Through its Emergency Response Department (ERD), created in 2006 after the merge with Atlas Logistique, the organization is committed to: Provide an adequate response to major natural disaster and conflict situations, anywhere in the world as much as possible within 72 hours; Provide assistance to vulnerable groups (refugees, IDPs, persons with injuries, elders, children, etc.) affected by a crisis and maximize the number of beneficiaries. Within vulnerable groups, target especially PwD and meet their specific needs; Constantly monitor chronic crises and/or conflicts to ensure preparedness for and rapid response to eventual emerging needs.

Directly linked to the Emergency Response Department of Handicap International France, the expatriate will be mandated for the following mission:

JOB CONTEXT:

Somalia, the neighboring country of Kenya, has been designed the most failed state of the world in 2011 . Due to civil conflict and drought, United Nations decided in 1992 to start an operation in Mogadishu (“Restore Hope”). In the same time, several tens of thousands people fled Somalia to Kenya. As a result of these influxes, the creation of refugee camps in the North Eastern part of Kenya has been decided and especially in Dadaab. Most of these refugees are still in Dadaab today. Dadaab is located in the east of Kenya, at about 90km from the Somalia border. The camps complex is composed by three “historic” refugee camps: Dagahaley, Ifo and Hagadera, located in a circle of 17km around Dadaab. Despite official closure of the Kenya / Somalia border by the Kenyan Government in January 2007, Dadaab refugee camps complex has received over 200,000 Somalia refugees over the past four years. Since October 2010 however, the numbers of refugees increased to over 10,000 a month, mainly because of the conflict in Somalia and since May 2011 because of the long and severe drought in the horn of Africa. The United Nations have declared on 20th of July a situation of famine in 2 regions of Somalia and on 3rd of August 2011 it was extended to 5 regions of Somalia. The number of refugees received between January and mid July 2011 is more than 60,000. The current population in the camps is around 400,000 refugees, while the three camps (Dagahaley, Hagadera and Ifo) have a total holding capacity of 90,000 persons (30,000 each). There are about thousands of new refugees who have no where to settle and are spontaneously settling on the outskirts of the camps. The rate of registered refugees arriving in the camps should continue rising. As of the end of July 2011, an average of 1,330 persons was arriving daily in Dadaab . It is anticipated that an estimated additional 80,000 new refugees will arrive in the next months, should the rains continue to fail and aid delivery in Somalia remains restricted. The sharp increase in arrivals combined with the prevailing drought situation in the Horn of Africa is impacting more on the newly settled refugees. Indeed, during the previous months, newly arrived refugees were not taken in charge immediately at their arrival in the different camps in Dadaab, because the Kenyan Government and UNHCR did not have the capacity to register this large number of refugees daily. Therefore, refugees could not receive any basic services as food and water at their arrival in Dadaab camps, creating situations of extreme vulnerability and sometimes to deaths. Despite the presence of humanitarian stakeholders in Dadaab, the huge influx of new refugees has made it extremely difficult to deliver sufficient and efficient humanitarian assistance, especially in the spontaneous settlements (vast areas around the different camps with no existing services at all). However, in response to the critical needs of newly settled refugees, the Kenyan Prime Minister made a public statement requesting UNHCR to open the new sites in the area and provide assistance in terms of health care, shelter, education and food. As a result UNHCR and implementing partners (IPs) decided to open two new camps (Ifo Extension and Kambioos) with an additional capacity of 180,000 refugees. The resettlement in these new camps has started on July 25 and is still under process. Regarding these facts, Handicap International has identified critical needs for the most vulnerable (especially for persons with disabilities, older and persons with serious medical conditions), such as: - access to food and safe water, - access to sanitation facilities, - access to health services, - access to adapted shelters, - access to a secure environment and protection, - access to other specific services according to their needs.

Handicap International, in the frame of its holistic approach to the most vulnerable called Disability and Vulnerability Focal Point (DVFP), proposes an immediate humanitarian response in order to cover the needs of the Dadaab camps vulnerable population. The strategy of these DVFPs is to identify most vulnerable persons (and particularly PWDs) in their community and enhance their access to basic and specific services. Because of the increased vulnerability of the new arrived refugees, Handicap International will focus its activities in the two new camps (Ifo extension and Kambioos) and in the outskirts of the three existing camps. This project, like all projects currently being implemented by the ERD, will focus particularly on extremely vulnerable individuals and their households, as these individuals often risk being excluded from assistance efforts, and given their original vulnerabilities, face additional barriers and challenges to cope and survive. The criteria of vulnerability could be enlarged according to the lack of coverage by the other actors and our financial and operational capacities. Also, HI aims to provide mainstreaming support to IPs at all levels in the emergency response. This mechanism for mainstreaming has been used successfully by HI in others emergency interventions (Haiti, Pakistan, etc).

