They seek a long term commitment from an exceptional mid-career supply chain professional to lead and coordinate the development and operations of a robust international, largely outsourced supply chain to deliver our production vehicles. Purpose of the Job: The role will require a close working relationship with the venture’s CEO, Operations Director and Technical Director, engineering, production, finance and logistics teams as well as various international vendors.
 
Specific duties include, but are not limited to:Work closely with engineering and quality teams to identify, evaluate and select suppliers and contract manufacturers to support the R&D and production of cost-effective vehicle parts and subassemblies. Negotiate all commercial terms and conditions with suppliers for the procurement and delivery of parts, materials, tools, equipment and services. Support engineering projects as well as production to establish a smooth and cost effective supply chain transition from R&D to initial production to scaled production operations. Define sourcing and schedule requirements and material ramp strategy for progressively sourced domestic production components. Deliver comprehensive cost analysis as basis for price negotiations with suppliers. Perform make-or-buy analysis supported by appropriately detailed cost projections. Work with future Planning and Materials Managers to ensure accurate Material Requirements Planning (MRP) results. Manage key supplier relationships and activities, both strategic and tactical, for components and subsystems. Constantly work to improve the efficiency of the supply chain, reducing costs and increasing responsiveness to customers. Work with all involved parties to ensure continuous operation of the production line, by managing material procurement and delivery to achieve maximum inventory turns. Work with future engineering team to process Engineering Change Orders (ECOs), and manage its impact on production materials availability and resulting obsolescence. Work flexibly in a highly cross-functional team environment involving Automotive Designer, Automotive Engineer, Cost Engineer as well as future manufacturing and product development teams, Buyers, Manufacturing Engineers, Quality Engineers and Logistics Coordinators and Finance personnel. Assist suppliers in quality assurance processes and procedures to facilitate continuous improvement of supplier and product performance. Track performance of suppliers; monitor supplier performance on delivery, quality and cost. Manage and reduce Bill of Materials (BOM) cost by establishing alternative vendors, and negotiating price and delivery schedules. Identify logistics requirements and other operational needs that may significantly impact both the successful delivery of production and total cost of the product. Perform network location analysis to determine optimal logistics footprint based on transportation cost, warehousing cost, business characteristics, service requirements, and other inputs/constraints specific to the project. Assess delivery transportation modes, routing, consolidation opportunities, and other methodologies to create an optimal transportation solution within an integrated logistics network. Develop supply chain administration tools, process and documentation. Provide support as needed with critical supply chain issues, on-site implementations, and cross-functional process improvements. Take ownership of projects; plan milestones, timelines, budgets, resources and identify potential risks to deliver supply chain aspects within agreed completion dates. Be proactive regarding task completion and periodically advise wider team on project status, timing, resources, issues, and ability to deliver on-time with excellence. Ensure adherence and compliance to general automotive industry supply chain standards and best practices; maintain structured and versioned data outputs daily and backup data weekly. An ideal candidate should combine outstanding technical skills in supply chain management with excellent interpersonal and communication skills to work effectively with a multidisciplinary team. 

They should possess a strong skill set in managing global suppliers and high-profile materials programs involving contract manufacturers and progressive internal manufacturing operations along with experience in managing suppliers and materials for engineering projects, new product introduction, and production operations - preferably within the automotive industry.

About Dispensers for Safe Water: Each year, over 1.8 million children under the age of five die from diarrhea, a leading cause of which is unsafe drinking water. DSW is an entrepreneurial team tasked with scaling the Chlorine Dispenser System (CDS) – a proven innovation for dramatically expanding access to water treatment at extremely low cost.DSW’s work is growing rapidly – we currently serve over 1 million people in Kenya, our primary country of operations, and plan to reach 25 million in the next 5 years. Scope of Responsibilities:  The Supply Officer has an overall responsibility of co-ordinating and guaranteeing the effective and efficient project supply chain management and the implementation of all the defined standards in accordance with the MSF CH policy and standard.
 

He/She will have the following scope of responsibilities;

Supply Chain Management Consultant

Background


The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Programmes include protection, livelihoods, food and NFI distribution, water and sanitation, and advocacy amongst others. 

The Regional Office (RO) is based in Nairobi, Kenya and there are four country offices and operations in Somalia, Kenya, Ethiopia and Yemen. Currently there are over 500 DRC staff in the region. The last two years have seen significant growth in programme size and a growth in the number of support and management functions demanded and required by the programme offices in order to maintain quality and accountability.

