Under the direct supervision of the Regional Manager, Private Sector Engagement (PSE) and working in close collaboration with the Programme team in the Regional Office, the incumbent will be responsible for supporting the outreach to donors, preparing fundraising proposals, pitch documents and reports to donors as well as other relevant fundraising related materials. The incumbent will assist in the implementation of the work plan of the section including conducting research on potential donors, supporting donor outreach and management of donor relationships, and contributing to a knowledge management system with relevant focal points to share private sector engagement activities across countries.

The incumbent will carry out the main tasks outlined below.

A. Supporting regional fundraising activities:Provide support to enhance existing or to develop new donor relationships with potential for regional funding, including participating in donor meetings and briefings, developing donor friendly funding proposals and materials, and preparing reports on activities.

B. Fundraising support to countries: Assist in timely responses to countries on queries and guidance needed for corporate partnerships. Provide support in the development of local partnerships and information needed about regional or global partnerships.

Assist the section to provide technical support to UNICEF South Africa on the development and implementation of their pledge program including advice on donor acquisition, retention, vendor management, donor communications and administrative details for management of the program.

C. Developing funding proposals: Assist in the development of concept notes, funding proposals, and pitch documents including coordinating with Country Offices to assess needs and opportunities for sharing with donorseveloping f with offices to assess needs and opportunities for sharing with donors. Ensure quality of donor proposals and materials before submission to donors.

D. Knowledge Management: Provide support to the section to facilitate regular information sharing with PSE focal points across countries.

E. Other duties. Other duties as required including assisting in the implementation of the work plan for the section.

QUALIFICATIONS

· Advanced University Degree (Master’s degree or equivalent) in Business Administration, Communication, Social Sciences or related fields. (Bachelor’s degree in related field with ten or more years of experience as described below can be considered in lieu of Advanced University degree)

· Minimum 5 years of progressively responsible professional work experience in corporate fundraising, donor outreach and management, project administration in corporate and institutional fundraising, preferably with some at the international level.

· Experience in individual or pledge fundraising also highly valuable

· Strong writing skills, with strong preference for knowledge and experience in writing for UNICEF and private sector audiences.

· Fluency in English. Knowledge of another UN language would be an asset.

Purpose of Position: The purpose of the post is to effectively implement and respond to the technical needs of the health component of the World Vision South Sudan country program. 

The Health Sector Specialist will identify, design, implement and monitor quality health programs for emergency, transitional and development situations, including strengthening coordination in the health sector at payam, county, state and national levels. Key Responsibilities

Program Development and Management:

Ensure effective designing and implementation of WVSS health programming.Routinely assess health programming opportunities including participating in interagency field assessments to potential programming locations and preparing written reports of findings to the WVSS Resource Acquisition Team and Operations Team leadership.Ensure the preparation and timely submission of project implementation reports in partnership with the WVSS Resource Acquisition Team in accordance with donor requirements and World Vision standards.Coordinate plans with government, partner NGOs, UN agencies, and Health Cluster to foster collaborative health responses.Actively represent World Vision health programming in relevant technical foras, meetings and working groups.Identify capacity needs within current health programming and support development of appropriate capacity building plans to address priority needs for effective implementation of high quality health programs.Support the design and implementation of training programs in health for communities, program staff, and government partners as required.Ensure the availability of necessary training and resource materials in health.Develop clear short and long term strategies for health programming with mapping needs and project coverage.Prepare monitoring and evaluation tool and guidelines to track health project activities.Make sure documentation of signed files of WVSS Child Protection Policy compliance and code of conduct formats by Contractors and Consultants who work in activities of health in emergencies.Ensure linkages and collaboration of health projects with other sectors at district level during planning and implementation.Document the project implementation experiences and lessons learned of the health project activities.Adhere to the technical and financial policies and regulations of WVSS.Monitor the effective utilization of program supplies and materials.Develop proposals and concept papers on for identified health intervention opportunities.Prepare periodic activity and financial reports on the implementation and challenges of health program interventions.Propose the arrangement for procurement of supplies needed for use in health activities.Work closely with the South Sudan Ministry of Health and other government counterparts as possible, NGOs and agencies involved in the Health Cluster to strengthen capacity and systems for the delivery of Health programming.Conduct regular visits to project sites to facilitate and monitor the implementation of program activities.Submit monthly reports to the concerned bodies.Participate in project evaluation with technical experts from government and INGOs.Manage day-to day activities of the assigned program activities.Knowledge, Skills and Abilities

Undergraduate degree in Health or Nursing required. The Strengthening Health Outcomes through the Private Sector (SHOPS) project is USAID's flagship project in private sector health. 