JOB DESCRIPTION:

Under the direct responsibility and support of the Logistics Coordinator, you will be responsible for:

Ensuring the respect of HI and donor logistics guidelines (management of purchase, stock, supply, equipment, vehicle);Supporting the opening of the mission at logistical level;Supervising and providing a logistical support to the different HI bases and projects run into the country;Coordinating the logistics activities all over the mission by being in support and in close collaboration with the project staff and the support staff;Managing directly the logistics national staff;Reporting on regular basis about all logistics activities.

MAIN TAKS OF THE EXPATRIATE

REPRESENTATION - Being the direct interlocutor of HI towards providers and companies, for all issue related to logistics; - Participate actively to logistics coordination and information meetings (NGO coordination, etc.).

GENERAL COORDINATION - Set-up coordination routine system (meetings, reports, situation points, etc.) to ensure a smooth diffusion of relevant information (logistics) at all mission level; - Provide logistics support and advice specifically field teams on regular basis.

PURCHASE MANAGEMENT - Launch the call for tenders for the most important markets; - Ensure the purchase planning; - Ensure the respect of HI (and donor if required) purchase procedure; - Identify and plan the mission purchases in collaboration with the rest of the team (PM, HoM, Admin Co, Base Co); - Ensure the quality of the purchase and the delivery deadlines; - Follow up the order/purchase until delivery; - Control the quantities/quality ordered; - Ensure regular purchases follow up in close collaboration with the Finance Department for down payments and monthly budget follow up.

VEHICLE MANAGEMENT AND MAINTENANCE - Ensure the respect of HI (and donor if required) vehicle management procedure; - Supervise the general follow up of the capital vehicles (consummation checks, movement planning, rental contracts, etc.); - Handle transport contract negotiation with suppliers and follow up; - Define the more relevant means of transport for goods delivery and process the administrative formalities related to (by road, by plane, by boat, etc.); - Ensure a good inter-base movements planning

SECURITY MANAGEMENT - Ensure the respect of the security guideline adopted for the capital, the good functioning of the relative tools and process and the correct use and acknowledge from all the members of the mission (national & international staff); - Work in close collaboration with the Head of Mission for all security issues (security guidelines updates, geopolitical follow up, incident reports and analysis); - Attend to interagency security meetings at Nairobi level; - Ensure that every single incident is reported as fast as possible to the Head of Mission.

TEAM MANAGEMENT

National staff under direct supervision: 1 Emergency logistician (recruited) 1 Cook cleaner (to be recruited)

You ensure strict application and respect of the Internal Regulation by your related staff. You can suggest to the administrator precision/adaptation of certain rules taking into account the specific context of the mission (security, social life, leaves, etc.);You define, with each member of your staff, his action plan and delay for reaching defined goals (IAP);You support and advise your team in the implementation of their IAP;You ensure feed back towards your team about issues potentially raised by them;You ensure a good communication – coordination – information level of each member of your team through regular coordination meetings (or other if needed);You are concerned and aware on the personal and professional evolution of each member of your staff, and its development within the mission: individual interviews, oral and written evaluations;You ensure conflict resolution (personal and professional) within your team and inform the head of mission and the administrator;You propose relevant needed adaptation to the organisational chart of the mission and contribute to its implementation (job descriptions, etc.), in collaboration with the head of mission and the administrator;You support your staff in their management duty: coordination meetings, individual interviews, etc.

REPORTING - Centralize all logistics information available and consolidate a monthly report (into the proper reporting form) to be delivered to the Logistics Coordinator. - Participate to the monthly situation report (SITREP) by providing relevant data related to your position; - Provide regular reporting on your activities to the Head of Mission upon his/her solicitation (coordination meeting, workshop meeting, etc.); - You provide the desk officer with a mission report and/or handover document at the end of your contract; - Debriefing at HQ at the end of your mission (and during Home-Break).

CANDIDATE PROFILE:

• Degree in Logistics area recommended but not mandatory. • Nb of years of professional experience in the related field, especially on mission opening. • Experience in NGO necessary, preferably in emergency context. • Strong interpersonal and intercultural skills • Ability to work under high pressure with a great level of personal organisation

REQUIRED LANGUAGE SKILLS:

• English mandatory (oral and written).

