Protection International is looking for a Regional Programme Officer based in Nairobi, Kenya - French Speaking

Background: Human rights defenders (HRDs) work towards the protection of internationally recognized human rights, document violations and seek justice for victims. Their work greatly contributes towards the struggle against impunity and towards democracy and accountability.

Despite international declarations and commitments by governments to respect their rights, human rights defenders continue to face intimidation, persecution, defamation as well as arbitrary arrest and physical mistreatment for their legitimate work.
PI is an international non-profit organization researching strategies and security management tools that protect human rights defenders and sharing its expertise in this area with people at risk for their human rights work all around the world. 
PI sees human rights defenders as agents of change who form a pillar of free and just societies. In many parts of the world, HRDs face threats from state and non-state actors for their human rights work. PI works with human rights defenders to develop strategies tailored to their profile and context.

The Role: PI Regional Programme officer is responsible for implementing PIs work in the region of the East and Horn of Africa and the wider African continent (except DRC) under supervision of the Representative. The RPO will have a focus (but not work exclusively) on French speaking African countries. 

The PI RPO is part of a team of four, based in Nairobi. (S)he travels regularly in the region and occasionally beyond.

Key Responsibilities: This job will entail some work in Francophone Africa where the RPO will be expected to know how to prioritise their work keeping in mind the regions PI works in. The candidate must also be fluent in spoken and written French.

Capacity Building

To accompany partners in building their capacity to manage their security and protect their sources and the people whose rights they defend;To propose improvement of PI’s capacity building approach and tools with an eye for the specific requirements of local, national and regional context;To actively monitor and evaluate change, positive or negative.Undertake research on issues related to the way HRDs protect themselves, the State and its duty to protect and the ways of other actors with a stake in the protection of HRD;To capture lessons learnt and best practices in HRD protection in suitable formats and share within PI for internal learning and strategic use with external stakeholders.To contribute to the development of advocacy activities and documents in coordination with the PI Representative;To liaise with other regional, national and/or local HRDs organisations with a view to establishing or reinforcing relationships and possibly developing partnerships;To undertake advocacy activities before national, regional and international authorities;To liaise with NGOs, international organisations and bodies working in the region on the protection of human rights defenders.To analyse the situation of HRDs and HROs at risk in EHA and other sub regional countries covered by the project and provide security advice;To collaborate and prepare reports for the PI Representative on programmatic and thematic topics;Monitor and evaluate PI projects and partners with a view to document and learn from the process.To contribute to the timely update of the organisation security plan and abide by it;To keep abreast of the political situation in the country and contribute to the organizational political analysis.University degree in law, human rights, political science, social sciences or related field;Experience in human rights work of at least 3 years;Proven research skills;Experience in the practical delivery of training preferably adult learning;Understanding of the UN Human Rights system, the European Union and African Union Human Rights systems;Experience with local human rights organisations and human rights issues;Field mission experience;Ability to prepare reports and conduct presentations on key issues by formulating positions, articulating options concisely, and making and defending recommendations;Ability to establish priorities and to plan, coordinate, implement and review work processes and plans;Work with minimal supervision but able to take direction;Analytical skills as well as creative and interactive skills;Interactive/ Assertive/ Self-confident;Understanding of rules of participation and how to encourage inclusion;Proven team work skills;Experience in a multi-cultural and/or international work environment;Ability to work under pressure and to multi task;Willingness and ability to travel for extended periods of time;Commitment to gender equality as well as to cultural, ethnic, sexual orientation and religious equality;Diplomacy and extensive capacities to deal with challenges and situations of conflict constructively;Awareness of issues surrounding gender, ethnicity, etc.Proven ability to write and speak concisely and clearly and communicate effectively; in English and French;Excellent interpersonal skills and ability to establish and maintain effective working relationships in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity;Valid driving license.Location: The position is based in Nairobi, Kenya with frequent travels in the sub-region of the East and Horn of Africa.

The Kenya Institute of Education (KIE) wishes to invite Publishers registered or legally represented in Kenya to purchase the English, Kiswahili and French Set Books Submission, Evaluation, Selection and Approval
Guidelines 2012. These Guidelines contain details on what to submit, conditions for submission, and the system of evaluation and selection.
Publishers should therefore submit literary text titles to the Kenya Institute of Education in accordance with the requirements and time-table established in the Guidelines.
The English, Kiswahili and French Set Books Submission, Evaluation, Selection and Approval Guidelines 2012 may be purchased from the Director KIE, on payment of a non-refundable fee of Kenya Shillings Ten Thousand (Kshs. 10,000/=) only.
All submissions should be received at KIE not later than 6 September 2012, and must be accompanied by the appropriate amount of evaluation and selection fees in Banker’s Cheque payable to the Director, KIE.