It works to involve nongovernmental organizations and for-profit entities in addressing the many health needs of people in developing countries, with particular focus on family planning and reproductive health, child health, and HIV/AIDS. Abt Associates is seeking to hire a Health Finance Specialist to manage and provide technical assistance to health finance activities implemented byKenya/SHOPS.

General Job Responsibilities

A Technical Specialist (TS) at this level would be an expert in the professional field.  

He/she would have direct project management responsibility for a small project or one component of an overall project that is large, highly complex, highly visible, and well-funded.  General responsibilities may include:Provide direct  management and technical direction to one or several components of the project;Design and implement one or more of the project’s technical aspects;Manage and monitor technical aspects of the program, and advise the Project Director on technical, budgetary, and management aspects of implementation;Provide research, analysis, and consultation on project planning, implementation, monitoring, and evaluation;Collaborate with key partners (government, NGO, commercial sector, USAID partners and other donors); andServe as subject matter expert.Specific Job Responsibilities
The Health Finance Specialist will report to the Chief of Party and liaise with technical management at Abt/SHOPS headquarters. The Health Finance Specialist is expected to:Provide technical assistance (TA) for health finance activities, including research, analysis, and advisory services.  These activities may include but are not limited to: identification and scale-up of health care financing mechanisms, including micro-insurance and medical savings accounts; development and piloting of provider payment mechanisms; expansion of health insurance coverage through promotion of healthcare financing partnerships; and costing analysis for outpatient and inpatient packages.In collaboration with the Kenya/SHOPS team, work to develop and sustain partnerships with government partners, private sector stakeholders, and other donors in support of these activities.Provide management and budgetary oversight on implementation of health financing activities to ensure all activities are completed within the agreed to timeframe and budget.Track progress of health financing activities against the workplan in accordance with available funding.  Ensure all processes and procedures for project implementation are in accordance with USAID guidelines and protocols.Support monitoring and evaluation of project activities, including ongoing assessment of health finance activities, and support project documentation (including financial reporting) as needed.  Contribute to project deliverables, including reporting and writing.  As additional funding becomes available, provide guidance for additional activities or expanded scope or existing activities in consultation with the Kenya/SHOPS team and USAID/Kenya.  As a member of the Kenya/SHOPS team, participate in and contribute to the workplan development and updating process, including providing technical and budgetary guidance for health finance activities.  Participate in team meetings and contribute to the overall success of program implementation.  Develop SOWs and help identify consultants to support program implementation.Regularly track and report progress of health finance activities by contributing to quarterly, semi-annual and annual reports in accordance to USAID reporting guidelines.Contribute to business development efforts in Kenya as appropriate, by providing technical input into new proposals for USAID and other donors.Master’s degree and 6+ years of relevant experience OR the equivalent combination of education and experience;5+ years of experience in developing and managing health finance programs for vulnerable populations, preferably in Kenya; Experience working on USAID programs or other donor funded work; Excellent partnership development and collaboration skills, including with Ministries of Health, private sector stakeholders, and other donors;Project management experience dealing with various elements of a large project and various team members across the world;Demonstrated teamwork skills and ability to produce high quality work in a timely manner;English language fluency and excellent written and spoken communication skills;Computer literacy.Preferred Skills and Qualifications:Technical expertise in one or more of the following areas: health economics, health financing, health insurance, and costing.Familiarity with the public sector’s mechanisms and policy/regulatory environment related to health financing in Kenya.Please include a short (3-5 page) writing sample.

Key Responsibilities

The Project aims to create a sound financial system and strengthened legal framework and to enhance judicial capacity that will ensure improved access to quality financial and related legal and judicial services.

The role of the Specialist is to provide technical expertise for the effective implementation of the legal and judicial sector reform components of the FLSTAP.

The Financial Management Technical Advisor will be responsible for providing technical assistance in financial management to partners and clients such as large Government of Kenya (GoK) hospitals, Faith-based Organizations (FBOs) working in the health sector, and Departments/Divisions in the Ministries of Health (MOH).
