Background: 

Working in partnership with Star FM of Nairobi, Kenya, the Dadaab Humanitarian Information Service (HIS) project aims to address communication gaps between Somalia refugee populations and humanitarian organizations by providing essential life-saving information that informs, protects, empowers, facilitates dialogue and affects behavior change in the target audiences of camp residents.

The project will also assist the humanitarian sector to be more effective by enabling communities to better understand aid operations, access relief services and communicate with humanitarian agencies. 

The project will help to establish, train, and operate a community radio station run by Star FM and staffed by youth from the Somali refugee and host communities that is being built in the camp to respond directly to the information and communication needs of those residing and working there.

Scope of Work: 

The Somalia Youth Radio Trainer (SYRT) will play a vital role in leading on the implementation of training and mentoring of youth groups from the host and refugee communities who will become the staff of the community radio station run by Star FM in Dadaab. Specifically, responsibilities will include:Assisted by the Project Director, design, implement and oversee all aspects of a regular training and mentoring program for local Somali-speaking reporters and correspondents, in coordination with local partners.Work with Star FM to support the production of high quality humanitarian radio programs covering key themes, including but not limited to services available to affected communities, health, registration, or protection issues.In coordination with the Humanitarian Liaison Officer (HLO), liaise with humanitarian agencies in the production of humanitarian news and information to disseminate important messages, news and information for affected communities (e.g. regarding food/water/shelter material distribution points, medical facilities and mobile media clinics, registration processes, announcements, etc.).In coordination with the Monitoring and Evaluation Manager, work with local reporters, correspondents, and other relevant staff to design and implement innovative ways to ensure that feedback from the community is incorporated into ongoing program design.Compile regular and timely updates of the HIS programs in coordination with the HLO.Ensure timely reporting of activities to HQ.Produce regular multimedia materials (i.e. blog posts, photos, podcast…) documenting the life of the project for external audiences, as required.Liaise with international/local media and promote Internews’ work, as required.Any other duties as required.Fluency in spoken and written Somali and English; knowledge of Swahili an asset.Experience in facilitation and training using hands-on participatory approaches.Experience in broadcast training and mentoring, preferably in relation to humanitarian issues.Proficient in use of digital field recording equipment, basic studio equipment and software, such as Adobe Audition, CoolEdit Pro and/or similar packages.Experience living and working in challenging environments, including humanitarian responses, and/or developing countries and/or conflict zones.Good knowledge of the mandates and modalities of the international humanitarian sector including the UN cluster system.An understanding of the vision/mission, core values and objectives of Internews.Excellent communication and reporting skills, both written and oral.Excellent administrative and organizational skills.Willingness to work in demanding, stressful, and, at times, dangerous situations under difficult living conditions with respect for basic security rules.Psychological resilience and a sense of humor.Relevant university degree.Knowledge of citizen journalism and familiarity with ways to leverage social media will be an asset, as will knowledge and experience of mapping and crowd-sourcing and mobile technology software.More about Internews in Dadaab: Over twenty years after the first Somali refugees fled the crisis that ousted President Siad Barre, more than 982,000 Somalis are now refugees in neighboring countries and some 1.5 million are internally displaced. Thousands continue to cross the border to North-Eastern Kenya into the largest refugee complex in the world, Dadaab. At their inception, Dadaab camps were intended to house 90,000 refugees; today that figure has surpassed the 522,000 mark, according to UNHCR.

In August 2011, Internews led a joint assessment of the communication and information needs of refugees in the Dadaab camps that found that serious communication gaps between the humanitarian sector and refugees are increasing refugee suffering and putting lives at risk. 

Results from the final report, Dadaab, Kenya - Humanitarian Communications and Information Needs Assessment Among Refugees in the Camps, show that large numbers of displaced Somalis did not have the information they required to access basic aid or voice their concerns or ask questions to aid providers or the government.

The Communications Commission of Kenya (CCK) is the regulatory authority for the ICT industry in Kenya with responsibilities in telecommunications, e-commerce, broadcasting and postal/courier services. 

CCK is also responsible for managing the country’s numbering and frequency spectrum resources.
CCK invites sealed tenders from eligible and competent firms for supply, delivery, installation and commissioning of Radio and TV broadcast logger.
Interested firms may obtain tender documents from the Procurement Office, CCK Centre, upon payment of a non-refundable fee of Kenya Shillings Two Thousand (Ksh 2,000) only, either in cash or bankers cheque payable to Communications Commission of Kenya

Responsibilities:

· Management of Services KPI based on agreed SLAs, audit & further fine tuning of the network based on the assessment of the network.

· Discuss exclusion list with customer regularly to avoid any penalty in case of KPI degradation.

· Supervises milestone status reporting towards internal management.

