Kenya Red Cross Society (KRCS) is a humanitarian relief organization created by an Act of Parliament, Cap 256 of the Laws of Kenya on 21st December 1965.
Its vision is to be the most effective, trusted and self-sustaining humanitarian organization in Kenya. The organization’s core business areas are broadly classified into six major departments including Disaster Management, Health and Social Services, Water and Sanitation, Nutrition, Organizational Development and Emergency Operations. In 2010, KRCS was selected as the Civil Society Principal Recipient to manage resources under the Country’s Global Fund Round 10 Grant for HIV and AIDS.
The Global Fund Management Unit of the KRCS manages the Global Grant for HIV and AIDS interventions as the Civil Society Principal Recipient and implements through 52 selected sub recipients.KRCS seeks the expertise of a consultancy firm to design and develop an interactive, user friendly Information system for reporting, data management and archiving. This will enable the Kenya Red Cross Society to improve the management of its data/ information and reporting function across all program areas.

Consultancy to Develop a Results Oriented Information Management System
Turkana and Garissa districts are affected by recurrent natural disasters, conflict and are among the poorest regions in Kenya.
Additional pressure from refugees on existing natural resources such as water, pasture and firewood, which are at the bare minimum due to recurrent droughts, often increase tension and lead to conflict between refugees and communities hosting them. The exposure to diseases outbreak is heightened as health and sanitation facilities are stretched to the limit with women and children being the most affected.
To address this, UNDP together with GOK have developed a project as a medium term measure to support recovery as well as build resilience of communities especially youth and women’s groups affected by the drought and to strengthen institutions responsible for recovery and disaster risk reduction work. The interventions address short term livelihoods economic recovery needs of youth and women while establishing in the process the capacities and building blocks of sustainable local long-term development.

Job Description

Report to the System AdministratorImplements, manages, and troubleshoots existing network and system environments. Provides administration, operation management, and support for all computer systems, workstations.Performs frequent server checks and implements patches on servers also applying operating system updates patches, and configuration changes.Performs maintenance of desktop computers and performance tuning.Installing and configuring new hardware and software.Adding, removing, or updating user account information, resetting passwords, etc through AD.Working on Database correction of entered record.Technical support and troubleshooting any reported problems.Responsibility for documenting the configuration of the system.Schedules, performs, and monitors system backups and, when necessary, performs data recoveries.Maintains software, including testing, evaluation and installation of new versions or authorized modifications to custom and vendor-supplied operating systems and related software.Determines and initiates appropriate and immediate actions needed to restore normal services with minimal down time. Overall Objective of the Position

The Field Officer-HIS is based in Kisii and will have responsibility for collection, collation, compilation, analysis, maintaining and dissemination of data on malaria, HIV/AIDS and TB and other project related areas.

S/he will assist the Project Officer- M&E in establishing and strengthening a comprehensive monitoring and evaluation system to measure programme progress and impact and establish effective lesson learning and beneficiary accountability mechanisms in the project area.

Specific Responsibilities:

Ensure data collection and entry of relevant data related to Merlin projects in a timely manner, and feedback is given to the source of the data such as DHMTs health facilities and communities in collaboration with other departmentsAnalysis of collected data, make necessary visual presentation and give feedback to each service delivery pointEnsure the database in Merlin M&E department and MoH are functional and in useAssist MoH staff in collecting, collating and disseminating HIV/AIDS and TB and other relevant data on time.Assist conduction of survey, evaluation and research activitiesEnsure MoH data tools (registers, forms etc) are correctly utilised, kept and updated within Merlin project areas including health facilities and communitiesAssist the Project Officer-M&E with the preparation and presentation of data for internal and donor reports in a timely mannerEnsure availability of relevant data collection tools within the Merlin supported health facilities sites.Foster ownership of data collection tools and related data by health facilities.
