Call for Consultancy Services - Development of Management Information System
Kenya Red Cross Society (KRCS) is a humanitarian relief organization created by an Act of Parliament, Cap 256 of the Laws of Kenya on 21st December 1965.
Its vision is to be the most effective, trusted and self-sustaining humanitarian organization in Kenya. The organization’s core business areas are broadly classified into six major departments including Disaster Management, Health and Social Services, Water and Sanitation, Nutrition, Organizational Development and Emergency Operations. In 2010, KRCS was selected as the Civil Society Principal Recipient to manage resources under the Country’s Global Fund Round 10 Grant for HIV and AIDS.
The Global Fund Management Unit of the KRCS manages the Global Grant for HIV and AIDS interventions as the Civil Society Principal Recipient and implements through 52 selected sub recipients.KRCS seeks the expertise of a consultancy firm to design and develop an interactive, user friendly Information system for reporting, data management and archiving. This will enable the Kenya Red Cross Society to improve the management of its data/ information and reporting function across all program areas.

Reporting to: Public Relations & Communications Manager
Responsible to the PR/Communications Manager for effective planning, budgeting, implementing and evaluating effective multi-media productions (film, video and still photography) to support the Society’s Public Relations and Communications Strategy. Other responsibilities include the development of a well-stocked and continually updated Multi-Media resource centre and information services, development of an effective cataloguing, indexing and classification system aimed at supporting the execution of research and programme activities, as well as proper maintenance of Multi-Media resources.

The Responsibilities:

Job title: Driver / Administrative Assistant

Purpose: To provide driving and administrative support to the Norwegian Red Cross staff and programmes managed by the regional representation in Nairobi.

Duties applicable to all staff

Vehicle Operation

Safely drive Federation fleet vehicles for the transport of passengers and cargo as instructed and ensure that all occupants of the vehicle are wearing safety belts. Driving assignments include field trips to rural areas with overnight stays.Ensure proper use and security of assigned Federation vehicles and equipment. Maisha+ Focal Point & Regional Deputy

Position Title: Water & Sanitation Facilities Manager
Reporting to: Head of Water & Sanitation

Job Location: Headquarters- Nairobi

Responsible to the Head of Water and Sanitation Department for effective design, development, implementation and evaluation of community-based safe and affordable water and sanitation (Watsan) programmes.

Specific duties include supervising the construction and rehabilitation of water supply systems and sanitation facilities.

Coordinate with Regions, Branches and other stakeholders to develop water and sanitation strategic plan and budget in line with the KRCS strategic objectives and Government’s policies and priorities.
Plan, implement and report on Watsan projects which are assigned and general administration of such projects as the local budget holder.
Provide technical support and supervision to Regions and Branches to ensure effective implementation of Watsan projects.
Design and develop specifications for the procurement of water and sanitation equipment, machinery and related hardware.
Coordinate the construction of new water supply systems and sanitation facilities.
Identify and map existing non-functional water systems for rehabilitation or new sites for construction of sanitation facilities.
Plan and coordinate emergency Watsan relief activities in response to disasters in liaison with the Disaster Management Department.
Coordinate and monitor prudent utilisation and application of available resources.
Coordinate preparation of funding proposals and appeals for resource mobilisation in line with the KRCS Strategic Plan.
Coordinate monitoring, evaluation reporting and documentation of Watsan hardware programmes.
Relevant BSc qualification in Civil Engineering or equivalent qualifications.
Over five (5) years experience in developing, implementing community-based water, sanitation and hygiene programmes especially in arid and semi-arid areas.
Ability to design utilising relevant engineering software including the latest AutoCAD version. Position Title: Regional Water & Sanitation Officer
Reporting to: Regional Manager
Job Location: Garissa Responsible to the Regional Manager for effective planning, budgeting, implementing and evaluating community-based safe and affordable water and sanitation (Watsan) programmes.

Other duties include, strengthening the community’s capacity to adopt water, sanitation and hygiene practices as well as taking ownership, maintaining and managing in a sustainable manner the installed infrastructural facilities.

Coordinate with Branches, Regions and other stakeholders to develop water and sanitation strategic plan and budget in line with the strategic objectives and the Government’s policies and priorities.
Conduct baseline surveys to establish perceptions and areas with needs for new water and sanitation systems and also conduct community consultation and sensitisation campaigns.
Design and develop specifications for the procurement of water and sanitation equipment, machinery and related hardware in consultation with the Watsan Facilities Manager.
Coordinate the construction of new water supply systems (bore-holes, wells and springs) and sanitation facilities (public toilets and washing areas).
Coordinate identification and mapping of faulty water systems for rehabilitation or new sites for construction of sanitation facilities, organise and implement repair works to water supply and sanitation systems in line with defined priorities.

* Develop and implement lobby and advocacy programmes with a view to reform laws and policies that hamper the implementation of effective disaster management to ensure that KRCS is recognised as the leading player in the provision of humanitarian relief services.

Minimum Qualifications

* BSc Environmental Health and relevant post-graduate qualification such as MSc in Public Health (MPH) or equivalent qualifications
* Over five (5) years experience in planning, implementing and evaluating Community-Based Primary Health care programmes with specific focus on MNCH in emergency / relief context.

* Create a credible forum for exchange and learning from evaluation findings across different communities through M&E presentations in seminars, conferences, workshops and publications including annual reports and follow-ups on M&E policies and practices.

Minimum Qualifications

* Postgraduate qualification in Public Health, Sociology or equivalent qualifications.
* Over three (3) years relevant experience in the areas of M&E methods and approaches (including quantitative, qualitative and participatory) with strong analytical and research skills.

Reporting to: Monitoring & Evaluation Manager
Job Location: Headquarters

Overall Purpose

Responsible to the Monitoring & Evaluation Manager for providing effective confidential administrative and secretarial support services in the development, implementation and evaluation of departmental management plans.

Specific duties include collecting and analysing data and information, preparing correspondence, providing information to staff and customers, scheduling appointments, planning and organising meetings and conferences, writing minutes and monitoring progress of various assignments given.

Core Duties and Responsibilities

* Maintain communication channels between KRCS headquarters and Regional offices.
* Prepare minutes, correspondences and reports in accordance to instructions.
* Respond to telephone inquiries, giving information to callers.
* Receive official visitors and walk in customers.
* Receive, sort, record and distribute mail, general correspondences and documents to officials.
* Organise meetings, conferences and training activities and provide effective secretarial support to proceedings.

Minimum Qualifications

* Diploma in secretarial studies or equivalent with speeds of 50wpm and shorthand 100wpm.
* Two (2) years experience gained from a busy office.

Key Competencies for the positions

* Demonstrated diverse knowledge on project management cycle.
* Demonstrated proficiency in computer applications such as Microsoft Office as well as appropriate statistical packages.
* Effective communication skills and ability to present ideas clearly, both orally and in writing and to prepare comprehensive reports.
* Considerable knowledge of management information systems, proficiency in database systems, spreadsheet and flow chart applications, and budgeting.

The Responsibilities

Coordinate the development, implementation of the annual plan and budget under the direction of the Branch CommitteeCoordinate dissemination of KRCS Volunteer and youth policy and guidelines outlining their recruitment and selection, deployment, training and development in order to achieve a self-sustaining network of volunteersDisseminate KRCS membership policy and guidelines, coordinate elections and build the capacity of Branch management committees to ensure a more accountable and transparent governanceDevelop and periodically update computerised database information system to ensure that all records and statistics pertaining to the youth, volunteers and members are properly classified and maintained for rapid access and retrievalCoordinate risks mapping and vulnerability capacity assessment activities to plan prepare, respond and mitigate disaster impactsCoordinate implementation of disaster management programmes to effectively respond to natural and man made disastersIn consultation with the Region ensure effective resource mobilisation strategies, prepare and submit funding proposals according to donor requirements to supplement local budget allocationsCoordinate implementation of capacity building programmes to effectively prepare staff, volunteers and communities to respond to disasters, restore family links as well as put in place systems for community reconstruction and environmental conservationCoordinate implementation of an integrated community-based programmes that includes public health, social services, water and sanitation, disease prevention and control as well as emergency health care managementCoordinate monitoring and evaluation of donor funded programmes by staff in order to evaluate progress, ensure accountability determine impact and report significant achievements to ensure organisational learningBachelor’s Degree in Community Development, Environmental Health, Human Ecology or equivalent qualifications with certificate in project managementOver three (3) years experience in planning, implementing and evaluating community-based programmes in emergency/relief contextKey Competencies for both positionsKnowledge of humanitarian relief issues, trends and goals at national, regional and international levels, aimed at preventing and alleviating human suffering.Strong communication and presentation skills in both English and Kiswahili, including ability to develop reports and prepare relevant publications.Demonstrated competence in resource mobilisation including implementation of effective fundraising strategies to increase resource through grant proposals.Demonstrated proficiency in computer applications such as word processing, spreadsheets, data-base, email and utilisation of the internet.Interested and qualified candidates should submit their application letter, curriculum vitae, copies of relevant certificates, addresses and contacts of two referees, one of whom should be a former employer, personal contacts such as telephone, e-mail and postal address.
