Partnership for Sustainable Agri-Business Development of the Tana Delta Irrigation Project
The Tana and Athi Rivers Development Authority (TARDA) is a Regional Development Authority under the Ministry of Regional Development Authorities.
TARDA was established by an Act of parliament, Cap 443 Laws of Kenya 1974 and mandated to undertake integrated regional planning, coordination of development projects and implementation of projects for the utilization of resources within the Tana and Athi Rivers Basins.
The Tana Delta Irrigation Project (TDIP) is a product of a feasibility study that was commissioned by TARDA in 1981 to study irrigation development in the Lower Tana River Basin. The study identified 12,000 Ha as suitable for rice production under irrigation. In 1987 TARDA completed the detailed project design and a Definite Development Plan (DDP) covering 2,000Ha for phase 1. The implementation of Phase 1 covering 1,763Ha was completed in October 1987. This comprised irrigation infrastructure, flood protection dykes, an estate compound and a rice mill complex. Most of the infrastructure was however destroyed by El nino floods of 1997/98 forcing TARDA to close down farm operations.
In 2009/2010 TARDA under the Economic Stimulus Program (ESP) for Emergency Food Production, rehabilitated the farm infrastructure thereby opening up 1,300ha for rice production.
However the potential and capacity of the project to meet the Millennium Development Goals (MDG’s), Kenya’s Vision 2030, and TARDA’s strategic plan has not been fully realized due to resources based constraints. It is on this basis that TARDA is seeking for a partner to engage in a sustainable Agri Business Development of the Tana Delta Irrigation Project.
3. Purpose of expression of interest
The purpose of this EOI is to identify a suitable partner to enter into a Sustainable Integrated Agribusiness venture within the Tana Delta Irrigation Project in Garsen, Tana River County, to;
a) Carry out site investigation and topographic survey.
b) Prepare detailed designs and project documents.
c) Construction of flood protection dykes, irrigation canals, drainage structures, access roads, and rehabilitation of the rice mill Complex and estate compounds.
d) Carry out on-farm works on the new area which include clearing, earth works and land leveling.
e) Carry out research and seed multiplication.
f) Crop production, management and daily operations of the scheme including marketing.
The joint venture is intended to achieve the following outputs;
a) Fully rehabilitate and operate the 1,763 Ha developed by year 1.
b) An additional 4,000Ha opened up for Rice production.
c) A vibrant and sustainable agribusiness within Tana Delta Irrigation Project.
d) Incorporate high value crops within the rice production system.
e) An integrated environmental and social management plan.
Prospective interested firms should demonstrate their technical and financial capacity of Ksh.2.5 Billion annual turn-over or more to undertake these works and provide the following documents in their application:
a. Certified copy of certificate of registration or equivalent.
b. Certified copies of documents defining their legal status.
c. Registered physical address of the entity, Tax registration and Compliance Certificate
d. Certified Audited accounts for the last three years
e. Past experience in similar works including recommendations from at least three nationally/internationally recognized firms engaged in similar works.

Position Summary
The Regional Institutional Partnership Coordinator works closely with National Associations in the East Africa region to develop and support local institutional donor cooperation (grants and partnerships with multilaterals, bi-lateral aid agencies, governments, and foundations).
The RIPC provides necessary support in the implementation of activities financed by local institutional donors, interpretation of donor policies and in developing capacities.
The RIPC must pro-actively seek to raise awareness about the work of the organization; attract and retain new public/institutional donors, and protect the brand and image of SOS Children’s Villages.
General aim:
Guide and support National Associations(NAs) in retaining, servicing and expanding partnerships while exploring and building new partnerships with donor agencies and institutions (governmental and non-governmental), in countries across the region in order to significantly diversify and augment the funding resources available to support the organization’s programs.
Key Performance Areas and Main Responsibilities:
In conjunction with NAs, develop proposals, provide quality checks on reporting and keep track of deadlines for all locally-secured IPD activities to ensure donor servicing meets required level of professionalism.
Identify funding opportunities within the region and install as well as maintain a market monitoring mechanism aligned with and complementary to continental processes.Work together with NA stakeholders in initiating contacts and forging partnerships with institutional donors, representing the organisation’s aims and objectives.
Support NAs in preparing high level funding proposals that meet donor requirements.
Provide technical and coordination support to individual application/ funding processes according to needs.
Monitor and assess the quality of donor reporting by NAs making sure that donor requirements are met also during the project implementation phase.
Where appropriate and relevant develop and maintain good relationships with donors at regional level through ensuring regular communication, knowledge exchange and effective reporting.
Provide the CO and IO with relevant information for the continental as well as global IPD strategy and plans.
Develop the capacity of local staff with a view to understanding the development cooperation and humanitarian aid fields, including donor politics and policies as well as solid understanding of “international development” concepts and perspectives;
Train local staff in Project Cycle Management and Logical Framework Approach (LFA) and other relevant tools of the Institutional Partnership Practical Guide.
Provide support to the supervisor to ensure all PSA-funded IP projects are in order.Degree in community development or relevant field.
3 to 5 years’ experience in programming, management, and institutional donor relations.Team player with ability to work in a multi-cultural environment.

