 Request for Expressions of Interest for Consultancy Services for Preparation of the Nairobi City Water Distribution Master Plan
Contract No. AWSB/AFD/CS-01/14

The Government of Kenya has received financing from the Agence Française de Dévelopement (AFD towards the cost of the Nairobi Northern Water Collector Project) and intends to apply part of the proceeds for consulting services for preparation of the Nairobi City Water Distribution Masterplan.


The consulting services (“the Services”) for this assignment is to undertake a detailed water master planning for the Nairobi water distribution network, plan the works and their costs up to 2035 in order to supply continuously the City of Nairobi and neighbouring urban areas enough drinking water of good quality, within a range of acceptable supply pressures.The duration of the services for both components is expected to be Eighteen (18) months.

The Athi Water Services Board, a State Corporation in the Ministry of Environment, Water and Natural Resources, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
a) Experience in preparation of water distribution master plan assignments for large cities.
b) Experience in water demand assessment and design of water distribution networks for large metropolis, including Sub Saharan African, in the last ten years.
c) Experience in development and use of GIS tools, flow and pressure measurement campaigns and preparation of calibrated hydraulic models for water distribution systems,
d) Availability of appropriate skills amongst staff.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.

SHOPS Project Technical Assistance to Innovative Health Financing Schemes
Scope of Work for Marketing and Distribution Consultant
Background Strengthening Health Outcomes through the Private Sector (SHOPS) Project is a global five-year USAID-funded project, which aims to expand the role of the private sector, including NGOs and for-profit entities in the sustainable provision and use of high-quality health information, products and services.SHOPS builds upon decades of USAID support and leadership in private health sector programming, with an emphasis on exploring and advancing private sector innovations.
 The core goals of SHOPS Project Kenya are:
(1) Expand access to priority health services (Reproductive Health/Family Planning, Maternal and Child Health, HIV/AIDS) provided by the private health sector in Kenya; and
(2) Increase the number of Kenyans insured through coverage for priority health services.
The SHOPS/Kenya program is centered on three main technical component areas aimed to:
(1) Strengthen the enabling environment for increased health care access in the private sector;
(2) Identify, expand and improve financing options for increased private sector health care coverage; and Initiate, implement, and scale up innovative and sustainable private sector health models for improved service delivery.
Approximately 80% of Kenyans lack health insurance or other health financing and risk protection mechanisms to allow them to access care, and prevent them from catastrophic healthcare spending. This puts low-income populations at financial risk delving deeper into poverty. To make healthcare more affordable, health financing solutions are needed to help pay for treatment of communicable diseases as well as chronic health conditions.Potential solutions include insurance, medical savings accounts, loans, vouchers, or any combination of these, often powered by innovative IT platforms.
In September 2012, SHOPS solicited expression of interest from organizations with innovative health financing schemes that could be scaled up through technical assistance. SHOPS identified and selected a insurance provider (insurer)with innovative healthcare financing product that is well-positioned to scale-up coverage through SHOPS technical assistance.
The following technical assistance was requested by the insurer and will be delivered by SHOPS Project Kenya:Strengthen the marketing and distribution of their current health insurance productDevelop informational and educational communication materials for consumers on health insurance.Build the capacity of healthcare provider networks that administer and deliver pro-poor health insurance products offered by the insurer.SHOPS Project Kenya is looking for reputable consultants to develop a Marketing and Distribution Strategy with the following scope of work.
 The Consultant will be responsible for the following activities:Prepare for and conduct interviews with the SHOPS Project Kenya to understand the assignment and expected deliverables.Prepare for and conduct interviews with the insurer to understand their expectations on the assignment.Prepare the approach for the development of the proposed marketing and distribution strategy and present this to SHOPS Project Kenya for approval. This will include a review of the current method of sales and distribution of an existing health insurance product. Specific emphasis will be placed on distributing the product through mobile money networks. Moreover, the consultant will be expected to evaluate the incentive structures in place for sales representatives responsible for distributing the product.Review the insurer’s existing marketing and distribution strategies for their existing products from which best practices and lessons can be derived for the development of the proposed strategy.Develop the Marketing and Distribution Strategy based on data collected from sales process evaluations, interviews, and consideration of the clients’ expectations.Prepare for and present to SHOPS Project Kenya and the successful insurer the drafts of the strategy developed and incorporate their input and comments to the strategy.Review the final draft and present to SHOPS Project Kenya and the insurer.Present the final Marketing and Distribution Strategy to the insurer for implementation.Deliverables and Period of Performance

Our Client, which is  a media and marketing organization focusing on the youth. Amongst its key products being  a teen publication which is a  Kenya’s leading teen publication and has been in print for the last 11 years is looking to grow its magazine sales consistently and  would like to get a distribution manager with experience and expertise to expand its Distribution department.

Key roles and responsibilities

To supervise magazine distribution from the depot/printer/airport to all retail & school outlets, and co-ordinate with all 3rd parties recruited to ensure magazine is delivered to the Point-of-Sale on time, i.e.

Retail Outlets: Supermarkets, bookstores, convenient stores, cyber cafes, etc.,

Schools: School kiosks, school libraries, school journalism clubs, etc.

To supervise magazine collection (when required) from all the Point-Of-Sale outlets, including schools, supermarkets, bookstores, and  to ensure that all returns collected after the monthly sales cycle.

Check availability, sales of magazine at the retail outlets/school kiosks

a. Retail Outlets: Compile a comprehensive list of retail outlets. In this list, have the names of all the key retail outlet managers, who you can contact to get information on magazine availability and sales. Ensure that you contact ALL retail outlet managers at least once a month. Additionally, ensure that you visit at least 5 retail outlets daily to check availability status of the magazine.

b. Schools: Compile a comprehensive list of school outlets with the contacts of;

i. Kiosk Owners

ii. School Principals/Head teachers

iii. Club Patron (Teachers)

From this contact list, you will be required to check the status of magazine availability, sales or any issues related to magazine sales in the schools by either visiting or calling ALL school outlets at least once a month. Additionally, you will be expected to visit at least 5 school outlets daily to check availability status of the magazine.

Ensure that magazines are properly displayed at the various retail outlets during the in-store visits as clearly defined in the ‘Sales Supervision’ role above

To Supervise the Circulation of the Magazine on daily basis by either contacting and/or visiting all outlets where the magazine is available to the reader.

Develop strategies to ensure growth of circulation and subscription database

a. Retail Outlet Growth: Co-ordinate with retail outlet distributors e.g. to ensure optimum sales at retail outlets and ensure the laid out monthly, quarterly and annual targets are met

b. School Outlet Growth: To co-ordinate with school outlets distributors, kiosk owners, school heads, etc.to

ensure optimum sales in schools and ensure laid out monthly, quarterly and annual targets are met

Prepare weekly reports and present findings and concerns to Senior Management. The weekly reports will highlight, amongst other key issues;

a. Magazine Distribution from depot to retail outlets/schools

b. Magazine Availability reports for both retail outlets and schools

Growth strategies updates and reports

Every quarter, come up with creative ideas on how the magazine can be marketed/sold at all retail outlets. The ideas should be in a report format and must include, amongst other details; description of ideas, implementation timetable, implementation outlets, projected sales numbers, etc.

Liaise and manage all retail outlets, schools & vendors to make sure they are adequately handled

Water Supply and Distribution Officer
