Background
: The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. The Horn of Africa and Yemen (HOAY) Regional Office is based in Nairobi with country programs in Somalia, Kenya, Ethiopia and Yemen. 

There are also non-operational region-wide initiatives, focusing on advocacy and capacity building supported from the Nairobi Regional Office. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict and natural disasters. About the Job: The Grant and Compliance Coordinator will manage the Somalia grants portfolio by ensuring that all financial reporting is timely and meets all donor requirements.
S/he will be the focal point for grant related compliance matters including building the capacity of staff.

Duties and Responsibilities

Grant management

Develop tools and carry out risk assessment of the grants in the portfolio to identify the Low, Medium and High risk projects in terms of complexity of compliance requirements, risk for DRC reputation due to fraud/corruption, remote management among other areas; for more streamlined grant management processes with support from the RO.Facilitate project kick off meetings ensuring staff and partners are aware of their programmatic, financial and compliance requirements.Review all Somalia grants on a monthly basis in terms of budget versus actual, identify areas of over or under expenditure, instigate remedial actions and liaise over required corrections.Review current grant progress against original plans and log frames, identify areas of concern and ensure remedial actions are taken.In consultation with the Communications and Reporting and HAP Coordinators and the Finance department, assist in consolidating and/or quality control of reports, in relation donor requirements, original project proposal, and consistency in both narrative and financial reports.In coordination with Somalia Finance department, manage effective tracking of project income from the relevant donors.Maintain liaison with donors on matters related to grant management including attending donor and partner meetings at the Nairobi level.Facilitate the quarterly Portfolio Review in consultation with the Area managers and Technical Managers.Support best practices on grant closure procedures and monitor how effectively high-risk grants and contracts follow comprehensive grant closure steps.Carry out periodic internal audit check in close consultation with Nairobi Compliance team.Maintain close working relationship with GPC Consortium partners to collect and collate project information, ensure the compilation of correct and accurate project reports and represent DRC with the donor at the Nairobi level.In coordination with relevant staff, design, maintain and inform internal procedures, systems and tools to facilitate partner compliance with contractual obligations to donors.Carry out internal financial reviews to ensure that donor guidelines are implemented and followed, including financial, procurement and administrative aspects.Use the testing systems developed by the Regional Compliance Manager to ensure that all Somalia offices are following DRC’s financial and administrative policies.Carry out necessary training of staff on donor requirements.Conduct partner capacity assessments and plan capacity building sessions in conjunction with the field staff. Conduct and document periodic implementing partner reviews.Maintain and regularly update the Grants Management System for the all Proposals, Contracts, Reports, Donor Correspondence and related milestones.Responsible for hard and soft copy filling of original signed project and administrative organizational documents. To be successful in this role you must have:

A degree in Finance, Administration or Accounting and certification in CPA ACCA. Possession MBA an added advantage.At least 5 years relevant experience with an international NGO in grant accounting and donor liaison.  Purpose: The Protection Officer will support DRC’s child protection work in Somalia through technical support to the entire project team in preparation of reports, quality analysis, and further verification of data as well as follow up action points. The position will provide additional support to the Protection Sector on need basis.

1.0 The Kenya National Examinations Council (KNEC) is a non-profit making State Corporation established by the Government of Kenya in 1980 by an Act of Parliament (cap.225A) which was repealed and replaced by the KNEC Act, 2012. 

The mandate of KNEC is the development, management and certification of school and post school examinations. As a State Corporation, KNEC falls under the Ministry of Education, Science and Technology.
2.0 KNEC seeks to recruit a visionary, dynamic and innovative Kenyan Citizen to fill the position of Chief Executive Officer

3.0 Duties and Responsibilities
3.1 Reporting to the Council, the Chief Executive Officer (CEO) to the Council will be responsible for the implementation of the Council’s decisions in a results oriented and timely manner in order to achieve the Council’s goals, objectives and agreed performance targets.

