II. Organizational Context
Under the guidance and supervision of the DCSA and the overall supervision of the Chief Security Advisor, the Driver provides reliable and safe driving services to the DSS staff and other high-ranking UN officials and visitors ensuring highest standards of discretion and integrity, sense of responsibility, excellent knowledge of protocol and security issues. The Driver also demonstrates a client-oriented approach, courtesy, tact and ability to work with people of different national and cultural backgrounds.
Upon request of the supervisor, the Driver provides driving services to the DSS staff in the CO, Consultants and Experts and UN staff on mission.
III. Functions / Key Results Expected

1. Ensures provision of reliable and secure driving services by a) driving office vehicles for the transport of authorized personnel and delivery and collection of mail, documents and other items and b) meeting official personnel and visitors at the airport, visa and customs formalities arrangement when required.
2. Ensures cost-savings through proper use of vehicle through accurate maintenance of daily vehicle logs, provision of inputs to preparation of the vehicle maintenance plans and reports.
3. Ensures proper day-to-day maintenance of the assigned vehicle through timely minor repairs, arrangements for major repairs, timely changes of oil, check of tires, brakes, car washing, etc.
4. Ensures availability of all the required documents/supplies including vehicle insurance, vehicle logs, office directory, map of the city/country, first aid kit, and necessary spare parts.
5. Ensures that all immediate actions required by rules and regulations are taken in case of involvement in accidents.
6. Provide effective clerical support with the following results:
o Close liaison with UNDP Travel, Procurement and Administration units to speed up the delivery of urgent vehicle equipment and prevent unnecessary delays.
o Photocopying and collecting of documents when requested.
7. Supports knowledge building and knowledge sharing by conducting on-the-job training to staff increasing their driving skills and knowledge of vehicle documentation; and ability to operate the vehicle more safely in a hostile environment.
IV. Impact of Results
The key results have an impact on the accurate, safe and timely execution of the CO services. The additional support provided by the driver will also increase the operational effectiveness of DSS Office as a whole through more effective allocation of tasks and responsibilities.

VI. Recruitment Qualifications
Education: Secondary Education, Valid Driver’s license and a certificate of good conduct
Experience: 3 years’ work experience as a driver; safe driving record; knowledge of driving rules and regulations and skills in minor vehicle repair.
Language requirements: Fluency in English and Kiswahili is required.
Other requirements: Candidates considered for the post will be required to sit a driving test as part of the selection procedure.

Job Summary
Based Out Of: Nairobi
1. The Global Roving Security Manager (GRSM) will be responsible for advising the various Country Directors on all safety and security related matters.
2. Routinely carry out risk, vulnerability and threat assessments as well as physical security assessments of all sites making prioritized recommendations for improvement and follow through with approved recommendations until fully implemented
3. Build the capacity of Country Security Managers and National Security Officers through mentoring and training
4. Coordinate and provide relevant training to all field staff
5. Liaise with local and regional officials, UN, NGO and other agencies regarding security issues in the planning, coordination, promotion of, and support for existing and future IMC projects
6. Collect, author, compile and analyze security related reports, SOPA's and humanitarian related security information from multiple sources ensuring IMCA's security posture is current and relevant to the situation on the ground
7. Track and report on relevant incidents, near misses, and the geopolitical situations globally.
8. Build strong professional relationships with fellow NGO security focal points and support info sharing functions as appropriate.
9. Work with HQ security to insure the proper implementation of security policies and procedures
Qualifications
Org .Setting and Reporting
The United Nations Human Settlements Programme, UN-HABITAT, is the United Nations agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The post is located in the Office of External Relations within the Office of the Executive Director.
Responsibilities
Reporting to the Deputy Executive Director, the incumbent’s responsibilities will be 1. Management: Provide leadership, exercising oversight and maintaining coherence in the implementation of the work programme linked to (I) the Secretariat to the Governing Council and World Urban Forum; (II) Resource Mobilization Unit and (III) Information Service Section, In coordination with the work carried out by other divisions, agencies and bodies of the United Nations system. Undertake and oversee the programmatic/administrative tasks necessary for the functioning of the Office, including preparations of budgets, reporting on budget/programme performance, evaluation of staff performance, staff recruitment, and preparation of inputs for results-based budgeting. Advisory support, direction and input to the implementation of the Medium Strategic and Institutional Plan (MTSIP). 2. Secretariat to the Governing Council/World Urban Forum: Provide leadership to the development of an innovative change management programme. Specifically, provide policy guidance on the development of UN-Habitat’s strategic plan and long-term programme of cooperation with other/UN organizations and agencies. Define broad strategies to promote and support policy advocacy activities and initiate and coordinate high level policy dialogues with governments; local authorities and other partners. Enhance UN-habitat’s relationship with governments and the Permanent Missions, establishing protocols and ensuring the appropriate platforms for inter-agency and inter-governmental cooperation/exchange towards the achievement of set goals and the identification of new initiatives. Provide overall direction for the effective function of the Committee of Permanent Representatives and its working bodies. 3. Information Services: Provide direction, management and coordination of the work of the Information Service Section to ensure high quality and consistency of the organization’s informational and promotional products and activities with the overall information policy. 4. Resource Mobilization: Participate in and contribute to the organization’s strategic vision and the resulting work programme. Coordinate global programmes, incorporating experience and information into the UN-habitat work programme, through the formulation, implementation and elaboration of a resource mobilization strategy to broaden the UN-habitat’s funding base. Oversee through coordination and monitoring of Un-HABITAT’s funding proposals and progress reports to donors with a view of identifying donor funding opportunities. Negotiate funding agreements with donors. Undertake any other duties as directed by the Executive Director.

