Terms of Reference: External Auditor for Zinduka Afrika

Zinduka Afrika (ZAF) is registered in Kenya as a Non-Governmental Organization (NGO). ZAF’s vision is to ensure that communities live dignified and quality lives.

The organization implements projects in Primary and Preventive Health Care and Treatment, Secure and Sustainable Livelihoods, Child Support and Protection and Gender and Human Rights Programs

The organization is seeking for a Financial Auditing Firm. 

The auditors shall make a report to the members of the accounts examined by them and on every Balance sheet laid before the Organization at it Annual General Meeting (AGM)during their tenure of office, and report shall state:
Whether or not they have obtained all the information and explanations they have required.Whether, in their opinion, the balance sheet referred to in the report is properly drawn up so as to exhibit a true and correct view of the state of the Organization’s affairs.Will be required to be present during the AGM meeting(s)  Perform as per letter of engagementRequirements;

The MENTOR Initiative, Building Sustainable and Effective Malaria Control for

Vulnerable Communities in North Eastern Province, Kenya

PERIOD: October – November 2012 (maximum 20 days)

I. Background

The MENTOR Initiative (MENTOR) is a not-for-profit organization registered in UK and Kenya which is focused on reducing death and suffering due to malaria and vector borne diseases in emergencies.

Up until 2010 the organization’s work in Kenya focused on implementing short-term emergency malaria control programmes, during and after severe flooding in the Western and North Eastern Provinces in collaboration with Division of Malaria Control (DOMC), other Ministry of Public Health and Sanitation and Ministry of Medical Services. However, after a comprehensive programme development phase, a four year Comic Relief Special Initiative (SI) commenced in January 2010 with the aim of building local capacity to provide sustainable malaria surveillance and control and epidemic response solutions in an area of semi-arid North East Kenya.

This Special Initiative is now due for a periodic review.

II. MENTOR/ Comic Relief, Kenya Malaria Programme

In January 2010, The MENTOR Initiative launched a 4 year special initiative, with Comic Relief, to achieve systemic change in malaria across the three districts of Garissa, Fafi and Lagdera.

Objectives of Programme

To have >80% of all sick people seeking treatment have access to differential diagnosis and confirmatory malaria test and treatment by 2013.To build capacity of the DHMT and communities in the larger Garissa district to detect malaria epidemics, preparedness and respond to epidemics within 7 days of onset by 2013.To ensure that >85% of communities have access to malaria education and improved malaria control services.

Specific activities in this 4 year long Term Special Initiative include: • Improve local capacity at district level to plan and co-ordinate malaria control responses in semi arid areas. • Improve malaria case management through technical capacity building of health workers to accurately diagnose and treat malaria. • Increase speed and accuracy of malaria incidence and health facility stock reporting by establishment of a robust and "real time" ARGOS early warning system (EWS), and local climate change monitoring, comparing advance technology with paper based systems. • Improve commodity supply chain to health facilities, and potentially in the future also to community health workers, through access to regular stock updates. • Weekly monitoring of EWS data and climate predictions at central level to identify early indicators of an epidemic and mount timely responses. • Increase community ownership to deliver malaria prevention activities through supply of LLINs specifically adapted for nomadic communities, technical and material support to implement indoor residual spray (IRS) campaigns to communities exposed to the risk of epidemics and, generally speaking, deliver key messages about why and how to access effective services. • Increase community understanding of malaria, demand for and usage of effective malaria control services and participation in malaria control programming. • Increase understanding of malaria epidemiology in NEP by all partners, including collaboration with KEMRI to implement standardised annual base line malaria surveys for plasmodium faciparum malaria, and the implementation of studies to actively identify plasmodium vivax cases and measure their relative burden. • Improve understanding of the benefit of the standardised use of malaria RDTs and how this may contribute to health system strengthening, especially in relation to the rationalisation of ACT usage and the detection and case management of other febrile illnesses.

III. Evaluation Goal Comic Relief has been one of the funding partners of The MENTOR Initiative since 2010, this mid-term evaluation forms part of the requirements of the programme grant. The goal of this evaluation is to assess and critically analyse the progress of the programme, the methods used, planned strategies and timeframe to identify assumptions and lessons learnt in order to provide inputs for further implantation of the project..

IV. Evaluation Questions

The process of the evaluation should answer the following questions by using participatory instruments;

Programme Effectiveness.
• Outputs and objectives; What progress has been made towards achieving the planned outputs and objectives? Specifically towards the Monitoring and Evaluation plan and learning questions. • Programme Coverage; Has the programme reached all the participants and beneficiaries in the programme’s selection criteria? • Programme Participation; Has the programme engaged sufficiently and appropriately with project stakeholders, in particular project participants and beneficiaries? • Programme Capacity; Is there sufficient capacity to implement and manage the project effectively?

So far, what difference has the programmemade to people’s lives (what, how, who, where, when)? • To what degree have the project outcomes been achieved? Have there been any unexpected outcomes? • Who has benefited (women, men, girls and boys) and in what ways? • Are those changes (outcomes) relevant to people’s health needs? • Are they likely to be sustainable in the long term? • Have there been changes to policies, practice and attitudes of decision and policy makers to benefit the project’s target groups? • To what extent has the project contributed to the achievement of broader Malaria national and international policies, conventions, targets etc in Kenya? • To what extent has the achievement of the changes/ outcomes been influenced by external context and other factors?

To date, how has the project made this difference? Approaches used by the project and implementing organisations: • Has the overall theory of change for this project been effective in starting to bring about lasting change? Were there any gaps? • What have been the most effective methodologies and approaches the organisation used to bring about changes to people’s lives? What has worked and what has not? What lessons have been learned? Who have they been shared with? • How has the type of organisations funded (e.g. user-led, social enterprise, national or international NGO), both UK and local, helped or hindered the delivery of lasting change? • How have relationships between partners throughout the relationship chain (looking at UK organisation-local partner(s)-target groups) helped or hindered the delivery of change /outcomes? • How effective have the project’s management, monitoring, learning and financial systems been? How have they helped or hindered the delivery of lasting change? • Has the project been cost effective?

Approaches used by Comic Relief: • How have Comic Relief’s grant making policies and processes (e.g. how we define our programme strategies and outcomes, how we assess applications) helped or hindered the delivery of lasting change? • How has Comic Relief’s approach to grant management (e.g. individual work with grant holders, and learning activities with other funded organisations) helped or hindered the delivery of lasting change? • How has the way Comic Relief used its organisational assets helped or hindered the delivery of change (e.g. use of the media, access to decision makers)? • Are there any other ways in which Comic Relief has helped or hindered the delivery of change?

V. Project Review and Methodology

It is expected that the evaluator would review and make an analysis of the relevant documents such as project proposals and project reports.It is expected the evaluator will apply a participatory methodology throughout the assessment, engaging all stakeholders including Comic Relief grant staff and MENTOR HQ staff.

VI. Project Area

The Field implementation area is Greater Garissa and includes the districts of Garissa, Balambala, Fafi and Lagdera. The Programme workbase is in Garissa. All pre and post field trip write up must be conducted from the evaluators own premises.

VII. Documentation The available documents related to The MENTOR Initiative project are as follows: 1. Project Proposal. 2. Project Reports. 3. Study protocols. 3. Published paper.

VIII. Qualifications of Evaluator 1. The evaluator should have 3-7 years of experience of working with health projects preferably with a malaria component in emergency or insecure environments. 2. The evaluator should have prior experience of working with Somali communities, and nomadic communities. 3. The evaluator should provide a 3-5 page proposed evaluation plan to undertake this assignment. 4. The evaluator should submit 1 sample of a previous evaluation report.

The evaluator should be aware that North Eastern Province is classed as an insecure environment and all travel within the implementation area will be dependent on the current security situation and assessment by MENTOR’s Kenya Programme Director. As a contractee of The MENTOR Initiative the evaluator will be expected to closely adhere to and respect The MENTOR Initiative’s Code of Conduct including sexual harassment guidelines and security regulations.

IX. Timeline and Deliverables

The final evaluation will be undertaken and completed between October to November of 2012. (For a maximum of 20 days) 1. 2 days for preparation and review of documentations. 2. 1-2 days for inception report. 3. 8-10 days for field implementation. 4. 3 days for data analysis and report writing. 5. 1 day for draft report discussion. 6. 2 days for finalizing evaluation report.

X. Reporting

The evaluator should provide final evaluation report in English that is jargon free and no more than 30 pages in length, consisting of the following items.

Executive summary.Introduction and background to the evaluation that is relevant to the report’s analysis and conclusionsMethodology usedContext analysis that include findings, conclusions and assessment. Lesson Learned. The evaluator is expected to consider on how good practice has been incorporated in the project. Specific Actionable and Prioritized recommendations. This includes short term recommendations and long term recommendations and details of how actions can be readily implemented.Guidance and road map of how the document will be disseminated and findings shared.Annexes. • Terms of reference for the Evaluations. • Profile of the Evaluation Team. • Evaluation Schedule. • Documents and technical details consulted during the evaluation. • List of informants. • Field data used during the evaluation, including baselines and focus group stories and data. • Bibliography. • Background information if required.

Draft report should be discussed and presented to MENTOR Programme Managers and MENTOR Kenya prior to finalization.

XI. Funding • This mid-term evaluation is being funded by The MENTOR Initiative.

We work with social movements , CSOs and their coalitions and alliances, the African Union (AU), Regional economic blocks (RECs) and Governments to influence, popularise and implement key international and continental policy standards, pledges and human rights instruments. Our Strategic Framework 2010-2013 works towards the national implementation of these policy intentions and the protection of the rights and freedoms that they exemplify. Consistent with our Oxfam southern campaigning principles, we also recognise that the primary agency for change in Africa lies in Africa and with African organisations. To this end, we will support a strong and autonomous pan Africa campaigning force of pan African coalitions, alliances and social movements to articulate their change objectives and work closely with their own members and partners at various levels.

What change is Oxfam Pan Africa aim to bring about?
Poverty and suffering in Africa is the consequence of unequal power relations between Africa and the global political-economy as well as the denial by African States of citizen's economic, social and human rights and fundamental freedoms. Four centuries of trans-continental slavery, a century of colonialism and two decades of Structural Adjustment Programmes (SAPs) have produced common challenges for Africa. The failure of global policy institutions to stop the over-exploitation of African resources, commodity price-fixing of Africa's resources by industrialised countries, capital flight and the global under-representation of Africa in institutions such as the United Nations and the International Finance Institutions have undermined Africa's capacity to achieve economic independence and a greater share of the world market. Oxfam believes that assertive representation of both African state and non-state actors in these global spaces is critical. Oxfam believes that a strong and dynamic civil society is a precondition for pro-poor change in Africa. Inequality, exclusion and marginalisation are the consequence of the failure of the African state to regulate the distribution of sub-soil assets and other natural resources , financial capital and markets in a fair and responsible manner. Consequently, the majority of African men, women and children remain marginalised by their lack of voice, visibility and informed participation in setting the public policy agenda and holding political elites accountable.

Terms of Reference External Evaluation

In 2010 Oxfam launched its first joint Pan Africa Strategic Framework, implemented by Oxfam Great Britain (OGB) and Oxfam Novib Netherlands (ONL) and funded by Oxfam America, Intermon and Australia. 

The strategy sought to bring greater coherence of the work of Oxfam affiliates and a more powerful voice for policy & practices changes at Pan African level.