Salary: 70,000 – 90,000 KES/month gross

Based: Nairobi, Kenya

Duration: End Date 31 December 2013 with 2 year option to extend.

Functions:

Provide administrative and logistical assistance to the Australia Awards for Africa program for the relevant class of Award as assigned by the Officer in Charge (Long Term Awards, Short Course Awards and Professional Development Awards) in accordance with the Quality Assurance Manual.Provide Interpretation/Translation skills in FrenchWork closely with the various program counterparts including AusAID, Student Contact Officers (SCO’s), Coordinating Authorities, regional agents, IT Division and other Program staff to coordinate the effective implementation of the AAAP.Report to the Program Unit Manager regularly of progress or difficulties being encountered and;Liaise closely with GRM Support Staff.Duties and Responsibilities:

Data Management:

Carry out data management; this will include data inputting, processing and analysis. This will be an essential aspect to the role and be major part of day-to-day activities.Liaise with the Communications Coordinator to carry out or assist in various communications / promotions tasks as necessary.Preliminary application and shortlisting stage:
Respond to queries and assist applicants with the completion of application forms and other related documentation.Carry out compliance checks and enter all data into the relevant database/s and notify Program Unit Manager for checking and further processing.Interview and information session stage:
Present information sessions and assist in translation of sessionAssist Finance Assistants or Coordinator to consolidate financial information as necessary.Placement, mobilisation and award status management
Assist with and advise awardees on the visa application process, including medical examinations, and check for completeness before submitting to DIAC in the prescribed format.Prepare Offer Letters and Contracts and submit to Program Unit Manager for checking and sign off.Communicate with all awardees about the award and all logistics concerning their mobilization to AustraliaAssist in scheduling and arranging In-Africa visitsEnsure all filing (hard- and softcopy) for all tasks above is carried in accordance with the QAM and instructions as given by the Program Unit ManagerActively participate in performance management processes.Ensure adherence to all HR requirements, e.g. timesheets, leave applications etc.Carry out all other reasonable tasks as directed by the Program Unit Manager and / or Team Leader..Be prepared to travel to foreign countries in Africa as and when it is requiredAssist or implement all aspects of logistics for interviews, e.g. venue identification; quote evaluation; venue and accommodation booking;Key Selection Criteria:

Required skills/experience (selection criteria):

Experience within a Project Office environment highly advantageousTertiary qualifications preferable but not essentialExperience with travel management, event management or visa processing an advantage.Works constructively with applicants and partner governments to ensure candidates understand and comply with visa and institution application processes in a timely manner.Exceptional standard of verbal communication skills.Strong computer skills and the ability to learn new programs quickly.Strong task and time management skills, including the ability to work under pressure, prioritise tasks and balance several competing activities at once.Demonstrated people skills with a flexible and collaborative personal styleAbility to carry out financial procedures such as petty cash management, expense claims, payments to hotels for venues, payments to individuals to reimburse them for medical costs, accommodation etc.Fluency in written and spoken English and FrenchPersonal attributes (selection criteria):

About the position
We are a small rural school introducing French for the first time and will therefore require a candidate who is enthusiastic, outgoing, creative and patient. The school will provide accommodation and a stipend of 5000 Kenya shillings for the successful intern who will also work under the supervision of an expert in the field. The position has prospects for TSC employment based on the performance and qualification of the candidate.

Qualification
A minimum of certificate from Alliance Francaise level 3 or Diplome in French
Should have done French in high school
Graduates will have an added advantage

WISER is a Kenyan NGO founded in 2006 that has established a strong community partnership in Muhuru Bay where the organization has built a private secondary boarding school for girls that it operates in addition to other community programs focusing on education, health, and economic development.

WISER's mission is to improve educational, economic, and health outcomes for girls; create gender allies in boys; and promote community-wide enhancements in health and development.

WISER Girls 2011

In additional to the current 30 female first-level secondary students in the WISER school, 30 more girls are being inducted in January 2011.
Students are recruited from 14 primary schools in Muhuru Bay on full scholarship supported by international organizations and WISER partners.
Most students entering WISER require rigorous re-orientation to a higher standard of learning and a dedicated set of role models to raise their expectations of their educational potential.

This is what makes WISER different and unique, in that it believes together with the right space, right teachers, and renewed mindset and culture of learning, every student can become “WISER” than their expectations and qualify for post-secondary opportunities in university, college and promising careers.

WISER is currently recruiting for a volunteer French Secondary Education Teacher to be based in Muhuru Bay, Kenya for a one year commitment beginning January 1, 2011.

Requirements

•Qualified French Secondary Education Teacher, Français langue étrangère diploma/certificate, or BA in relevant field.

•At least one year teaching experience

•Experience in living and working in developing countries, especially in a low-resource setting

•Financially self-reliable, including travel costs

•Experience in working with multi-cultural teams

•Fluency in French (as mother-tongue) and English
