Senior Talent Acquisition Specialist - New Business Development (Africa)

The Senior Talent Acquisition Specialist, New Business Development (Africa) to be based in Nairobi, Kenya, will source, generate leads, identify, screen, interview and recommend candidates to be included in MSH proposals in the African continent.
Work with the proposal team to recruit appropriate staff for the project that meets requirements, participating in all relevant proposal meetings S/he may also perform full-cycle recruiting to fill positions for the region.
 Using innovative networking sources including employee referrals, work with hiring managers in the U.S. and overseas to fill positions.Identify and recruit a pipeline of key personnel candidates for new business proposals and will serve as the Staffing Specialist for the live proposal to the extent possible.Conduct initial interviews to determine suitability of candidates and make recommendations.Maintain an on-going relationship with candidates that may be best suited for future MSH open positions.Obtain information regarding HR practices in the local market, and benefits and compensation offered by local organizations.Prepare and keep up-to-date a staffing matrix using designated templates.In addition, the Staffing Specialist, with support from the HR Partner as needed, New Business Development:Draft and post job descriptions based on the agreed upon organizational chart.Review the qualifications of candidates in past procurements for countries in Africa to look for patterns/ precedents on the qualifications Donor is seeking.Shortlist candidates for review by designated proposal team members.Prepare requisite letters of commitment, CVs, bio-data forms, and certifications for personnel named in the proposal as appropriate.Coordinate side meetings/conversations as follow up to daily huddles as necessary.The ideal candidate should have a bachelor’s degree in Human Resource Management or related field.A minimum of five years’ demonstrated success supporting recruiting for employee groups of 500+ employees, preferably in international locations; AIRS Certification strongly preferred. Solid recruiting, sourcing, research, and cold calling experience with wide variety of sourcing vehicles, including internet sourcing/advertising, direct sourcing, trade journal/newspaper advertising, employee referral campaigns, job fairs and outplacement firms. Hands on experience with applicant tracking systems.
Significant knowledge of HR and recruiting functions, practices, and approaches.

Technical Advisor – Governance, Strategy and Resource Mobilization 
Working under Leadership Management Sustainability (LMS Kenya) Project and reporting to the Technical Director, the Technical Advisor will be responsible for technical leadership through initiatives in governance, strategic planning, and resource mobilization. S/he will provide focused, high-quality technical assistance to partners and clients of the Leadership, Management and Sustainability (LMS) Program in Kenya.
S/he should be willing to travel within Kenya regularly.Building and managing professional relationships with key stakeholders, and providing reliable, high-quality follow through on all obligations to clients and other parties.Assessing governance, strategic planning, and resource mobilization capacity building needs for both individuals and systems of Public Sector, FBOs, training institutions and other LMS/Kenya client organizations.Developing and/or reviewing tools and interventions as needed to address client needs, including manuals and new systems and providing direct technical assistance in these areas and guiding the adaptation of materials for the Kenya context.Contributing to the design, implementation, and review of strategies across multiple clients, utilizing existing resources, according to client’s greatest needs, with awareness of cultural and political sensitivities, and according to donor expectations and timeframes.Delivering diagnostic, training, mentoring, and other organizational development services to client  organizations within both the public and private sectors of Kenya, and coordinating with LMS partners offering similar service to client organizations.Designing and conducting learning opportunities for people serving in leading, managing, and governing roles in hospitals, health centers and other organizations within both the public and private sectors of Kenya (including face to face, webinars, workshops, and conferences)Participating in the consultant management process, including contributing to the development of scopes of work, providing quality assurance and review of deliverables.The ideal candidate is required to have a master’s level education in public health, international development, organization development, public administration, management, social sciences or a related field. S/he should have significant senior-level work experience in activities across the areas of leadership and management, specifically strategic planning, resource mobilization and governance with successful track record implementing interventions within the Kenyan health system.
S/he should have excellent communication skills, both verbal and written, demonstrated leadership, and the ability to work collaboratively across technical disciplines.
The successful candidate should have familiarity with and understanding of USAID administrative procedures and regulations. In addition, s/he should be a strong team player with excellent interpersonal, facilitation, relationship-building, negotiating and influencing skills.
 Working under the Center for Pharmaceutical Management (CPM) and reporting to the Senior Finance Manager, the Finance Analyst will provide financial management support to CDC - Strengthening Public Health Laboratory. S/he will develop and monitor project and activity budgets. S/he should be willing to travel within Kenya regularly.Participate in improving and maintaining project financial management systems.Developing routine and ad hoc reports for appropriate project senior staff to ensure the regular flow of relevant and accurate financial information for decision making using MSH Business information system (BIS) and Quick Books.Assist the technical team in developing work plan assumptions for budgeting. The United States Agency for International Development (USAID) seeks to hire an Acquisition & Assistance Specialist in the Regional Acquisition & Assistance Office (RAAO), USAID/East Africa.