Drawing close to the end of the implementation period of the strategic framework 2010-2013, we will commission an external evaluation of our strategy to analyse the results attained, the impact related hereto, capture lessons learnt and give orientations for the next strategic period: 2014-2017.

Four centuries of trans-continental slavery, a century of colonialism and two decades of Structural Adjustment Programmes (SAPs) have produced common challenges for Africa. The failure of global policy institutions to stop the over-exploitation of African resources, commodity price-fixing of Africa's resources by industrialised countries, capital flight and the global under-representation of Africa in institutions such as the United Nations and the International Finance Institutions have undermined Africa's capacity to achieve economic independence and a greater share of the world market. Oxfam believes that assertive representation of both African state and non-state actors in these global spaces is critical. Oxfam believes that a strong and dynamic civil society is a precondition for pro-poor change in Africa. Inequality, exclusion and marginalisation are the consequence of the failure of the African state to regulate the distribution of sub-soil assets and other natural resources, financial capital and markets in a fair and responsible manner. Consequently, the majority of African men, women and children remain marginalised by their lack of voice, visibility and informed participation in setting the public policy agenda and holding political elites accountable. In 2010-2013, Oxfam sought to enable, strengthen and accompany more than thirty Pan African coalitions, alliances and social movements to realise fundamental freedoms and basic human rights in three primary areas: gender justice, economic justice and democratic governance. We do this by supporting a strong and autonomous pan African campaigning force of coalitions, alliances and social movements from four offices located in Addis Ababa, Dakar, Nairobi and Den Haag, with support from the Oxfam presence in South Africa and other country offices in Africa. A joint governance and management system guides the participating affiliates.

Objectives of the Evaluation
The overall objective of the evaluation is to assess the performance as per planned outcomes, document lessons learnt in the implementation of the Pan Africa Strategic Framework (PAF) since 2010 and suggest key elements for a new phase of the programme. Specifically the evaluation will assess issues related to relevance, effectiveness, efficiency and will come up with orientations and recommendations for successful implementation of a further phase.
The specific evaluation issues to focus on are:Assess whether the analysis, theory of change, objectives and outcomes of the programme were and still are relevant, appropriate and realisticEvaluate whether Oxfam adequately adapted the implementation of the Framework to context changes in 2010-2013Assess the coherence of activities in relation to outputs and the latter in relation to outcomesEstablish the status of progress and achievements for the period by comparing actual and expected outcomes, including unintended outcomes (evidence based quantitative and qualitative findings), as well as the sustainability of theseDetermine what policy and practice changes have occurred and how they have contributed to the achievement of the outcomesAscertain how policy changes at pan Africa level translated into change at national levelAssess the status, influence and sustainability of civil society coalitions/social movements which Oxfam has supported through its PAFAscertain to which extent the PAF contributed to Oxfam campaigns, and how this has been appreciated.What are the possibilities for enhanced linking of local-regional-global programming and campaigning?Analyse the effectiveness of the information system in relation to achievements and documentation of lesson learntAssess cost efficiency of outcomes achievedAssess the strengths and weaknesses and any constraints in the implementation of the programmeAppreciate how the program contributed to gender empowerment and furthering gender equality  Document lessons learnt, gaps and possible catalytic effects of actions implemented; as well as the effectiveness of the intervention strategiesMake strategic and operational recommendations for the new phase of programme
The external assessment will be carried out by (an) external consultant(s). Qualitative information gathering methods will be applied.The detailed methodology shall be proposed by the consultant(s) in consultation with Oxfam. Nevertheless, the minimum methodological steps to include are: Documentation review. This includes but not limited, program documents, annual reports, annual work plans and budgets, internal review reports, researches and policy briefs, position papers, advocacy material and communication strategies, specific notes and any external written feedback, publications, media statements, blogs, etc.…  Semi structured or/and structured interviews with different stakeholders (face-to-face, by emails or by teleconference. This will include but not limited to: Oxfam staff: Pan Africa team; managers/country directors, programme officers, technical focal persons in OGB and ONL Headquarters and Oxfam country offices (at least 2 from each African region); other relevant staff including the Regional Directors, Institutional Funding Units, Campaign Teams (incl. RiC staff, GROW), etc.Partner organisations: relevant person in national and regional farmers and women’s rights networks; pan African, regional and national CSO organisations engaged in one of the four pillars of the Strategic Framework; etc. Like minded organisations  Institutions we seek to influence: relevant representatives of African Union bodies, Africa Development Bank, Regional Economic Blocs, National Governments, etc. Donor community: DfID (UK), DGIS (Netherlands), SIDA (Sweden) and so on Survey/Questionnaire to consult partners and key stakeholders. Impact assessment.Country visits to one Oxfam programme each in West Africa, Southern Africa and the Horn, East and Central Africa (HECA); including visits to PAF-partners present in-country, where relevant.  The methodology will include non formal feedback sessions to be done to the Reference Committee and will be organised at midterm and end of the assignment. After production of the draft report a formal restitution session will be organised with the participation of Oxfam Pan Africa staff (and representation of regional/country directors if possible).

