The Investment Analyst will report to the MAS Regional Head Sub-Saharan Africa and will support the Equity MAS Team.

Objective 1: Training Preparation

Work with the Program Manager to develop a capacity building plan based on training needs assessments. (The needs assessment is led by the Program Manager)Develop training materials for selected training modules. Tana and Athi Rivers Development Authority (TARDA)
Partnership for Sustainable Agri-Business Development of the Tana Delta Irrigation Project
The Tana and Athi Rivers Development Authority (TARDA) is a Regional Development Authority under the Ministry of Regional Development Authorities.
TARDA was established by an Act of parliament, Cap 443 Laws of Kenya 1974 and mandated to undertake integrated regional planning, coordination of development projects and implementation of projects for the utilization of resources within the Tana and Athi Rivers Basins.
 The Tana Delta Irrigation Project (TDIP) is a product of a feasibility study that was commissioned by TARDA in 1981 to study irrigation development in the Lower Tana River Basin. The study identified 12,000 Ha as suitable for rice production under irrigation. In 1987 TARDA completed the detailed project design and a Definite Development Plan (DDP) covering 2,000Ha for phase 1. The implementation of Phase 1 covering 1,763Ha was completed in October 1987. This comprised irrigation infrastructure, flood protection dykes, an estate compound and a rice mill complex. Most of the infrastructure was however destroyed by El nino floods of 1997/98 forcing TARDA to close down farm operations.
In 2009/2010 TARDA under the Economic Stimulus Program (ESP) for Emergency Food Production, rehabilitated the farm infrastructure thereby opening up 1,300ha for rice production.
However the potential and capacity of the project to meet the Millennium Development Goals (MDG’s), Kenya’s Vision 2030, and TARDA’s strategic plan has not been fully realized due to resources based constraints. It is on this basis that TARDA is seeking for a partner to engage in a sustainable Agri Business Development of the Tana Delta Irrigation Project.
 3. Purpose of expression of interest
The purpose of this EOI is to identify a suitable partner to enter into a Sustainable Integrated Agribusiness venture within the Tana Delta Irrigation Project in Garsen, Tana River County, to;
a) Carry out site investigation and topographic survey.
b) Prepare detailed designs and project documents.
c) Construction of flood protection dykes, irrigation canals, drainage structures, access roads, and rehabilitation of the rice mill Complex and estate compounds.
d) Carry out on-farm works on the new area which include clearing, earth works and land leveling.
e) Carry out research and seed multiplication.
f) Crop production, management and daily operations of the scheme including marketing.
The joint venture is intended to achieve the following outputs;
a) Fully rehabilitate and operate the 1,763 Ha developed by year 1.
b) An additional 4,000Ha opened up for Rice production.
c) A vibrant and sustainable agribusiness within Tana Delta Irrigation Project.
d) Incorporate high value crops within the rice production system.
e) An integrated environmental and social management plan.
 Prospective interested firms should demonstrate their technical and financial capacity of Ksh.2.5 Billion annual turn-over or more to undertake these works and provide the following documents in their application:
a. Certified copy of certificate of registration or equivalent.
b. Certified copies of documents defining their legal status.
c. Registered physical address of the entity, Tax registration and Compliance Certificate
d. Certified Audited accounts for the last three years
e. Past experience in similar works including recommendations from at least three nationally/internationally recognized firms engaged in similar works.
Completed and properly bound bid documents marked ‘EOI to undertake sustainable integrated agribusiness development in Tana Delta Irrigation Project (TDIP) ’ in clearly marked envelope addressed to the Tana & Athi Rivers Development Authority should be deposited in the Tender Box at the reception area of TARDA Headquarters located at Queens Way building 7th Floor on Kaunda Street, Nairobi on or before 11.00 am on or before 13th June, 2012.
Opening of the bids will commence immediately thereafter at the TARDA boardroom in the presence of the representatives from the interested parties who choose to attend.

Consultancy Services for Baseline Study for Sugar Agribusiness in the Coast Region

Background

Kenya Sugar Board has lately been inundated with very many applications seeking authorization for new sugar projects all over the country. Such request have often taken longer than expected to process due to reliance on information from records which are based on outdated data and often not easily accessible.

This problem is particularly acute for areas in the coastal region which has low sugar crop development, except in the south coast. Therefore a need has arisen for collecting and collating current information in easily retrievable form that will provide information on the general profile of the potential of the sugar industry in the Coastal Region with pointers to what facts would be required to be known in detail in order to exploit this potential.

The Government is committed to expansion of sugar production in the country as part of Vision 2030 objectives, hence the need for a feasibility study to be undertaken in the Coastal Region. It is considered that a baseline study to establish the full potential for a sugar crop industry in the region would provide requisite information to guide investors and government in the development of specific projects.