Given this context and the associated challenges, the RO management plans to undertake a comprehensive review of the Logistics and Procurement functions at the RO and a selected field office (Mogadishu).


Purpose
The main objective is to carry out an assessment of the DRC Supply Chain Management (SCM) capacity and effectiveness in service delivery to both beneficiaries and internal customers. 

The expected outcome is to implement sustainable systems that will enable DRC improve quality and accountability in its humanitarian work.

Key Responsibilities


A general assessment will be carried out on the DRC SCM business processes, procedures, structures, capacity and constraints that impact on quality service delivery.


Scope of Work


The review will attempt to cover the following:

Procurement and sourcing processes: review the procurement cycle, procurement planning, procurement tracking, procurement documentation, and provide recommendations of areas for improvementConduct the prequalification of preferred suppliers and service providers in Nairobi and Mogadishu. Institutionalize a formal Tender Committee with clearly defined roles. Review service contracts of current service providers (office supplies, taxi, transporters, fuel, vehicle service, etc.) Inventory management systems Vehicle fleet management including taxi utilization Logistics infrastructure: review all aspects of warehousing, distribution and tracking of supplies. Organizational structural processes and the necessary operating environment enabling strategic coordination of the supply chain.Supply Chain Department: review the structure of the Logistics and Procurement department including review of job descriptions and required skills and competencies. Lead the recruitment of staff in Nairobi.The above reviews must be done in line with DRC policies (Operations Handbook) and main donor regulations (EU, ECHO, DFID, OFDA), and will include reviewing and updating as necessary policies and procedures for the effective management of the supply chain.

Key Deliverables

Assessment report and Recommendations: detailed report on the assessment indicating thorough analysis of current systems and practices, and practical recommendations on what needs to be improved/ implemented. Develop prequalification, shortlisting and preferred suppliers template. Supplier pre-qualifications list: establish list of quality service providers/vendors for specific categories of goods and services. Revised and aligned SCM structure and job specifications.Develop SCM key performance indicators for each of the main areas.Reporting Arrangements

The Consultant will report to the Regional Head of Support Services (RHSS).

Monthly work plans Bi-weekly updates and status report to the RHSS. Final report and deliverables at the end of the assignment.The Consultant will be based in Nairobi with travel to Somalia.

TITLE: NSC SUPPLY PHARMACIST

1 - Presentation of MSF. 2 - General Objectives of the position.

A - Pharmacy

1/ Ensures the respect of the legislative pharmaceutical framework for transit, purchase, storage and exportation of goods (Kenya and international). Also ensure that damaged or expired Pharmaceutical products are disposed with respect to the national legislation and MSF policy for Pharmaceutical and Hazardous Waste.

2/ Inspects and receives in Log7 (logistics database) all pharmaceuticals and lab items delivered to NSC via local procurement (upon reception and before dispatch/shipping).

3/ Offers technical support to the GM, when s/he discusses and/or updates procurement policies with the intersectional and/or Amsterdam based responsible pharmacist.

4/ Responsible for regular Inventory of EPREP medical stock stored at NSC (other locations if requested and applicable) and reports on relevant details (expiry dates, batch numbers, discrepancies, etc.).

5/ Offers technical support to other mission when/if required to do so.

6/ S/he will be the person responsible for assuring the QA system of NSC, regarding handling/storage of the pharmaceutical products according to Good Distribution Practices and MSF standard procedures/guidelines

8/ Performs any other duties as required by the General Manager.

B - Cold Chain:

1/ Responsible for the quality and quantity of all cold chain items received/shipped including:

-Unpacking and checking status of cold chain items upon arrival for either TGD or local purchase items; -Determining which items (including batch and expiry) should be sent; -Checks monitoring devices upon reception and reports according to the MSF OCA Standards;

2/ Supervising packing of all cold chain items for shipping, ensuing packing as per MSF Standards;

3/ Monitors temperatures on a daily basis (at NSC level and in any other location when needed);

4/ Reports to the GM and to other relevant persons in Amsterdam and/or Nairobi;

C-Medical Procurement

C.1 - Order Processing:

1/ Receives orders into the Log7; ensures that all necessary information is present to enable suppliers to promptly respond to orders or quotation requests; 2/ Liaises with other departments on the processing of mixed quotations/orders; 3/ Prepares and sends out quotations to the suppliers as needed; 4/ Receives and compiles incoming quotations before forwarding them to the field; 5/ Prepares and sends out purchase orders to suppliers; 6/ Provides information for suppliers about special requirements (e.g. labeling, packaging, preparation of related documents, etc.);
7/ Follows up the orders with suppliers and ensures timely and complete delivery of the goods (and related documents: invoices, packing lists, export documents, etc.); 8/ Controls conformity of quotations/delivery/invoices, then forwards approved invoices to the GM; 9/ Follows up outstanding orders (backlog) with suppliers; 10/ Ensures that all documents related to an order are systematically filed in an organised filing system – keeps filed in order; 11/ Ensures availability of updated information on the progress of order/quotation requests and informs timely the clients on problems/possible delays; 12/ Liaises with the non medical procurement officer and transport officer with regards to the planning of transport (i.e. provides information on cargo weight, volume, special transport requirements etc.).

C.2 - Supplier Review

1/ Assists the MSF Amsterdam based Section Pharmacist and MSF Intersectional Nairobi based pharmacists (technical part) and GM and RM (commercial/organizational part) with regular supplier reviews; maintains the standard medical list updated with prices, items and suppliers’ information.

2/ Maintains a streamlined network of suppliers and try to ensure good relations with them through respectful communication and occasional visits (if required);

3/ Participates in commercial negotiations with the suppliers (if required);

4/ Contributes to the evaluation of suppliers and purchasing policies/procedures (if required);

5/ Informs the General Manager, Sectional and Intersectional pharmacists on quality or service issues that may arise.

D - Additional Tasks

1/ Coaches the Warehouse Control Officer on the warehousing of medical items and other issues when needed;

2/ Assists the non medical procurement officer as necessary;

3/ Provides holiday cover for non medical procurement/transport officers as necessary.

4/ Performs any other duties as required by the General Manager.

Position Details

A - PHARMACY: TASKS AND RESPONSIBILITIES

-Local Purchase:

1/ Actively collects (and disseminates) information, and keeps up to date relevant departments involved, on regulations and the legal framework set by the PPB and/or other relevant governmental bodies;

2/ Upon GM’s request liaises with PPB and/or other relevant governmental bodies on all issues related MSF activities;

3/ Ensures that NSC complies with the legal framework for transit, purchase, storage and exportation of pharmaceutical goods.

4/ Ensures that all local purchase requests received are validated by MSF OCA HQ in Amsterdam before proceeding to purchase and that Regional Pharmacist is kept in copy of any Local Purchase orders placed by NSC for Pharmaceutical items

-Narcotics and Psychotropics: Upon request and under the supervision of the GM liaise with PPB and/or other relevant governmental bodies for the management (transit, local purchase, storage and exportation) of restricted (psychotropic and narcotic) drugs.

-Destruction of Expired Stock:

1/ Liaise with relevant national authority and Section Pharmacist regarding legislation and procedure for destruction of Pharmaceutical waste (damaged and expired drugs) in Kenya.

2/ Maintain records of all expired/damaged drugs (approval of Logistics & HQ Pharmacist required before destruction).

3/ helps to identify authorized service providers (incineration/distruction as per MSF standards).

-Pharmaceuticals and non-pharmaceuticals proper storage: Upon request supports the logistics team in order to ensure MSF OCA standards for: a/ Appropriate warehousing - advice regarding selection and maintenance of recommended storage conditions and store layout (security, palleting, ventilation, shelving, pest control, separate storage for restricted and dangerous goods etc); b/ Correct cold-chain management according to OCA Cold chain protocol; c/ Stock organisation according to MSF supply guidelines; including appropriate management of expiry dates and possible ruptures; rotation of e-prep stocks to ensure avoiding losses due to expiry

4 - REQUIRED SKILLS:

-Ability to organize and prioritise workload independently, using initiative when appropriate -Good knowledge of Kenyan pharmaceutical laws including import and export together with Pharmacy stock management experience -Attention to detail with good analytical skills -Good command of English and Swahili, both written and spoken -Available for field trips -Excellent computer skills (MS excel, word, access, outlook, ERP knowledge is a plus) -Ability to work with minimal supervision -Pleasant and polite attitude at all times; ability to reflect the professional standards of MSF-OCA -Ability to act as part of multi-cultural and multi-disciplinary team -Interest in and commitment to MSF’s activities, ability to represent MSF to others