A detailed external assessment methodology will be submitted by the consultant(s) and discussed with the evaluation committee. The proposed methodology will be gender sensitive and will include justification of methodological choices.

4. Evaluation Report and Related Products


The consultant(s) will produce and submit a quality report to the Reference Committee for the evaluation of the Oxfam Pan Africa Framework 2010-2013.
The report will have a maximum of 30 pages (excluding annexes). This report, written in English will be primary used by Oxfam, and will be shared when necessary with its donors and partners.  
The evaluation report will contains at least the following elements:Executive summary, including the major findings of the evaluation and summary conclusions and recommendationsObjectives of the evaluationOutline of the methodology and  its justificationLimitations of the evaluation if anyPresentation of the analysis and findings, including unexpected relevant findingsRecommendations Conclusions(Interview/Questionnaire) Reports and appendices5. Desired profile consultant(s)
The consultant(s) should have:Masters Degree in a relevant field (minimum)Specialised in international and/or social developmentAt least 5 years of consultancy experience on evaluating advocacy and campaigning programmesDemonstrated experience with focus on gender, social transformation and conflict managementExperience in programme evaluation with proven analytical skills is requiredProficiency in two of the three working languages (English, French and Portuguese) is highly desired6. Time-frame for the Evaluation
The evaluation should last a maximum of 1 month, starting from September 24th. A daily rate will be agreed with the consultant(s) for a maximum of 25 days, and according to the Oxfam standards of consultancy. 

The draft report should be submitted to the Reference Committee on Sunday October 22th. A feedback session will be organised with the Reference Committee and representatives of Regional/Country Directors thereafter. A final report should be submitted to the Reference Committee by October 26th 2012 at the latest. 

Logistics and payment modalities will be included in the contract agreement.

Job Summary
Reporting to the manager policy application and management, the job holder will assist in development of strategy, devising a logical & strategical approach to key issues; execute communications and lobbying initiatives. He/she will also be required to develop, plan and execute public relations programs that enhance the external perceptions of the company; interact and works closely with Corporate & Public Affairs.

In order to achieve the key corporate objective of being acknowledged as the leader in nutrition by healthcare professionals, governments, NGO’s, customers, consumers and competitors, the role holder will be required to assist to build a franchise as the most respected, knowledgeable and trustworthy scientific partner for the medical and scientific community.

Responsibilities
1. Develop background information on issues of concern, analyze their potential impact and present recommendations to Legislation committee. Remain current with issues in Infant Feeding.

2. Serve as a contact for and develop partnerships with organizations (Public Policy, civic Leaders, Govt and Non Govt). Responsible for ‘relation creating initiatives/activities’ amongst key government departments, WHO and other critical representatives in order to communicate on issues of importance for our Infant Nutrition business.