Background
The Partnership for Supply Chain Management (PSCM) is implementing the Supply Chain Management System (SCMS) project for the U.S. Agency for International Development (USAID) as part of the President’s Emergency Plan for AIDS Relief (PEPFAR).
SCMS will strengthen or establish secure, reliable, cost-effective, and sustainable supply chains capable of meeting the care and treatment needs of people living with and affected by HIV/AIDS.
In coordination with in-country and international partners, SCMS will assist programs to enhance their supply-chain capacity; ensure that accurate supply-chain information is collected, shared, and used; and provide quality, affordable, health care products to those who need them.
Overall Responsibilities
The Supply Delivery Assistant (SDA) is a member of the procurement team within the SCMS/Kenya field office in Nairobi, Kenya.
He/she is responsible for tracking shipments to ensure compliance with on-time delivery and coordination of in-bound freight with the US based SCMS procurement unit & Local procurement unit , local freight forwarder and Kenya Medical Supplies agency (KEMSA) stores.
He/she is primarily responsible for ensuring that the Freight & Logistics (F&L) processes are carried out in a timely fashion and reports on progress to the SCMS/Kenya Procurement Specialist.
The SDA also works to ensure clear and open communication between Procurement staff in country, the Procurement Unit and F&L at the Project Management Office (PMO) and the KEMSA stores in the exchange of information in the area of commodity tracking.
Specific Responsibilities
1. Once SCMS procurement are initiated, monitor and track shipments through direct communication with the Procurement Unit and the F&L located within the PMO, local freight forwarder and the KEMSA medical stores.
2. Keep track of shipments using a clearly visible wall chart showing products being shipped, quantities , sources, arrival times, etc.
3. Prepare regular tracking reports on all commodities ordered on a weekly basis for input by Procurement Unit into the projects ORION software and clarify any missing or questionable information.
4. Ensure the protection of SCMS from delays , loss/damage and payment of avoidable charges like double handling, demurrage etc by liaising with the KEMSA to ensure that goods that arrive are cleared out in a timely manner.
5. Ensure proper storage of the commodities (security and cold storage) until they are handed over to KEMSA stores.
6. Assist in the development and maintenance of a computerized Equipment database detailing equipment procured, sites it has been installed, maintenance requirements and tracking to ensure that maintenance schedules are adhered to.
7. Check supplier and manufacturers export documentation for Field Office Managed Procurement (FOMP) commodities to meet country requirements for customs clearance and in country regulatory requirements
8. Update procurement database and advise suppliers and procurement team to ensure smooth movement of procured goods to destination, including the status of pre-alerts, ASN, AWB, PO, GRN, etc.
9. Management of proofs of delivery (POD) from KEMSA to ensure that correct products were delivered and orders closed out appropriately—preparation of incident reports if needed
10. Carry out other relevant tasks, as necessary

The role

Oxfam’s Kenya Programme is a complex programme that incorporates both rapid and slow onset emergencies as well as longer term development and policy work.

Oxfam in Kenya works in the north, principally in Turkana, Dadaab and Wajir, the Nairobi informal settlements and on national level advocacy and coordination issues in multi stakeholder fora.
To provide support in the implementation of Oxfam GB Kenya programmes and to the country Programme Partners, Oxfam GB is looking for a highly innovative and motivated individual to work as a Partnership Finance Officer based in Nairobi, with frequent travel to the field
The Role
You will provide advice on the development, implementation, and evaluation of financial management systems and activities of partner organizations, support and advise the programme team on the analysis and interpretation of partner budget proposals as well as make financial and administrative reviews of prospective programme partners.
The incumbent of this position will be expected to analyze and make recommendations on the competence and adequacy of general financial feasibility of partner organizations, review and comment on financial information submitted by partners against compliance with grant agreement letter requirements, monitor financial progress during the life of the project partnership to identify deficiencies as well as develop and maintain a tracking system of partners’ financial reports while ensuring that subsequent disbursements are done based on compliance with grant contract.
S/he will be required to examine project financial records for accuracy and propriety of expenditures, assist in clearing partners’ audit recommendations; make recommendations to correct deficiencies identified during periodic reviews, as well as prepare and submit OGB annual returns to respective bodies as required.
The person will also be required to actively support Programme managers in conducting partner mapping and various partnership assessments in line with Oxfam policies and guidelines.
What we are looking for
To be successful in this role you will have a degree in Accounting or at least a CPA part II qualification coupled with intensive experience in providing a range of finance support services ideally in the NGO or public sector with a good audit background.
You will be expected to have the ability to analyze accounting process combined with high levels of initiative and ability to formulate recommendations to improve accounting systems.
You will be expected to have good training skills and with the ability make independent judgment on institutional capabilities and the adequacy of accounting systems and controls as well as the ability to detect the financial strengths and weaknesses of project partners and influence their ways of working.
Good communication and interpersonal skills are key for this role coupled with familiarity with Microsoft Office packages such as Word and Excel.

Programme Coordinators are effectively the "professional staff' of PASGR, although the individuals will be contracted initially on a consultancy basis.
Two positions are to be filled by locally recruited candidates who will work on research and higher education activities across the region from the PASGR Office.
The successful candidates will provide day-to-day operational supervision as well as substantive advice in the development and management of programmes.

An advanced degree in development studies, social sciences, or other related discipline;
10+ years of relevant working experience in one or more of the following: managing research projects in the realm of social science and/or governance from conceptualization stage through the dissemination of research findings;
policy development and implementation;

Excellent presentational and public-speaking skills;

To play the key supporting role in development of systems and strategies for PASGR's effective communication, dissemination and information management activities.
The Communications Officer supports all programme areas of PASGR as well as policy uptake and capacity building including: outreach, knowledge management, research policy support and partnership building.
Primary duties and responsibilities, to:
Bachelor's degree in Communications, Public Policy or related field (Master's an added advantage);
At least five years of experience as a communications professional;
Proven ability to write and produce high quality communications materials;
Proven ability to effectively coordinate research writing and editing tasks;
Expertise with web development tools and desktop publishing;
Proficiency using online databases and their operations;
Good team player;
