Functional lines:

Job and Role Description

BACKGROUND

The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. DRC aims at integrating its Somalia activities within a wider regional mixed migration programme, comprising the existing programmes in Kenya, Somalia (South Central, Puntland and Somaliland), Ethiopia and Yemen. DRC Somalia programme operates within a regional framework (East Africa and the Horn) and incorporates three major components namely, long term community driven development, emergency urban/rural humanitarian interventions and protection/advocacy.

DRC Somalia implements both emergency and longer-term interventions targeted to the development of the economic and institutional capacities of selected communities in rural and semi-urban districts affected by displacement. Internally displaced people, returnees and other groups who are living in settlements in abject poverty and with considerable protection gaps are assisted though emergency humanitarian interventions in water and sanitation as well as through livelihood and protection activities.

PURPOSE

Under the supervision of the Programme Director, the Programme Development and Grants Manager assists in providing oversight and management to key programme processes, particularly to provide the conceptual and writing skills needed to secure funding for DRC Somalia and assists with final editing of reports and communication documents.

RESPONSIBILITIES AND TASKS

• Supervision of field based international staff (Monitoring and Evaluation Coordinator and Information, Documentation and HAP coordinator) to ensure coherence in the data collection and analysis to support programme development.

• Regularly track Request for proposals (RFAs), solicitations and proposal opportunities globally and within the region checking the relevance, competency and strategic positioning to Somalia programming.

• Work closely with the Country Director, Programme Director, Field Managers and Technical Advisors to transform content and conceptual designs into competitive final proposals that are not only based on the assessment outcomes, but also responsive to the donor guidelines.

• Coordinating and oversight of all aspects of the proposal development process from the development of a writing guide, proposal calendar through to delivery and timely submission of proposals and reports.

• Ensure regular updates to the Grant Management system and Insite Intranet as required for Somalia programme.

• Quality - control of proposal documents, rapidly revising, updating and expanding concept papers into full project proposals as recommended by donors.

• Review proposals for consistency with the requirements of solicitations, requests or calls for proposals, predicting or preventing bottlenecks in the proposal development process and securing the necessary information to complete process.

• Ensure the proposal development process takes into consideration the mainstreaming of HAP, global cross cutting themes such as Age, Gender and Diversity, and lessons learnt from previous programming.

• Ensure that all project proposals adhere to DRC programme handbook and relevant operational standards including the Sphere handbook.

• As assigned, research and provide writing expertise to other assignments as deemed necessary.

CONDITIONS

Availability: September 2012

Duty station: Nairobi with travel to DRC programme locations in Somalia

Contract: One year contract with possibility of extension. Terms and conditions in accordance with DRC terms for National staff in Kenya.

QUALIFICATIONS

Core Competencies

• Master’s Degree in International Development, development Studies or related field of expertise.

• Communication Skills: Excellent written and well developed oral communication skills.

• At least 4 years grants management or programme development experience with International NGOs

• At least three years management experience

• High accuracy and attention to detail

• Resilience/Adaptability and flexibility: Ability to operate effectively under strict deadlines.

• Work style: Well planned and organized and has a capacity for initiative and decision making with competent analytical and problem solving skills.

• Knowledge of DRC policies and procedures, Sphere and the Red Cross/ NGO Code of Conduct. Requires general finance, administration, information management, Monitoring and Evaluation expertise, writing and research skills, and proficiency in information technology/ computer skills.

• Ability to work independently and as a team player with demonstrated leadership and participatory manner.

• Willingness to travel frequently to Somalia

Technical Competencies

• Minimum of four years of UN/INGO experience in proposal writing, including conceptualizing and technical writing under strict deadlines with demonstrated success.

• Good knowledge and skills in quality control and compliance issues

• Ability to work rapidly with staff in the field directly and remotely in writing and where necessary revising concepts, proposals and reports.

• Capacity to work in a multi-sector team, including coordinating technical input into proposals

• Familiarity with requirements of key humanitarian donors and ability to work in a multi-donor environment, including DANIDA, EU/ECHO, OFDA, DFID, CHF, UNHCR among others.

• Good relief and development programing skills, including capacity to prepare logical, coherent and consistent documents including log frames.

• Significant, relevant field experience is an added advantage.

About the GSMA Development Fund and Community Power from Mobile programme

The GSMA Development Fund brings together the GSMA mobile operator members, the wider mobile industry and the development community to drive commercial mobile services for underserved people in emerging markets.  We identify opportunities for social, economic and environmental impact and stimulate the development of scalable, life-enhancing mobile services.

Mobile is the predominant infrastructure in emerging markets.  We believe it is the transformative technology that enables us to put relevant, impactful services into the hands of underserved people. Since the creation of the GSMA Development Fund we have partnered with 35 mobile operators, rolling out 53 services, impacting tens of millions of people across 30 countries.

Whilst over 1.4 billion people lack access to electricity and another one billion have unreliable grid connections, in many emerging markets mobile operators have become adept at generating their own off-grid power.  Mobile penetration has outpaced the growth of the electricity grid, which means over 548 million people have gained access to a mobile phone before access to electricity.  This wide adoption of mobile services by underserved populations provides a new opportunity to develop energy solutions, by utilising power systems servicing mobile towers and applying mobile technologies to improve the affordability of energy services.

GSMA – The Role

The Research Analyst will be based in Nairobi and responsible for researching, documenting and analysing commercial business models that deliver off-grid energy services and leverage the infrastructure and technologies of the mobile industry.  The off-grid energy sector is immature and had few large-scale successes with products and services mainly operating in commercial pilots and field trials.  The purpose of the research and analysis is to identify models that could be replicated under certain scenarios and market conditions. The Research Analyst will report to the Program Manager who is based in Nairobi.  The position will receive a salary and is required from June until early September.

The role requires an individual who is a well organized team player, with a desire to learn about the delivery of rural energy access and the role of the mobile industry in the energy and development sectors.

Required:

-          Demonstrable research skills

-          Experience analysing business models

-          Experience in the renewable or off-grid energy sector

-          Highly professional – comfortable interacting with internal and external stakeholders

-          Highly motivated to drive a project through to completion

-          Strong knowledge of MS Office (Excel, Word and Powerpoint)

-          Ability and willingness to travel on an international basis

-          Excellent cultural awareness and a desire to work within a global team

Desirable:

ASESSMENT General Scope of the Assignment: Save the Children in Somalia/Somaliland (SCiSOM) is seeking a subject matter expert, consultant or agency to produce a concise, well crafted, intelligent, critically constructive examination of SCiSOM security procedures at the field, operational and strategic level. It should clearly outline practices to be sustained, improved and replaced as part of a considered action plan which will allow SCiSOM to create a security bench-mark and provide guidance for future security development. Whilst bearing in mind the report is for an organisation with deeply held humanitarian principles and values; it should draw upon current best practice from NGO, corporate and security force operations as well as high-risk environments such as Afghanistan, Yemen and Iraq. Requirements

1. Doing bookings

2. Ensure each booking has a booking card

3. Ensure all bookings are confirmed and re-confirmed

4. Ensure all bookings have ticket numbers

5. Ensure ticketing rules are followed.

6. Ensure all tickets are authorized for by the client. Any ticket sent to accounts without an L.P.O or letter of authority by the clients will not be invoiced. If sent with fraudulent authorization then the you will be personally held accountable even if is after your departure from our employment.

7. Ensure going through the queue messages and advise clients on the status of bookings

8. Do quotations to clients ensure they are properly typed/pasted and call/chat all clients to ensure they have received their emailed quotations

9. Ensure the quotations are responded to immediately incase of delays then advice the client the intention to do so.

10. Send any cash paying clients to accounts office for receipting.

11. Cancel all cancelled tickets on the computer system, punch them and forward them to accounts with the attached cancellation slip.

12. Ensure that we are updated on all current fares from the airlines.

13. Ensure you seek authority for all discounts to clients especially walk ins who are not within our approved levels of discount in our systems

14. Ensure all un-needed bookings are cancelled in the system to avoid no show fees.

15. Do a daily sales report and forward to the relevant accountant on a daily basis.

Must have account they can walk in with and in addition to accounts to be allocated to be able to generate minimum 10,000,000 sales a month within 6 months.

Minimum experience 4 years in a busy office, have relevant education to the position and a computer literate
