Position Name: ABE Quality Assurance and Standards Officer

 Child Safeguarding: Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people

Role Purpose: To effectively Implement the SC Education Programme activities of the ABE Project in Dadaab camps and the host community in Dadaab and Fafi. He/she will ensure quality delivery of programmes and maintenance of high professional standards of all our Education Programmes.

Reports to: Education Coordinator-ABE

Dimensions: Save the Children has been operational in Kenya since the 1950s, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners. 
Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH. In 2012, as part of a global reorganization process, Save the Children combined the programmes of SC UK, SC Canada and SC Finland to create a single operation in Kenya. In February 2014, we completed a second transition, which saw us join forces with the British INGO, Merlin, and merge their health and nutrition programmes with our own. Save the Children now has an operational presence in Bungoma, Dadaab Refugee Camp, Garissa, Mandera, Nairobi, Turkana and Wajir. We work through partners in many other parts of the country. We have a staff complement of around 300 staff and an operating annual budget of approximately US$25 million in 2014.

The main objective of the project is to remove the barriers to rapid and widespread uptake of energy efficient motors in the industrial sector; refrigerators in the residential; display refrigerators in the commercial sector; air-conditioners in the commercial and residential sectors; and lighting in the three sectors.
The objective of this assignment is to assist the Selected International Consultants to prepare and deliver a training programme to key stakeholders of the Standards and Labeling Programme of the selected appliances in Kenya. This will address Outcome 5 of the Programme.

The Kenya School of Law is a Postgraduate Training Institution run under the auspices of the Council of Legal Education Act, Cap. 16A of the Laws of Kenya. The core mandate of the Council of Legal Education is inter alia to train for legal professional development and in particular to train lawyers for entry into the legal profession as Advocates of the High Court of Kenya. For over 40 years the School has discharged this mandate under the leadership of the office of the Attorney General and the Ministry of Justice National Cohesion and Constitutional Affairs. From 2006, however, the School became a Semi-Autonomous Government Agency (SAGA) with an expanded mandate and reviewed terms of service for its staff.

The Role

Management and Leadership Competencies

S/he will have a minimum of 10 years in management, 5 years of which should have been at senior management level.

S/he should have excellent interpersonal communication and negotiation skills.

Developing Minimum Standards and Indicators for Well-Being in Urban Slums

In Kenya’s urban areas, Concern is implementing a number of programmes targeting poor households living in the slums to facilitate them build their resilience to shocks and enhance their ability to capitalize on assets to lift them out of poverty.

Concern would like to commission a consultancy to define the minimum standards it should strive towards when working with the urban poor to improve their well-being by identifying the key measurable indicators for sustainable livelihoods and well-being within the slum context and set thresholds against those indicators.

TradeMark East Africa (TMEA) in collaboration with the East African Business Council (EABC) and partners has commenced a long-term programme of support to the East Africa Standards Platform (EASP) for advocacy and engagement on harmonised standards in the East Africa Community (EAC) region.

The main objective of EASP is to support the establishment of a harmonised standards and technical regulation framework among EAC Partner States with a view of removing barriers to trade and consequently reduce the associated costs in the EAC market.

This will be achieved by market transformation towards high-energy efficient appliances through the introduction of Minimum Energy Performance Standards (MEPS) and Energy Efficiency Labels

The main objective of the project is to remove the barriers to rapid and widespread uptake of energy efficient motors in the industrial sector; refrigerators in the residential; display refrigerators in the commercial sector; air-conditioners in the commercial and residential
sectors; and lighting in the three sectors.

Objectives of the Assignment

The objective of this assignment is to develop a plan for implementation of harmonized standards and labeling program in the EAC.

The consultant will prepare a programme to replicate activities in other EAC countries and advise the optimal use of available resources. The Consultant will propose on the establishment of Energy Standards And Labels Network in EAC

Terms of Reference for Consultancy to Carry out a Comprehensive Review of the Kenya CSO Standards and Related Documents

Sikika Hasa Campaign

1.0 Background

Poverty Eradication Network (PEN) is a Kenyan Non-Governmental Organization (NGO) registered in December 2001. PEN has been fully operational since it opened its office in Nairobi in November 2002.

The PEN mission is to contribute toward the eradication of poverty in Kenya and Africa, through building institutional capacity of civil society organizations and other not-for-profit organizations and institutions.

PEN believes that a strong civil society [including Civil Society Organizations (CSOs) such as: Community Based Organizations (CBOs), Non-Governmental Organizations (NGOs) and Faith Based Organizations (FBOs)] is fundamental to the development of any country and its ability to have sustainable impact upon poverty.

PEN operates by establishing partnership relationships with selected organizations, with who we conduct participatory assessments, produce organizational development plans and undertake mutually agreed organizational development interventions; with the objective of assisting each partner to become more effective, efficient and sustainable.

PEN in collaboration with Oxfam GB and Peace and Development Network (PeaceNet) Kenya has received a grant from the European Union toward the cost of implementing ‘Sikika Hasa Campaign’, a peace building and national cohesion initiative in Kenya.

The ‘Sikika Hasa Campaign’ will work on three interconnected levels to increase community participation in governmental peace building, development and national cohesion decision-making and policy formulation.

