict management situations will be practiced. In the second phase, Fellows will be attached to an African regional organisation or Centre of Excellence to undertake practical work in the field of peace and security including peace and conflict management processes.

Terms of the Fellowship

Successful Fellows will have the status of full time students on the post-graduate non-degree Programme at ALC/King’s College London.
Peace and Security Fellowship for African Women

1. Student Visitor’s Visas:

The offer of the Fellowship is subject to successful candidates obtaining visas to cover the 6-month duration of the first phase of the Fellowship in the UK and Kenya. Failure to obtain a visa to enter the UK and Kenya automatically invalidates the offer of Fellowship with no consequences to the Fellowship Programme. 2. Expectant/Nursing mothers:

Given the intense nature of the programme including its short phases in different locations as well as necessary extensive travel, successful applicants that are expectant or nursing mothers while encouraged to apply, will be advised to defer their admission to the programme.

3. Medical Exam:

Successful applicants will be required to undergo medical examinations at recommended venues prior to taking up their positions.

4. Programme completion/Return to base:

The programme will last a total of 12 months, and Fellows will be expected to make full time commitment to the programme for its duration. It is a condition of the programme that successful candidates should return to their base or home countries at the end of the programme.

5. Termination

The African Leadership Centre jointly with King’s College London has the right to terminate the conferral of a Fellowship, in the event of a breach in the Terms and Conditions of the programme.

6. Funding

This is a fully funded* opportunity, and funds will be made available to the Fellows to cover tuition, subsistence in the U.K. and Africa, and all travel expenses related to the programme in both phases.1 While funding will be made available to pay for accommodation, successful applicants are expected to find their own accommodation both in the U.K. and Africa. Fellows are strongly advised to make all necessary accommodation arrangements prior to taking up their positions on the Fellowship Programme.

Please note that the funds are intended for individual Fellows only. It does not cover dependants and it is not intended to support family members. Successful candidates will need to make alternative arrangements to cover the costs of dependents before arrival in Kenya/UK.

The IRC implements programs in the areas of comprehensive primary health care, nutrition, protection, peace building, sanitation and hygiene and HIV/AIDS and prevention and response to gender based violence issues.

Economic and Women Empowerment Manager - Nairobi

The Economic and Women Empowerment Manager oversee the IRC’s Women’s Economic and Social Empowerment project under the Nairobi Urban Program, with technical support from the Women’s Protection and Empowerment Technical Unit and management support from the Urban Coordinator, Nairobi and Deputy Director, Programs.

The Manager will be responsible for implementing the (EA$E) project in Nairobi and ensuring that the goals and objectives of the program are met.

He/ She will provide technical and line management oversight to the EASE staff. The position reports to the Coordinator Urban Program.

Poverty and financial insecurity are catalysts for gender based violence. Increasing access to opportunities for social and economic empowerment is fundamental to reducing vulnerability and promoting the empowerment of women and girls. (EA$E) aims to support the economic empowerment of women through forming groups and promoting savings using the Village Savings and Loans (VSLA).

To ensure women’s economic empowerment is accompanied by enhanced decision making and power within the household, the program engages with partners through gender discussions designed to address inequalities and power relations at the household level that perpetuate violence.

Responsibilities

a. Program Management

The (EA$E) Manager is responsible for all aspects of program implementation and staff management.

The principal tasks of a Manager include but are not limited to:

Overseeing/conduct the overall implementation of EA$E in all program sites Overall staff management with direct supervision of the Coordinator Urban program Developing work plans and project implementation strategies Staff training and capacity building on Gender/Gender Based Violence and VSLABudget managementOverseeing M&E process as well as managing VSLA Database (MIS)Conduct occasional field visits Timely resolution of programmatic and operational issuesDevelop relationships with local leaders to insure the smooth implementation of projectProvide ongoing leadership, training, and guidance to staff and volunteers to ensure programming meets best practice standards and prioritizes the security of beneficiaries and staff Ensure that the profile of the program and staff are maintained at the appropriate level and EASE staffs’ performance is managed in line with IRC practices and policies. A Bachelors degree in Finance or Commerce with an Accounting OptionBe a Certified Public Accountant with at least CPA IIAt least 3 years experience in an NGO handling donor funded projects-budgeting and reportingExcellent knowledge and ability to use modern, advanced and computerized accounting systems especially QuickBooksAbility to analyze financial data and prepare financial reports, statements, and projections.
Ability to monitor cash flows and trends.

Purpose

The Africa Regional Finance Manager will report to the Global Chief Financial Officer, and work in partnership with the Chapter Finance Manager at HQ and the Deputy Director of Global Operations.

This position will serve as liaison between HQ (Headquarters) and Africa offices located in Democratic Republic of Congo, Nigeria, Rwanda and South Sudan on a variety of finance functions.

Frequent travel to HQ and each of the Women for Women International (WfWI) African country offices is to be expected.

The position is responsible for the training and support of local finance managers in Africa, including training on QuickBooks accounting software, WfWI’s finance manual, all finance and procurement policies and procedures and the global monthly closing process.

The primary goal of this function is to build adequate financial capacity and internal controls in the Africa field offices.

Duties and Responsibilities

Collaborate with HQ finance, Country Directors, Deputy Director of Global Operations and designated in-country finance representatives to ensure that financial systems, including policies and procedures, are developed, continuously monitored and updated and are compliant with local laws and in line with HQ standards.Coordinate with Policy and Compliance staff to direct internal and external audit efforts towards areas of greatest risk.Mentor, coach and develop country office finance staff. Identify training and development opportunities. Develop training materials and content for annual finance manager meetings.Monitoring and support of finance managers during the monthly and annual close process, helping to achieve 100% on-time submissions and minimal coding and compliance errors.Train and coach finance managers on the grants management process, including budget development, compliance, ongoing grants management, forecasting, etc.Provide recruitment support to Country Directors as country office finance vacancies occur.Provide training and on-boarding support for finance staff and temporarily assume direct financial management role for unexpected vacancies.Recommend external trainings and manage/lead internal training on finance issues and processes for both finance staff and non-finance staff on the senior management team, including the Country Directors.Recommend best practices to create opportunities for information flow between HQ and country offices, as well as look for opportunities for inter-country information sharing.Become familiar with HQ Policies and Procedures and participate in the development of new policies, with particular focus on representing the field office perspective during the process (policies are practical, easily understood, etc.).Work with Country Directors, local leadership team and local finance staff to develop an effective annual budget process and an effective monthly financial review process.Provide Country Directors with feedback on local finance staff for annual performance evaluations.Work collaboratively with HQ Finance and the Deputy Director of Global Operations to develop a trip schedule and scope of work to communicate and train staff on new policies, improve areas of non-compliance with existing policies, solicit feedback on proposed new processes, participate in cross-functional special projects, etc.Desire and ability to frequently travel to HQ and country offices up to 90% of the time (position based in Africa, preferable in or near one of the existing 4 African program locations)Ability to work well and communicate effectively with others; role requires serving multiple constituencies and moving initiatives forwardSuperior interpersonal, organizational, planning and analytical skills are essentialAdvanced knowledge of the principles, practices and procedures relevant to global financial management is requiredDemonstrated ability to create and document financial policies and procedures is required.Demonstrated ability to develop sound recommendations and effectively plan, direct and evaluate the work of others.Ability to speak and write fluently in English required. Similar capabilities in French and Swahili highly desired.At least seven years in a financial management capacity entailing supervision and development of staff, management of accounting, budgeting and financial reporting, including management of multiple funding sources and US Government grants.Minimum of a Masters degree in Finance or AccountingCPA or ACCA designation desired
