Request for Expression of Interest for Consultancy Services for Restructuring of the Agricultural Development Corporation (ADC)
Agricultural Development Corporation: The Agricultural Development Corporation is a Government Parastatal, established by an Act of Parliament CAP 444 of 1986, to under-take promotion and execution at agricultural schemes and reconstruction in Kenya by initiating, assisting or expansion of agricultural undertakings and enterprises.
 Is the custodian of the national livestock studs.Plays a major role in the transfer of agricultural technology from research institutions to the Kenyan farmers.Provides testing ground for technologies and research.Supports industries processing agricultural produce.Objective: The objective of the consultancy is to provide professional services to enable the Government of Kenya undertake restructuring of Agriculture Development Corporation to improve service delivery and profitability.
The scope of the assignment will include, but not limited to the following tasks:-
1. Review current situation and business activities and identify both critical and non critical factors contributing to the past and current performance in the institution.
2. Explore the innovative options of revitalizing the Corporation and putting it in profitability stream by restructuring the balance sheet to make the organization bankable.
3. Assess appropriateness of the current operational model impact on the institutions overall sustainability.
4. Propose restructuring plans covering human resource, financial and operational matters; and recommend appropriate organizational structures with corresponding staffing levels that will result in operational efficiency.
5. Develop the expected restructuring recommendations/deliverables clearly laying out priorities to be addressed, and sequence of actions to be taken and implementation matrix with clear timelines,
6. Advise on the cost of implementing ADC’s restructuring plans,
7. Make any other related recommendations and /or observations which are deemed pertinent for the successful completion of the restructuring processes
Eligible Consultancy firms are invited to express their interest in carrying out the assignment.
Interested consultants are expected to provide information indicating their capability to undertake the consultancies. This shall include as minimum;Certificate of incorporationA valid tax compliance certificateCompany’s profileproof of financial strength (3 years of audited accounts)Evidence of similar assignment performed by the firm in the past 10 (Ten) years (provide at least 5 clients’ references and contact addresses)available staff and their CV’s for the assignment: Expertise in Agriculture-crops and livestock; HRM; Financial Management; Strategic Management: (should have 10 years working experience in Kenya or developing Country on similar assignment)The interested Consultancy firms may associate with other firms in the form of a joint venture or a sub consultancy.

 The Role

Reporting to the CEO, the successful candidate will be responsible for supporting the running of the IT systems and infrastructure.

Key Responsibilities

The Kenya Agricultural Research Institute (KARl) is a Parastatal established by the Government of Kenya under the Science and Technology Act Cap 250 to carry out Agricultural Research to support the Crop and Livestock Production sectors of the country.Beside this core function, the Institute collaborates closely with the farmers, pastoralists, extension staff and other National and International Development Partners. KARl manages thirty-three (33) Centers inclusive of the sub-centers located all over the country with a view of developing and disseminating technology, tailored to meet the needs of different categories of farmers in various Agro-ecological zones and Socio-economic Circumstances. In order to enhance the provision of services, the Institute would like to fill in the following positions, which are vacant.The Assistant Director (Finance) will be Chief Financial Advisor to the Deputy Director (F&A) on matters relating to Finance.
Reporting to the Deputy Director (Finance and Administration), the position requires the incumbent to be responsible for effective coordination and proper management accounting and also provide leadership to the Accounts staff.

The International Maize and Wheat Improvement Center (CIMMYT) seek applied agricultural economists to join our international team of scientists working on improving the livelihoods of maize and wheat farmers in the developing world. As a member of the CIMMYT Socioeconomics Program and in collaboration with public, private, local and international partners, you will explore technological and institutional innovations that open new opportunities for resource-poor farmers, help researchers and policy makers understand social and economic constraints to farmer technology adoption, and translate your vision into a productive and exciting research agenda. Rooted in a strong culture of high-quality agricultural economics and social science research, the CIMMYT Socioeconomics Program has a team of qualified and motivated scientists operating in different regions and working closely with biophysical scientists. These positions will be based in either of CIMMYT’s regional hubs in Africa or South Asia.

Primary research objectives include:

Analysis of the drivers of change and options for agricultural productivity growth, food security and sustainable intensification in cereal based systems.Improving the understanding of farmers’ economic incentives and adoption constraints under different agro-ecological and socioeconomic settings.Analysis of technology adoption pathways and differential impacts on poverty, gender, and food security for targeting technology and policy interventions.Developing institutional innovations for enhancing farmer access to and use of promising technologies, inputs and output markets for income growth and food security.Policy options for supporting the development and diffusion of climate smart and sustainable agriculture for enhancing adaptation and reducing vulnerability to climate change in maize and wheat systems.

Your job will require that you:

Work with a team of scientists to understand men and women farmers’ choices of new technologies and adoption constraints.Define potential tradeoffs and identify more profitable, low risk and sustainable intensification options in target systems.Analyze value chains to develop inclusive institutional innovations that improve access to seeds, other inputs and markets.Indentify adoption pathways and evaluate impacts on food security, income and livelihoods for target groups.Develop policy recommendations and decision tools for targeting the poor and enhancing technology diffusion and adoption.Publish research findings and contribute to dissemination of results to stakeholders.Contribute to the capacity building of farmers and partners.Participate in center-wide and program strategy development and priority setting.

We are seeking candidates with the following qualifications:

PhD in Agricultural Economics or related discipline from a highly recognized university.Relevant postdoctoral experience of at least 2 years (associate scientist), 5 years (scientist) or 8 years (senior scientist) – new PhDs may also be considered in regions where senior scientists are available for mentorship.Relevant publications in international peer-reviewed journals in agricultural economics.Good understanding of the challenges of productivity growth, sustainability and food security in developing regions.Experience in combining applied quantitative methods with qualitative approaches to study complex farming systems.Extensive knowledge of econometric methods and software (e.g. STATA, GAMS, etc) for analysis of survey data. Knowledge of other economic modeling methods (e.g. household modeling, bioeconomic modeling, spatial analysis, etc) will be an advantage.An effective and energetic team player with the ability to work in a multidisciplinary and multi-cultural environment.Excellent oral communication and writing skills in English to express complex concepts in simple terms.

The International Maize and Wheat Improvement Center, known by its Spanish acronym, CIMMYT® , is a not-for-profit research and training organization with partners in over 100 countries. Scores of other CIMMYT efforts have saved or enriched millions of lives, from releasing disease-resistant varieties and varieties resistant to drought and heat and soil deficiencies, to dispersing techniques to reduce farmer costs and post-harvest losses. In developing countries, wheat varieties developed by CIMMYT and its partners cover 75% of the area planted to modern wheat varieties.

The Team Leader/Senior Agricultural Economist will lead a group of economists and other scientists within the Improving Markets Opportunities research team researching issues related to changing demand and market institutions in livestock products in Sub-Saharan Africa and Asia. The Team Leader / Senior Agricultural Economist will lead a group of economists and other scientists within the Improving Markets Opportunities research team researching issues related to changing demand and market institutions in livestock products in Sub-Saharan Africa and Asia.

The research utilizes multi-disciplinary tools from agricultural economics, agribusiness, innovation systems, and new institutional economics to elucidate the role of markets in promoting pro-poor growth.

Reporting to the Director of the Improving Market Opportunities Research Theme, the Team Leader will develop and implement a research programme in pro-poor development in collaboration with a range of local and international partners, focused on beyond-the-farm-gate elements of the livestock value chain, and manage day-to-day the team and donor-funded projects.

Key areas of research are expected to include:

Quantitative analysis of livestock value chains to assess interventions that improve both farmer linkages to markets and the performance of the value chain itself, including outcomes for the poorAssessment of changing domestic and export demand for livestock products from developing countries and consequent opportunities for smallholder producers, input and service providers and value chain actorsIdentification of institutions and institutional interventions needed to enhance smallholder incomes and market accessMethodological development to support ILRI- and CG-wide markets research platforms.A Ph.D. or equivalent in Agricultural Economics, Economics, Agribusiness, or related disciplineProven analytical and research skills through a track record of scientific publications, policy documents and related correspondence.Experience of working in developing countries, especially sub-Saharan Africa, with strong preference given to livestock-related experienceDemonstrated ability to work in multi-disciplinary and multi-cultural teams, and strong interpersonal and partnership management skillsStrong English language skills, both written and spoken (proficiency in other languages is an advantage);A passion for the generation of scientific knowledge that advances pro-poor development.Vision for advancing pro-poor development through knowledge generation;Strong research management experience, including fund-raising and management of staff and project resources, and experience in private sector agribusiness is desirable.Strong capabilities in econometric and other forms of quantitative analysis demonstrated in written outputs;Experience in one or more of the following areas: value chain analysis, supply chain modelling, agribusiness strategy, consumer demand analysis with focus on quality and safety, multi-sectoral modeling, and techniques from new institutional economics as applied in developing country environments;Post location: The position is based at ILRI’s Headquarters in Nairobi, Kenya. Extensive travel to other countries and regions will be required, particularly throughout Africa and South and Southeast Asia.

Position level: The position is Scientist/Research Level 3, dependent on qualifications and experience.

Salary: ILRI offers a competitive international salary/benefits package. Base salary from USD 75,000 per annum. * Tax free but subject to compliance with the tax regulations of country of citizenship.