We are currently looking for a Radio Operator / Translator (Based in Nairobi)

Specific Responsibilities:

Provide services of translating official documents and remote control policies from Somali to English accurately and vice versa.Provide radio or telephone communication to the bases and respect the defined codes.
Ensure radio contacts in the evening in the absence of the Logistics coordinator, serve as the intermediary between the bases or vehicles when communication is weak ensure the official language in radio communication and protocols are respected.Ensure the equipment is well maintained and that frequencies are not used by unauthorised personnel. Radios should always be ready for use and the books should be updated accordingly.Answer the office phone lines in the absence of the Secretary and assist the logistics department in other logistical work in case of need.Qualified Translator with at least 1 year experience in translation of documents from Somali to English and vice versa.

II. Organizational Context

The overall mandate of the United Nations Department of Safety and Security (UNDSS) is to provide leadership, operational support and oversight of the security management system to enable the safest and most efficient conduct of the Programmes and activities of the United Nations System.

Under the direct supervision of the Deputy Chief Security Advisor and Communications Associate, the Radio Operator will work in a 24/7 radio room in Nairobi which will serve as the UN Emergency Communication System (ECS) room for that duty station.

As such, he will broadcast security related information originated from either the UNDSS Officers which could affect operations; keep tracks of all UN vehicle movements; when required, records, individual movements; conduct radio checks with UN staff. Incumbent is also required to train UN staff members in the proper use of all communications equipment as well as programming all UN radios to the various frequencies currently being used by the UN system in Somalia.

The Radio Operator works in close collaboration with the UN DSS Officer and UN DSS Assistants, and other UN staff members at the UNDP Somalia CO in providing support on telecom related issues.

IV. Functions / Key Results Expected

1. Provide telecommunications services, focusing on the achievement of the following results
• Transmits and receives messages through VHF and HF radio, telephone, fax, satellite, arranges radio conferences, selecting the most efficient and economic means for the transmission, taking into consideration the nature and priority of communications to be transmitted;
• Conducts radio Checks with UN staff members and FSCOs;
• Prepares and issues monthly telephone bills to the users for both local and international telephone calls. Maintains Billing System for the PABX
• Maintains a station log where all occurrences related to the operation of the UN ECS are entered. Information about every movement of UN staff members and UN vehicles in the field is also entered in the log;
• Ensures that no unauthorized communications exchanged on the network;

2. Provide Telecommunications support and advice, focusing on the achievement of the following results
• In coordination with the DCSA and the Chief Security Advisor transmits security information to update UN staff in the field on the development of the current security/emergency situation in the areas where they operate

3. Ensure maintenance of Telecommunications Equipment, focusing on the achievement of the following results:
• Ensures that all the equipment placed under his/her responsibility is in good working condition, make simple repairs, and/or arranges promptly for repairs or replacement of equipment;
• Maintains inventory, keeping accurate and regularly updated records of telecommunications equipment and its location, and ensuring stock is maintained at the level to meet needs;

4. Provide support to users, focusing on the achievement of the following results:
• Assists and trains newly arriving staff members in the acquisition and operation of telecommunications/VHF and HF radio Equipment;
• Programming of telecommunications equipment for all UN Agencies;

5. Supports knowledge building and knowledge sharing. Focusing on the achievement of the following results:
• Conduct communication training and briefings to staff increasing their communication and/or telecommunication awareness and ability to operate more efficiently.
• Circulates new communication and/or telecommunication policies and procedures to staff ensuring they comply with the UNDP rules and regulations
• Shares information creating a telecommunication and ECS network with other UN agencies, INGO/NGO partners and governmental security partners to ensure an accurate flow of information.

6. Ensures creation of partnerships within UN and the local communications network focusing on achievement of the following results
• Maintain contact with UN Humanitarian Air Services Coordinator/WFP and give details to UN Agencies of flight arrivals/departures;
• Consolidate, maintain and update all International and National staff lists at the duty station and in the field;
• Consolidate the field staff movement’s reports in accordance with CSA/DCSA directions.
• Log every event in the designed formats. Report all incidents to DCSA, CSA or the FSCO Operations Manager immediately.
• Informs field operators of message load, frequency and suitable transmission time schedule
• Coordinates with the local telephone company (TELCOM Kenya) to interface with their exchanges
• Maintain communications security at all times

IV. Impact of Results
The duties performed by the Radio Operator have a direct impact on the security and safety of UN staff operating in the field and also the UN property. The key results have an impact on the success of country office communications and operation activities between the country office and the various field offices.

Education: ? Completion of secondary school education plus a certificate/diploma in telecommunications and electronics
? Recognized certificates in radio communication
Experience: ? 4 years’ experience including experience in radio communications. Good knowledge of computer systems and networks.
Language Requirements: ? Fluency in English and Kiswahili (both oral and written).
Other Requirements: ? UNDP reserves the right to conduct background checks on applicants, including but not limited to reference checks with previous employers and criminal records;