Objectives

The main objectives of this study will be to:

Provide information for setting up a sugar business that may be required by an investor,Establish the Socio-economic-political profile of the project areas in the region,Establish products demand and supply conditions in the sugar industry,Review agricultural potential, including irrigation.Provide an analysis of the potential for sustainable sugar crop businesses,Indicate the human and other resource requirements,Provide pointers and references to further study areas.Scope

The scope of work includes:-

Put into perspective, the place of potential sugar project in the current National Development Policies and Strategies, including Vision 2030, Ministry of Agriculture and Sugar Industry Strategic Plan.Analyze the physical, political, agricultural, industrial and socio-economic business environment in Kenya,Carry out Baseline surveys on the socio-economic attributes of the potential project areas,Assess the agricultural potential for a sugar crop industry and Identify risks to such sugar projects,Identify and analyze options against other competing agro-industries,Analyze the benefits of such sugar projects, their attributes and comparative advantages over alternatives projects,Modify and present Final study report in consultation with the Board and other stakeholders in accordance with the work plan prepared by the Consultant.The Board now invites interested and eligible consulting firms to express their interest in undertaking this assignment.

Interested firms are required to meet the following minimum qualifications on which they will be evaluated on:-

1. Submit a relevant company profile, evidence of registration, business permit and tax compliance certificate.

2. Firms should demonstrate the following which they will be evaluated on:-

a) Provide information indicating that they are qualified to perform the services including but not limited to:-

Description of similar assignments recently undertaken within the last five (5) years with appropriate references. The consultants should include names and references of clients including contact persons that can be checked by KSB.Availability of appropriate skills among staff. Curriculum Vitae of the personnel with details of relevant academic and professional qualifications, and experiences.b) Proof that they are a financially sound entity, by providing audited financial statements for the past two years.

Provide technical assistance to the KAPP Secretariat (KS) and Regional Service Units (RSUs) in the implementation of procurement activities for the communities and farmer groups supported under the Project in accordance with the provisions of the Financing Agreement;Provide support to KS, the RSUs, communities and farmer groups in procurement of goods and services in accordance with the Government, World Bank procurement guidelines, and in accordance with community and farmer grant manuals;Provide support, backstopping, training and supervision of Procurement Assistants based at the RSUs;Provide training and capacity building of community and farmer groups supported by the project to enhance their ability to efficiently procure goods and services;Review community and farmers procurement procedures and advice on areas to be strengthened including development and revision of the procurement plans, manuals and guidelines;With other staff of KS and RSUs, undertake regular and random verification/monitoring of the procurement of goods and services at the RSUs and at community/farmer group levelAssist KS, RSUs and the Communities in ensuring proper filing system for all relevant procurement documents in the project and prepare needed reports & documents;Prepare, update and assist on the implementation of procurement plans for goods and services for the project Assist KS and RSUs to address any procurement complaints that my ariseAssist in the development of an ICT based database for KS and RSUsPerform other duties related to community procurement as assigned by the National Project CoordinatorDescription of Relationships:

The Community Procurement Specialist shall report directly to the National Project Coordinator and shall provide, on a regular basis a written accomplishment/performance report.

The Specialist will work closely with the project procurement specialist and other staff.

Qualifications:

A university degree in Purchasing and Supplies Management, or Commerce (Supplies Management option), Business Administration from a recognized institution, or other related fields;Seven (7) years experience with at least 3 years experience in donor-funded community development project implementation.Literacy in communication and ICT applications Other desired qualifications and skills:

2. Terms of Reference for Procurement Assistants (PAs) Regional Service Units (RSUs).

Primary Functions:

The Procurement Assistants will provide necessary support to ensure efficient and effective utilization of farmer grant resources at the community level.

This will require building the necessary capacities of the farmer groups and their leadership to enable the groups to operate as business entities and have strong and sustainable management structures.

Duties and responsibilities include:

Assist the farmer groups to identify and to draw specifications for goods e.g. equipment/machinery and services.Assist farmers identify reliable suppliers of such goods and services where necessary, help the farmers fill out the necessary procurement documents.Oversee that all procurement documents and records are properly filed; securely stored and necessary returns are filed with respective authorities.Distribute all necessary circulars and guidelines issued by the KAPAP Secretariat (KS) and RSUs to the relevant management structures of the farmer groups.Interact with KAPAP service Providers to support farmer groups to undertake procurement in accordance with the established procurement procedures.Assess the capability of the farmer groups’ officials managing the stores and advice the farmer groups on the capacity requirements and to assist them to achieve the optimum capabilities of manning the stores.Train the farmers and group management on modalities to implement procurement activities in their grant proposals.Maintain copies of the constitution of the groups, farmer grant contract agreements and all guidelines and circulars issued by the project management.Constantly sample procurements made by farmer groups, test their compliance in regard to rules and regulations contained in the Farmer Grant Manual.Monitor activities of farmer groups and report as scheduled.Perform any other duties that may be assigned by the RSU Coordinator.Requirement for appointment:

Procurement Assistants will be required to be familiar with the operational local area for which they choose to submit their application and should have the following minimum qualifications.

