Regional Emergency Project Coordinator – Kenyan National Position

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs.

Norwegian Refugee Council’s regional office has Somalia, Kenya, Ethiopia, Yemen, South Sudan, Djibouti, Eritrea and Uganda where assistance is provided to the displaced populations in the areas of WASH, Food Security, Shelter, Education, ICLA (Information Counseling & Legal Assistance) and Camp Management, with its regional office in Nairobi, Kenya.

The Project Coordinator is responsible for leading assessments during emergencies and launching new emergency response under the support and guidance of the Regional Roving Area Manager in the Horn, South Sudan and Yemen NRC Regional Offices and any new identified areas or locations.
The Emergency Project Coordinator will report to the Regional Roving Area Manager.

The Emergency Project Coordinator shall act as a team leader by leading other Country Emergency team members or in the region to undertake new or protracted emergency response.

Job description

As part of the Regional Emergency Response Team and in conjunction with the Regional Roving Area Manager carry out assessment to identify opportunities, initiate, plan, develop and contribute to the Regional emergency response mechanism

Participate in inter-agency assessments and determine the approach to the Emergency Response Programme for NRC

Lead in the formulation, implementation and monitoring of an Emergency response programme including the design of projects to meet the set objectives in line with NRCs mandate, policies, strategies and relevant CCs.
While on deployments to create networks with actors and ensure a coordinated approach with the clusters, local authorities, other organizations and agencies.

Support and participate in ensuring skilled staff national are recruited and retained in the Emergency programme by offering an effective training and capacity building programme.

Ensure the development and implementation of effective monitoring and evaluation systems in the emergency response projects in collaboration with the CO M&E team and HO.

Support Countries in the region in ensuring emergency response teams are set up, trained and capacity building mechanisms established

Through monitoring, experience and knowledge of the conflict implications to NRC’s regional response, contribute with, and share information with Regional Roving AM, that will introduce added value to the accountability and effectiveness of NRC’s regional response mechanism.

Conduct and contribute in performing Assessments as situation requires, whereby creative thinking and sound judgment results in a effective reduction of risk to NRC while enabling access to beneficiaries.

Contribute to the timely preparation, quality control and submission and of concept notes, proposals, budgets and reports to donors to specific allocated areas and locations

Undertake any other duties assigned by the Regional Roving AM.

Ensure the integration of emergency preparedness, Disaster Risk Reduction and “do-no-harm” principles in all programming.
Qualifications For Regional Emergency Project Coordinator Jobs In Kenya

Minimum 5 years of relevant experience within the humanitarian field in the Region or Countries within the region

Experience from working with humanitarian programming in complex and volatile contexts

Professional knowledge and proven experience in project cycle management from assessment stage to finalisation.

Documented results related to the position’s responsibilities

Knowledge about own leadership skills/profile

Fluency in English, both written and verbal

Identify strategic and creative programmatic effective approaches to reaching beneficiaries

Recognises the importance of inclusiveness in performance of ones work

Knowledge of the context of either 2-3 Countries in the Horn, South Sudan and Yemen is an asset.

Experience with start-up of new operational areas in a complex security environment

Salary/Benefits: According to NRC’s general directions. The candidate will observe NRC’s code for conduct and working hours for the NRC office in Nairobi.
