Terms of Reference: External Auditor for Zinduka Afrika

Zinduka Afrika (ZAF) is registered in Kenya as a Non-Governmental Organization (NGO). ZAF’s vision is to ensure that communities live dignified and quality lives.

The organization implements projects in Primary and Preventive Health Care and Treatment, Secure and Sustainable Livelihoods, Child Support and Protection and Gender and Human Rights Programs

The organization is seeking for a Financial Auditing Firm. 

The auditors shall make a report to the members of the accounts examined by them and on every Balance sheet laid before the Organization at it Annual General Meeting (AGM)during their tenure of office, and report shall state:
Whether or not they have obtained all the information and explanations they have required.Whether, in their opinion, the balance sheet referred to in the report is properly drawn up so as to exhibit a true and correct view of the state of the Organization’s affairs.Will be required to be present during the AGM meeting(s)  Perform as per letter of engagementRequirements;

The auditing firm must be registered, has been in existence for at least Six (6) years and has conducted audits for the last four (4) years.

The firm is expected to submit Curriculum for two of its senior auditors.

Attach copies of the firm’s certificate of registration, KRA PIN number and KRA compliance certificate.

Response to the Social and Livelihood Needs for HIV/AIDS Prevention in Kenya
 UNODC on behalf of the Joint Programme of Support on AIDS aims to provide social and livelihood support to marginalized people that are vulnerable to or living with HIV and AIDS, namely people who use drugs, inmates and those recently released from prisons.The project will be implemented by six (6) civil society organizations with relevant experience and competencies.
 The specific project objective is to enable targeted groups to better access HIV and drug dependence treatment services and to increase the effectiveness of related interventions through provision of low threshold social and support services within the community or prison settings. a. Trained staff provide basic socio-economic assistance to individuals that are drug-dependent, imprisoned or recently released from prison and at risk of HIV infection or living with HIV.
b. Individuals that are drug dependent, imprisoned or recently released from prison and at risk of HIV infection or living with HIV targeted for socio-economic livelihood services maintain a stable relationship with outreach and drop-in work and comply with treatment activities
c. Individuals that are drug dependent, imprisoned or recently released from prison and at risk of HIV infection or living with AIDS have access to and use improved income-generating opportunities
d. Individuals that are drug dependent, imprisoned or recently released from prison and at risk of HIV infection or living with AIDS targeted for socio-economic livelihood assistance make healthy decisions and behave in a way that does not create risks to others or themselves
e. Basic data is available to serve as evidence for the efficacy of project activities and lessons learned for future sustainable livelihoods projects

AGRA’s mission is to trigger an African-led green revolution based on smallholder farmers in 13 countries in Africa.

To achieve this, AGRA works with a range of partners, from African governments, international partners, the private sector to public institutions to lead the implementation activities.

AGRA’s Soil Health Program makes its investments in 4 sub-programs: research, extension, fertilizer policy and supply, and training and education.

The program intends to recruit consultants to facilitate the development of several key projects in its sub-programs and support in providing oversight in their implementation.

The consultant will work under the supervision of the program officers, and will engage directly through field visits and workshops with project teams to provide technical support.

A fair amount of travelling is expected.

Specific tasks:

Guiding potential grantees in developing quality projects proposalsConducting oversight on projects implementation and reportingStrengthening the capacity of the ISFM Scale-out grantees to conduct quality on-farm demonstrations, adaptive research, and analyze emerging data.Developing brief technical reports that highlight the progress of the projects and synthesize emerging lessons.
Qualifications and Competencies:
Advanced university degree (PhD/MSc or equivalent) in an agricultural related discipline, with at least 5 years post-qualification experience.Good conceptual and project development skills, including development of high quality donor-funding proposals. Evidence of such proposals may be required.Excellent writing and communication skills in English (ability to write in both French and English especially for scientific and policy-oriented audiences would be an added advantage).Excellent computing skills especially in Excel, Access, PowerPoint, MS Word, among others.Duration:This is a four-month consultancy, effective from 15th March to 15th July 2012.

This period could be extended depending on performance and the need for the position.

I. About IEA

The Institute of Economic Affairs (IEA) is a Think Tank with the mandate to promote an informed discourse on key policy issues. The IEA provides important research and analytical support to policy makers and implementers drawn from three arms of government: the executive, legislature and the judiciary.

Our main programme activities are: Regulation and Competition Policy Programme, Budget Information Programme, Trade Information Programme, Futures Programme and Special Programmes. IEA’s vision is to have “A Kenyan society with a well managed economy that allows for informed public participation where national interest, justice and dignity of all citizens are upheld".

This vision is focused on the future and defines the scope of the IEA’s work so as to ensure that the economy is well managed through participation of citizens.

The Trade Information Programme (TIP)

Kenya is simultaneously engaged in a number of trade negotiation agreements and processes that cover a variety of issues. The agreements include: regional agreements - the East African Community (EAC) treaty, the Common Markets for Eastern and Southern Africa (COMESA) agreement, the Cotonou Partnership agreement (CPA) with the European Union (EU); and multilateral agreement - the World Trade Organization (WTO) agreement.

These agreements cover a wide range of issues such as trade, finance, governance, co-operation etc. The Institute recognizes that it can no longer react to trade issues as they emerge, if it is to continue as a public policy think tank, it must begin to anticipate future change rather than merely react to change.

Project Goal

The main goal of the Intellectual Property Initiative (IPI) Project is to increase the level of awareness of stakeholders and the public, on issues relating to patenting and copyrights through research and advocacy activities, in order to use the existing IP system in Kenya as a tool for achieving development and poverty reduction.

Objectives

To monitor and report the developments of the negotiations under the World Trade Organization’s Trade Related Aspects of Intellectual Property Rights (WTO-TRIPs) Agreement and the United Nations Convention on Biodiversity (CBD). The understanding of these international initiatives is important in examining their coherences with national policies and to further address the question why there still exist myriads of challenges even when there are laws that have been put in place. To carry out field surveys on patents and copy rights with the aim of linking these two components to development and poverty reduction in Kenya. To carry out evidence-based advocacy that will raise the level of public awareness on the economic importance of intellectual property and to increase stakeholders’ participation in the IP policymaking process and use of existing regime for development.III. Assess the quality of programme output.Assess the extent to which the project has met the objectives and anticipated outcomes as outlined in the project proposal.Comment on the overall performance of the project in terms of the activities, output and timelines.Assess the strength of the recommendations in terms of their fitness to inform future projects or programme work in the subject of current constitutional reforms.Have evaluated at least 3 projects related to policy issues in Kenya.Have the ability to work within strict deadlines.All applications should be addressed to:
