Vacancy: Knowledge and Results Manager

Context and Purpose: Kenya Markets Trust (KMT) is a non-governmental organisation (NGO) whose vision is to enable the sustainable transformation of markets for the benefit of the poor. This involves working in partnership to facilitate improved functioning of markets, and to build capacity to make markets work better.  

There is widespread agreement that the best way to improve the economic conditions of the poor is through improving the functioning of markets.  One method which has found success is the “Making Markets Work for the Poor” (M4P) approach developed by a group of donors, practitioners and academicians. KMT uses the M4P methodology to facilitate “better markets, better lives”.
Kenya Market Assistance Programme (MAP) is funded by Department for International Development (DFID), Gatsby charitable foundation and The Embassy of the Netherlands and implemented by Adam Smith International and Kenya Markets Trust.  
The Knowledge and Results Manager, being a part of Knowledge and Results Team (KRT), is to manage the effective application of MAP’s results measurement framework across all interventions within the MAP portfolio and to enable effective reporting of programme results and performance to the board, donors and key stakeholders.

Main objectives

To manage reporting against the programme logical framework To advise sector managers in application of the Results Measurement Framework including how to construct results chains, develop measurement plans, establish attribution strategies, set baselines and undertake monitoring activities against measurement plans.To collect and analyse MAP’s results measurement data and assist the MAP senior management team in reporting on programme performance.To participate in MAP’s portfolio review. To ensure MAP’s management and measurement systems are compliant with the DCED Results Measurement Standard.Reporting to the Knowledge and Results Senior Manager, you will be expected to:Update the log frame and reporting on programme performance against the log frame targets in line with the reporting calendar. Vacancy: Senior Policy Systems Manager

Overall performance of the policy system and its resulting enabling environment could be measured by its ability to:Drive private sector upgrading, namely greater investment, enhanced competitiveness (products and operations) and societal benefit (poverty reduction, jobs, etc.).Crowd in participation and ensure wide awareness of rules and rightsLearn and adapt. This implies a posture of being evidence based, transparent in monitoring and accountable to objectives.The Senior Policy Systems Manager will be responsible for increasing awareness and understanding among influential stakeholders - particularly within government, private sector, the media, research institutions and donors – regarding the efficiency and inclusiveness of markets in Kenya. This includes sharing insights into how the performance of these markets could improve and the role that different players could shoulder in bringing about this transformation. You will also provide strategic leadership and cross cutting support to the portfolio teams in understanding and influencing positively the political economy of their market systems.  Further support will also be given to KMT’s Knowledge and Learning Practice as well as other areas as needed.  He/She will serve as a member of the Senior Management Team (SMT) of KMT and oversee, motivate and guide staff, encouraging their commitment to corporate objectives and team learning and performance.

Reporting to the Chief Executive Officer, you will be expected to:

Regularly produce stakeholder mapping and analysis to identify champions that are active or could be active in thinking through efficiency and inclusiveness of markets or in influencing those debates and decision makers.  Clarify the roles being played by different institutions, help to identify influential stakeholders and the approach and influencing strategy and partners to work with and through. This embraces National and County Government. Support the value proposition of evidence. In terms of messaging and evidence base, gather appropriate materials both internationally, from other programmes and sectors in Kenya and also from KMT interventions to build a compelling case on these issues and what can be achieved. Think through the range of assessment tools that are available or could be developed or adapted for assessing the functioning of markets in Kenya. Facilitate participation of key players including research, education, private sector, civil society, and media organisations in policy development. Support coalition building, communication and public relations, investigative journalism, and grass roots evidence based advocacy strategies.Build the capacity of government to publicize policy decisions including objectives/benchmarks, proposed regulatory implementation vehicles and enforcement practices.Catalyze the Government to shift from interventionist practices to providing regulatory and oversight frameworks that allow commercial networks to form and flourish.Monitor policy debates and effectiveness of policies in Kenya for use both as a baseline and to measure progress of KMT influencing on these objectives. Work with influential private sector associations such as Kenya Private Sector Alliance, Kenya Agribusiness Agroindustry Alliance etc as well as consumer protection bodies to enhance their advocacy capacity. Coordinate such action with other instruments such as the Business Advocacy Fund to explore synergyQuality assure annual work plans and supporting budgets for each system and intervention produced by managers.Identify and cultivate suitable implementing partners and service providers and oversee managers in managing contractual relationships and grant agreements.Ensure monthly financial reports and returns to the Finance and Administration Unit have been prepared and submitted by managersPrepare quarterly reports to inform the portfolio review processProactively identify opportunities for expansion of interventions within the systemProduce case studies in conjunction with KRT and produce research papers designed to shape the dialogue on system issues.Effectively manage external researchers and consultants when it is necessary to commission external research support.Participate in regular portfolio review meetings.Participate in relevant workshops and meetings and represent MAP at conferences both internationally and domestically.Degree in a relevant discipline such as Public Policy, Economics, Development Studies, Business Management, Agribusiness or an equivalent. Recruitment of Programme Management Staff for Community Development Trust Fund (CDTF)

 (A joint Government of Kenya and European UNION Programme)

Community Development Trust Fund (CDTF) is a joint initiative of the Government of Kenya and the European Union that was established in March 1996 through Legal Notice No. 303 of 26th March 1996. 

Under this collaboration and funding arrangement, CDTF is implementing a four year Programme, the Community Development Programme Phase Four (CDP 4) with two components, the Community Environment Facility Phase Two (CEF II) and the Community Based Development Initiatives (CDI) with funding from the European Union. The CEF II has received funding also from the Government of the Royal Kingdom of Denmark (DANIDA) through the Natural Resource Management Programme (NRMP). The main objective of the CDTF is to contribute to poverty alleviation efforts in Kenya by offering support in form of grants to community-based projects, which address basic social, economic and sound environment management priorities. CDTF’s mandate is to oversee the transfer of funds for implementation of community based development projects, and further oversee implementation of projects.

Job vacancies have arisen in the CDI component that require to be filled on contractual basis by highly qualified and experienced Kenyan Nationals. 

The contract duration will be up to 30th June 2014 with a possibility of an extension to 30th September 2015 subject to satisfactory performance and availability of funds for the extended period. The positions are:

Designation: Deputy Regional Officer – Engineering

Department/Station: Programmes Department, Central Regional Office, Nairobi

Key functions

In addition to duties as a Technical Officer involved in the project Cycle Management of funded projects, this position shall also provide guidance on technical and engineering aspects of projects funded by the CDTF in the Central Region of CDTF including reviewing designs and drawings, verifying project budgets and monitoring compliance with statutory and engineering standards.

Research internships provide an opportunity for recent graduates to gain experience in a dynamic research environment by working with senior scientific staff in on-going research activities. The internship gives young graduates an opportunity to decide if they would like to take up research as a career. Several internships commencing in January 2013 are available at our Nairobi and Kilifi sites.

We seek a molecular virologist of outstanding ability to join a dynamic team of researchers working on the epidemiology, evolution and control of respiratory and enteric viruses, including respiratory syncytial virus (RSV) for which the group is internationally recognised. The successful candidate will support studies relating to molecular and immuno-epidemiology, transmission dynamics, genetic; antigenic diversity, and evolution of a range of viruses. We require post-doctoral level support in relevant molecular biological techniques such as quantitative real time PCR, sequencing and phylogenetics, protein and peptide synthesis and expression. We are looking for an individual with the capacity to support on-going studies and, importantly, aptitude to develop independent lines of enquiry. Priority will be given to candidates from Kenya or the East Africa Region. This is a two year contract in the first instance.

The Position
