BACKGROUND
The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.
The Urban Planning and Design Branch of UN-Habitat supports countries in developing urban planning methods and systems that address current urbanization challenges. It promotes urban planning approaches to address rapid urban growth and urban transformation processes in countries with rapid urbanization processes and where cities face a backlog of services and housing.
The Urban Planning and Design Branch consists of three units: The City Planning, Extension and Design Unit (CPEDU), the Regional and Metropolitan Planning Unit (RMPU) and the Climate Change Planning Unit (CCPU).
The Urban Planning and Design Lab (UPD Lab)is a part of City Planning, Extension and Design Unit (CPEDU) and provides planning support to projects on the field and in the Headquarters. The objectives of the Urban Planning and Design Lab are; to provide tangible pilot projects for sustainable development; to develop an implementation strategy for urban development projects; accurate project management; and development of portfolio of expertise that offers services to local authorities.
The key activities of the Urban Planning and Design Lab are:
- Planned city extensions
- City wide strategies
- Planned city infills
- Project Management Strategies
RESPONSIBILITIES
The current position will involve activities with the CPEDU during the six months of duration of the contract.
Under the supervision of the Leader of the City Planning, Extension and Design Unit and the Project Manager of the Urban Planning and Design Lab, the Consultant will be responsible for the following tasks:
- Assist in the design and implementation processes of spatial frameworks, urban concepts and proposals of the current projects of the Urban Planning and Design Lab portfolio; among others Accra and Ningo Pram-Pram, Johannesburg, Myanmar, Kenya and Saudi Arabia. Travel may be undertaken to support these activities.
- Establish functional and productive working relationships with relevant branches and regional offices within UN-Habitat, as well as within the UN system and urban institutions focused on sustainable urban development;
Under the supervision of the Leader of the City Planning, Extension and Design Unit, the Consultant will be responsible for the following tasks:
- Assist in developing concept notes and documentation on Urban Planning and Design for donors and clients to mobilise additional resources (internally and externally) to support the sustainability of the Portfolio of the Unit and develop project proposals;
- Establish functional and productive working relationships with relevant branches and regional offices within UN-Habitat, as well as within the UN system and urban institutions focused on sustainable urban development;
Review on behalf of the Unit proposals submitted to Project Advisory Group (PAG) and provide urban planning inputs to other internal and external documents.

COMPETENCIES
Professionalism: Knowledge and understanding of theories, concepts and approaches relevant to urban planning and design. Ability to develop written documents and substantive reports and analysis of planning experiences and planning documents; Overall knowledge of urban development issues; ability to work under pressure, independently and accountably; observe deadlines and achieve set goals
Communication: Excellent written and oral presentation skills in English
Teamwork:Ability to work collaboratively with colleagues to achieve agreed goals.
Planning and Organizing: Ability to prioritize activities and assignments.
EDUCATION
Minimum advanced university degree (Master’s degree or equivalent) in Architecture or Urban/Regional Planning, or related field that is relevant for sustainable urban development. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
WORK EXPERIENCE
Work experience in urban planning, sustainable urban development and sustainability, with relevant experience in developing countries, a significant part of which should be directly related to different aspects of urban planning such as urban development, international cooperation, strategic planning or land management. Work experience in the UN and/or international organization is an asset.
Ability to work with minimal supervision and with good sense of initiative to keep the supervisor regularly informed of progress
LANGUAGE SKILLS
English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in oral and written English is required. Although not a requirement, knowledge of a second UN official language will be an advantage and in particular good working knowledge of Spanish or French would be a definite asset.
REMUNERATION
Payments will be based on deliverables over the consultancy period. There are set remuneration rates for consultancies. The rate is determined by functions performed and experience of the consultant. The fees will be paid as per agreement.