Diploma in Purchasing and Supplies Management from a recognized institution.Fluency in English, Kiswahili and local dialect spoken in the region of their choice.Should be well versed in World Bank procurement Guidelines.Proactive team playerHigh integrity, accurate, efficient and self supporting.Computer literate.Knowledge of the purchasing, current markets and trade conditions.At least two years of experience in procurement activities.3. Terms and Conditions of Service:

The Community Procurement Specialist and the Procurement Assistants will initially be appointed on a one year contract including a 3 months probation period. Contract extension will be subject to satisfactory performance and availability of funds.

* She/ he should have at least 3 years of relevant experience at the national or international level in providing business and management development services, hands-on experience in design, monitoring and evaluation of development projects.
* Work experience in agriculture will be an advantage.
* Experience in the use of computers, office software packages, and in handling web based management systems is an advantage.

This is a Nationally Recruited Staff (NRS) position based in Nairobi and is on a 2-year renewable contract subject to individual performance and availability of funds.

Salary and benefits will be in line with those provided within AATF’s NRS scheme.

Norfund has a portfolio of agribusiness investments of 40M USD, mainly in green field Agriculture,
and plan to increase this. The investment Director Agribusiness will report directly to the Head of
department Industrial Partnerships (HOD); the key role will be to implement Norfund’s strategy in
the sector together with Head of Department and work with individual investments in the sector.

Norfund is recruiting an Investment Director (Agribusiness, Industrial Partnerships) who’s main job
purpose will be to implement Norfund’s strategy in Agribusiness in Africa, Maintain and develop
Norfund’s network in the agribusiness sector in Southern and Eastern Africa, to source, execute
analyse, structure, negotiate, manage, exit on new and existing agribusiness deals and contribute
to maximise returns and secure high developmental impact, and support other teams within
Norfund on agribusiness as needed.

Knowledge and Experience
•Graduate at master level plus where appropriate professional qualification (economics, finance
accounting);
•15 years relevant business experience from operative management positions or finance/PE;
Agribusiness experience is a requirement.
•Be able to communicate fluently in English and preferably other languages such as Swahili,
French or Portuguese; and
•Computer literacy with Microsoft Office suite of programmes and, in particular, financial mod-
elling in Excel.

Key Duties
a) Implement Agricultural Strategy
•Coordinate the pipeline building and follow up of Norfund’s agricultural portfolio together with
the Head of Department.
•Develop new business contacts and network to potential sponsors and respond to enquiries, at-
tend seminars etc in the sector according to a set of marketing targets and priorities agreed in
advance with the Head of Department.
•Market Norfund as an investor in Agribusiness in the region.
•Follow and report on other investors/Fund managers in the sector and the competitive land-
scape in agribusiness investments in the region.
•Facilitate organisational learning across the agri-business portfolio.
b) Deals origination, management and exit
To manage deal progress from inception to exit, against agreed timetable and in conjunction with
the Head of Department as project manager or as team member. In particular, to;
•Evaluate investment proposals from potential clients for preliminary discussion with Head of
Department to decide whether to take forward to Investment Committee.
•To prepare and present papers for the Investment Committee.
•Analyse (or supervise the analysis of) agribusiness companies from a financial, operational, and
industry perspective and create valuation models to support transactions, including DCF models
and comparables
•Execute field work to support due diligence processes in agribusiness investments
•Support other investment projects in the sector when needed
•Maintain good relations with management and co-financiers.

JOB DESCRIPTION
•Manage the performance of current investments under his/her responsibility; to monitor invest-
ments, including SEG issues and completion of required reporting (Valuations etc.)
•Take initiative, as appropriate, to maximise deal performance and ensure returns on Norfund
equity investments is enhanced and realised by developing appropriate exit strategies;
c) Staff management
•To supervise, coach and follow up the investment adviser agribusiness
d) Administration (maximum of 5% of time over a year)
•To assist with the administration of the office, as agreed with the Head of Department
(including preparation of corporate plans and budgets, reporting etc)e) Other
•Extensive travelling in the region will be necessary.
•The Investment Director must sign and carry out his/her duties according to Norfund’s Interna-
tional Code of Conduct