3. Actively lobby in all countries in order to get balanced local codes in line with the WHO guidelines (where code is not legislated yet).Encourage governments to set up relevant monitoring bodies as regards their local code or WHO Code.

4. Assist with ensuring in all countries the implementation of the WHO Code and related matters, with the organizations Instructions as the guideline. Ensure implementation of local WHOCMS (WHO Code Management System) in every country.

5. Serve as a contact person for and maintain positive relations with KOL Become the key organizations liaison person with WHO Regional and local offices and be seen as the knowledge partner in order develops a reputation amongst key WHO officials.

6. Represent position to Govt, Local Authority, Interest groups, Associations and organizations. Provide leadership in the organization on all WHO related issues.

7. Monitor media coverage of issues of significance to the Company and work with corporate affairs in proactive media relations and in handling all media enquiries for the Company

8. Ensure maximum utilization of the organizations Program and initiate/conceptualize suitable scientific materials locally produced (i.e. E-Book)

Requirements
* Minimum requirement is 3-4 years tertiary education in nutrition;
* Experience and knowledge of local culture and strong networks including working with key government departments and WHO
* Experience working with corporate and public affairs team(s)
* Ability to prioritize and understand value and context of relationships
* Experience and confidence in working with people at different levels
* Ability to recognize key issues, threats and opportunities for policy and lobbying objectives
* Excellent team player

Org .Setting and Reporting

The United Nations Human Settlements Programme, UN-HABITAT, is the United Nations agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The post is located in the Office of External Relations within the Office of the Executive Director.

Responsibilities

Reporting to the Deputy Executive Director, the incumbent’s responsibilities will be 1. Management: Provide leadership, exercising oversight and maintaining coherence in the implementation of the work programme linked to (I) the Secretariat to the Governing Council and World Urban Forum; (II) Resource Mobilization Unit and (III) Information Service Section, In coordination with the work carried out by other divisions, agencies and bodies of the United Nations system. Undertake and oversee the programmatic/administrative tasks necessary for the functioning of the Office, including preparations of budgets, reporting on budget/programme performance, evaluation of staff performance, staff recruitment, and preparation of inputs for results-based budgeting. Advisory support, direction and input to the implementation of the Medium Strategic and Institutional Plan (MTSIP). 2. Secretariat to the Governing Council/World Urban Forum: Provide leadership to the development of an innovative change management programme. Specifically, provide policy guidance on the development of UN-Habitat’s strategic plan and long-term programme of cooperation with other/UN organizations and agencies. Define broad strategies to promote and support policy advocacy activities and initiate and coordinate high level policy dialogues with governments; local authorities and other partners. Enhance UN-habitat’s relationship with governments and the Permanent Missions, establishing protocols and ensuring the appropriate platforms for inter-agency and inter-governmental cooperation/exchange towards the achievement of set goals and the identification of new initiatives. Provide overall direction for the effective function of the Committee of Permanent Representatives and its working bodies. 3. Information Services: Provide direction, management and coordination of the work of the Information Service Section to ensure high quality and consistency of the organization’s informational and promotional products and activities with the overall information policy. 4. Resource Mobilization: Participate in and contribute to the organization’s strategic vision and the resulting work programme. Coordinate global programmes, incorporating experience and information into the UN-habitat work programme, through the formulation, implementation and elaboration of a resource mobilization strategy to broaden the UN-habitat’s funding base. Oversee through coordination and monitoring of Un-HABITAT’s funding proposals and progress reports to donors with a view of identifying donor funding opportunities. Negotiate funding agreements with donors. Undertake any other duties as directed by the Executive Director.

Education

Advanced university degree (Master’s degree or equivalent) in economics, social sciences or related fields. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of fifteen years of progressively responsible experience in policy and operational work on development issues required. Experience in inter-agency coordination required.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in written and oral English is required. Knowledge of another UN official language will be an advantage.