The position is open to qualified Kenyan citizens and located in Nairobi.

Basic Function of the Position:

As the principal assistant to a lead Contracting/Agreement Officer with responsibility for East Africa Region programs, the incumbent shall be required to perform independently in a program requiring complicated and sensitive contracting operations.

In this portfolio, most of the acquisition and assistance processes involve complex, multi-million dollar contracts, grants and cooperative agreements, many of which are structured with a prime contractor/grantee having one or more subcontractors/sub-grantees and requiring substantial contract/grant administration.

The Regional A&A Specialist will be required to apply a broad range of highly specialized acquisition and assistance functions.

The Regional A&A Specialist plays a key role in negotiating, administering, and modifying various types of contracts for the acquisition of services, equipment, supplies, materials, and other needs for projects having a strong contracting orientation.

While not a warranted Contracting/Agreement Officer, the incumbent must have developed specialized procurement knowledge by completing at least FAC Level II certification.

Skills and Abilities: Excellent negotiation skills to negotiate multi-year, multi-million dollar contracts and other instruments. About this position

We have and are continuing to develop one of the most sophisticated approaches to providing affordable education to MILLIONS of children in one of the most challenging environments in the world!

A central part of our operations includes the identification, verification, negotiation and purchase of plots of land for our schools inside the slums. These plots often do not have title associated with them, but through our land identification and procurement process we must establish a certain amount of security -- understanding the previous ownership, other potential competing claims, titling possibility, issues with city council, lands office, etc.

To make these determinations and the actual purchase, the process may involve negotiations with local village elders, local government administration, and local landlords, and ultimately a lease or sales contract written with some or all of these participants.

And because our plan is to launch hundreds and thousands of schools, this process must be streamlined, made cost effective, and transparent.

The Deputy Director of Land Acquisition, working underneath our existing Head of Land, Site Preparation and Community Negotiations will have to make decisions incorporating information about how much it will cost to prepare a particular site for construction, proximity to our target market, proximity to other schools, information from Bridge’s household survey research, and more in order to optimize the locations of our individual schools.

We are looking for a Deputy Director of Land Acquisition, who will help provide critical leadership and management of the land acquisition, site preparation, and community negotiation process.

We are looking for someone who is excited about going out to the slums and often doing the hard work him/herself.

Responsibilities

Refine, develop and manage a very detailed set of processes to identify, verify, negotiate and purchase plots of lands in the slums.Expand and coordinate a team of local “property scouts” looking for and undertaking preliminary negotiationsCreating and auditing a checklist of requirements for acceptable plotsUsing handheld GPS, satellite maps and aerial photography for identification, sizing, & verificationDeveloping a geographically-based database of plots, their prices and main to establish a core knowledge base of land pricingStep by Step Verification process, which may include negotiations and conversations with local administration Chiefs, local village elders, undertaking title searches through Ministry of Lands, negotiating with City Council, NEMA and local youth organizationsIncorporate many pieces of information and data into the decision making process before choosing a particular school site. This includes the cost of prepping the site for construction and more.Negotiation of a contract, including customization of specific deal terms where necessary.Develop and manage handover process between plot purchase and our construction teamDeveloping a sophisticated auditing process to ensure transparency of the whole purchasing processYou have minimum of 10 years experience in land acquisition or real estate developmentYou have successfully managed the purchasing or leasing of large numbers of plots, ideally having to also deal with community lands, temporary occupation licenses, allocation letters, etcYou have experience with very process-oriented project managementYou have experience with negotiating creative deals with many people/parties in complex situationsContract or Legal experience a plusYou are willing to work in the slums for a large percentage of the timeYou have experience with managing distributed teams and auditing for corruptionYou are extremely analytical, and excited about using data to drive processes and decision making"Love to get my hands dirty" is your middle name.You function well in a fast-paced, informal environment where constant change is the norm and the bar for quality is set highOur team has a passionate belief that basic primary education is critical to the development of every child, family, community and nation.