Position Title: Working Capital-Reporting
Reporting To Head of Working Capital
Duty Station: Nairobi, Kenya

Job Purpose
To prepare, analyze and present working capital reports in order to provide accurate, timely working capital reports to Management

Main Responsibilities and Duties
Management Reporting (MIS) – Develop reports to assist in forward planning and target setting
Monitor performance against targets and alert management on potential instances of underachievement
Be responsible for quality control assessments for MIS data entry and act as first line trouble-shooter and problem solving for data errors.
Responsible for the production of reports for management analysis
Maintain internal procedures to collect and collate information
Provide information and statistics as required
Assess the requirements of reporting systems and produce reports for internal and external use as necessary; creating any additional reports that may be required and maintaining any existing reports to reflect accurately the data held
Management presentations – Produce working capital presentations as required for the Management Team
Prepare and provide presentations with regular reports on progress towards targets, flagging variations and performing initial checks on reasons for under/over achievement for Working Capital
Preparation of Working Capital Management Reports on the achievement of performance targets against a range on internal and external indicators
Synthesize and analyze data and write summary reports by program based on the Monitoring results
In accordance with requirements, create or maintain procedures for capturing and publishing monthly, quarterly, and annual reports
Foreign Exchange Risk Management
Enabling risk management techniques by generating an exposure map
Support foreign exchange risk management framework compliance
Ensure Control and Compliance in all working capital areas
Ensuring compliance with all policies of Working Capital Management
Compliance to Working Capital processes and procedures
Closure of internal audit Working Capital issues-status and compliance
Assist creation of Risk Management Policy document

Education, Skills & Knowledge:
* Bachelor’s Degree in Accounting/Finance.
* MBA desired.
* At least 5 years experience in a finance role, exposure to working capital preferable
* Knowledge of reporting methodologies
* Experience in data analysis/manipulation
* IT skills, particularly in the use of spreadsheets (Excel)
* Knowledge and experience of IT systems in a networked environment.

Specialist Skills required:
* Highly Numerate
* Knowledge of treasury software expertise
* Advanced analytical, organization, and interpersonal skills.
* Advanced spreadsheet and modelling skills.
* Excellent collaboration, verbal and written communication skills.
* Attention to detail and accuracy.
* Interested in process improvement.
* Willing to adapt quickly to changes in direction.
* Internally motivated to seek out answers, generate ideas, and develop new skills

o Support effective Debt and Capital Structure Management
+ Organize for effective capital structure management
+ Follow up on upstream and downstream process in line with the Company’s liquidity needs
+ Execute appropriate documentation for all shareholder loans

o Implement effective Working Capital management techniques in order to ensure that efficient levels are maintained at all times

+ Monitor efficiency levels of both components of Working Capital, current assets and current liabilities, in respect to each other.

o Ensure the existence of a proper Architecture –Policies and procedures for working capital

+ Assist in one time Set up of ‘Cash Management Process /Structure (Zero balancing/Notional Pooling)
+ Help disseminate treasury policies on Banking, Investment and Hedging
+ Administer the Working Capital approval matrix
+ Periodical self certification from the Company on treasury related policies & procedures
o Support implementation of proper and effective Technology for working capital in Africa
+ Evaluate and deploy relevant technology and systems for Working Capital
+ Development of Working Capital Manual setting out standard practices
o Ensure effective implementation of Banking Management processes across Africa
+ Cash management & bank reconciliation
+ Meet with cash management banks to plan cash management vs. the Company’s needs.
+ Managing investment portfolio of the organization by appropriate application of funds with an objective to maintain the required liquidity and to ensure optimum returns at minimum risk
+ Arranging working capital limits from various banks for the group companies, and managing overall banking relationships

Education, Skills & Knowledge:

* Bachelor’s Degree in Accounting/Finance.
* MBA desired.
* At least 5 years experience in finance exposure to cash forecasts and cash flow analyses preferable.
* Experience in building complex financial models to evaluate various financial plans.
* Experience in presenting and preparing proposals to recommend new products/services
* Knowledge of investment portfolio strategy, banking, and financial instruments.
* General knowledge of GAAP and SEC reporting requirements for investments and other financial instruments.
* Knowledge of treasury software expertise a plus.
* Advanced analytical, organization, and interpersonal skills.
* Advanced spreadsheet and modelling skills.
* Excellent collaboration, verbal and written communication skills.
* Ability to break down problems into meaningful parts and come to rational and well-thought out conclusions.
* Demonstrated strong project management skills.
* Attention to detail and accuracy.
* Interested in process improvement.
* Willing to adapt quickly to changes in direction.