Firstly, the action will improve technical and institutional capacity of CBOs to facilitate community dialogue and engagement on issues that may have a major impact on populations’ ability to participate effectively in democratic processes and reap the benefit of carefully crafted policies that consider their needs.

This includes improved CBO access to pertinent information, better systems for managing and reacting to this information through community mobilization and more strategic and well-crafted, evidence-based campaigns that bring local experiences and needs to the forefront.

Secondly, the project will improve CSO governance and leadership by introducing, promoting and providing training and mentoring to meet minimum standards in a framework for CSO certification and to sustain organizational structures and governance improvements through public recognition, information sharing and peer learning.

Thirdly, the project will reinforce civil society impact on national level decisions and polices by overcoming their negatively competitive spirit to better collaborate to promote popular opinion, assisting networks to reach out to new members, to share information and to plan and implement popular campaigns and work with the legislature together to advocate for community messages.

One notable element of the project will be its efforts to determine and address the interests of CSOs in participating in networks, so as to ensure that the networks are seen as adding value to their work rather than simply asking for CSO time and energy.

Under the second component above, the ‘Sikika Hasa Campaign’ aims to develop the capacities of selected CSOs to improve their governance and credibility and become more responsive, transparent and accountable to communities by setting standards. This will be done by refining, introduction and training on minimum standards and certification framework and follow up mentoring and training to improve CSO leadership.

This work will build on the achievement of the work of PEN, Oxfam GB, Peacenet and other CSOs and their Networks in Kenya who developed a Kenya CSO Code of Practice, Kenya CSO Standards and Kenya CSO Organizational Capacity Assessment (OCA) Tool through the Kenya Civil Society Competence and Sustainability Project (KCS CSP) between July 2007 and March 2009. These three important documents will need to be reviewed and customized to benefit peace building CSOs and Networks.

2.0 Scope of the Assignment

2.1 Undertake review of the Kenya CSO Code of Practice, and Kenya CSO Standards their applicability in the ‘Sikika Hasa campaign’ project as well as lessons learnt from past experiences and revise them accordingly as required.

2.2 Develop the Kenya CSO Organizational Capacity Assessment (OCA) Tool into an Integrated and useful toolkit for Organizational Development that can be used to facilitate the promotion and implementation of the CSO Code of Conduct and CSO Standards. The Consultant will be required to convert the OCA Tool into a TOOKKIT comprised of three main tools and some supporting tables:

2.3 Propose any other strategies for the implementation of the CSO Code of Practice and CSO Standards.

3.0 Outputs

All the outputs should be to the satisfaction of the CSO Capacity Building Manager and his team.

The following are the expected deliverables:

4.0 Timing & Duration

The duration of this assignment shall be 10 days, starting on Tuesday 25th January 2011 and being completed by Monday 7th February 2011. The consultant will present a report to the CSO Capacity Building Manager, on Wednesday 2nd February 2011 at PEN offices situated at AACC Compound, Waiyaki Way, Westlands, Nairobi from 10.00 am to 1.00pm

The African Union’s Interafrican Bureau for Animal Resources (AU-IBAR) is a specialised technical office reporting to the Department of Rural Economy and Agriculture of the African Union Commission.

AU-IBAR’s mandate is to support and coordinate the utilisation of livestock, fisheries and wildlife as resources for both human wellbeing and economic development in the member states of the African Union.

The African Union Interafrican Bureau for Animal Resaources (AU-IBAR) has established a secretariat to facilitate the coordination of African positions on draft animal health and food safety standards of interest to African Union Member States.

The secretariat will contribute to the improvement of the quality of participation (more consistent, more relevant, more science based) of African States in the work of international standards setting organizations and facilitate intraregional and inter-regional trade in animals and animal products on the continent by assisting countries to improve participation of stakeholders at national level in standards setting and promoting intraregional and interregional trade.

Major duties and responsibilities:

The position is based within the headquarters of AU-IBAR with frequent travel to African Union Member States and the headquarters of Regional Economic Communities (RECs). Under the supervision of the senior policy officer, trade and marketing, the incumbent will:

Select priority topics of shared or common interest for the Continent on animal health (AH) and food safety (FS);Collate information from countries and African delegates, from Code Commission and other OIE working groups, Codex Committees or working groups;Analyse information, with help of experts when necessary, and suggest positions/comments/additional work;Propose common positions for validation by CVOs, National Codex contact points, Codex committees and Codex Alimentarius Commission;Promote the drafting of new standards for consideration by ISSOs;Establish a database of experts to be proposed for representation of Africa in committees and ad-hoc groups, and institutions to be considered as centres of excellence;Organise and participate in the training of delegates and focal points• Circulate relevant technical information to CVOs and National Codex contact points;Coordinate the activities of the PAFLEC secretariat• Perform any other duties as requested by the supervisor and the Director of AU-IBAR.A Postgraduate Degree (Msc) in animal or food science. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.Seven years proven working experience in the livestock trade or food safety sector of which 3 years proven experience in management position at international level;Experience in dealing with senior government, regional and international organization officials.Self-starter with the ability to strategically plan own workBe conversant with international standard setting organisations (OIE, IPPC and Codex Alimentarius) procedures and cycles;Good networker with the ability to maintain a positive and fruitful dialogue and relationship with the main institutions operating on the Continent;Excellent communication skills?