 5.0 Basic Qualifications and Experience
A person shall not be appointed the Chief Executive Officer unless that person has:-
5.1 at least a masters degree from a recognised university, in education or other field relevant to the mandate of the Council;
5.2 experience of at least ten (10) years in:-
5.2.1 matters pertaining to education, training or research;
5.2.2 policy formulation and procedures of Government; and
5.2.3 proven leadership ability and integrity at senior management level.
6.0 Other Relevant Competencies
This position requires a results-oriented, self driven and reform minded person with capacity to motivate and lead a team of senior professionals in processing examinations in a timely manner.

Supply Chain Management Consultant

Background


The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Programmes include protection, livelihoods, food and NFI distribution, water and sanitation, and advocacy amongst others. 

The Regional Office (RO) is based in Nairobi, Kenya and there are four country offices and operations in Somalia, Kenya, Ethiopia and Yemen. Currently there are over 500 DRC staff in the region. The last two years have seen significant growth in programme size and a growth in the number of support and management functions demanded and required by the programme offices in order to maintain quality and accountability.

Given this context and the associated challenges, the RO management plans to undertake a comprehensive review of the Logistics and Procurement functions at the RO and a selected field office (Mogadishu).


Purpose
The main objective is to carry out an assessment of the DRC Supply Chain Management (SCM) capacity and effectiveness in service delivery to both beneficiaries and internal customers. 

The expected outcome is to implement sustainable systems that will enable DRC improve quality and accountability in its humanitarian work.

Key Responsibilities


A general assessment will be carried out on the DRC SCM business processes, procedures, structures, capacity and constraints that impact on quality service delivery.


Scope of Work


The review will attempt to cover the following:

Procurement and sourcing processes: review the procurement cycle, procurement planning, procurement tracking, procurement documentation, and provide recommendations of areas for improvementConduct the prequalification of preferred suppliers and service providers in Nairobi and Mogadishu. Institutionalize a formal Tender Committee with clearly defined roles. Review service contracts of current service providers (office supplies, taxi, transporters, fuel, vehicle service, etc.) Inventory management systems Vehicle fleet management including taxi utilization Logistics infrastructure: review all aspects of warehousing, distribution and tracking of supplies. Organizational structural processes and the necessary operating environment enabling strategic coordination of the supply chain.Supply Chain Department: review the structure of the Logistics and Procurement department including review of job descriptions and required skills and competencies. Lead the recruitment of staff in Nairobi.The above reviews must be done in line with DRC policies (Operations Handbook) and main donor regulations (EU, ECHO, DFID, OFDA), and will include reviewing and updating as necessary policies and procedures for the effective management of the supply chain.

Key Deliverables

Assessment report and Recommendations: detailed report on the assessment indicating thorough analysis of current systems and practices, and practical recommendations on what needs to be improved/ implemented. Develop prequalification, shortlisting and preferred suppliers template. Supplier pre-qualifications list: establish list of quality service providers/vendors for specific categories of goods and services. Revised and aligned SCM structure and job specifications.Develop SCM key performance indicators for each of the main areas.Reporting Arrangements

The Consultant will report to the Regional Head of Support Services (RHSS).

Monthly work plans Bi-weekly updates and status report to the RHSS. Final report and deliverables at the end of the assignment.The Consultant will be based in Nairobi with travel to Somalia.

Requirements:


The Consultant must meet the following minimum requirements:

Professional qualification from Chartered Institute of Purchasing and Supply (CIPS, UK) or equivalent. At least 10 years practical experience in supply chain management both at the field and management level. Experience in managing large scale procurements and tenders. Experience in humanitarian sector and particularly in emergency response setting.Proven track record of conducting similar assessments with international NGOs. High level of planning, analytical and report writing skills. Excellent analytical skills and ability to make clear and logical conclusions and recommendations from difficult/complex situations.Experience in building and developing the capacity of logistics staff. Knowledge of procurement guidelines of the major institutional donors.Expression of Interest

Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. DRC seeks to protect refugees and internally displaced people (IDPs) on the basis of humanitarian principles and human rights in general and to promote long term solutions to the problems of forced displacement. Programmes include protection, livelihoods, food and NFI distribution, water and sanitation, and advocacy amongst others. Danish Refugee Council which is a leading humanitarian organization currently works in more than 30 countries throughout the world. In Kenya, DRC work began in 2005 and the key geographical areas of focus are Dadaab refugee camps, Nairobi and Eldoret where DRC is implementing an IDP project in partnership with the Government.
We are inviting applications from suitable consultants to undertake the following studies:
1. A Baseline Assessment Study on Livelihoods in Dadaab Refugee Camps (IFO, IFO 2, Dagahaley, Hagadera & Kambioos)
The assessment aims to define a baseline of quality socio-economic data (through a consultative process), and inform the design of livelihood strategies in support of durable solutions and protection for populations of concern. It would work as a base document for partners working in the Dadaab camps and ensure that the strategies are in line with the livelihood and professional skill needs in the refugee’s eventual areas of return.
The specific objectives of this study are to: Assess the preferred and appropriate vocational and professional training needs in the refugee camps based on the candidate’s level of education;
Assess and provide linkage of livelihood and sports activities in Dadaab refugee camps to potential areas of return in Somalia; Explore how to entrench age, gender and diversity in livelihood interventions; Explore markets for livelihood activities/products within Dadaab refugee camps; Explore the most common and preferred livelihood needs in Dadaab refugee camps;
Explore the viability of livelihood projects undertaken by various Implementing partners clearly indicating the gaps through a comprehensive SWOT analysis; Explore the refugee and host community coexistence and linkage in terms of livelihood opportunities; Propose strategies to enhance livelihood programming in Dadaab and linkages with potential areas of return in Somalia.Required Profile/QualificationPost-graduate degree in economics, social sciences, or relevant development-oriented subject; At least 7 years of experience with the UN, INGOs and/ or NGO sector in the design and implementation of livelihood projects; Expertise in at least two sectors of livelihoods programming desirable: e.g. small and medium enterprise development; micro-financing; food security; vocational and technical education; employment support; cash-for-work interventions;Excellent research and analysis skills;Excellent written and spoken English.Prior experience in leading and conducting livelihood assessments using the Household Economy Approach will be an added advantage.
The Consultants must be available to commence the assessment by 25th February 2013. The Safety Manager (SM) will manage the development and implementation of the DRC Risk Management System (RMS) in order to support the safe and efficient delivery of programme activities within Kenya.

Key Responsibilities Include:

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people.

NRC advocates for the rights of displaced populations and assist within the sector of shelter, education, emergency food security and distribution, camp management and legal assistance.

The Norwegian Refugee Council (NRC) has been present in Somalia since early 2004 and has since expanded its programme to Kenya in 2006 and to Ethiopia in 2011. NRC has mainly focused on Somalis who are displaced by the ongoing conflict and more recently by the drought and famine.

The Regional Office is based in Nairobi, Kenya with offices and operations in Somalia, Kenya and Ethiopia.

The NRC Horn of Africa mission is an expanding program. NRC has been operating in Somaliland since 2004, in Puntland since 2006, and in South Central, with presence in Mogadishu, since January 2007.

NRC started its operations in the refugee camps in Dadaab in February 2007 and intiated shelter activities in the Rift Valley region of Kenya in 2011 before launching a shelter program in Dolo Ado (Ethiopia) in May 2011.

Prioritized activities focus on shelter and infrastructure construction; water, hygiene and sanitation; emergency education including youth education; protection; food security and distribution.

Programs target both emergency responses to acute crises as well as the capacity to address recurring protection needs of refugee or IDP populations through durable solutions. Obtaining and maintaining access to the displaced populations remains the main operational challenge in the Horn of Africa region and in particular in Somalia.

The Human Resource (HR) and Administration Manager will report to the Regional Director (RD) in Nairobi, Kenya. The purpose of the position is to develop, manage and implement operations support in the Horn of Africa Mission in the field of Human Resources and Administration.

