Job Description

One Acre Fund works closely with the local and national government in Kenya. Our principal focus is the Ministry of Agriculture, but we also pay close attention to other actors in Kenya’s agricultural sector. Our aim is to share information on what we do. We also require detailed insights into the strategic, regulatory, and legislative issues affecting the sector.

Our government relations team supports field operations to provide vital services to farmers. It also informs our wider policy, communications and outreach work. We believe that powerful opportunities exist to partner with the government to shape and implement effective policy, coordinated together with our significant field presence.

We are seeking a Kenya government relations analyst to help manage our growing local government relations work and support our long term policy objectives. This person would work closely with the government relations team in Kenya.

There are several major duties:

The Governance Programme of the German International Cooperation (GIZ) in South Sudan is conducting a pilot Induction Course for Local Government Administrative Officers (LGAO) on behalf of the Local Government Board (LGB).

The Induction Course is a partly vocational, partly academic training course which aims to foster the exchange of experience and to expose the LGAO to an academic discourse on the topics as listed below.

In order to implement the training program which will take place in Juba between May and August 2012, GIZ is currently searching for individual facilitators/trainers which shall be contracted as shortterm consultants in order to carry out the training sessions.

Required qualifications and experiences for applicants:

University Master degree holders or graduates who have served for at least 5 years in a related area/topic;At least two years of working experience as a trainer;Excellent knowledge of South Sudan; its political history, the Transitional Constitution of South Sudan and the Local Government Act 2009; andProven knowledge on at least one of the following topics and experience as a trainer in the same: Governance; Economics; Local Government Finance; Organizational and Administrative Management; Human Resource Development and Management; Law and Administration; Office Practice and Management; Rural Development; Urban Development; Research Methods; Disaster and Conflict Management; Gender and Poverty Reduction.Procedures

Key Responsibilities

The Project Accountant’s duties and responsibilities include:

Contributing to the preparation of the Project Implementation and Financial Manuals;
Ensuring the Project’s financial procedures as detailed in the Project Implementation and Financial Manuals are strictly adhered to by all project staff and executing agencies at the national and local levels;
Facilitating the timely disbursement of project funds;
Compiling of SOE for the PMU, the districts and headquarters for submission to the Ministry of Finance;
Liaising with the District Accountants from the Project districts and the lead project agency to ensure that SOE are prepared in timely manner and forwarded to Ministry of Finance;
Preparing financial reports and advising the Project Manager on the project’s financial status and trends;
Ensuring adherence to the Government of Kenya’s financial practices and circulars as issued from time to time;
Facilitating and ensuring that external auditors are availed all necessary documents during the audit as detailed in the Loan Agreement; and
Any other duty (related to the project’s activities) as may be assigned by the Project Manager.

Requirements for Appointment

For appointment to the grade of Project Accountant for South Nyanza Community Development Project (SNSDP) a candidate must have:-

A Bachelor of Commerce Degree (Accounting Option) from a recognized University and CPA (Kenya) Examination Part II;
A minimum of eight (8) years experience in donor funded projects three (3) of which must be at least at the level of Senior Accountant, Job Group ‘L’ and must have strong working knowledge of the Government of Kenya’s accounting procedures;
Strong computer skills; electronic spreadsheets and other accounting packages;
Working knowledge of banking and financial control procedures;