Education
Advanced university degree (Master’s degree or equivalent) in economics, social sciences or related fields. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of fifteen years of progressively responsible experience in policy and operational work on development issues required. Experience in inter-agency coordination required.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in written and oral English is required. Knowledge of another UN official language will be an advantage.

II. Background and Objectives of the assignment
UNDP has been at the forefront globally and at country levels to contribute towards and support national responses to HIV & AIDS together with other development partners. In Somalia, UNDP has been actively involved in the HIV & AIDS response since 2004. UNDP’s main focus is to strengthen Governance of AIDS Responses which focus on 3 critical areas: i) Strengthening Governance Structures for the HIV responses, ii) Supporting Decentralisation of the HIV & AIDS response and iii) Strengthening Partnerships between government and civil society to help create an enabling environment to support the response to HIV & AIDS. This involves working with the media to help create an enabling environment and reduce stigma and discrimination, plus work to protect the rights of People Living with HIV & AIDS (PLHAs), women, and other vulnerable populations.
As per the scope of work below, this consultancy will support UNDP efforts to strengthen governance structures for the HIV response in Somalia and support partners that UNDP works with in Somaliland, Puntland and South Central. The position is based in Nairobi but will require some travel to the field.
To this end, UNDP Somalia is recruiting an HIV & AIDS Programme Specialist who will support all activities outlined in scope of work below.
III. Scope of work
1.Oversee the work of the HIV & AIDS Unit, which is carried out in South-Central Somalia, Puntland and Somaliland.
2.Provide Technical Assistance, as well as programmatic and operational support to three staff that work with the HIV Unit
3.Oversee implementation of Project Partnership Agreements UNDP HIV Unit has signed with partners. Support all project implementation, supported by UNDP HIV Unit
4.Ensure high quality programme management, tracking of progress and day to day coordination of HIV/AIDS project activities
5.Develop high quality reports are submitted to donors on programme implementation, in a timely manner
6.Prepare partnership agreements to be signed with partners as necessary e.g. Micro Capital Grants (MCGs) and Letters of Agreement (LOA)
7.In collaboration with the Programme Management Support Team (PMST) and operations team, follow up on payments to be made to all partners.
8.Travel to Somaliland and Puntland to meet with UNDP Partners and to participate in Quarterly Round 8 HIV & AIDS Coordination meetings, coordinated by UNICEF Somalia
9.Participate in HIV & AIDS Working Group meetings and IPTCS (Integrated Prevention Treatment Care and Support) meetings in Nairobi, plus any other meetings deemed necessary by the Deputy Country Director – Programme.
IV. Monitoring and Progress controls
The International Consultant will report to the Deputy Country Director – Programme on a monthly basis.
V. Final product/deliverable
1.Technical Advise provided to ensure the smooth implementation of all activities included in 12 partnership agreements UNDP has with partners in Somalia.
2.Media Strategy Workshop arranged with all Media Partners UNDP works with in Somalia and roll out of new initiatives supported and implemented
3.Oversee and support the work of all staff that work with UNDP HIV Unit
4.Additional partnership agreements signed as appropriate
5.Reports submitted to donors (Global Fund, IOM, UNHCR) in a timely manner

(a) Competencies

•The consultant should be an HIV & AIDS Specialist, with a minimum of 4 years experience working on HIV & AIDS
•Experience of working with a UN Agency on HIV & AIDS in Somalia will be a strong advantage
•Knowledge and experience of working with NGOs that focus on HIV & AIDS in Somalia desirable
•A working knowledge of UNDP systems, processes and procedures will be a strong advantage
•Completion of UN DSS Basic and Advanced Security training and SSAFE a distinct advantage
•Demonstrated experience in implementation work with Most At Risk Populations in Somalia a particular advantage
•Experience with working in a multi-cultural context will be much desired
•Strong inter-personal and coaching skills and experience.