Human Resources:

Undertake a review and evaluation of the current HR policy and routines in the mission to identify gaps and weaknesses.
Based on the review and in cooperation with the Regional Director/RD, Country Directors (CDs) or Area Managers (AMs), develop a new HR policy/strategy tailored for regional Horn of Africa program and in line with NRC policies and guidelines.
Ensure that HR plans are developed in all the field offices and are implemented in line with the NRC rules and regulations.
In close cooperation with NRC Oslo and Regional Management team take lead on the recruitment of international and national staff.
Ensure that national staff capacity building plans are developed and implemented, and that all routines and procedures in all the countries and the offices in the region are standardised and streamlined.
Review and redesign the structure of the Administration and HR departments in Somalia, Kenya and Ethiopia to ensure that the structures are adequate for program implementation.
Ensure that administration systems, policies, guidelines and routines are developed and implemented.
Develop and implement a regional administrative strategy for all the countries and field offices in the mission.
Develop computerised archive systems in close cooperation with NRC Oslo and the field offices in the region.
Ensure that all agreements, permits and licenses necessary for NRC’s operations are in place.Personal qualities

Qualifications

Minimum 7 years experience as a Human Resource and Administration manager.
5 years NGO or UN experience.
Relevant higher education degree or other relevant educational background combined with relevant professional experience.
Demonstrated management and leadership skills.
Proven capacities in team building.
Strong communication, interpersonal, analytical and negotiation skills.
Significant understanding of complex emergencies and crisis contexts.
Political and cultural awareness and experience of working where insecurity is a major issue.
Solid experience of work with windows based computer software, and modern accounting-systems.
Fluency in English, both oral and written.
Proven skills in report/proposal writing.
Holder of a valid and clean international driver’s licence.
Knowledge of Somalia and Kenya and/or the Horn of Africa region is an asset.We offer

Commencement: ASAP.

Contract period: 12 months with possible extension

Salary/benefits: According to NRC’s general directions, approximately NOK 45.000,- (€ 5.900) per month, and free housing of moderate standard. Please note that tax fees may occur for some countries.

Duty station will be Nairobi, Kenya, with extensive travel to Somalia and Ethiopia.

This is a family duty station.

Programme follow up will require frequent travelling in the provinces of operational area.

Recreational and social facilities are limited, and accommodation is modest.

International staff members can be required to live in joint accommodation.

The Danish Refugee Council has been providing relief and development services in the Horn of Africa region since 1997. The DRC Kenya Program seeks to fill the following positions to be based in Dadaab Refugee Camp.

1. Head of Construction

To coordinate and ensure the successful implementation of all building and construction works and any other related activities being implemented by DRC.

Key responsibilities include:

Key responsibilities include:

Report writing to various donors in liaison with the Regional Grants Manager and Country DirectorFocal point in proposal development, documentation, monitoring and evaluationUndertake field visits to project sites to ensure activities are in accordance to work plansTraining staff on M&E principles and practicesTraining communities on community-based monitoring and evaluation methodologiesMust possess a degree in Development Studies or other related field with a strong background in statistics.
Minimum three years experience in a senior programmatic position in monitoring and evaluation of humanitarian programs.
Knowledge and experience in participatory approaches and tools for program design, planning, monitoring and evaluation. Please note that the above positions are on a 1-year contract with possibility of extension.

Pursuant to the provision of Article 230 (2) (b) (i) of the Constitution and sections 6 and 7 of the Salaries and Remuneration Act, 2011 (No. 10 of 2011) the Parliamentary Service Commission invites applications from suitably qualified persons to be nominated to represent the Defence Council in the Salaries and Remuneration Commission.

A person is qualified for appointment as a member of the Salaries and Remuneration Commission if the person:-

a) is a Kenyan citizen

b) holds a degree from a university recognized in Kenya;

c) has knowledge and at least ten years’ experience in either –

(i) finance and administration

(ii) public management

(iii) economics

(iv) human resource management, or

(v) labour laws

d) meets the requirement of Chapter Six of the Constitution; and

e) has had a distinguished career in their respective fields.

A person is not qualified for the appointment as a member of the Salaries and Remuneration Commission if the person:-
